물질안전보건자료 및 표시제도의 개선 방향 제안(2) - 유럽연합의 CLP 제도 고찰에 근거하여 (How to Improve the Reliability of MSDS and Labels?(2): A Review on the EU CLP(REGULATION(EC) No 1272/2008))

  • Objectives: The major objectives of this study are to review the EU CLP Regulations to propose ways of improving the reliability of MSDS and labels. Methods: To review the EU CLP Regulations, we used EU documents including directives and regulations on chemical management. In addition, we used EU governmental agency reports to illuminate the history and background of the CLP. We found the EU CLP's instruments for reliable hazard communication and evaluated the operations of the instruments. Results: EU CLP Regulations have four instruments for the EU CLP Regulations to make hazard communication reliable. These instruments are GHS, the harmonized CMR and respiratory sensitive substances classification list, C&L inventory and restriction of trade secrets. These are highly useful for achieving the objectives of REACH and CLP(no data-no market and changing the burden of proof). Conclusions: Changing the burden of proof is a key principle for achieving a society safe from hazardous chemicals. Chemical manufacturers and importers alone should bear the responsibility for reliable MSDS. We recommend benchmarking the EU CLP Regulations in order to change efficiently the burden of proof. Trade secrets should be limited to low-hazard substances and be approved by the government before the chemical product is on the market. Like the C&L inventory, chemical product information including substances identification and hazard properties should be notified, aggregated and be opened to public on the Internet. Finally, we recommend a MSDS registration system once again.

Vibration and Ergonomic Exposures Associated With Musculoskeletal Disorders of the Shoulder and Neck

  • Background: According to the US Bureau of Labor Statistics, musculoskeletal disorders (MSDs) accounted for 32% of all nonfatal injury and illness cases in 2014 among full-time workers. Our objective was to review and summarize the evidence linking occupational exposures to vibration and awkward posture with MSDs of the shoulder and neck. Methods: A literature search was conducted using the terms musculoskeletal disorders, vibration, and awkward posture. All types of observational epidemiologic studies, with the exception of case reports, published during 1998-2015 were included. Databases searched were MEDLINE (Ovid), Embase (Ovid), Scopus, Ergonomic Abstracts, NIOSHTIC-2, and Health and Safety Science Abstracts. Results: Occupational exposures to whole-body or hand-arm vibration were significantly associated with or resulted in MSDs of the shoulder and neck. Awkward postures while working were also associated with MSDs in these locations. These findings were consistent across study designs, populations, and countries. Conclusion: Occupational exposure to vibration and awkward posture are associated with shoulder and neck MSDs. Longitudinal studies are required to elucidate the mechanisms responsible for these associations, and intervention studies are warranted.

근골격계질환관련 주요 평가 도구 사용에 있어서의 초보평가자의 일관성 및 업종별 특성에 대한 연구 (Study on Consistency of Novice User and Sensitivity of Industrial Types During MSDs Evaluation Using Major Checklists)

  • The validity of the results from observational methods such as RULA, REBA, OWAS has been one of major concerns due to their subjective characteristics in determining the posture of interests. There have been many studies regarding validity of the results from each checklist. However, most studies provided only fragmentary rather than comprehensive results in nature. This study specifically tried to analyze consistency of novice user based on intra-observer consistency and sensitivity of industrial types during MSDs(Musculoskekltal Disorders) evaluation with major checklists. In this study, twenty two novice subjects were participated to conduct MSDs evaluation for the forty five jobs from three types of industries(automobile, electronics, hospital). The main results for this study were summarized as follows; 1) The action level based on RULA was always higher than that from REBA and OWAS for all three types of industries., 2) The order of consistency from novice users was OWAS(72.7%(kappa=0.57)) RULA(54.3%(kappa=0.41)), REBA(41.0%(kappa=0.34))., 3) The percentage of agreement between 2nd and 3rd trials was higher than those between 1st and 2nd trials and between 1st and 3rd trials irrespective of industrial types during using RULA and REBA., 4) The average score of automobile industry was higher than those of hospital and electronics industries., 5) The types of jobs associated with five body parts(A1(Front), A2(Interior), A3(Rear), A4(Lower), A5(Door)) in automobile industry showed statistically significant differences in terms of MSDs scores for the body parts considered in each checklists.

Distances from the root apices of posterior teeth to the maxillary sinus and mandibular canal in patients with skeletal open bite: A cone-beam computed tomography study

  • Purpose: This study determined and compared the distances from the maxillary root apices of posterior teeth to the floor of the maxillary sinus, or maxillary sinus distances(MSDs), and the distances from the mandibular root apices of the posterior teeth to the mandibular canal, or mandibular canal distances(MCDs), in Thai subjects with skeletal open bite and skeletal normal bite. Materials and Methods: Pretreatment cone-beam computed tomography (CBCT) images were obtained from 30 Thai orthodontic patients (15 patients with skeletal normal bite and 15 with skeletal open bite) whose ages ranged from 14 to 28 years. The CBCT images of the patients were processed and measured using the Romexis Viewer program. The MSDs and MCDs from the root apices of the maxillary and mandibular second premolar, first molar, and second molar to the maxillary sinus floor or the mandibular canal were measured perpendicularly to the occlusal plane. The Student t test was used for comparisons between the 2 groups. Results: The greatest mean MSDs were from the root apex of the second premolars in both groups, whereas the least mean MSDs were from the mesiobuccal root apex of the second molars. The greatest mean MCDs were from the mesial root apex of the first molars, whereas the least mean MCDs were from the distal root apex of the second molars. Conclusion: There were no differences in the mean MSDs or the mean MCDs between the skeletal normal bite group and the skeletal open bite group.

수정된 MSDS를 이용한 영상의 후처리 기법 (A Image Post-processing Method using Modified MSDS)

  • 본 논문에서는 블록 기반 DCT 부호화 방식의 단점인 블록화 현상을 제거하기 위하여 MSDS 방법을 개선한 후 처리 기법을 제안한다. MSDS방법의 문제점인 예측된 DCT 계수값의 범위를 제한하기 위하여 입력 영상의 블록 경계 화소차 분포를 규정할 수 있는 OSLD(Overlapped Sub-Laplacian Distribution)를 정의한다. 블록화 현상은 블록간의 기울기를 이용하여 불연속 정도를 측정함으로써 정량화 되고, 정량화 된 값을 최소화하도록 양자화 오류값을 예측한다. OSLD를 이용하여 각 블록들을 네 가지 형태로 분류하고 이를 에지 부류와 평탄 부류로 구분한다. 에지 부류로 판별된 블록에서는 예측된 양자화 오류의 범위가 해당되는 양자화 간격보다 크면 이 간격으로 예측된 양자화 오류를 보정한다. 본 방법을 사용하여 실험 영상에서 블록화 현상을 제거할 때 기존의 MSDS 방법에서 요구하였던 입력 영상에 따라 실험적으로 문턱값을 설정하였던 문제점을 해결하고, PSNR 값을 영상에 따라 0.1∼0.3 dB 정도 향상시키면서 시각적으로 화질을 향상시킬 수 있다.

화학물질 규제 현실화를 위한 물질안전보건자료 정책 개선방안 (Improvement Plan for Material Safety Data Sheet Policy to Support the Realization of Chemical Regulation)

  • Objectives: After the MSDS submission and non-disclosure review system was introduced in January 2021, there were compliance difficulties in the field. Accordingly, for the establishment of the MSDS system, the government intends to investigate what has been improved and what urgently needs to be improved in the future, and to suggest detailed improvement plans. Methods: The background and problems of urgent difficulties in the field handling chemicals were investigated, and realistic improvement plans were derived through review of other laws related to the MSDS system and overseas cases. Results: In order to guarantee the safety of the public while at the same time promoting corporate R&D, it is necessary to alleviate the non-disclosure screening system for chemical substances for R&D, and to improve the irrationality of failing to implement the non-disclosure screening system due to information on unclassified substances being circulated. For this reason, it seems necessary to ease the requirement to submit all ingredients. In addition, it is necessary to strengthen punishment to raise awareness so that health problems do not occur due to the harmfulness and danger of hidden substances among workers who handle chemical substances and downstream users due to false descriptions in MSDS. Conclusions: All members of our society, including chemical manufacturers/importers and handling companies, academia, civil society, and the government, each subject of chemicals, should take an interest in the entire process from production to disposal of chemicals and work together to prevent harm to the public.

부산,경남에서 판매되는 시너(Thinner)의 구성 성분 중 벤젠 등 일부 독성물질의 함량과 물질안전보건자료에 관한 연구 (Compositions and Contents of Thinner and Reliability of MSDS sold in Busan and Gyeongnam Province)

  • This study was conducted to identify ingredients of thinners and to confirm reliability of material safety data sheets (MSDS) of thinners for public and workers' health. The 41 thinner products were collected from paint shops located in Busan and Gyeongnam province. The 12 thinner products among them were identified using product MSDS. GC-MSD was used to analyze 41 kinds of thinners qualitatively and quantitatively. The 12 products MSDS were compared with thinner's component through qualitative analysis to confirm MSDS. Chemical ingredients, such as Benzene, Toluene, and Xylene etc., of thinners were analysed in quantity. The 41 thinner products contained 17 disclosed specific, trade name, or generically described chemical solvent ingredients. These 17 ingredients came under 6 classes: alcohols, aromatic hydrocarbons, esters, glycol ethers, ketones, and mixtures. These 17 ingredients were important in the view of industrial hygiene and had occupational exposure limit in the ambient, such as toluene, xylene, acetone, nonane, EGEE, heptane, cumene, MIBK, indene, tri-methyl benzene, etc, were found in 41 kinds of thinners. Aromatic hydrocarbons were the most identified ingredient in thinners. Especially, the benzene, which induces leukemia, was found in 4 kinds of thinners. The content rates of benzene in thinners were 0.25~1.18%. The benzene in enamel thinner, which were 0.39~0.72%, was highest from chemical classification. The contents of toluene, which was found from 27 kinds of thinners, were 5.35~64.16%, which were highest in sobu thinner as 58.80%. Xylene was found from 22 kinds of thinners and contents of xylene were 4.61~72.42%. Acrylic thinner's contents of xylene were 12.06~51.05%, which was most high. It was found that contents of benzene were increased and frequency of detection was decreased through comparison with other study. The MSDS possession rate of paint shops was low as 29.27%. So it did not provide information with public or workers. Mean of agreement rate between MSDS and components of thinners through qualitative analysis was 42.01% and it has wide range from 8.3% to 75%. There are many deficiencies in MSDS about component of thinners. In some case of sample, expecially, despite containing benzene, information was not written it on MSDS.

3차원 휴먼 시뮬레이션을 이용한 선박생산공정의 근골격계질환 감소방안 연구 (A Study of Musculoskeletal Disorders Reduction Scheme in Shipbuilding Process Using 3D Human Simulation)

  • Musculoskeletal disorders(MSDs) are one of the major issues in shipbuilding industry. Main risk factors of MSDs include manual handling of heavy weight, awkward posture, repetitive tasks, prolonged static muscle contraction, and so on. in this study, Using the three-dimensional digital human modeling and simulation method we made up a worker and work posture on a virtual environment. To verify this simulation we compared both traditional ergonomic analysis on a real worker and digital program analysis on a digital human. And this paper shows that it is possible to reduce the rate of MSDs in the shipbuilding industry because it means we can change poor posture mid surroundings into better ones.

Research Trends of Acupuncture-Related Therapy on Microbiome in Musculoskeletal Disorders

  • In this review, we searched for clinical and experimental studies related to acupuncture-related therapy (ART) on the microbiome in musculoskeletal disorders (MSDs) through the electronic databases of MEDLINE via PubMed, EMBASE, and Oriental Medicine Advanced Searching Integrated System up to May 2023, without language restriction, and after the selection/exclusion process, the study design, target disease, intervention details, treatment period, outcomes, and study results were extracted. A total of 8 articles were selected. Two randomized controlled trials and 6 animal studies evaluated knee osteoarthritis, rheumatoid arthritis, spinal cord injury, ankylosing spondylitis, and osteoporosis. ART, including electroacupuncture, thread-embedding acupuncture, and moxibustion, affected microbiome modulation in MSDs. The results reveal that ART could be a potential treatment for regulating the microbiome in MSDs. However, further high-quality studies are needed.
