Based on the risk factor evaluation for the file format, this paper defines the procedures for presenting the long-term preservation plan for that format and the technical information registry necessary for building the system. This is a procedure to perform a risk assessment for the format, evaluate the risk, and select a long-term preservation strategy based on the information registered in the registry and information on the external signature and internal signature of the electronic record. We also reviewed the criteria for selecting appropriate long-term preservation strategies in the process and provided the criteria for adopting each detailed strategy of migration and emulation, which are long-term preservation strategies. And we implemented this process as a long-term preservation decision support system. This system can be used to provide guidelines for the maintenance, management, service and long-term preservation of information resources of electronic records in public institutions such as National Archives of Korea and Libraries.

The purpose of this study is to analyze the current state of long-term preservation policy for electronic records in Korea and to present future tasks. Although the current electronic record long-term preservation policy is not clearly codified, it can be said to consist of technical elements such as digital signature, hash, preservation format, and long-term preservation package. Each technological element was considered in order, and the limitations of the current policy and technology in the changing digital environment were analyzed and alternatives were presented.

2008년 국제표준 ISO 32000-1로 지정된 PDF 표준은 전자서명에 대한 표준을 함께 제공함으로써 PDF 문서의 신뢰성을 확보하고자 하였다. 하지만 ISO 32000-1에 포함된 전자서명 관련 표준은 서명에 사용된 인증서의 유효기간이 만료되면 전자서명의 유효성을 검증할 수 없기 때문에 장기적으로 보존되는 문서의 신뢰성을 보장하는데 적절하지 않다. 따라서 본 논문에서는 PDF 국제 표준인 ISO 32000-1의 전자서명 관련 표준을 분석하고 전자서명 장기검증 기능을 적용할 수 있는 방안을 제시한다. 본 논문에서 제안한 내용을 활용한다면 다양한 PDF 소프트웨어에서 호환 가능한 전자서명 장기검증 기능을 제공할 수 있을 것이며, 이를 통해 PDF 문서의 신뢰성을 향상시킬 수 있을 것이다.

Traditional paper records have to be preserved in the original form to ensure the authenticity. On the other hand. electronic records have to be continuously changed in content itself or metadata to be preserved in long-term period, so the proof of the legality of each change made so far and the proof of the protection against all the illegal changes are the essential. to ensure these requirements. We need some functions including the authentication of original captured records. the protection of records against the loss or forgery, the authentication of preserved records, and the treatment of authentication-failed records. This paper explains the fragility of authenticity for electronic records, identifies the functions needed, suggests the implementation idea, and describes the overall management polity for electronic records to ensure the authenticity.
