  • At this point in time South Korea is rapidly metastasizing to a aging society. A major cause of aging can be summarized as increased life expectancy, decrease of nuclear family and birthrate, and South Korea's progress is faster than any other country. From the 1970s, western society has changed social welfare to deinstitutionalization and community care because of problems about economic reason and facilities protection, so the type of elderly social service has also changed from the facility welfare service which is accommodated old people in certain facility to community welfare service which provides various welfare services with living together. Public facilities for low income group which are supported by government are lower, 6.6%, than the United States or Japan, 50%. They are divided into private manage facilities and subscription elderly facilities. These subscription elderly residential facilities show poor administration because of focusing on development and market analysis for investment returns. Therefore, in order to vitalize the elderly welfare residential facilities in Korea, we need plans about systematic services facilities for welfare and phased medical treatments. Therefore, the purpose of this study is that (1) the types and functions of residents for community elderly residential facilities in elderly welfare policies of U.S., and supported policies are researched as a transcendental model, (2) data about operating system with the principles of the market is analyzed, and (3) basic data about welfare facility plan for community residential elderly people is provided.

  • Low birthrate is causing a reduction in the number of students at kindergartens, elementary schools, middle schools and high schools nationwide and yet, school safety accidents are on a constant rise, which was reported to be 237 accidents a day on average in 2011. Such phenomenon is proving how the school safety policy is not doing what it was supposed to do. In order to decrease the school safety accidents, first, causes of the accidents should be analyzed and then, prevention measures should be designed. For that reason, the study looked into the present condition of the school safety accidents and safety accident theories and based on the results, "School Safety Accident Analysis Matrix Model" was proposed. With a matrix method of the accident types (17 of them) and hazard factors (9 of them) applied, the concerned model analyzed a total of 153 accident causes. In consideration of the results from the analysis, the study suggested that the education authority should open a safety organization and design a school safety policy that would systematically deal with safety education, prevention measures practice, accident investigation and analysis, and countermeasures practice as well.

Most dissatisfying factors in child care centers were child health management. Most of parents agreed on the need for a center-based child care health program, and wanted a better management of health care by health professionals in child care centers. Conclusion: These results support that there is a great demand for center-based child care health programs. These special programs are needed for reducing a child rearing burden for working mothers and overcoming the low birthrate in Korea. Health-care programs in child-care settings can help parents meet the health needs of their children while reducing absenteeism from work, thereby contributing to job stability. These results suggest discussions of the related policy with child care centers responsible and national health and educational authorities.

  • This paper focuses on how Singapore has adopted the 'Marriage Promotion Policy' for resolving the low birthrate and how it has been using the Social Development Network (SDN) to cope with the problem of low fertility. Social Development Network is an organization that shows Singapore's national stewardship to marriage, and has developed from the beginning to the social phenomenon of increasing number of highly educated women and decreasing fertility. The predecessor of Social Development Network is 'Social Development Unit' (SDU), absorbed the 'Social Development Service' (SDS) that was launched later, and reborn as Social Development Network in 2009. At its inception, Social Development Network has been recruiting and organizing its own memberships without the help of commercial marriage agencies, and since 2006 has been dedicated to delegating dating and matchmaking services to private companies and supporting projects. The purpose of this paper using literature analysis is to analyze the status and role of Social Development Network from the theoretical point of view of marital stewardship to the present, and to suggest meaningful implications for Korea which has the same social experience.

This research used 109,015 news data from 2016 to 2018 to analyze the sensitivity of the elderly and employment in Korean society, and explored the possibility of expanding the labor force in Korean society, which is facing a cliff between the elderly and the population. Topic keywords for employment of the elderly include "elderly*employment", "elderly*employment", and "elderly*wage". As a result of the analysis, positive sensitivity prevails for most of the period, and it is possible to expand the working-age population. Positive feelings about expanding employment opportunities for the elderly and negative feelings about low wages have brought to light the reality of the elderly who are still poor despite their work. In this study, social big data was used to analyze the perceptions and sensibilities of Korean society related to the elderly and employment through hierarchical crowd analysis and related text mining analysis.
