보건 진료원 제도 운영 평가에 관한 연구 -우리나라 1차 보건의료 제도 방향 재설정을 위하여 - (A Review of the Operation Community Health Practitioner System as a Reorientation of Primary Health Care)

  • In the changing social and economic conditions, reorientation of the health care system is a process of rearranging health care resources keeping in mind the appropriativeness, relevancy, and efficacy of health care programs. Also it has been recognized recently that the CHP program is in need of review for the same reasons, that is to say, the ease in which health care facilities are available, the high rate of coverage with insurance and the development of an effective transportation system. Therefore there is a social inclination to think that there are no remote areas and to question the roles of public health facilities, health centers, health sub centers and CHP posts. This paper was done to review problems and to propose new directions for the CHP system. The findings of this study are as follows ; 1) It is necessary that primary health care should be simplified into three parts, medical treatment, preventive care services and the organization of administration and logistics. Also each department should be supplemented with the appropriate professional personnel in order to develop a task oriented system. The reorientation of the CHP system should be managed in keeping with that of other public health care systems. Therefore it is necessary to look at the CHP system problems as one aspect of the reorientation process of public health care systems, and to work to find new ways to address these problems. 2) The location of the CHP post should be decided by the needs of the community in both the medical and preventive areas. If the people have a minimum need, the location of the CHP post should be altered and the existing roles of the CHP should be modified to allow for flexibility according to the community needs. 3) Use of the problem solving method in regular team meetings will prove to be as efficient as continuing education programs in improving job competancy. 4) The supervision of CHP's activities should be made by the same type professional personnel, that is, senior CHPs or charge nurses in the public health center at the county level. 5) The operational expensies of CHP post should be supported by the administrative department of the public health center and should create working conditions that will allow the CHP to concentrate on community health service programs. 6) The organizations for community participation, working committees, community health workers and a number of the local assembly, should be activated to provide for participation in finding solutions to health related problems in the com-munity.

  • 생산자에게는 상품의 적정가격 보장과 생산의 극대화를 위한 시설 개선으로 소비자의 구매 욕구를 충족시키는 것이다. 막걸리의 유통 개선 방안을 논의하고 막걸리에 대한 이론과 막걸리 열풍의 사회적 배경 및 영향, 그리고 막걸리 유통구조의 개선 및 대기업의 진입으로써 막걸리 업계에 미치는 영향, 지속적인 시장 활성화 방안에 대해 분석했다. 막걸리 유통구조와 문제점은 현재까지 많은 문제점과 개선방안이 실재하였음에도 불구하고, 개선책이 마련되지 않은 이유는 소비자에 대한 부정확한 문제 인식이 주요원인이며, 막걸리 유통구조 개선의 궁극적인 목적은 생산자에게는 막걸리 시장의 활성화로 인한 생산 시설의 개선이며, 소비자에게는 적정한 가격에 안전하고 좋은 품질의 상품을 공급받는 것이다. 위에서 언급한 바와 같이 물류시스템의 개선과 위생안전 관리를 위한 정부의 지원 등을 통한 변화가 필요하며, 이에 따르는 많은 막걸리 업체들이 유통의 주요 문제로 인식하여야 할 것이다.

동북아 경쟁항만들의 선호도 분석에 관한 연구 - 부산항을 중심으로 - (A Study on Analysis of the Preference of Container Ports in Northeast Asia - with the case of Busan Container Port -)

  • 최근 동북아지역에서는 상호경제협력이 증가되고, 대외개방 및 고도성장 등 경제활동이 활성화되고 있으며 단일경제권의 형성이 점차 가시화되고 있다. 특히 이 지역에서는 중국의 고도 성장에 따른 물동량 증가가 예상되는 가운데 수심 등 항만의 물리적 조건과 사회간접 자본이 열악한 중국상해 이북과 극동 러시아 등 동북아 지역의 환적물량을 유치하기 위해 우리나라, 일본, 대만이 경쟁하고 있고 우리나라도 국가적인 정책으로 부산항을 동북아 중심항으로 육성하고자 하는 동북아 물류기지화 전략을 추진하고 있다. 따라서 본 연구는 부산항이 동북아에서 경쟁적 우위를 차지하게 하기 위한 전략방안을 제시하는데 목적을 두고 있다. 이를 위하여 첫째, 화물유치 경쟁 하에 있는 동북아 항만들의 고객 선호도와 경쟁력을 분석하고 둘째, 항만선호요인의 중요도 평가를 수행하였다. 본 연구 결과 첫째, 부산항은 항만시설을 집중적으로 확충해야 할 것이다. 고객 선호도를 고베나 카오슝 수준까지 올리기 위해서는 컨테이너 선석을 확장하고 CY의 능력을 늘리고 선진하역장비를 확보하여야 할 것으로 판단된다. 둘째, 부산항은 선사나 대형포워더를 대상으로 적시성을 강조하고 클레임에도 친절히 반응해야 하며 화물이 손상되거나 멸실되지 않도록 노력하여 전체적인 서비스의 질을 높일 수 있도록 해야 할 것이다. 셋째, 부산항의 요율은 상해항과 더불어 경쟁항만과 비교할 때 매우 낮은 실정이므로 탄력성 있는 요율정책을 세우거나 일정비율 요율을 높임으로써 요율을 통한 수입을 증대시켜서 그것을 시설이나 서비스 향상을 위하여 투자하는 전략도 검토해 볼 필요성이 있다고 생각된다.

경제발전전략으로서 한국의 경제자유구역과 운영체계에 관한 연구 (Korea's Free Economic Zone as an Economic Development Strategy and Operational System)

  • Purpose - After Korea's Free Economic Zone (FEZ) system was launched in 2003, there have been many debates about upgrading it and its support systems. However, as of 2013, there were insufficient results. Further, upon the designation of the East Coast and Chungbuk as official FEZs from February 4, 2013 by the 56th the Commission, there is a concern that many people are in the area designated as FEZ 8. This study investigates Korea's new FEZ system as part of Korea's primary new economic development policy in the 21st century. Therefore, this study examines views on the weaknesses of the past ten years of FEZs so that Korea can expand its FEZ system. Research design, data, and methodology -Many countries have considered the FEZ as an economic special zone. By reviewing previous research models, this study provides an update using recent data and materials, until 2013, from the Center of Free Economic Zones. In previous studies, the lack of support systems was attributed to proposals to ensure operational autonomy and differentiation of each FEZ; however, the main cause cannot be solved through regulatory issues, as difficulties caused by the operational system are responsible for the problems. We wish to analyze the FEZ, specifically the operational system; this is the main issue of this study. Results - After the first FEZs were established, it became necessary to have basic plans, as investment results in 2013 compared to the same period this year led to lower earnings in the first half of 2014. We propose an improvement of the operational system because in the free economic zones, the operational system is the root cause of the underlying problem. The results of this research are as follows. The weak management of the FEZ system is influenced by weak investment, delayed development, foreigners' living facilities, benefits of foreign investments, the control tower's policy making decision process, quickness of the process of satisfying legal requirements, and support For the independence of FEZs. Conclusion - Local governments do not have legal rights over FEZ deregulation and investment industries. This study suggests that the local government should have more independence from the central government. Moreover, independent management committees are more effective for ensuring public rights, better employee responsibilities, and better-qualified personnel. The FEZ committee struggles to effectively manage the locations of FEZs, foreign investments, and related facilities under the control of the Ministry of Trade, Industry and Energy. Thus, the FEZ committee should be under either the Prime Minister's office or the Presidential committee, to control and effectively coordinate between the local and central governments. If the problem clearly applies to the operational system in 2013, it is necessary to provide materials and methods so that the results of the first half of 2014 can be computed despite the data limits and lack of resources, and the data can be analyzed in a more diachronic thesis.

예비전력 정예화 방안 (A scheme on strengthening of R.O.K reserved force)

  • Reserved forces of ROKA are in charge of replacement of TOE in the wartime and mission of rear area operation. But there is institutional inertia in the law and organization oriented to fill human resources rather than take mission. We need to prepare for the investment and arrangement of reserved forces as military power that would be replaced standing forces. In this portion, to reinforce reserve forces elite, First, efficient mobilization regulations and systems are suggested. I covered a maintenance of relevant mobilization ordinances which need to legislated and approved by national assembly for wartime and development of mobilization system which might lose the appropriate time for mobilization due to complicated declaration procedures and measures to overcome the panic at the initial stage of the war and organization and employment of nationwide transportation system and mobilization center. To ensure efficient resource management and mobilization of reserve forces with a number of approximately 3 million, there's a necessity of organization for integration and conciliation. To make it real, I suggested establishing and employing the mobilization center, on first phase, employ the mobilization center focusing on homeland divisions, on second phase, it is advisable to convert to national level mobilization system and develop to central mobilization center focusing on national emergency planning committee. During peacetime, in conjunction with Mobilization Cell, mobilization center can conduct resource survey and integrate and manage mobilization resources and take charge of mobilization training of subordinate units, and during wartime, in conjunction with mobilization coordination team and Cell, can ensure the execution of mobilization. Second, Future oriented reserve forces management system such as service system of reserve forces and support system of homeland defense operations. Current service and trainings of reserve forces by the year have very low connection, as it is very complex to manage the resources and trainings, and service and training lack the equity, re-establishment of service system is required. Also in an aspect of CSS and cultivation support for reserve forces, as the scope and limitation of responsibility between the armed forces and autonomous organization is obscure, conditions to conduct actual-fighting exercises are limited. Concentrated budgetting is extremely difficult because reserve forces training fields are scattered nationwide, and facilities and equipments are rapidly getting older. To improve all these, I suggest the organization of homeland defense battalion with a unit of "City-Gun-District" and supporting the local reserve forces. Conduct unit replacement or personal replacement for those who have finished their 1 or 2 years and homeland defense operation duty for those with 3-5 years for consistency and simplification. Third, I suggest Future oriented Reserved Training(FRT) and Training Center oriented training management to establish a reliable reserve training. Reserves carry out expansion of unit, conventional combat mission, homeland defense and logistics support during wartime, and actual-fighting exercise, and disaster relief, peace keeping activities. Despite diverse activities and roles, their training condition still stays definitely poor. For these reasons, Modernization of weapons and facilities through gradual replacement and procurement is essential to enhance mobilization support system.

  • An understanding of importance of port has increased according to the in and out environment changes surrounding port. And the jurisdiction of physical distribution including port logistics integrated to Ministry of Land, Transport and Maritime Affairs. It is a good time for review the related port law once more. Present related port law has no problems itself. But because there are many laws about port, so overlap is shown in many aspects. According to this viewpoint, this study has focused to reduce the overlap in the contents of the laws and propose the improvement methods. So as to achieve this goal, I divided study fields into three aspects. The first is the subject of port management and second is the object of port management, the third is contents of port management. And also improvement plan provided in three aspects. Improvement plan is as follows. Firstly, the diversity of management subject is reduced considerably due to the integration of government organization but the problem which what laws among the various laws would adopt to same object is still remained. So it is necessary to make into one or two laws. Secondly, in the case of object of port management, it is essential to cover the port, port facilities and port hinterland with one comprehensive law. Therefore it is important to adjust the related clauses in various laws. Thirdly, in connection with the contents of port management, port development plan or other related port business and etc. described in various laws have to cordinated. At the same time, it is desirable that the similar terminology used in various laws would be unified.

  • 유라시아 대륙에는 다양한 궤간이 존재하고 있다. 이런 차이는 서로 다른 궤간의 접속점에서 화물을 환적하거나 혹은 차량 운행 조립체를 교환하여야 하는 등 철도수송 시스템의 운영에 많은 영향을 준다. 그러므로, 철도 수송 시스템의 효율성은 복잡한 하역 및 교환 기술에 관련된 궤간 극복 방법에 매우 의존한다. 본 논문은 대륙철도 연결을 통한 국제 화물 수송에서 발생되는 1520/1435mm 궤간차이를 극복하기 위한 철도 수송 시스템의 효율성 평가를 목적으로 하였다. 먼저 궤간 변경지점에서 현재 수행되고 있는 수송 시스템을 간략하게 설명하고, 교환 기술에 대한 사전 분석을 수행하였다. LCC 모델에 기초하여 리프트에 의한 대차교환 방식과 자동궤간가변 시스템의 효율성을 비교평가 하였다.

지게차 충돌 위치 및 보관물류 분포에 따른 선반구조물의 거동특성분석 (Behavioral Characteristics Investigation of Rack Structure Depending on Forklift Impact Scenarios and Storage Distributions)

  • The statistics of recent accidents in warehouses show that a heavy toll of lives were produced by various accidents, e.g. collision, overturn, fall, slip, exposure to harmful substances or environments, etc. Of significant concern amongst them is the collision, especially the collision between forklift and storage rack structure. Accordingly, this study focuses on behavioral characteristics of rack structure subjected to dynamic impact loading of a forklift. For this purpose, time-domain response analysis has been performed on a standard 2-bay six-story rack structure consisting of columns, beams and bracing members with perforated open section. In order to investigate the most critical scenario, the impact loads are applied in both down-aisle and cross-aisle directions, and the impact locations are also varied along the shelves of the palettes. In order to deal with storage distributions, three types of rack structures are further taken into account: original empty rack structure with no storage, half-loaded rack structure and fully-loaded rack structure. The numerical simulation results demonstrate that the dynamic characteristics of the rack structure are significantly dependent on the distribution of the storage goods and its natural period varies from 0.24sec to 1.06sec, approximately 4.4 times. Further, the parametric studies show that the forklift impact is most critical to the safety of the rack structure when it collides either at the base or at the top of the rack structure.

국내 관광교통 연구 경향 분석과 보완연구 방향 (Trend Analysis of Domestic Tourism Transport Research and Direction of Complementary Research)

  • 본 연구는 우리나라에서 수행된 관광교통 관련 연구를 조사하고 이를 토대로 보완 연구 과제를 발굴하는 목적으로 수행하였다. 연구대상은 학술논문 28건과 연구기관의 정책연구 12건 등 40건이다. 연구 진행은 관광교통의 특성과 선행연구 사례를 토대로 관광교통의 연구 분야를 관광교통 수단, 관광교통 정보, 관광교통 지원정책 등 3개로 나누어 분석하였다. 특히 관광교통 수단은 관광교통에서 차지하는 중요성과 연구사례의 비중을 반영하여 4개 세부 분야로 구분하였다. 연구 결과, 관광교통에 관한 연구사례가 많지 않으며 연구 분야도 관광교통 수단에 편중된 것으로 나타났다. 이를 보완하기 위해 본 연구는 관광수요의 변화와 관광 트렌드를 반영하여 3개 분야에 걸쳐 10개의 새로운 보완연구 과제를 제안하였다. 아울러 교통시설 공급과 관광수요의 연관성을 모색하는 것을 새로운 연구 분야로 제안하였다.

스마트 팩토리 환경에서의 GlusterFS 기반 빅데이터 분산 처리 시스템 설계 (Design of GlusterFS Based Big Data Distributed Processing System in Smart Factory)

  • 스마트 팩토리는 설계 개발, 제조, 유통 물류 등 생산 전체 과정에 정보 통신 기술을 적용하여 생산성, 품질, 고객만족도 등을 향상시킬 수 있는 지능형 공장이다. 스마트 팩토리에서 발생되는 데이터의 양은 공장의 규모 및 시설 수준에 따라 많은 차이를 보이지만, 기존의 생산관리시스템을 활용하여 방대한 양의 데이터를 발생시키는 스마트 팩토리 환경에 적용하기에 어려움이 있다. 이로 인해 방대한 양의 빅데이터 처리할 수 있는 빅데이터 분산 처리 시스템의 필요성이 요구되고 있다. 따라서 본 논문에서는 스마트 팩토리 환경에서의 GlusterFS 기반 빅데이터 분산 처리 시스템 설계하였다. 제안하는 빅데이터 분산 처리 시스템은 기존 분산 처리 시스템에 비해 네트워크 트래픽 분산 및 관리를 통해 부하와 데이터 소실 위험도를 감소시켰다.
