  • This review investigates the basic principle of physical interactions and failure mechanisms introduced in the materials and inner parts of semiconducting components under electromagnetic pulses (EMPs). The transfer process of EMPs at the semiconducting component level can be explained based on three layer structures (air, dielectric, and conductor layers). The theoretically absorbed energy can be predicted by the complex reflection coefficient. The main failure mechanisms of semiconductor components are also described based on the Joule heating energy generated by the coupling between materials and the applied EMPs. Breakdown of the P-N junction, burnout of the circuit pattern in the semiconductor chip, and damage to connecting wires between the lead frame and semiconducting chips can result from dielectric heating and eddy current loss due to electric and magnetic fields. To summarize, the EMPs transferred to the semiconductor components interact with the chip material in a semiconductor, and dipolar polarization and ionic conduction happen at the same time. Destruction of the P-N junction can result from excessive reverse voltage. Further EMP research at the semiconducting component level is needed to improve the reliability and susceptibility of electric and electronic systems.

  • This paper describes the liability regime of the air carrier under the Montreal Convention of 1999 for the international cargo, comparing to those of the existing Warsaw system. Also this paper deals with main issues of the Montreal Convention which are relevent for the carrier's liability in the carriage of the air cargo. The Warsaw Convention was adopted in 1929 and modified successively in 1955, 1961, 1971, 1975, and 1999. The Montreal Convention of 1999 modernized and consolidated the Warsaw Convention and related instruments. The air carrier is liable by application of principle of strict liability as stated in the Montreal Convention : The carrier is liable for the destruction or loss of, or damage to cargo and delay during the carriage by air, and the carrier's liability is limited to a sum of 17 Special Drawing Rights per kilogramme. However, the Montreal Convention has some outstanding issues with respect to the liability of the air carrier : potential conflicts between the Montreal Convention and the Warsaw Convention, the amounts of limits of the carrier's liability, the duration of the carrier's liability, the exessive litigation, and the aviation insurance. Therefore, the conditions and limits of the carrier's liability under the Montreal Convention should be readjusted and regulated in detail.

  • ${\alpha}$-Asarone exhibits a number of pharmacological actions including neuroprotective, anti-oxidative, anticonvulsive, and cognitive enhancing action. The present study investigated the effects of ${\alpha}$-asarone on pro-inflammatory cytokines mRNA, microglial activation, and neuronal damage in the hippocampus and on learning and memory deficits in systemic lipopolysaccharide (LPS)-treated C57BL/6 mice. Varying doses of ${\alpha}$-asarone was orally administered (7.5, 15, or 30 mg/kg) once a day for 3 days before the LPS (3 mg/kg) injection. ${\alpha}$-Asarone significantly reduced TNF-${\alpha}$ and IL-$1{\beta}$ mRNA at 4 and 24 hours after the LPS injection at dose of 30 mg/kg. At 24 hours after the LPS injection, the loss of CA1 neurons, the increase of TUNEL-labeled cells, and the up-regulation of BACE1 expression in the hippocampus were attenuated by 30 mg/kg of ${\alpha}$-asarone treatment. ${\alpha}$-Asarone significantly reduced Iba1 protein expression in the hippocampal tissue at a dose of 30 mg/kg. ${\alpha}$-Asarone did not reduce the number of Iba1-expressing microglia on immunohistochemistry but the average cell size and percentage areas of Iba1-expressing microglia in the hippocampus were significantly decreased by 30 mg/kg of ${\alpha}$-asarone treatment. In the Morris water maze test, ${\alpha}$-asarone significantly prolonged the swimming time spent in the target and peri-target zones. ${\alpha}$-Asarone also significantly increased the number of target heading and memory score in the Morris water maze. The results suggest that inhibition of pro-inflammatory cytokines and microglial activation in the hippocampus by ${\alpha}$-asarone may be one of the mechanisms for the ${\alpha}$-asarone-mediated ameliorating effect on memory deficits.

  • Since herbicide damage has been occurred in subirrigated rice seedbed in Korea, the use of crop safener is required to reduce crop injury. Field studies were conducted to evaluate safening effect of 1,8-naphthalic anhydride (NA) and CGA 123'407 (4, 6-dichloro-2-phenyl-pyrimidine) against four kinds of paddy herbicides applied to subirrigated vinyl-covered rice seedbed. NA as a seed dressing at 0.5% (W/W) was effective in reducing rice injury from butachlor, pretilachlor, chlormethoxynil and benthiocarb, and increased number of seedling established, plant height, and dry weight of rice seedlings, while growth inhibition and stand loss were observed at 1% NA. Pretilachlor slightly decreased number of seedlings established and inhibited growth of rice seedlings. But pre-mix combination of pretilachlor (2%) and CGA 123'407 (0.5%) reduced rice injury caused by pretilachlor alone and increased number of seedlings established and dry weight of rice seedlings. The results indicate that NA and CGA 123'407 would permit the safe application of butachlor, pretilachlor, chlormethoxynil, and benthiocarb in subirrigated rice seedbed.

  • The purpose of this study is to analyze the major issues discussed among Parties and provide a framework for predicting the agreements on those issues, prior to the final negotiation on a new legally-binding agreement on climate change adaptation in the United Nations Framework Convention on Climate Change (UNFCCC). The analyses of documents, adaptation actions, and work of the Ad Hoc Working Group on the Durban Platform for Enhanced Action (ADP) under the UNFCCC informed that the adaptation issue has primarily been focused on the support of developed country Parties for the adaptation of developing country Parties following the principle of the Convention, Common but Differentiated Responsibilities and Respective Capabilities (CBDR-RC). Three-year work of the ADP acknowledged the major issues on adaptation in the new climate agreement, which would be categorized as long-term and global aspects, commitments/contributions/actions, monitoring and evaluation, institutional arrangements, and loss and damage. A final agreement on each issue could be predicted by setting a zone of possible agreement in-between the two extremes of developing and developed country Parties and considering three major elements affecting the Parties' positions, national priority, adaptation action, and social expectation, which are proposed in this study. The three major elements should be considered in a balanced manner by Parties to draw a durable agreement that will enhance global adaptation actions from a long-term perspective. That is, the agreement needs to reflect adaptation actions occurring outside the Convention as well as social expectations for adaptation. It is expected that the new agreement on climate change adaptation, from a long-term and global perspective, would be an opportunity to reduce vulnerability and build resilience to climate change by incorporating global expectations.

  • Periodontal disease is characterized by inflammation and subsequent loss and/or damage to tooth-supporting tissues such as bone, cementum, and periodontal ligament. Periodontal ligament and cementum are the key tissues in the initial process of regeneration following periodontal disease. Therefore, studies on cementoblasts, which form cementum are emphasized. It is still unclear which cells cementoblast differentiate from. This study was conducted under the hypothesis that PDL fibroblast can differentiate into either cementoblast or osteoblast depending on the conditions of surrounding tissue. Clinically, with excessive traction force of orthodontic appliances or excessive occlusion hypercementosis is observed, and this has been confirmed histologically. Consequently, activation of cementoblast can be expected in rats when mechanical stimuli are given to PDL fibroblast. Therefore, the purpose of this article is to prove that PDL fibroblast differentiates into cementoblast in rats under mechanical stimuli using histologic and molecular methods. In this study, twenty rats were given hard diet. Ten of them were sacrificed after 1 week, and the others were sacrificed after two weeks. Slides were made from tooth specimen, and they were studied under the microscope. In addition, PDL fibroblast and cementum from the extracted teeth were analyzed with Northern blotting. In histologic examination, as time passed, PDL fibroblast migrated to the dentin side, differentiated into cementoblast, and formed new cementum. In Northern blotting, it was found that mRNA expression of cementoblast-specific proteins such as BSP, OC, OPN, and type I collagen were more prominent in rats sacrificed after 2 weeks of hard-diet than rats sacrificed after 1 week. From these findings we can conclude that PDL fibroblast can differentiate into cementoblast under mechanical stimuli. We think that 'Rat Models' used in this study will be beneficial to future studies regarding cementoblast.

  • N fertilizer recommendations to optimize with consideration to maximum crop yields, maximum profits, and minimum N losses to ground or runoff water, an advisory system. Nitrogen Expert System (NES), was developed. The system was to estimate the optimal rate of N fertilizer application cornfields in Illinois. NES was constructed using Smart Elements, a knowledge-based system that manages the expertise of human experts. NES was reinforced by addition of the effect of a productivity index (PI), soil organic matter content (SOM), and pre-sidedressing of nitrate concentration (PSNT) to the optimal N fertilizer recommendation. NES contains 49 rules, 1 class, 14 objects, and 2 properties. NES was successfully operated, showing N recommendations with inputs of three soil properties including PI, SOM, and PSNT. NES can reduce N loss to the environment, but adherence to the recommendations may also reduce farmers income. Therefore, NES will be more effective by evaluating both environmental damage assessment and other economic agricultural management parameters and other soil physico-chemical parameters.

  • In 2017, the ratio of the number of victims and deaths in the construction industry was the highest with 25.2% and 29.6%, respectively. Especially, as safety accidents at construction sites continue to increase, the economic loss is greatly increased too. Therefore, in order to prevent safety accidents in the construction work, the safety risk assessment index by type of construction was developed, and the main results of this study are as follows. First, 17 factors related to safety accidents at construction sites were derived through survey and interview survey, and this study suggested 9 items(process, type of construction, progress rate, contract amount, number of floors, safety education, working days and weather) throughout the expert advisory meeting. Second, the risk assessment index for safety accidents was developed based on the ratio and intensity of safety accidents. Third, to verify the risk assessment model, the construction safety risk assessment index by type of construction was derived by surveying and analyzing the statistics of the construction accident. In addition, the risk strength was calculated by dividing human damage caused by construction safety accidents into those killed and injured. The risk assessment index based on the frequency and intensity of safety accidents by type of construction is expected to be utilized as basic data when assessing the risk of similar projects in the future.

  • Disaster-related extreme weather is rapidly increasing due to climate change. In Korea, typhoons accompanied by rainfall usually approach in August and September, causing great damage. The purpose of this study is to find a gene that regulates the heading date of rice in order to avoid loss of harvest from climate change and typhoons. Cheongcheong/Nagdong doubled haploid (CNDH) was used as the plant material to investigate the location of heading-related genes using QTL and sequence analysis by cloning the gene. In the distribution chart, the heading dates, culm lengths, panicle lengths, numbers of panicles, and 1,000-grain weights all have normal distributions. QTL analysis found 13 contigs on chromosome 8. One QTL, named qHd8, was detected on chromosome 8. The range at qHd8 was approximately 7.7 cM, with RM72 and RM404 markers near the peak. There were 13 contigs and 1 ORF. Protein sequence analysis showed that rice was similar to Os08g0341700, AtSFH13, and AtSFH7 proteins. Os08g0341700, which is involved in signal transduction, is similar to phosphatidylinositol transfer-like protein II, and complete information is not available, but it is believed to play a role in the phosphatidylinositol-specific signaling pathway related to Sec14P.

  • Since laser therapy has been applied to dentistry, many dental practitioners are very interested in laser therapy on various intraoral soft tissue lesions including gingival hyperplasia and aphthous ulcer. The purpose of the present study was to determine the therapeutic effect and the harmful effect of a pulsed-Nd:YAG laser irradiation on human gingival tissue. In twenty periodontal patients with gingival enlargement, the facial gingival surface of maxillary anterior teeth was randomly irradiated at various power of 1.0W(100mJ, 10Hz), 3.0W(100mJ, 30Hz) and 6.0W(l50mJ, 40Hz) for 60 seconds by contact delivery of a pulsed-Nd:YAG laser(EN.EL.EN060, Italy). Immediately after laser irradiation, the gingival tissues were surgically excised and prepared in size of 1mm3. Subsequently the specimens were processed for prefixation and postfixation, embedded with epon mixture, sectioned in $1{\mu}$ thickness, stained with uranyl acetate and lead citrate, and observed under transmission electron microscope(JEM 100 CXII). Following findings were observed; l. In the gingival specimens irradiated with l.OW power, widening of intercelluar space and minute vesicle formation along the widened intercellular space were noted at the epithelial cells adjacent to irradiated area. 2. In the gingival specimens irradiated with 3.0W power, the disruption of cellular membrane, aggregation of cytoplasm, and loss of intercellular space were observed at the epithelial cells adjacent to irradiated area. 3. In the gingival specimens irradiated with 6.0W power, the disruption of nuclear and cellular membrane was observed at the epithelial cells adjacent to irradiated area. The ultrastructural findings of this study suggest that surgical application of a pulsed-Nd:YAG laser on human gingival tissue may lead somewhat delayed wound healing due to damage of epithelial cells adjacent to irradiated area.
