A study on the actual conditions of trade secrets in the MSDS and the improvement of the relevant system (사업장 MSDS 영업비밀 적용실태 및 제도 개선방안에 관한 연구)

  • Objectives: It has been pointed out that there are problems in handling and managing chemicals due to trade secrets of Material Safety Data Sheet(MSDS). To date, some company intentionally leave out of several parts and use an inaccurate expression in MSDS. In particular, with the result of the inspection of the government and labour community, it is required that the 2nd section in MSDS included the composition and information on ingredients has to be provided with comprehensive expression to secure more reliability. Methods: Therefore, this study is aimed: 1) to recognize the current status of trade secrets of MSDS in workplaces with both domestic manufacturers of chemical products and multinational corporations; 2) to make contributions to prevention of the industrial accidents by providing the accurate information of MSDS; 3) to improve the risk communication system related with chemicals; 4) to impress workers on the importance of right of known for MSDS. With the result we analyzed the status of trade secrets in MSDS in 73 companies, such as petrochemistry production, paint production, metal processing oil production, detergent production, and international company related with chemicals, we have found that 38,150 (45.5%) have the trade secrets parts in the total number of 83,832 in MSDS. Also, based on the 288 MSDS gathered by the Occupational Safety and Health Research Institute (OSHRI) from 2005 to 2009, 41.7% of the MSDS are classified into the trade secrets. Conclusions: Therefore, to procure an assurance system of MSDS, we suggest that a MSDS picking up and checking system be legislated in the Occupational Safety and Health Act to protect workers from the unidentified chemical hazards due to the secret trade of MSDS.

Factors Affecting the Recognition and Practice of Hazardous Chemical Substance & the Management of Material Safety Data Sheet (MSDS) among Workers in Dental Clinics (구강보건의료기관 종사들의 유해화학물질 인식, 실천 및 물질안전보건자료 (MSDS) 관리에 영향을 미치는 요인)

  • Purpose : This study was conducted to provide fundamental data to prepare for countermeasure to protect health of workers in the dental clinics from hazardous chemical substance, and to assess effecting factors on management of Material Safety Date Sheet(MSDS) and handling of hazardous chemical substance among workers in dental clinics. Methods : This study was carried out a survey with structured self-administered questionnaire which was consisted of 7 questions about the management of MSDS, 9 questions about recognition and practice of hazardous chemical substances in dental clinics, and 7 questions about general characteristics. Total subjects of this study were 204 adult who workers in dental clinics located in Busan and Gyeng-nam province area. The collected data were analysed using the SPSS statistical package program (ver. 23.0). Results : The factor that positively affected factor on recognition and practice of hazardous chemical substances in dental clinics has experience that has been institutional health-care accreditation. The factor that positively affected the management of MSDS has experience that has been institutional health-care accreditation. Conclusion : It is necessary to prepare countermeasures such as campaign and education on cognition of general chemical substances, and also the author concern that it should be perform the education on handling of hazardous chemical substances in dental clinics for more effecting management of MSDS. In order to improve the management of MSDS and improve the awareness and safety of chemicals, it is necessary to encourage the implementation of the institutional health-care accreditation system or prepare guidelines for the management of MSDS.

Actual Condition and Reliability Monitoring of Material Safety Data Sheets for the Organic Solvents (일부 유기용제의 물질안전보건자료의 실태와 신뢰성 조사)

  • The regulation of Material safety data sheets(MSDS) was required for the chemicals in use in the workplace from July 1976. Under the provisions of the workplace hazardous materials information system, employers in Korea must be provided with accurate and comprehensive MSDS. To examine the reliability of MSDS for organic solvents, 63 organic solvents and MSDS were collected from the workplace of 39 companies located in Kyonggi province. Manufacture\`s MSDS were compared with the actual composition of the collected samples, and further examined the reliability by checking whether the chemicals analyzed were included in the MSDS correctly. 38 solvents were able to analyze their composition by gas chromatography-mass selective detector(GC-MSD). Among them, 28 solvents were incorrect in their composition and contents. In some case, health hazardous or carcinogenic chemicals which were not included in the MSDS were detected from samples. As a result of evaluating whether the MSDS correspond to the regulation required by Industrial Safety and Health Act (ISHA), the information in the MSDS including hazard classification, occupational exposure level, toxicity, regulatory information were incorrectly provided, and some MSDS did not disclose carcinogenic in their MSDS, and some MSDS were not written in the standard format. From this survey, continuous monitoring and promoting correct MSDS, and analyzing the components of the solvents were required to endure the reliability of MSDS for organic solvents.

MSDSs Reliability Evaluation in Workplaces Manufacturing Aromatic Hydrocarbon (방향족 탄화수소 화학물질 제조사업장의 MSDS 신뢰성 평가 연구)

  • Reliable hazard and risk communication is needed to prevent the safety accident & occupational disease through right use of chemicals and MSDS(Material Safety Data Sheet) is mainly used as such a tool of communication. MSDS policy has been put into effect in order to prevent the safety accident & occupational disease through right use of chemicals and fulfill workers' right to know. If information on MSDS lacks reliability due to its inaccuracy, prevention of the various effects related with environmental safety & health in advance is not possible to achieve. The most essential thing regarding authoring MSDS is to exactly evaluate the composition and ingredients of the chemical and include reliability-guaranteed information. Therefore, in this study reliability was evaluated on MSDSs in 15 aromatic hydrocarbons(benzene, toluene, xylene, etc.) manufacturers and ways to secure reliability of MSDS were suggested. The results showed 93.5% of composition agreement rate and 89% of reliability on each section in MSDSs. In order to curb MSDSs with low reliability, examination on CBI(confidential business information) in MSDS, certification of MSDS, collection and verification of MSDS are suggested.

Reliability Analysis of Material Safety Data Sheets(MSDS) for Photoresist Chemicals used in some Semiconductor Factories (일부 반도체 사업장 포토레지스트 화학물질 MSDS 정보의 신뢰성 분석)

  • Objectives: This study aimed to examine and analyze the material safety data sheet(MSDS) information for photoresist chemicals used in certain processes in semiconductor plants. Methods: After collecting MSDS for 178 chemical products currently used in certain processes in semiconductor plants, we analyzed Sections 2, 3, 11, and 15 of each MSDS with reference to the guidelines for evaluating the reliability of MSDS provided by the Korea Occupational Safety and Health Agency. In addition, we reviewed the recorded uses and the ratios of trade secrets. Results and Conclusions: We studied a total of 178 chemical products. An MSDS was available for 176(98.9%) of them and all adhered to the Globally Harmonized System(GHS) regulations. There were 37 cases of errors in Hazard Identification, pertaining to 20.8% of all products surveyed. There were 64 cases of errors in the current legal circumstances, pertaining to 36.0% of all products. There were a total of 407 trade secrets across 52.2% of products. We believe that a government-led education and certification system needs to be introduced to improve the transfer of MSDS information. The government, chemical manufacturers and suppliers all need to make an effort to produce reliable MSDS.

Recognition of the Material Safety Data Sheet of dental technicians - Focused on Gyeonggi-do Dental Technicians - (치과기공사의 물질안전보건자료에 대한 인식 - 경기도 치과기공사를 중심으로 -)

  • Purpose: The purpose of this study is to discover the recognition of dental technicians on MSDS and to research the furnishing rate of Material Safety Data Sheet (MSDS) in dental laboratories. Method: 104 dental technicians who were self-written questionnaire. The results were analyzed by SPSS 12.0. The answers to the questionnaire underwent frequency analysis, chi-square test were performed. Results: The result of cross analysis on the occurrence of occupational diseases according to whether MSDS is furnished showed that the group with MSDS furnished had 37.8% of damages due to their occupation, but the group with MSDS unfurnished had 65.7% of damages due to their occupation, which displayed a significant difference(p<0.05). The result of cross analysis on whether the education about chemicals according to whether MSDS is furnished showed there were relatively more responses of no education on the types and characteristics of chemicals, the effect on human body and its risk, emergency measure when exposed to risk, the treating and storing methods and the disposal methods. In addition, there were significant differences on whether all the above education was done between the group with MSDS furnished and the group without MSDS(p<0.000). Conclusion: In order to secure safe working environment of dental technicians and to reduce occurrence of damage caused by chemicals, the related education is necessary. The recognition of dental technicians on MSDS and furnishing rate is increasing but still insufficient, so the related organizations need to establish education and PR measures for prevention of damage.

Investigation of Reliability of Flash Points and Autoignition Temperatures of Acids (산류(Acids)의 인화점과 최소자연발화온도의 신뢰성 고찰)

  • The flash point and the AIT(auto-ignition temperature) are the most important combustible properties used to determine the potential for the fire and explosion hazards of flammable material. In order to know the accuracy of data in MSDS(Material Safety Data Sheet), the flash point of n-acids were measured by using Pensky-Martens closed cup tester(ASTM D93), Setaflash closed cup tester(ASTM D3278), Tag open cup tester(ASTM D1310) and Cleveland open cup tester(ASTM D92). Also, the AIT of n-acids were measured by using ASTM E659-78 tester. The measured the flash points and the AIT were compared with literatures and MSDS in KOSHA. The measured the flash points and the AIT were different from those in literatures and MSDS. Therefore, This paper shows that it is needed to investigate the MSDS compatibility of n-acids for the fire safety objectives.

Evaluation of Hazardous Chemicals with Material Safety Data Sheet and By-products of a Photoresist Used in the Semiconductor-Manufacturing Industry

  • Background: The photolithography process in the semiconductor industry uses various chemicals with little information on their constitution. This study aimed to identify the chemical constituents of photoresist (PR) products and their by-products and to compare these constituents with material safety data sheets (MSDSs) and analytical results. Methods: A total of 51 PRs with 48 MSDSs were collected. Analysis consisted of two parts: First, the constituents of the chemical products were identified and analyzed using MSDS data; second, for verification of the by-products of PR, volatile organic compounds were analyzed. The chemical constituents were categorized according to hazards. Results: Forty-five of 48 products contained trade secrets in amounts ranging from 1 to 65%. A total of 238 ingredients with multiple counting (35 ingredients without multiple counting) were identified in the MSDS data, and 48.7% of ingredients were labeled as trade secrets under the Korea Occupational Safety and Health Act. The concordance rate between the MSDS data and the analytical result was 41.7%. The by-product analysis identified 129 chemicals classified according to Chemical Abstracts Service No., with 17 chemicals that are carcinogenic, mutagenic, and reprotoxic substances. Formaldehyde was found to be released from 12 of 21 products that use novolak resin. Conclusion: We confirmed that several PRs contain carcinogens, and some were not specified in the toxicological information in the MSDS. Hazardous chemicals, including benzene and formaldehyde, are released from PRs products as by-products. Therefore, it is necessary to establish a systematic management system for chemical compounds and the working environment.

A Study on the Awareness of Material Safety Data Sheet (MSDS) of University Laboratory Workers (대학 연구활동종사자의 물질안전보건자료(MSDS) 인식에 관한 연구)

  • The study is aimed to analyze the MSDS awareness as per the properties, including general characteristics, of laboratory workers in university. It conducted the self-administered survey on the subject of 780 laboratory workers engaging in research activities in three university from February to May, 2017. Among them, it analyzed 686 cases except 94 of them, lacking content. As a result, education experience of MSDS, necessity of education, usage experience of MSDS, installation, comprehension, and accessibility showed a strategically significant difference in the recognition of MSDS. According to the categorical importance of MSDS, "the first aid measures" directly related to life was most significantly considered. It is estimated that it will contribute to prevention of safety accident by strengthening education on MSDS and increasing the level of awareness for laboratory workers.

Development of MSDS Map for Visual Safety Management of Hazardous and Chemical Materials (유해화학물질의 시각적 안전관리를 위한 MSDS 지도 개발)

  • For preventing the accidents generated from the chemical materials, thus far, MSDS (Material Safety Data Sheet) data have been made to notify how to use and manage the hazardous and chemical materials in safety. However, it is difficult for users who handle these materials to understand the MSDS data because they are only listed based on the alphabetical order, not based on the specific factors such as similarity of characteristics. It is limited in representing the types of chemical materials with respect to their characteristics. Thus, in this study, a lots of MSDS data are visualized based on relationships of the characteristics among the chemical materials for supporting safety managers. For this, we used the textmining algorithm which extracts text keywords contained in documents and the Self-Organizing Map (SOM) algorithm which visually addresses textual data information. In the case of Occupational Safety and Health Administration (OSHA) in the United States, the guide texts contained in MSDS documents, which include use information such as reactivity and potential risks of materials, are gathered as the target data. First, using the textmining algorithm, the information of chemicals is extracted from these guide texts. Next, the MSDS map is developed using SOM in terms of similarity of text information of chemical materials. The MSDS map is helpful for effectively classifying chemical materials by mapping prohibited and hazardous substances on the developed the SOM map. As a result, using the MSDS map, it is easy for safety managers to detect prohibited and hazardous substances with respect to the Industrial Safety and Health Act standards.
