The very fact that so many of us are here to participate in this conference on Operations Research is an indicator of the importance we attach to this relatively new and still expanding field. All of us recognize that Operations Research techniques are especially useful tools in problem solving in business, Government and the military. A discussion of the role of Operations Research and the related field of Systems Analysis in national defense policy and programming decision processes seems especially appropriate at the opening session of this conference, As you know, Operations Research as an organized form of research first found application in the review of individual military weapons systems and their effectiveness just over forty years ago. From that relatively narrow beginning has evolved a discipline whose future exploitation and utility you will explore over the next several days. I plan to review very briefly the historical development of Operations Research and Systems Analysis as tools in the defense decision-making process. Then, I will give you an overview of their application to today's military and defense problem solving by discussing the use of these techniques at the headquarters level by the United States Navy, Obviously, in such a brief period, I cannot cover all applications, specific techniques, or all of the groups involved in such a complex process. A review of the historical development of Operations Research/Systems Analysts reveals that the use of the basic concepts of Operations Research is not new; it originated with the first attempts to use the scientific approach to solve problems. We are still seeking, through modern analysis, to answer the three questions posed by John Dewey in his examination of the problem solving process in 1910.'1 - What is the problem? - What are the alternatives? - Which alternative is best? As I noted earlier, Operations Research, as an organized form of research, began in Great Britain in the late 1930s with the review of individual weapons systems.
Purpose: The purpose of this study is to understand family members' experience of deciding to withdraw life-sustaining treatments for terminally-ill patients in an unconscious state. Methods: Data were collected by performing an in-depth interview with eight terminally-ill patients' family members who decided to withdraw life-sustaining treatments. Colaizzi's phenomenological method was used for data analysis. Results: Questions were classified into 12 groups and finally into five categories. The five categories were about family members' frustration with patient's condition, emotional preparation for the patient's death upon medical professionals' recommendation, patient's wishes, exhaustion due to caring and past experiences related to life-sustaining treatment. Conclusion: Using the five categories, hospice and palliative professionals could better understand family members' decision making experience of withdrawing life-sustaining treatments for terminally-ill patients. Based on that, the family members could be provided with appropriate counseling and care, which in turn could improve hospice and palliative care intervention.
Purpose: The purpose of this study was to share an experience about processes and lessons learned to execute evidence-based practice (EBP) in neurological physical therapy. Methods: The most important thing in applying EBP to practice is to search, find, and appraise the existing evidence. Many evidence databases are available, such as CENTRAL, PEDro, PUBMED, and EMBASE. However, the knowledge represented in these databases is not always perfect. The practice model is a set of processes to resolve client problems. Therapists should make hypothesis-focused decisions through EBP. Integrating clinical reasoning and evidence is most important when it comes to the execution of EBP. Results: The process of EBP consisted of following: coming up with clinical questions, followed by searching for, appraising, evaluating, and integrating evidence. To integrate EBP into practice, it is necessary to consider clinical expertise, patient value and preferences, as well as research wth the best evidence. We provided an example of a clinical case with a stroke patient to show how this process and framework concerning clinical reasoning through evidences can be integrateds. During this process, we also utilized information technology to improve EBP ability. Conclusion: We should recognize what manner of information is needed to resolve eash patient's problem, and we should search for this information efficiently. Then, we should judge the value of the information obtained as it applies, to the clinical setting.

To improve current transportation service, a new Seoul Metropolitan Transportation Administration (Seoul MTA), backed by Korean central government, is on the way of being established. This paper tries to answer questions such as 'What is the best type of organizational formation of the upcoming institute to deliver better, seamless transportation service?' and 'What is the most suitable scope of work of the upcoming institute to achieve the goal?' A group decision making process, a kind of AHP (Analytic Hierarchy Process) was adopted to measure the experts' preferences of alternatives in quantitative scale measurement. To evaluate the alternatives, five evaluation criteria were selected. Among them, it is revealed that 'Improvement of the transportation service' and 'Political & Administrative power to make it happen' are the two most important evaluation criteria over what types or operating costs of the administrations are. When the five evaluation criteria are applied onto the group of alternatives, it yields that a stand-alone organization, which should be independent from upper-level government body, should have an integrated and sole authority on the area-wide transportation system management.
The purpose of this study was to examine the cases of the family head's costume culture and to apply them to field experience education of adolescent's home economics subject. To examine the family head's costume culture, women in the family head in the Hampyeong area, Jeollanam-do were selected and interviewed. The focus of examining the family head's costume culture was on the life story of the family head, the reason to wear or possess such costume, and a motive of making. The findings of the head family's costume culture suggests that the head family of the Mos of Hampyeong had unique shroud making and custom. Also it was found that the eldest daughters-in-law of the Lees of Hampyeong have horizontally exchanged the information of the family head's costume with village women of the same family. They have initiated their costume culture directly through their daughters and it had the great influence on after-ages. The learning program for youth to experience the head family's costume culture consisted of four subjects:(l)Educating the family head's traditional living culture including etiquette training, (2)head family village walk, (3)experiencing the family head's clothes life including natural dyeing and sewing, and (4)a field trip of Hampyeong Local Life Culture Museum. For a model experience of the family head's costume life culture, three families with middle and high schoolers participated in 8- hour experience learning program. To examine the effect of learning program to experience the family head's costume culture, youth and their parents who participated in the program were asked open-ended questions, which included the content validity of experience learning, impressive experience, model experience level(difficulty), and expected effect after a model experience. As a result, their responses were found positive.
Background: Recognizing that access to safe and healthy working conditions is a human right, the World Health Organization (WHO) calls for specific occupational safety and health (OSH) programs for health workers (HWs). The WHO health systems' building blocks, and the International Labour Organization (ILO), highlight the importance of information as part of effective systems. This study examined how OSH stakeholders access, use, and value an occupational health information system (OHIS). Methods: A cross-sectional survey of OSH stakeholders was conducted as part of a larger quasi experimental study in four teaching hospitals. The study hospitals and participants were purposefully selected and data collected using a modified questionnaire with both closed and open-ended questions. Quantitative analysis was conducted and themes identified for qualitative analysis. Ethics approval was provided by the University of Pretoria and University of British Columbia. Results: There were 71 participants comprised of hospital managers, health and safety representatives, trade unions representatives and OSH professionals. At least 42% reported poor accessibility and poor timeliness of OHIS for decision-making. Only 50% had access to computers and 27% reported poor computer skills. When existing, OHIS was poorly organized and needed upgrades, with 85% reporting the need for significant reforms. Only 45% reported use of OHIS for decision-making in their OSH role. Conclusion: Given the gap in access and utilization of information needed to protect worker's rights to a safe and healthy workplace, more attention is warranted to OHIS development and use as well as education and training in South Africa and beyond.
With the major changes in fisheries management brought about by technological, politico -legal, and economic and biological development, new problems have emerged in the fisheries sector of the European Community countries. In 1986, the entry of Spain and Portugal to the European Community made the Community the third biggest producer of fishery products in the world. It also had considerable impact on the Common Fisheries Policy (CFP) due to their fishing fleets. This article examines the complexity of establishing the Common Fisheries Policy in the European Community, while underlining the value of such an approach. It reviews four main areas of the common fisheries policy : access to waters and the conservation and management of stocks ; organization of the market ; structural changes and research, and international relations. It also discusses the specific fisheries problems to which the approach of CAP has been applied. It is argued that the fishery resource policy was the most trublesome to put into practice. It is the forum for such thorny questions as total allowable catch (TAC) and the sharing out of TAC between member states. It is shown that there are many things to be tackled in the CAP for the deeper integration in the fisheries sector. The author concludes by suggesting that the Common Fisheries Policy would be a suitable example to which Republic of Korea could refer in concluding reciprocal fisheries agreements with other countries and making the cooperative fisheries policy with North Korea.
The carbon-offset mechanism based on forest management has been recognized as a meaningful tool to sequestrate carbons already existing in the atmosphere. Thus, with an emphasis on the forest-originated carbon-offset mechanism, the accurate measurement of the carbon stock in forests has become important, as carbon credits should be issued proportionally with forest carbon stocks. Various remote sensing techniques have already been developed for measuring forest carbon stocks. Yet, despite the efficiency of remote sensing techniques, the final accuracy of their carbon stock estimations is disputable. Therefore, minimizing the uncertainty embedded in the application of remote sensing techniques is important to prevent questions over the carbon stock evaluation for issuing carbon credits. Accordingly, this study reviews the overall procedures of carbon stock evaluation-related remote sensing techniques and identifies the problematic technical issues when measuring the carbon stock. The procedures are sub-divided into four stages: the characteristics of the remote sensing sensor, data preparation, data analysis, and evaluation. Depending on the choice of technique, there are many disputable issues in each stage, resulting in quite different results for the final carbon stock evaluation. Thus, the establishment of detailed standards for each stageis urgently needed. From a policy-making perspective, the top priority should be given to establishinga standard sampling technique and enhancing the statistical analysis tools.
Purpose - This study involves the following questions: "Does internalization theory fully explain reality?" and "Which additional factors may add extra value to the theory?" To answer these, this study divides market entry mode into two steps, initial and subsequent and then, focuses on the subsequent distribution step; that is, the post-entry strategy after initial entry. In addition, this study relies on finding strategic orientations that affect the decision of post-entry into foreign markets. Research design, data, and methodology - To investigate this, this study examines 252 cases of Korean online games for each foreign market and the distribution mode at the product-team level. Results - The result shows that companies use different distribution strategies as a post-entry mode, like licensing, or joint distribution rather than exclusive distribution, through subsidiaries even if they already have wholly owned local subsidiaries which have enough experience and resources to select the entry modes among various types and then provide full commitment and control. Additionally, it finds that strategic orientation affects post-entry strategies differently. Conclusions - Therefore, this study is noteworthy and significant, as it practically extends the existing theories such as an internalization and distribution for decision making regarding the overseas expansion of entertainment businesses.
Purpose - The study verified the effects of consumers' knowledge perception upon word-of-mouth intention and purchase intention of consumers who were exposed to a lot of information, and examined consumer's behavior from multi-dimensional points of view. Research design, data, and methodology - The study conducted the test of difference between consumer's cognition on importance and satisfaction of HMR product by gap of HMR (Home Meal Replacement) product for IPA analysis. The consumer's reliability and words-of-mouth were measured by the questionnaire method with 4 questions according to Likert 7-point scale. Conversion into z-score removed the difference of variables. Results - The causal relation model for importance, satisfaction and gap, not relying upon multi-dimensional scaling and others, could construct causal relation model to give implications. Difference (d) of the products could lessen consumer's reliability to increase consumer's knowledge perception, word-of-mouth intention, knowledge perception, and purchase intention. Therefore, enterprises should make an effort to lessen consumers' complaint for the products and to elevate consumers' reliability. Enterprises also try to give consumers exact information and to promote purchase intention. Conclusions - Difference (d) of consumers' complaint and/or disappointment decreased consumers' reliability to increase knowledge perception. Enterprises should supply consumers with products according to their requirements to minimize the gap and to give them proper information.
