A Study on the State's Aviation Safety Audit Systems for the Improvement of the Integrated Railroad Safety Audit System (철도종합안전심사제도 발전을 위한 국가 항공안전감독체계 고찰)

  • Recently the assurance of railroad safety is very important issue in KOREA because there are lots of changes in the railroad industries. The Railway Safety Act was established in order to cope with these changes effectively and prevent the railroad transportation accidents. According to this law, Korea Transportation Safety Authority (KOTSA) has been entrusted with 'Integrated Railroad Safety Audit (IRSA)'. Even though newly introduced IRSA is conducted smoothly, it is necessary to study the methodology and criteria of the state's safety audit system in other fields to improve the efficiency. In ICAO (International Civil Aviation Organization) Safety Management Manual, a state's safety programme embraces those regulations and directives for the conduct of safe operations from the perspective of aircraft operators and those providing air traffic services(ATS), aerodromes and aircraft maintenance. The safety programme may include provisions for such diverse activities as incident reporting, safety investigations, safety audits and safety promotion. To implement such safety activities in an integrated manner requires a coherent SMS(Safety Management System). In this paper, to improve the efficiency of IRSA, we investigated the ICAO's the State's Aviation Safety Audit Systems and ICAO Safety Management Manual. And through the result of investigation, we proposed the improvement concept of IRSA.

  • Software Engineering covers techniques, tools, and methodologies needed to develop, acquire, and manage software in high quality, using appropriate resources. Therefore it can be said that the administration target of software engineering activities is the pursuit of high productivity for production of software in good quality. To do this, they should establish the engineering principle based on engineering theory and concept, and form the effective environment of engineering technology through improving development methods/methodology and tools of software engineering. In addition several guidances related to information system planning, acquisition, development, management, maintenance, and evaluation, etc. must be invented on the basis of software engineering to encourage efficiency of public information business yearly increasing fastand to make sure compatibility and interoperability.

Improvement of river environment in the downstream reaches of dams (댐하류의 하천환경 개선)

  • I introduce the Flexible Dam Operation (FDO) and some of sediment control techniques In dams which are implemented as trials to avoid or reduce environmental impact of dams on the downstream reaches. The FDO is a dam management method to improve river environment in the downstream reaches by means of the flushing flow, the maintenance flow and so on utilizing a vacant portion of capacity for flood control without interrupting prime flood control function during the rainy/typhoon season. It Is suggested by the guideline of the FDO that EDO should be implemented regularly after the trial for about three years. The basic conception of the FDO is described here. The example of excavation of deposited sediments in check dams and placement of sand ana gravel immediately downstream of the dams and the example of coordinated sediment flushing are described as some of sediment control techniques in dams. Now they are at the stage of experiment and trial. Therefore, it is important to increase examples and establish the technical methodology and the environmental evaluation method for them.

  • The military services have sought to improve the overall quality, management, and delivery of military technical information in all of its aspects. The efforts concentrated on developing IETM(Interactive Electronic Technical Manual) by using the application of computer technology for the storage, control, and presentation of maintenance, system-operation, training, and other forms of logistic-support technical information. In this paper, the methodologies are presented to evaluate the operational effectiveness of IETM which consists of confirmity and performance. Confirmity is evaluated by the check-sheet based on the standard of CALS, and performance by the comparison of the technician performance between IETM and paper-TM.

  • This study aims to propose Green Remodelling methods of apartment houses in Korea. Through the literature review and case studies various 'Green' Remodelling elements including environmental friendly technologies were identified and classified. Design strategies and remodeling techniques which could increase energy efficiency, reduce water and resource use, improve air qualify, improve landscape management, and improve maintenance were also investigated. Then, 'Green remodelling' methods of apartment houses are proposed as the des19n methodology of remodeling for sustainable development. The green Remodeling design methods and elements proposed by this study are proved to be simple, easy and flexible ways to enhance the environmental sustainability of the existing building.

  • The purpose of this study is to provide considerations for developing reverse engineering guidelines for AEC(Architecture, Engineering and Construction). The reverse engineering is a methodology which has the purpose of extracting and recognizing geometries and properties from physical objects such as buildings, facilities, terrain and infrastructure including roads, bridges, and tunnels. To handle them for the purpose of construction management, maintenance, and operation, we should know the exact position, orientation, and dimension of the objects including their properties. As the viewpoint of the information extraction from reverse engineering, it is necessary to derive consideration factors for developing reverse engineering guidelines.

  • During the last decade, effort has been made f3r reducing maintenance cost for aged equipments and ensuring safety, efficiency and profitability of petrochemical and refinery plants. Hence, it was required to develop advanced methods which meet this need. RBI(Risk Based Inspection) methodology is one of the most promising technology satisfying the requirements in the field of integrity management. In this study, a quantitative assessment algorithm fir RBI based on the API 581 code was reconstructed for developing an RBI software. The user-friendly realRBI software is developed with a module for evaluating quantitative risk md financial risk using the potential consequence and the likelihood. Also, inspection planning module for inspection time and inspection method are included in it.

  • The diagnostic/prognostic problems for condition based maintenance or Prognostics and Health Management has been used. Primary objectives of diagnosis/prognosis are maximizing system availability and minimizing downtime from fault isolation through more effective troubleshooting efforts. Diagnosis aims to detect the onset of failures to improve system performance and reduce life cycle cost by reducing the failure time. The prognosis can reduce operational and support total ownership cost and improve safety of machinery and complex systems. In this Paper, a fault diagnosis methodology has been described using a monopropellant propulsion system model as a test bench.

  • During the last ten years, the need has been increased for reducing maintenance cost for aged equipments and ensuring safety, efficiency and profitability of petrochemical and refinery plants. RBI (Risk Based Inspection) methodology is one of the most promising technologies satisfying the need in the field of integrity management. In this study, a user-friendly software, realRBI for RBI based on the API 581 code was developed and a quantitative analysis was performed for over 500 equipments in a domestic plant whose operating time reaches about 13 years. Current risks for each equipment parts were evaluated and risk based prioritization were determined as a conclusion.
