  • This paper illustrates newly an outage cost impact index function(OCIIF). The assessment of the OCIIF is described using the Web Based Online Real-time Outage Cost Assessment and Information System(WOROCAIS) for power system outage cost assessment in Korea. The proposed OCIIF is not absolute but relative outage cost impact index function in view point of outage time using web based survey method for outage cost assessment. While conventional methodology does not consider short time outage cost assessment, the proposed OCIIF reflects short time outage. SCOF(Sector Customer Outage Function) in stead of the traditional SCDF(Sector Customer Damage Function) is defined and proposed newly in this paper. Based the SCOF, AVLL(Average Value of Loss Load) is newly proposed. The OCIIF is demonstrated by WOROCAIS in case study around 2,000 sample data surveyed by KEPCO in South Korea in recent.

  • In order to examine the injury of vascular endothelial cells related with oxidative stress of reactive oxygen species(ROS), mophological changes of vascular endothelial cells were observed by light microscope after bovine pulmonary vascular endothelial cell line (BPVEC) was treated with 15 uM of hydrogen peroxide. In addition, the effect of vitamin E against ROS-induced oxidative stress was examined by light microscope. In this study, the cell number of BPVEC treated with ROS has significantly decreased than that of control, and the loss of cytoplasmic processes and cell swelling were observed in BPVEC treated with ROS. Whereas, cell number of BPVEC treated with vitamin E has significantly increased than that of BPVEC treated with ROS and also, cytoplasmic processes of BPVEC treated with vitamin E were preserved as control. These findings suggested that not only did ROS induce damage of BPVES by decrease of cell number, loss of cytoplasmic processes and cell swelling, but vitamin E also has protective effect against ROS-induced oxidative stress in cultures of BPVEC.

  • Road subsidence, frequently occurring in urban areas, is caused by collapsing of surface layer due to underground cavities followed by a loss of soils. To better understand this phenomenon, the mechanism of cavity formation should be identified firstly. Two kinds of possible subsidence mechanisms were established through previous case studies and the numerical analyses based on Distinct Element Method were conducted for each of these mechanisms. It was confirmed that particle loss and surface settlement can develop differently depending on slit size, void ratio, and particle shape among the various factors influencing the road subsidence. The result demonstrated that the effects of varying cavity diameter and depth could be quantified as a damage chart.

  • The cutaneous tolerability of detergent formulations can be improved by means of suitable additives. They complex the surfactant molecules lowering the concentration of their free monomeric species. Proteins derivatives used as additives for detergency are usually prepared by partial hydrolysis of plant reserve proteins. The main purpose of the hydrolytic cleavage is to make them water soluble and suitable for liquid products. Water solubility and stability are obtained by means of complexation with surfactants which also increase their actual hydrophobicity, an important parameter affecting cosmetic properties of proteins. Transepidermal water loss (TEWL) and electric capacitance (EC) have been adopted as investigation technigues to evaluate the skin integrity/damage in vitro tests, The performance of native wheat protein / surfactant complexes has been compared with traditional protein hydrolysates as detergent additives. The results show a noticeable reduction of skin irritation in surfactant formulations with addition of native wheat protein.

  • Any small leakages in the submarines could lead to the serious consecutive damages since it operates under high water pressure. Such leakages including damages of pipe and hull itself eventually could incur humane casualties and loss of expensive properties as well as the loss of combat capabilities. In this paper, knowledge based decision system is developed. The domain knowledge is acquired from document of submarine design, design expertise and interview with operator. Damages of hull itself and pipes are treated and decision is recommended whether to stay in the sea or to be blowing, for instance.

  • Objectives Common cavity deformity is a rare congenital bony labyrinth malformation associated with profound hearing loss. Cochlear implants are widely used for hearing rehabilitation for common cavity deformities; however, the reported prognosis is poor. Due to the deformed anatomical structure, it is important to consider the position of the electrodes to maximize the performance of the cochlear implant. The present study discusses the impact of electrode placement on hearing outcomes. Methods A retrospective medical chart review of eight common cavity deformity patients (10 cochlear implants) who received cochlear implants was performed at a single university hospital. In all eight patients, implant surgery was performed using single-slit labyrinthotomy. Electrodes wer e manually bent before insertion to prevent misplacement and to reduce physical damage to the neuroepithelium. Results Four of the 10 electrodes were misplaced, with their tips placed in the anterior semicircular canal or internal auditory canal. However, after implant surgery, all patients-including those with misplaced electrodes-gained auditory perception and improved hearing function. One patient who had electrodes that did not contact the inner wall of the cavity showed limited activity of the electrodes (27%) compared to others (64%-100%). Conclusion Proper contact of the electrode with the inner wall was more likely to be important for cochlear implant success in cases of common cavity deformity than appropriate placement of the electrode tip.

  • Debris flow is a representative natural disaster in Korea and occurs frequently every year. Recently, it has caused considerable damage to property and considerable loss of life in both mountainous and urban regions. Therefore, It is necessary to estimate the scope of damage for a large area in order to predict the debris flow. A response model such as the random walk model(RWM) can be used as a useful tool instead of a physics-based numerical model. RWM is a probability model that simplifies both debris flows and sedimentation characteristics as a factor of slopes for a subjective site and represents a relatively simple calculation method compared to other debris flow behavior calculation models. Although RWM can be used to analyzing and predicting the scope of damage caused by a debris flow, input variables for terrain conditions are yet to be determined. In this study, optimal input variables were estimated using DEM generated from the Aerial Photograph and LiDAR data of Mt. Umyeon, Seoul, where a large-scale debris flow occurred in 2011. Further, the deposition volume resulting from the debris flow was predicted using the input variables for a specific area in which the deposition volume could not be calculated because of work restoration and the passage of time even though a debris flow occurred there. The accuracy of the model was verified by comparing the result of predicting the deposition volume in the debris flow with the result obtained from a debris flow behavior analysis model, Debris 2D.

  • In the present study, quantitative and qualitative histology was used to assess the effects of ibuprofen suppositories with various treatments on the rectal mucosa of rats. Two suppositories were prepared with Witepsol W35 and compared with two commercial ibuprofen suppositories Reference I (Showa Pharm.ind., Tokyo, Japan), Reference II (P.Pharm., Seoul, Korea). Single and multiple dose(dosing interval 4 hr, n=4) studies were conducted. All suppositories significantly increased epithelial cell loss, but the extent of rectal irritation was variable. These studies showed that the incorporation of ibuprofen into the suppository bases increases the morphological change in rectal tissue both for the single and multiple administrations of suppositories, but which was significantly recovered within 24 hr although the interanimal variability in scores was very substantial. Multiple administration of ibuprofen suppositories caused significant damage to rectal mucosa, but it must be considered that these were under the severe condition, that is, interval of administration (4 hr) was three times shorter than normal interval of administration and dose was fifteen times larger than usual human dose. Aluminum oxide $(Al_2O_3)$, a dispersing agent, slightly increased the irritation of rectal mucosa in rats at 5 hr and 24 hr after multiple administration, but it was possible to ignore the difference of irritation in the data at 5hr and 24hr after single administration. Finally, it was concluded that Witepsol W35 and ibuprofen had a slight rectal mucosa-irritating effect on the usual human dose, and ibuprofen suppositories prepared with Witepsol W35 or Witepsol W35, $Al_2O_3$ showed almost similar extent of rectal irritation with commercial ibuprofen products.

  • The Railway Safety Management System is based on risk management and the basic purpose of risk management is safety management activities to prevent railway accidents and operational obstacles in advance. In order to manage risk, an acceptable risk standard must be established. This risk criterion is used to evaluate the railway risk with both frequency and severity. In the case of overseas railway or other industrial sectors, various factors are reflected in the main variables that constitute the occurrence frequency, but this is no the case in the domestic railway sector. In particular, the current risk assessment criteria in the railway sector remain at a level that exploits the incidents that have occurred in the past and the severity of the property damage and it dose not properly reflect complex and diverse environmental and situational changes in railway operations. Therefore, in this study, it is possible to calculate the potential occurrence of future events instead of occurrence frequency as a component of the risk assessment criteria, focusing on the High-Speed Railway. In addition to the property damage to the consequence, we suggest a rational methodology, development direction, and theoretical implications for constructing accurate and reasonable risk criteria including actual damage such as human injury and time loss.

  • Recent climate change can increase the frequency and damage of wildfires worldwide. It can also lead to the deterioration of the forest ecosystem and increase casualties and economic loss. Satellite-based indices for forest damage can facilitate an objective and rapid examination of burned areas and help analyze inaccessible places like North Korea. In this letter, we conducted a detection of burned areas in North Korea using the traditional Normalized Burn Ratio (NBR), the Normalized Difference Vegetation Index (NDVI) to represent vegetation vitality, and the Fire Burn Index (FBI) and Forest Withering Index (FWI) that were recently developed. Also, we suggested a strategy for the satellite-based detection of burned areas in the Korean Peninsula as a result of comparing the four indices. Future work requires the examination of small-size wildfires and the applicability of deep learning technologies.
