본 연구의 목적은 1988 서울올림픽과 2018 평창동계올림픽의 문화프로그램의 구성과 특성을 분석하는 데 있다. 연구방법으로는 문헌연구방법을 통해 역대 올림픽대회의 문화올림픽의 발전상과 개최국의 문화올림픽 사례를 고찰하였고, 1988 서울올림픽과 2018평창동계올림픽의 문화프로그램의 구성과 특성을 다양하게 분석하였다. 그 결과는 다음과 같다. 첫째, 1992 바르셀로나올림픽에서는 문화프로그램 개념이 심화·발전되었으며, 2010 밴쿠버올림픽을 계기로 IOC는 문화올림픽 가이드를 발간하였고, 2012 런던올림픽을 통해 문화올림픽 가이드를 개정하였다. 둘째, 1988 서울올림픽과 2018 평창동계올림픽의 문화프로그램은 개최국과 개최도시 이미지 변화와 위상 및 국제적 교류 제고의 특성을 나타내었다. 셋째, 문화프로그램에서 1988 서울올림픽은 문화예술축전 속에 경축, 공연, 전시행사, 그리고 국제학술대회 등으로 구성되었고, 2018 평창동계올림픽은 공연, 전시, 축제, 인문 및 체험, 교육행사 등으로 구성되었다. 넷째, 1988 서울올림픽은 전통과 현대의 조화와 한국의 전통문화의 우수성 홍보 및 공감대 확산 그리고 각 지역의 다양한 문화예술의 특징을 골고루 갖춘 프로그램의 구성이 핵심요소였다. 또한 2018 평창동계올림픽은 문화올림픽을 체계적으로 추진하기 위해 '날마다 문화가 있는, 도민이 참여하는, 문화유산으로 남는 올림픽'을 전략적으로 추진하였다.

In this paper graphical exploratory data analyses are proposed for ball games in sports. The plot of sequence of scoring points of each team can be used to see how the playing game has been processed until the end of each set or quarter. With the plot of sequential score differences through all the games we can see a dominance of each team and the times of score changes, i.e., turnovers. The ternary plots show the contours of scoring compositions for each player and enable us to compare the scoring patterns of each team if any. Using the score sequence plot we also can see the score pattern distribution of players. For demonstration we use the results of the gold medal match between Russia and Brazil for men's volleyball and between USA and Spain for men's basketball at the London 2012 Summer Olympics.

An ADR arbitration system has a necessary value in the sports industry for settlement of disputes. Sports disputes should be resolved independently by enacting internal regulations within the basic principles of national law rather than treated as a civil action. If the dispute is not fair and transparent, it may cause distrust. Because an arbitration system has values such as speed, flexibility of economic decisions, professionalism of arbitrator and confidentiality of arbitration-related information, the efficiency of the arbitration system for conflict resolution has emerged recently. We have to assign sports experts to reactivate sports arbitration commission committees which existed from 2006 to 2009 in Korea. Many countries, such as the UK, USA, Canada, New Zealand, Hungary, the Netherlands, Poland, Germany, and Japan, which attain advancement of sports and the International Court of Arbitration establish and run their own sports arbitration agencies. However, Korea disbanded its sports arbitration commission committee for political and economic reasons. In 2012, after their disbanding, athlete Kim Yeon-kyoung came into conflict with Heungkuk Life over terms of free agent acquisition and international transfer certification. Finally they were able to settle those political conflicts. However if there had been related laws in Korea, they could have resolved those problems easily without international disputes. Practically, it would have been almost impossible for Kim Yeon-kyoung to win the dispute. But her problem became an issue after the London Olympics, so she could win. Although it is well for her to take an active role on the international stage, it left much to be desired on account of the intervention of political circles in order to resolve the conflict. If the sports arbitration commission committee in Korea had still been active, it could have come to a peaceful settlement domestically. Therefore we have to reestablish a Korean sports arbitration committee centered around experts of sports law.

The UK Government's approach to how to deliver regeneration in its towns and cities has changed considerably in recent years. Traditionally, urban regeneration policy focused on reversing physical, economic and social decline in an area where market forces would not do this without intervention. Since 2010 urban regeneration has become a vital part of the Government's approach to increasing local growth and competitiveness and building a strong and balanced economy. The current emphasis is on a place-based approach to regeneration that builds on the particular strengths of different places to drive growth and addresses the factors that hold them back. This paper outlines the key features of current UK urban regeneration policy and how interventions to support regeneration and growth are being pursued at different spatial scales to ensure all parts of the country benefit. They include pan regional initiatives like the Northern Powerhouse and Midlands Way, to groups of local authorities operating at a sub regional level (combined authorities/city regions), Local Enterprise Partnerships, and a variety of smaller scale programmes delivering regeneration in areas of economic and social decline. The paper explains some of the policy instruments and funding programmes available to support regeneration, and provides case studies of some major urban regeneration projects that illustrate the new approach including housing and infrastructure improvements like the planned High Speed Rail 2 line. These are supporting regeneration through the creation of strategic partnerships involving government, places and investors. The paper concludes with some lessons from past and future regeneration schemes to improve their effectiveness and impact on places and enhance local growth potential.

Olympic uniforms emphasize aesthetics along with sports fashion trends and tendencies to display national competitiveness through colorful designs that use the national flag or colors as motifs. Korea needs to enhance the national brand through international sporting events such as the 2018 PyeongChang Olympic Games (30 years after the 1988 Seoul Olympic Games); therefore, a multilateral analysis is required to promote a global image of Korea. This study presents a development direction for more diverse national brand values for Korea through design research on Olympic uniforms. Research methods investigated the concepts and changes of the Geongongamli, and Taegeuk symbols as well as Olympic uniforms based on literature data and existing studies using uniforms. An Olympic uniform using symbols of the Korean flag was designed through a case analysis of Olympic uniform designs of countries that participated in the 2012 London Summer Olympic Games and 2014 Sochi Winter Olympic Games that reflect the countries' image. The research scope excluded uniforms for the actual games and limited the uniforms to official uniforms for the opening ceremony that represent the characteristics of each country; consequently, we analyzed 70 uniforms of 162 countries of the Winter Olympic Games. As a result, official national symbols were more frequently reflected than unofficial symbols in the uniform designs of the Summer and Winter Olympic Games with more frequencies of direct reflection than indirect reflection. Korea's national brand is expected to enhanced through a uniform that expresses Korea's image at international events and global exchanges.

본 연구는 생활체육 및 전문체육이 균형 있게 발전하기 위한 체육재정의 확보와 지원의 효율화 방안을 제시하는데 그 목적이 있다. 연구의 방법은 체육재정과 관련된 선행연구를 고찰한 후 문헌자료를 통해 그 실태를 파악하였다. 연구의 내용 및 범위는 첫째, 중앙 및 지방정부 체육부문 예산을 검토하였고 둘째, 지방정부의 재정자립도를 파악하였으며 셋째, 지방정부의 체육부문 예산을 파악하였다. 이상의 고찰을 통해 도출한 결과는 다음과 같다. 첫째, 체육진흥기금 중 수익금 배분의 개선을 통한 체육재정의 추가적 확보가 요구된다. 둘째, 재정자립도를 기준으로 스포츠이벤트 개최 이후에 활용도를 높일 수 있는 충분한 지원이 필요하다. 셋째, 각 단체를 평가할 수 있는 공정한 평가기준을 확립하고 이에 따른 전략적 지원과 체육재정의 확보가 요구된다. 넷째, 각 지역에 대한 충분한 사전조사를 통해 양적 지원을 벗어나 실제 사용가치를 높일 수 있는 질적 지원이 이루어지도록 해야 한다. 다섯째, 체육부문별 지원 규모에 대한 심층 연구를 통하여 다양한 사업에 대한 공정한 분배가 이루어져야 한다.
