Market Efficiency Analysis of MVNO (MVNO 도입에 따른 시장효율성 분석)

  • There are lots of controversies over the introduction of MVNO(Mobile Virtual Network Operator) policy to Korean mobile telecommunications market. MVNO is a kind of service-based competition in mobile market. This paper attempts to analyze the ripple effect of MVNO regulation and also desirable ways of implementing the policy. Based on Laffont, Rey and Tirole(1998), Armstrong (1998) model, theoretical MVNO model is defined and derived implications of price, quantity in the market. According to the model, the fact that MNOs have one-way access profit leads the static efficiency by lowering its market price. In regarding the most desirable way to enhance social welfare is revealed as 'two MNOs conduct MVNO' other than 'One MNO does' or 'Structurally divided network'.

  • 홍콩은 3G MVNO를 제도적으로 도입한 대표적인 사례이다. 홍콩의 규제당국 OFTA는 3G MNO에게 네트워크 용량의 30%에 대해 개방을 의무화하였고, 3G MVNO에게 강력한 권리를 부여하는 라이센스를 발급하였다. 이로써 MVNO 사업자에게 3G 주파수를 보유하지 않고서도 3G 서비스를 제공할 수 있는 기회가 제공되었다. 흥콩의 규제당국은 3G MVNO제도를 도입함으로써 3G 시장의 조기정착, 통신시장의 경쟁활성화, 소비자 혜택의 증대를 기대하였다. 우리나라는 2.3GHz Wibro(휴대인터넷) 라이센스에 네트워크 용량의 30%를 MVNO에 개방해야 한다는 도입근거를 마련함으로써 Wibro 시장의 MVNO제도가 주요 이슈가 되고 있다. 본 연구에서는 홍콩의 3G MVNO제도 도입과정과 제도적 특성을 분석함으로써 국내 Wibro 시장의 MVNO제도 도입에 참고가 될 수 있는 시사점을 제시하고자 한다.

MVNO Service User's Motivation for Use and Dissatisfying Factors (MVNO 서비스 이용자의 이용 동기와 불만족 요인에 관한 연구)

  • MVNO(Mobile Virtual Network Operator) promotes service competition in mobile telecommunication market and provides various service and opportunities for consumers. This study attempts to identify MVNO Service users' motivational and dissatisfying factors in relation to their willingness for continued use of the service 새 activate MVNO service. Use motivation factors are found as customer service, user interface, easiness, economical efficiency, and dissatisfying factors are handset quality, customer service, social influence. Economic efficiency factor had an affirmative influence on the sustained use motivation of the service users. Among dissatisfying factors, users had a negative influence when they recognize that their neighboring people does not use MVNO service. Policy authorities concerned must excavate a new plan to improve distribution structure of handset and reduce wholesaling cost of the MVNO service. It is necessary for MVNO service provider to develop a new business model so that users can recognize MVNO service not as inferior service but as rational and attractive service.

  • In Korea MVNO was introduced in 2011 when twenty seven years had passed since Korea Mobile Telecom(now SK Telecom) started mobile phone service. MVNO can make competition more effective to lower communication costs through the alternatives. In the early 2000s, the need for the introduction of the MVNO has been raised already by scholars in Korea. But it wasn't until the late 2000s when rate cuts appeared to be a major policy issue, and Korean government introduced MVNO. In April 2015, MVNO's market share reached 8.8%, but Korea does not have a firm system yet. This rapid growth of MVNO market in Korea was made possible by consumers' demand for cheaper services and late introduction of MVNO. And telecom companies(MNO) abuse their supreme power against small and medium firm MVNOs and reserved market share using their subsidiary companies. Thus proper regulation is necessary. However, the government authorities should have recognized global MVNO flow quickly and have to make a sufficient effort to establish proper competition condition of the mobile telecom market.

  • MVNOs(Mobile Virtual Network Operator) provide mobile services without the own spectrum license and they lease the wireless networks from mobile network operators. They provide more covered service simple resellers have served. Most of MVNO provided in Korea have facilities related to subscribers not lines and switches. Therefore interconnection between MVNO and the other operators is performed by mother mobile operators. Recently following to reform the Business Act of Telecommunications, MVNOs are allowed to interconnect directly to others and there are concerning problems to this. This paper reviewed the status of MVNO regulations for major countries and draw from implications for establishing the MVNO regulations in Korea.

  • Many countries in the world introduced MVNO regulations to improve the competitiveness in mobile networks. Fixed operator in U.K. like British Telecom (BT) started MVNO business with Mobile Network Operator (O2) on October 1, 2002. For Korean fixed operator such as Dacom, Hanaro Telecom, Korea Telecom (KT), and Onse Telecom are focusing on MVNO market. Thus, this paper suggests possible regulation plans for mobile communication industry in Korea to enter the mobile market successfully.

Estimating Willingness to Switch to MVNO for Activation of Mobile Data Services (무선데이터서비스 활성화를 위한 MVNO 전환의사비용 추정)

  • This study uses the contingent valuation method to estimate the switching cost for adopting the MVNO service. The findings are as follows.: First, Willingness To Switch(WTS) increases as users' using pattern and perceived degree of MVNO service, but satisfaction with current service provider does not play a significant role in predicting Switching Cost. This means that as amount of money users can save exceeds a certain level, users decide to willingly change their service provider to MVNO regardless of their level of satisfaction with current service provider. Second, there are differences in WTS among service subscribers in SKT, KT and LGU+. It means that there will be a difference in the tendency to switch to MVNO among subscribers of service providers. This study suggest the following mangerial perspective to effectively promote the MVNO and boost the MVNO market for activation of mobile data services.: First, MVNOs are better off applying differentiated pricing scheme at attractive rates than using a differentiation of service product and quality. Second, regulators should consider how to implement an MVNO regulatory policy when there is an asymmetric customer loyalty among MNOs. This research will be used to set the MVNO's pricing strategy and to build up a successful regulatory policies.

  • In this paper, the definition of mobile virtual network operator (MVNO), business situations of operators, regulations, and main benefits are analyzed to discuss the introduction of MVNO system in Korea. In addition to, the analytical hierarchy process (AHP) is performed to study the efficient business model for MVNO under the government's regulation. The three alternatives such as self-regulation, partial-regulation and full refutation are considered for the main criteria of competitiveness activation, investment increment, and economics.
