Prediction of Budget Prices in Electronic Bidding using Deep Learning Model (딥러닝 모델을 이용한 전자 입찰에서의 예정가격 예측)

  • In this paper, we predicts the estimated price using the DNBP (Deep learning Network to predict Budget Price) model with bidding data obtained from the bidding websites, ElecNet and OK EMS. We use the DNBP model to predict four lottery preliminary price, calculate their arithmetic mean, and then estimate the expected budget price ratio. We evaluate the model's performance by comparing it with the actual expected budget price ratio. We train the DNBP model by removing some of the 15 input nodes. The prediction results showed the lowest RMSE of 0.75788% when the model had 6 input nodes (a, g, h, i, j, k).

Improvement Strategy & Current Bidding Situation on Apartment Management of Landscape Architecture (공동주택 조경관리 입찰 실태와 개선방안)

  • This study was conducted to provide basic data for a transparent and fair bidding system by identifying problems and suggesting improvement measures through an analysis of the bidding status for construction projects and service-related landscaping of multi-family housing. To this end, we used the data from the "Multi-Family Housing Management Information System (K-apt)" that provides the history of apartment maintenance, bidding information, and the electronic bidding system to examine the winning bid status and amount, along with the size and trends of the winning bids by year, and the results of the selection of operators by construction type. As a result, it was found that out of the total number of successful bids (36,831), 4.4% (16,631) were in the landscaping business, and the average winning bid value was found to be about 24 million won. According to the data, 73% of the landscaping cases were valued between 3 million won and 30 million won, and 58.6% of the cases were in the field of "pest prevention and maintenance". 36% of the total number of bids were awarded from February to April, with "general competitive bidding" accounting for 59.8% of the bidding methods. As for the method of selecting the winning bidder, 55% adopted the "lowest bid" and "electronic bidding method," and 45% adopted the "qualification screening system" and "direct bidding method." As an improvement to the problems derived from the bidding status data, the following are recommended: First, the exception clause to the current 'electronic bidding method' application regulations must be minimized to activate the electronic bidding method so that a fair bidding system can be operated. Second, landscaping management standards for green area environmental quality of multi-family housing must be prepared. Third, the provisions for preparing design books, such as detailed statements and drawings before the bidding announcement, and calculating the basic amount shall be prepared so that fair bidding can be made by specifying the details of the project concretely and objectively must be made. Fourth, for various bidding conditions in the 'business operator selection guidelines', detailed guidelines for each condition, not the selection, need to be prepared to maintain fairness and consistency. These measures are believed to beuseful in the fair selection of landscaping operators for multi-family housing projects and to prepare objective and reasonable standards for the maintenance of landscaping facilities and a green environment.

  • Our country's bidding system had made the lowest price successful bid system in foundation before introducing eligibility review system at July, 1995, and a averaged- price successful bid system or the restrictive-lowest price successful bid system had been enforced by repletion. However, they were introduced as dumping that do not reach in direct cost level of construction cost is generalized and worry about illegal construction practices rises by the lowest price successful bid system. According as they had not been promoted construction company's technical development effort or cost reduction effort, vicious circle that advocate competition principle again and recur as the lowest price successful bid system is repeated last 50 years. Therefore, I present improvement direction that can satisfy all Global Standard and real condition of our country through foreign countries example analysis to cope with the rapidly changing building circumstances socially and economically to correspond actively to the construction industry's reorganization to reconsider domestic construction engineering's competitive power.

  • Korea's public construction projects are under construction through bidding, however, due to the nature of the bidding, collusion between participants can occur. The collusion of bids accordingly damages the client. So, it is necessary to calculate the appropriate fictitious competition price to compensate for this. In this regard, econometrics methods are generally used, but there are limitations and issues arising from the nature of construction, especially design-build bid. Therefore, this study proposes a method to estimate reasonable competitive bid-price in design-build bid. It derives the lowest bid-price from the design submitted by the proponent and estimates the competitive bid-price by examining the factors according to the penetration rate according to the technical level of the tester, the skill level of the competitor, and the type of tester. Based on the method proposed in this study, a reasonable price can be derived that reflects the characteristics of the design and construction bidding bidder selection method and also it can be used as a reference material in the actual bidding process as well as calculating the damage due to the answer.

The Effectiveness of Accounting Information in Military Construction Contracts under the Qualification Assessment System (적격심사낙찰제 계약에서 회계정보의 유용성에 관한 연구)

  • This paper re-evaluated the research on the accounting information's effectiveness in military construction contracts, questioning the former research results on the central army's construction contract that was under the Qualification Assessment System, especially concerning the relations between the accounting information and the bidding ratios as well as the relations between the bidding rates and the defect rates, which targeted between 1 to 10 billions civil engineering, construction, electricity, telecommunication, and environment work types. Unlike the previous results, the relationship between the accounting information and the bidding rates was shown to be considerably limited that the bidding ratio could not be identified through the accounting information, while it could discern the relations with the defect rates. Furthermore, the proven results did not support the hypothesis that the differences in bidding rates could affect the defect ratio. However, through the prediction model of bidding and defect ratios, we could identity the accounting variables that influenced the ratios. Additionally through the results regarding the non-financial indexes in the Pre-Qualification items, the weight on these indexes could be adjusted. In conclusion, the research results has given us new understanding of the problems in the Qualification Assessment System which accounts for the majority of the current military construction contracts and provide validity on the government's expanded implementation of the Lowest Price Award System.

  • Garak Market Modernization Project Phase 1, which is the public projects worth 1,75 billion won, was delivered by adopting modifiable bid of BOQ on the lowest price award system. The modifiable bid of BOQ system allows bidders to modify quantities based on their own drawings and construction specifications and requirements. It was initiated by the government for minimizing design error and for inducing technical competition between tenders by checking errors. At that time the bidding, it allowed modifying the BOQ all the works. In the construction phase, the responsibility for the design changes, due to mistakes and omissions on design documents and BOQ were disputed between the owner and the contractors. This study analyzed the problem of the system and addressed a need of improvement.

  • The contract price of successful bidders in domestic public work projects has dropped significantly under lowest bidding process. Furthermore, compared to the U.S. and Japan, the bids are substantially lower. The increasing trend for domestic construction companies to bid projects without considering markup or expected profit, with the purpose of gaining experience for future similar work, has contributed to the overall dumping in bid prices. The government has implemented controls in hopes of reducing the price dropping trend but these have yet to work in the market. This study determines the level of significance of the contract price of the successful bidder in domestic public works projects and identifies factors that cause bid-dropping by comparing to those of the US and Japan. By mirroring advance countries' rules and regulations to prevent an abnormally low bidder, recommendation are provided to keep unrealistically low bidders from winning the work.

  • The dynamic nature of the A/E/C industry, rapidly changing global market environments, and lowest cost competitive bidding make it difficult to survive in global design markets. To understand the global design markets, a case study has been undertaken. The top 150 global design firms represented in the ENR (Engineering News Record) from 1995 to 2003 are classified into three groups for the case study. First group is the firms which advanced in rank from 1995. Second group is the firms which maintained its rank from 1994 until 2003. Third group is the firms which went down in rank from 1995 until 2003. However, finding key factors and changing business strategies of successful top design firms are the fundamental goals in this paper. After examinations of case studies, this paper concludes and suggests that professionalization, M&A strategies, patrons of the government, and academic support are needed to be successful in the global design & engineering industry.

  • Inadequate cost management has widely been recognized as one of the most problematic areas in the Korean construction industry as many believes that public cost references are not reasonably reflecting the market conditions. 'Total Project Cost Management Guideline' developed by Ministry of Economy and Finance(MOEF) to govern public budget control has been identified as one of the main reasons for this problem. This study attempts to thoroughly review 'Total Project Cost Management Guideline' itself and quantitatively analyze the impact of it on project cost during procurement process. Different procurement methods are considered including turnkey & alternative, private contract, qualification examination, and lowest price bidding system in this quantitative impact analysis of 'Total Project Cost Management Guideline'. Analysis results shows that this governmental process works mainly as a constant cost-cutting tool throughout the procurement process.
