Technical Analysis of an MRV System in Relation to the Implementation of a Data Collection System by the International Maritime Organization (국제해사기구 데이터수집시스템 도입에 따른 MRV 지원시스템의 기술적 분석)

  • This study presents the results from a technical analysis of a portal system that is compatible with MRV regulations and utilized to examine energy efficiency in international shipping, in relation to the implementation of a mandatory data collection system by the International Maritime Organization. The details of the SEEMP guidelines, including the data collection system and methods for collecting data on fuel use, were reviewed. Strategies for domestic shipping companies toward MRV have been recommended by identifying differences with the EU MRV, and the technical adequacy of the MRV system was assessed. The MRV system enhances cost and work efficiency by managing emissions data from the early stage to the final stage. It is capable of collecting and reporting emissions data while adhering to the reporting procedures of shipping companies. By granting different access privileges to users, the system supports shipping companies in their data collection and reporting, and also supports verifiers in their data verification activities. Moreover, it makes possible the submission of reports in electronic from, thereby enabling shipping companies to adopt an integrated response to international MRV regulations.

Evaluating MRV Potentials based on Satellite Image in UN-REDD Opportunity Cost Estimation: A Case Study for Mt. Geum-gang of North Korea (UN-REDD 기회비용 산정에서 위성영상 기반의 MRV 여건평가: 금강산을 사례로)

  • The credible measurement, reporting and verification (MRV) is among the most critical elements in UN-REDD (United Nations programme on Reducing Emissions from Deforestation and forest Degradation in Developing Countries). This study is intended to explore MRV potential in terms of UN-REDD opportunity cost estimation using satellite image for Mt. Geum-gang of North Korea. A visual interpretation were conducted to evaluate MRV conditions by sub-dividing or decomposing the images with different pixel size into a three types of hierarchical tree structure that helps dealing with spatial variability within each subarea. The permanent record of standard satellite remote sensing system demonstrated its capability of presenting area-wide visual evidences of MRV conditions in Mt. Geum-gang (such as the identification of forested area, degradation trends for forest space, three types of hierarchical land-cover and land use tree structure, carbon density in the landscape). Satellite data could be accepted as legally binding proof when it comes to REDD opportunity cost estimation since several cases exist where remote sensing has been used as legal evidence in ICJ (International Court of Justice) and UN resolution. It doesn't seem very difficult to comply with MRV requirements for UN-REDD opportunity cost calculation due to the probative value of satellite data. It is anticipated that this research output could be used as a valuable reference for Korea-based enterprises exploring REDD project sites and the carbon traders to ensure MRV potentials using satellite image in UN-REDD Opportunity Cost estimation.

Conceptual Design of a Portal System for International Shipping's Greenhouse Gas Monitoring, Reporting, and Verification (MRV 규제 대응을 위한 국제해운 에너지 효율 포탈 시스템 개념 설계)

  • In this paper, a portal system compatible with MRV regulation was designed to monitoring, reporting and verifying $CO_2$ emission and fuel consumption data from an international ship. A portal system supports monitoring and reporting task of international shipping companies and calculates national greenhouse gas inventory. EU MRV law, MRV discussions of IMO, responses of international shipping companies to ship energy efficiency and greenhouse gas regulation, and greenhouse gas statistics on international shipping were analyzed to drive portal system requirements. For ship energy efficiency and $CO_2$ emitted monitoring, a data collection module was designed based on on-board equipment, energy efficiency measuring device and navigation report. Data transfer module with easy management and minimized usage to transfer ship data to shore was designed. A portal system was designed to convert the collected data into the standard reporting format, perform monitoring, statical analysis, verification and auto report generation, and support national greenhouse gas inventory.

Prediction of Venous Trans-Stenotic Pressure Gradient Using Shape Features Derived From Magnetic Resonance Venography in Idiopathic Intracranial Hypertension Patients

  • Objective: Idiopathic intracranial hypertension (IIH) is a condition of unknown etiology associated with venous sinus stenosis. This study aimed to develop a magnetic resonance venography (MRV)-based radiomics model for predicting a high trans-stenotic pressure gradient (TPG) in IIH patients diagnosed with venous sinus stenosis. Materials and Methods: This retrospective study included 105 IIH patients (median age [interquartile range], 35 years [27-42 years]; female:male, 82:23) who underwent MRV and catheter venography complemented by venous manometry. Contrast enhanced-MRV was conducted under 1.5 Tesla system, and the images were reconstructed using a standard algorithm. Shape features were derived from MRV images via the PyRadiomics package and selected by utilizing the least absolute shrinkage and selection operator (LASSO) method. A radiomics score for predicting high TPG (≥ 8 mmHg) in IIH patients was formulated using multivariable logistic regression; its discrimination performance was assessed using the area under the receiver operating characteristic curve (AUROC). A nomogram was constructed by incorporating the radiomics scores and clinical features. Results: Data from 105 patients were randomly divided into two distinct datasets for model training (n = 73; 50 and 23 with and without high TPG, respectively) and testing (n = 32; 22 and 10 with and without high TPG, respectively). Three informative shape features were identified in the training datasets: least axis length, sphericity, and maximum three-dimensional diameter. The radiomics score for predicting high TPG in IIH patients demonstrated an AUROC of 0.906 (95% confidence interval, 0.836-0.976) in the training dataset and 0.877 (95% confidence interval, 0.755-0.999) in the test dataset. The nomogram showed good calibration. Conclusion: Our study presents the feasibility of a novel model for predicting high TPG in IIH patients using radiomics analysis of noninvasive MRV-based shape features. This information may aid clinicians in identifying patients who may benefit from stenting.

Contrast Enhanced Cerebral MR Venography: Comparison between Arterial and Venous Triggering Methods (조영 증강 자기공명정맥 촬영술에서의 동맥과 정맥 triggering 방법의 비교)

  • Purpose : To compare the arterial and venous detection sites of triggering methods in contrast-enhanced-MR-venography (CE-MRV) for the evaluation of intracranial venous system. Materials and Methods: 41 healthy patients underwent CE-MRV with autotriggering at either the cavernous segment of internal carotid artery with an inserted time-delay of 6 seconds (n = 20) or the superior sagittal sinus without any timedelay (n = 21). 0.1 mmol/kg gadolinium-based contrast material ($Magnevist^{(R)}$, Schering, Germany) was intravenously injected by hand injection. A sagittal fast-spoiled-gradient-echo-sequence ranging from one ear to the other was performed (TR/TE5.2/1.5, Matrix $310{\times}310$, 124 sections in the 15-cm-thick volume). 17 predefined venous structures were evaluated on all venograms by two neuroradiologists and defined as completely visible, partially visible, or none visible. Results: The rate of completely visible structures were 272 out of 323 (84%) in the arterial triggering CE-MRV and 310 out of 340 (91%) in the venous triggering CE-MRV. The venous triggering CE-MRV demonstrated an overall superior visualization of the cerebral veins than the arterial triggering CE-MRV (Fisher exact test, p < 0.006). Conclusion: CE-MRV using venous autotriggering method provides higher-quality images of the intracranial venous structures compared to that of arterial.

  • Non-Annex I parties announced the voluntary emission reduction targets including the U.S. in the conference of party. NAMAs would be focused to solve the negotiation clue for the post-kyoto regime. Since the country would not be involved in Annex I parties, the voluntary carbon market would be created for the greenhouse gas reduction targets. According to Bali Roadmap, voluntary carbon market should be constructed by the MRV manners since this country does not belong to Annex I parties. Carbon point system would be proposed by the ways of the international voluntary emission reduction credit. The voluntary carbon market should involve the potential GHG reduction credit and link with the ETS in the country. This study proposed the way of linkage between ETS and voluntary carbon market including the carbon-point system.

  • In recent years, domestic and international interests focus on climate change, and importance of forest as carbon sink have been also increased. Particularly REDD+ mechanism expanded from REDD (Reduced Emissions from Deforestation and Degradation) is expected to perform a new mechanism for reducing greenhouse gas in post 2012. To conduct this mechanism, countries which try to get a carbon credit have to certify effectiveness of their activities by MRV (Measuring, Reporting and Verification) system. This study analyzed the approaches for detecting land cover change and estimating carbon stock by remote sensing technology which is considered as the effective method to develop MRV system. The most appropriate remote sensing for detection of land cover change is optical medium resolution sensors and satellite SAR (Synthetic Aperture Radar) according to cost efficiency and uncertainty assessment. In case of estimating carbon stock, integration of low uncertainty techniques, airborne LiDAR (Light Detection and Ranging), SAR, and cost efficient techniques, optical medium resolution sensors and satellite SAR, could be more appropriate. However, due to absence of certificate authority, guideline, and standard of uncertainty, we should pay continuously our attention on international information flow and establish appropriate methods. Moreover, to apply monitoring system to developing countries, close collaboration and monitoring method reflected characteristics of each countries should be considered.

  • This paper describes structural safety assessment techniques against crygenic temperature to design MRV type B LNG tank system. The following items are detail with in detail. (1) Leakage estimation of LNG through the propagating clacks at tank plate was performed and design of the range of catch basin(2ndary barrier) was followed to ensure the safety of ship structures against leaked LNG. (2) Temperature distribution analysis for cargo hold and skirt system was carried out using the steady state heat transfer analysis model for spherical LNG tank system. (3) Thermal stress distribution of skirt and tank system was calculated, where very stiff thermal variation was shwn through item(2) analysis.

Development of Criteria for Evaluating Indonesia's REDD+ Strategy (인도네시아의 REDD+ 전략 평가를 위한 기준 개발)

  • We developed four qualitative criteria for evaluating Indonesia's REDD+ strategy by analysing REDD+ related decisions from the Cancun agreements adopted by the 16th Conference of the Parties under the United Nations Framework Convention on Climate Change (UNFCCC), and the important elements developed by Norway's International Climate and Forest Initiative to evaluate Indonesia's REDD+ strategy: (1) Criterion 1 is assessing how accurately the developed strategy identifies substantial underlying and direct causes of deforestation and forest degradation; (2) Criterion 2 is whether the strategy establishes a scientifically reliable national-level MRV (Measurement, Reporting and Verification) system; (3) Criterion 3 is whether the strategy achieves real greenhouse gas emissions reductions; and (4) Criterion 4 is whether the strategy includes safeguards to ensure equity and co-benefits from REDD+ related projects for relevant stakeholders, in particular local communities and indigenous peoples. Criteria 1 and 2 can be the fundamental bases of real GHG emissions reduction (Criteria 3). Criteria 3 is recognised as the ultimate objective of REDD+. Criterion 4 is for both bases of the effective GHG emission reduction and complementary objective of REDD+. These criteria and indicators developed can provide basic framework to understand their REDD+ national strategies of the other developing countries as well as Indonesia.

A Development of Simple Fuel Consumption Estimation and Optimized Route Recommendation System based on Voyage Data of Vessel (항차 데이터 기반 간이 연료 소모량 추정 및 최적 경유 항구 추천 시스템 개발)

  • Recently, The MRV (monitoring, reporting and verification) regulation, which measures, reports and verifies the emission gas of vessel to head for member countries of Europe Union (EU), is being implemented. As part this reason, we develop a system that estimates simple fuel consumption and recommends optimized stop-over ports of vessel, to calculate amount of carbon emission. To do this, we analyze fuel, distance and time consumption between port and the other port based on stored voyage data for over 10 years of real-ship, and implement a simple fuel consumption estimation module using analyzed result. Also, we design and implement the optimized route recommendation algorithm, existing navigation route display function including comparison with the optimized routes and user custom route plan function. Therefore, we expect the developed system is helpful when makes a navigation route and so on by reference indexes and we anticipate the system to have a sense for future research which learns and predicts for accuracy result.
