도로포장 유지보수 전략에 따른 기대수명과 보수비용산정 (Estimation of Life Expectancy and Budget Demands based on Maintenance Strategy)

  • 도로포장은 충족되어야 하는 서비스 수준을 유지하기 위해 반복적인 유지보수를 필요로 한다. 그러나 노후화된 하부구조와 반복적인 유지보수는 포장의 파손속도를 가속화시키기도 하며, 이는 한정된 예산의 효율성을 저해하는 요소가 될 수 있다. 따라서 본래의 기능을 유지하기 위해 도로의 재포장이 주기적으로 요구된다. 특히, 국도는 그 건설수요가 한계점에 다다랐으며, 노후로 인해 재포장 및 유지관리의 필요가 점점 증가하고 있는 시점이다. 그러나 도로관리자들은 예산의 한계로 이러한 노후포장에 대해 재포장 및 효율적인 유지관리를 시행하기에 많은 어려움을 겪고 있다. 이는 의사결정에 필요한 장기적인 유지보수 전략의 부재 때문이라 할 수 있다. 이에 본 논문은 반복적인 유지보수로 인한 포장의 상태변화를 고려한 유지보수 전략을 도출하여 관리자들의 의사결정에 도움을 주고자 하였다. 분석을 위해 포장관리시스템(PMS)이 도입된 1986년부터 장기간 누적된 국도의 유지보수 이력데이터를 활용하였으며, 방법론으로는 유지보수 횟수에 따른 수명분포 도출 및 위험률(hazard) 함수의 변화과정을 분석한 후, 이 결과를 근거로 다양한 유지보수 대안들에 대해 중장기 유지보수비용을 산정하였다. 이를 위해 포장파손과정의 불확실성을 고려하고, 도로관리자들에게 보다 실용적인 정보를 제공하기 위해 확률론적 방법(몬테카를로기법)을 추가로 도입하였다. 또한, 신뢰성 이론을 활용하여 유지보수에 대한 품질보증과 관련된 정보도 도출하고자 하였다. 이러한 정보는 장기유지보수전략 수립에 중요한 정보로 활용할 수 있다.

  • This paper is a feasibility study on the calculation of operating cost in regards to the overall operation following the completion of a number of LRT lines currently in progress. Owing to the absence of operating experience in driveless LRT system at home, the difficulties lie in the assumption of the optimal operating budget applying domestic real situation. Nevertheless, with 34 years of accumulated operating experience in heavy rail transit system, Seoul Metro, the nation's biggest urban rail transit operator, performs O&M consultancy services for several on-going projects along with every effort to acquire know-how where the appropriateness of the cost estimation as a required deliverable is reviewed and a more efficient way is provided. The main focus of this study is to seek a method to calculate the optimal amount of operating expenses as well as a cost-effective alternative for possible weaknesses from the standpoint of the operator. The body of this paper discusses the five issues such as personnel cost, overhead, maintenance cost, additional purchase price, alternative investment fee from a more macroscopic point of view, and the conclusion deals with the adequacy of the reason for selection of institutions with various operating know-how.

야전 운용자료를 이용한 대함유도탄의 신뢰도 분석 연구 (A Study on the Reliability Analysis of Anti-ship missile using Field Data)

  • 미국을 비롯한 선진국들은 배치 운용중인 개발 무기체계의 야전 운용자료를 수집 분석하여 신뢰도 유지여부를 확인하고 설계 재반영, 군수지원 요소 최적화를 위한 기초 경험자료 등으로 잘 활용하고 있으나 국내에서는 적용이 미흡한 실정이다. 따라서 본 논문에서는 국내 연구개발후 함정에 배치 운용 중인 ${\bigcirc}{\bigcirc}$대함유도탄을 대상으로 최근 6년간 ${\bigcirc}{\bigcirc}{\bigcirc}$발에 대한 구성품별 고장현황 등이 포함된 야전 운용자료를 수집하여 Weibull++ v7 소프트웨어에 입력후 모수적 추정방법을 이용하여 신뢰도를 분석하였다. 분석결과를 개발단계에서 분석된 유도탄과 구성품별 MTBF와 비교하여 초기신뢰도 유지여부를 분석하였고, 고장패턴과 검사주기 적절성도 확인하였다. 도출결과를 개발기관 및 품질보증기관, 제작사에 환류하여 RCM 분석을 통한 초기 신뢰도 회복 조치 및 총수명주기간 유지보수비가 절감되도록 정비정책에 대한 개선방안을 제시하였다.

  • The purpose of this paper is to improve the grounding point measurement method for the maintenance of the earth resistance of the distribution line. This study defines the correlation among humidity of the soil, the earth resistivity and the grounding resistance. Based on the results of the study, the grounding resistance value measurement should be limited to the location where the earth resistivity change is large, and the measurement time and cost can be greatly reduced.

XRML 기반 비교쇼핑몰의 구조와 배송비 산정에 관한 실증분석 (Architecture of XRML-based Comparison Shopping Mall and Its Performance on Delivery Cost Estimation)

  • With the growth of internet shopping malls, there is increasing interest in comparison shopping mall. However most comparison sites compare only book prices by collecting simple XML data and do not provide .the exact comparison Including precise shipping costs. Shipping costs vary depending on each customer's address, the delivery method, and the category of selected goods, so rule based system is required in order to calculate exact shipping costs. Therefore, we designed and implemented comparison shopping mall which compares not only book prices but also shipping costs using rule based inference. By adopting the extensible Rule Markup language (XRML) approach, we proposed the methodology of extracting delivery rules from Web pages of each shopping mall. The XRML approach can facilitate nearly automatic rule extraction from Web pages and consistency maintenance between Web pages and rule base. We developed a ConsiderD system which applies our rule acquisition methodology based on XRML. The objective of the ConsiderD system is to compare the exact total cost of books including the delivery cost over Amazon.com, BarnesandNoble.com, and Powells.com. With this prototype, we conducted an experiment to show the potential of automatic rule acquisition from Web pages and illustrate the effect of delivery cost.

철도차량 접촉기의 신뢰성 분석 및 교환주기 결정에 대한 연구 (A Study on Reliability Analysis & Determination of Replacement Cycle of the Railway Vehicle Contactor)

  • Purpose: The purpose of this study is to determine the replacement cycle applied age replacement policy by reliability analysis based on railway vehicle contactor's failure history data. Method: We performed reliability analysis based on railway vehicle contactor's failure history data. We found a suitable distribution by goodness of fit test and predicted the reliability through estimation of scale & shape parameter. Considering cost information we determined the replacement cycle that minimize the opportunity cost. Result: Suitable distribution was the Weibull and scale parameter & shape parameter are estimated by reliability analysis. The replacement cycle was predicted and MTTF, $B_6$ percentile life were suggested additionally. Conclusion: We confirmed that failure rate type of railway vehicle contactor is degradation model having a time dependent characteristic and examined the replacement cycle in our country's operating environment. We expect that this study result contribute to railway operation agency for maintenance policy decision.

대단위 농업종합개발사업의 사회경제적 기대편익 추정과 결합비용의 배분 -금강지구를 중심으로- (Estimation of the Expected Socio-economic Benefits of the Largescale Comprehensive Agricultural Development Project and Jointcost Allocation -In the Case of Kumgang Project Area-)

  • This study is aimed at reviewing the methods of joint cost allocation and allocating the joint cost of estuary dam with specially repect to Kumgang Large-scale Agricultural Comprehensive Development Project. Apart from the water resource development project propelled by Water Resource Development Corporation in connection with Law of Multipurpose Dam Development, the Largescale Comprehensive Agricultural Development Projects couldn't ins-titutionally be carried out cost allocation of common facilities, even though it were concerned with irrigation, municipal and industrical water supply, flood control, sightseeing and industrial zone development components. To decrease farmer's burden of the project costs and, operation and maintenance costs, the joint costs of common facilities like estuary dam included in agricultural development projects have to be allocated by suitable method as alternative cost-remaining benefit method and the analytical activity should be supported by revising the concerned laws as Rural Development and Promotion and, Rural Rearrangement conpatible with the law for multipurpose dam development. Kumgang Agricultural Comprehensive Development Project was selected as a case study for the estimation of socio-economic benefits by project components and joint cost allocation of the estuary dam. The main results of the study are as follows; Joint cost allocation and unit charges by components 1. The project area will be 25,554ha with total project cost of 624,860 million won including the estuary dam cost of 120,843 million won. The project costs were ex-pressed by 1994 constant price. 2. Total quantity of water was estimated 365 million tons which were consisted of 245 million tons for irrigation, 73 million tons for municipal water and 47 million tons for industrial water. 3. The rates of joint cost allocation were amounted to 34.2% for agriculture, 2.5% for sightseeing, 45.7% for transportation, 11.8% for M & I water supply and 5.8% for flood control respectively. 4. The unit financial charges by project components were estimated at 7.88 won per ton for irrigation, 16.11won for M & I water, 1,686won per vehicle one pass, 977won per Pyeong according to the capital recovery method. The financial charges using straitline method for depreciation were estimated at 7.88won per ton for irrigation, 9.12won per ton for M & I water, 624won per vehicle one pass for transportation and 331won per Pyeong for sightseeing area. 5. The unit economic charges by project components were estimated at 21.1 won per ton for irrigation, 15.2won for M & I water, 977won per vehicle one pass, 977won per Pyeong according to the capital recovery method. The economic charges using straitline method for depreciation were estimated at 11.72won per ton for irrigation, 8.61won per ton for M & I water, 331won per vehicle one pass for transportation. Policy recommendation 1. The unit operation and maintenance costs for irrigation water in the paddy field couldn't be imposed as the water resource cost untreated. 2. The dam costs including investment cost and O & M cost, as a joint cost, had to be allocated by each benefited components as transportation, M & I water supply, flood control, irrigation and drainage, and sightseeing. But the agricultural comprehensive project have been dealt as an irrigation project without any appraisal socio-economic benefits and any allocating the joint cost of estuary dam. 3. All the associated project benefits and costs must be evaluated based on accounting principle and rent recovery rate of the project costs and O & M costs should be regulated by the laws concerned. 4. The rural development and promotion law and rural rearrangement law have to be revised comprising joint cost allocation considering free rider problems. 5. The government subsidy for the agricultural base development project has to be covered all the project costs. In case of common facilities representing joint cost allocation problems, all the allocated casts for other purposes like transportation and M & I water supply etc. should be recovered for formation in investment fund for agricultural base development and to procure O & M costs for irrigation facilities.

교육시설 내용년한 산정 연구 - 옥상방수와 바닥마감재를 대상으로 - (Establishment of the Service Life of the Education Fcilities - Focused on the Roof water-proof and Floor finishings -)

  • Educational facilities have an affect to make a decently learning environment. After constructed, it needs a maintenance plan to keep the performance or function which provide the repair time, repair scope and ratio. But the fundamental data are so insufficient that the field worker can't provide the maintenance plan and has no choice use the other data which concerned with apartment or office building. Above all, the service life is indispensible to make a repair plan because the repair time and scope would be provided within the service life. This study aimed at providing the method to make a service life of component in educational facilities and applying the method into the roof proof and floor finishing. Results are shown that first, it is important to set the $1^{st}$ repair time after constructed. when it proposes the three ways with the probability approach, choice probability model and cumulative cost function. Second, the service life of roof proof is provided with about 35 years. In addition, the service life of the floor finishing is about 40 years. These result would be utilized to conduct the repair plan under the service life.

유스케이스 점수 기반 소프트웨어 비용 추정 (Software Cost Estimation Based on Use Case Points)

  • 소프트웨어 개발은 구조적기법에서 객체지향기법으로 전환되고 있다. 객체지향 소프트웨어 개발은 폭포수 프로세스가 아닌 반본적 프로세스 적용을 보다 선호하고 있으며, 유스케이스에 기반하여 요구사항을 도출하고, 이에 기반하여 분석, 설계와 코딩이 이루어지고 있다. 따라서, 유스케이스에 기반하여 개발될 소프트웨어의 규모가 추정되고 이에 기반한 개발노력, 비용과 개발기간이 추정되어야만 프로젝트 성공을 위한 관리가 가능해진다. 기존의 유스케이스 점수 관련 개발노력 추정 모델들은 겉형과 비선형 모델들이 제안되었지만 유스케이스 점수의 규모에 따른 개발노력을 적절히 추정할 수 있는 모델이 없는 실정이다. 본 논문은 성장곡선을 적용해 유스케이스 점수에 대한 개발노력을 추정하는 모델을 적용한 결과 기존의 통계적 모델들보다 월등한 성능향상을 보였다. 따라서, 본 모델을 적용하여 개발노력을 추정함으로서 프로젝트 개발관리를 적절히 수행할 수 있을 것이다.

1일 작업량 미만 공사의 공사비 산정 방식의 개선방안에 관한 연구 (Study on Improvement of Cost Calculation Method in Construction less than One Day Workload)

  • 표준품셈과 실적공사비 적산방식은 건설공사의 예정가격을 산정하는 가장 대표적인 기준자료이다. 하지만 이러한 공사비 산정방식은 1일 작업량 미만의 작업에서 정의, 할증 또는 보정기준 등이 명확하지 않아 적정 공사비의 산정이 어려운 실정이다. 따라서 본 연구는 1일 작업량 미만의 작업에서 표준품셈과 실적공사비의 문제점을 파악하고 이에 대한 개선방안을 제시하고자 한다. 이를 위해 본 연구에서는 경기도내 44개의 전문건설업체에 대하여 설문조사를 실시하여 빈도분석을 하였다. 본 연구를 통하여 표준품셈에서는 인건비, 실적공사비에서는 장비비, 공종별로는 도로포장 및 유지공사의 장비비가 각각 가장 높은 비율로 초과되었다는 결과를 도출하였다. 결과를 바탕으로 표준품셈과 실적공사비는 공사의 규모에 따른 구분 등 각각 3가지의 개선이 필요하다. 본 연구의 결과는 1일 작업량 미만의 작업에서 공사비 산정 제도의 개선을 위한 기초자료로 활용될 수 있을 것이다.
