  • Accidents or faults in the transmission and distribution system are never completely avoidable, and short-circuit and earth faults are occurs despite the efforts of the TSO and DSO. Recently, the connection to the transmission and distribution system of large-capacity new and renewable distributed power has increased rapidly and has various effects on the operation of the system. In order to minimize this, connection standards such as FRT (Fault-Ride-Through) have been established to provide wind turbines or solar inverters. In the event of a major faults of the power system, the operation support shall be provided so that the operator can stably operate the system by smoothly performing connection maintenance or rapid system separation. In this paper, in order to appropriately determine whether the FRT condition, which is the grid connection criterion for a representative DERs, is sufficient, a detection system using a PMU (Phasor Measurement Unit) that measures a synchro-phasors was designed and deployment and a system accident due to a generator step-out to analyze and evaluate the proposed system based on the case.

Critical Review on Theory of "Eccentric Diseases are Due to Phlegm" (괴병다속담(怪病多屬痰) 이론에 대한 비판적)

  • The theory of "eccentric diseases are generally due to phlegm (怪病多屬痰)" means that phlegm is a major cause for intractable diseases including cerebrovascular accident, depression, insanity, and shock from strange things or evil sprint. It has been a key foundation for the diagnosis and treatment of phlegm in traditional Korean medicine. However, the origin of the theory is not clear and controversial. In this study, we critically reviewed the origin and developing process of the theory in the viewpoints of philology and pathology in Korean medicine. Wang Yin-Jun (王隱 君) did not claim that eccentric diseases are generally due to phlegm in Taidingyangshengzhu-lun (泰定養生主論). The miscitation by following medical literature caused the misunderstanding in the meaning of Taidingyangshengzhu-lun, that phlegm can cause variable symptoms and signs. In the Ming dynasty, some poor medical doctors had tended to diagnose any difficult case as phlegm syndrome and to use Kuntan-huan (滾痰丸) as a standard herbal formula for treating phlegm syndrome. However, the tendency to categorize delicate cases easily to phlegm syndrome is not desirable. Besides, the tendency to use Kuntan-huan as a basic formula for the phlegm syndrome might cause diverse and severe adverse effects. Thus, we cannot accept the theory of eccentric diseases is generally due to phlegm without a doubt. In conclusion, this theory might be a valuable aphorism in terms of considering the possibility of the secondary pathologic factors including phlegm and blood stasis which should be considered first in case of intractable diseases.

  • Due to the recent accident caused by the automated vehicle, discussions on the ethical aspects of AI have been actively underway. This paper confirms that AI is inevitably connected to ethical components through the concepts and techniques related to robots-AI, and argues that ethical aspects are built-in, not post facto. Furthermore, this devises a solution to the trolley dilemma that can serve as a clue to ethical problems associated with automated vehicles. Preferentially, that process contains writing Bayesian networks. Next, only important and influential data are left after the pre-processing stage, and crowd-sourcing & extrapolation is used to calculate the exact figures of the networks. Through this process, this argues that humans' subjects are certainly included in implementing algorithms and models and discusses the necessity and direction of engineering liberal arts, especially education of ethics that distinguished from major education to prevent distortions and biases abouts AI systems.

Pre-Hospital and In-Hospital Management of an Abdominal Impalement Injury Caused by a Tree Branch

  • In South Korea, most patients who visit trauma centers with abdominal injuries have blunt trauma, and penetrating injuries are relatively rare. In extremely rare cases, some patients are admitted with a long object penetrating their abdomen, and these injuries are referred to as abdominal impalement injuries. Most cases of impalement injuries lead to fatal bleeding, and patients often die at the scene of the accident. However, patients who survive until reaching the hospital can have a good prognosis with optimal treatment. A 68-year-old female patient was admitted to the trauma center with a 4-cm-thick tree branch impaling her abdomen. The patient was transported by a medical helicopter and had stable vital signs at admission. The branch sticking out of the abdomen was quite long; thus, we carefully cut the branch with an electric saw to perform computed tomography (CT). CT revealed no signs of major blood vessel injury, but intestinal perforation was observed. During laparotomy, the tree branch was removed after confirming that there were no vascular injuries, and enterostomy was performed because of extensive intestinal injury. After treating other injuries, the patient was discharged without any complications except colostomy. Abdominal impalement injuries are treated using various approaches depending on the injury mechanism and injured region. However, the most important consideration is that the impaled object should not be removed during transportation and resuscitation. Instead, it should only be removed after checking for injuries to blood vessels during laparotomy in an environment where injury control is possible.

Optimization of Gas Detector Location by Analysis of the Dispersion Model of Hazardous Chemicals (유해화학물질의 확산 모델 분석을 통한 가스감지기 위치 최적화)

  • The domestic gas detector installation standards applied to gas detectors, which are one of the facilities that can prevent accidents such as fire, explosion, and leakage that can cause serious industrial accidents, do not take into account the behavioral characteristics of hazardous chemicals in the atmosphere. It can be seen that the technical basis is insufficient because the standard is applied. Therefore, in this study, the size of the leak hole for each facility mainly used in chemical plants and the diffusion distance according to the concentration of interest of hazardous chemicals were analyzed, and based on this, the optimal installation distance for gas detectors for each material was suggested. Using the method presented in this study, more economical and effective gas detector installation can be expected, and furthermore, it can be expected to help prevent serious industrial accidents.

  • Although pipe performs various functions in industrial sites and residential spaces, if it is damaged due to corrosion caused by the external environment, it may cause equipment failure or a major accident. For this reason, various studies for safety management are being conducted, but studies on detecting corrosion or cracks on the pipe surface using a laser displacement sensor have hardly been conducted. Therefore, in this study, the corrosion degree of the pipe surface was compared and classified into 4 corrosion conditions, and inspection equipment using a laser scanner was manufactured. The corrosion height was calculated from the four surface data obtained from the measuring equipment and applied to various CNN algorithms, and 91% accuracy was obtained during training using the Modified VGGNet16 code with reduced number of parameters.

  • UPRT(Upset Prevention And Recovery Training) is an accident prevention training program developed over a three-year period after the main cause of aircraft accidents in commercial aviation between 2001 and 2011 was analyzed as LOC-I(Loss Of Control Flight). In 2014, ICAO presented UPRT for fixed-wing aircraft through Doc.10011(Manual On Aeroplane Upset Prevention And Recovery Training) and recommended mandatory implementation to Contracting States from March 2019. Since naval P-3C is a major mission of maritime patrol and anti-submarine warfare, it takes a lot of time to fly at low altitude (70-600 m), and the majority of P-3C pilots have experienced spatial disorientation, so Upset prevention and recovery training is essential for naval P-3C pilots. To this end, this study intends to present measures for UPRT from limited conditions using the P-3C simulator owned by the Navy.

  • Maritime transport is dominant in the overall volume of all international transportation. Existence and overcoming of problems, which cause pressure on shipping safety, remain actual and fully concern both maritime and inland transport. Increasing speed and cargo capacity of the ships along with the reduction of crew members lead to the automation of a growing number of work processes, which indicates the need to actively introduce appropriate measures in the security system of sea-going ships and commercial ports and to develop modern approaches to minimize negative events and incidents in the process of ship operation. Advantages in use of modern methods of monitoring the safety of ship operations, management of possible events and incidents, including investigation of accidents, first, aimed at prevention of negative occurrences and ways of prevention on this basis. Considering statistics on incidents increase, this work presents analysis of general ship accident rate, study of major accidental events growth annually, and investigation of causes of incidents, which most frequently occur in port waters and at open sea. A survey of current approaches to ensuring the safety of shipping by implementing effective tools, such as event and incident management, has been conducted.

Epidemiologic Changes of Facial Bone Fracture before and after Coronavirus Disease 2019: A Level 1 Trauma Center in Korea

  • Background The coronavirus disease 2019 (COVID-19) outbreak has had a major impact worldwide. Several countries have implemented restrictions on social interaction ("social distancing"). Several studies have reported that the epidemiology of trauma patients, such as those with facial bone fractures, has changed after COVID-19 pandemic. This study aimed to further explore these specific changes. Methods This was a retrospective study of patients who presented to a single institution with facial bone fractures between January 1, 2016, and December 31, 2020. Baseline patient demographics, clinical information, type of fracture, etiology, and operative management were compared before and after COVID-19. Results Of all cases, 3,409 occurred before COVID-19, and 602 occurred after COVID-19. Since the outbreak of COVID-19, the number of patients with facial fractures has not decreased significantly. A significant increase was noted in fractures that occurred outdoors (p < 0.001). However, a decrease was observed in operative management between the groups (p < 0.001). There was no significant difference in the proportion of assault, fall-down, industrial accident, or roll-down. In contrast, the proportion of traffic accidents and slip-down categories increased significantly (p < 0.05). Moreover, a significant decrease was found in the proportion of the sports category (p = 0.001) Conclusions It was confirmed through this study that COVID-19 pandemic also affected epidemiology of facial fractures. Focusing on these changes, it is necessary to develop safety measures to reduce facial fractures.

Study of oxidation behavior and tensile properties of candidate superalloys in the air ingress simulation scenario

  • Air ingress incidents are major safety accidents in very-high-temperature reactors (VHTRs). Air containing a high volume fraction of oxygen may cause severe oxidation of core components at the VHTR, especially for the significantly thin alloy tube wall in the intermediate heat exchanger (IHE). The research objects of this study are Inconel 617 and Incoloy 800H, two candidate alloys for IHE in VHTR. The air ingress accident scenario is simulated with high-temperature air flow at 950 ℃. A continuous oxide scale was formed on the surfaces of both the alloys after the experiment. Because the oxide scale of Inconel 617 has a loose structure, whereas that of Incoloy 800H is denser, Inconel 617 exhibited significantly more severe internal oxidation than Incoloy 800H. Further, Inconel 617 showed a significant decrease in ultimate tensile strength and plasticity after aging for 200 h, whereas Incoloy 800H maintained its tensile properties satisfactorily. Through control experiment under vacuum, we preliminarily concluded that serious internal oxidation is the primary reason for the decline in the tensile properties of Inconel 617.
