This paper attempts to solve the problems what is Making Livable City for and how to implement their scheme in the future. The purpose of this article is two. First, it is a examination of the background and main concept of Making Liviable City that was proposed last year end and compare with similar urban development strategies. Second, it is proposed direction and scheme that is workable to implement in local community level especially, throuth the participants' role for Making Livable City. It is concluded that is needed to develop indicator for Livable City, reinforcement of administrative capacity, formation of political mood for paticipation, and enactment of Act of Making Livable City. Impications are discussed for significance of mutual cooperative endeavour and partnerships between participants in decision-making.
The purpose of the present study is to build a model to determine the structure of long-term quasi-optimal rates of local and toll telephone services. The outline of this study is as follows : Telephone business, providing social goods, is capital-intensive industry which needs huge fixed cost to operate exchanges and telephone networks nationwide. The nature of above industry justifies the market structure of telephone business to be natural monopoly and makes a good reason for government's direct regulation, that is, price regulation. Three is a gap between the present rates and the quasi-optimal ones because some administrative processes intervene in rate making process before execution.
On the above diagnostic basis, the present study made an empirical test for the optimality of present rates structure in connection with Ramsey-Boiteux model to maximize the sum of producer's and consumer's surplus and also the current study proposed a qusasi-optimal rates structure for better market performance. From the empirical analysis, we can deduce a policy recommendation the local price should be increased to 47% whereas toll price decreased to 24% in order to improve the net welfare worth of 32.6 billion won.
Korean government implemented the Build-Transfer-Lease (BTL) mechanism since 2005 as one of the privatization methods to procure the social infrastructure with private investment. The mechanism was originally prepared 10 provide such public properties as education facilities, child-care facilities, old generation recuperation facilities, medical welfare facilities, military personnel's apartments, environment facilities, and lease apartments. This analyzed research is to be proposed for Multipurpose Senior Center in various local areas in the city, it aims to clarify the existing condition in the operation of each organizational required space. It is widely known that optimal control techniques are useful to measure the performance of macroeconomic policy. This paper examines how the method could be applies them to the evaluation of the public investment expenditures conducted by the local government of Choongbook Province in Korea. The numerical example illustrates the usefulness of the methods for the evaluation of the regional economic policies suggesting the main findings as follows: (1) If the local government of Choongbook Province had increased the public investment expenditures allowing the budget deficits for the first three to four years during the period between 1985 and 1990, its GRDP would have early risen to the ratio of more than three percent of Korea's total GDP. (2) The additonal welfare losses incurred by not following the optimal policy were 0.191 in 1986, 0.607 in 1987, 1.585 in 1988, and 0.132 in 1989, indicating that the public investment policy proves to be the best in 1989 and the worst in 1988.
Objectives: This paper aims to suggest some ways we could improve the efficiency and equity in health promotion programs in the public sector. Methods: Reports published by the Minister of Health and Welfare and web-site information were reviewed. And, the empirical results and theoretical considerations provided in this study could be used in making future direction for health promotion programs in the public sector. Results and conclusion: The public sector should play a leading role in health promotion programs. The role of public sector in health promotion program is to establish the health promotion plan based on the health survey, to develop the scientific programs, to provide the free health services, and to maintain a cooperative relationship with the private sector. In order to activate the health promotion programs in the public sector, establishing the role of the public sector, changing the operation of health promotion fund, block grants for health promotion, local health promotion fund, and integration of health statistics were suggested.
This study aims to search for policy strategies for settlement of North Korean defectors in Korean society, develop strategies based on the results and present their implications. For the purposes, this study set up a cause and effect model referring to previous bibliographical and statistical data. The results are presented as follows: First, to overcome anxiety of exposure in the defectors, personal information should be protected. Second, their psychological problems should be solved and they should be emotionally stable for better adaptation to Korean society. Third, keeping in mind that North Korean defectors are Korean people, the issue of nationality should be institutionally managed. Fourth, as one of difficulties they have is economic problems, practical support measures should be developed to solve them. Fifth, the federal government and local governments should be active in changing their recognition on them and provide the Korean community education for citizens to resolve cultural differences.
The purpose of this study is to suggest some implications by empirical testing the relationships between children's self-perception and human rights recognition in local children's center. For this study, Total 438 children were sampled and surveyed. The analytical results are the followings. First, personal characteristics was shown to have a significant effect to human right recognition. Second, self-perception was shown to have a significant effect to human right recognition. Third, right guarantee of center was shown to moderate the relationship between self-perception and human right recognition. This study provides some theoretical and polcy implications basing on these analytical results.
In Korea, the price schedule for local telephone combines two-part tariffs and peak-load pricing subject to rate-of-return (RoR) regulation. Although the effect of RoR regulation on two-part tariffs or peak-load pricing has been separately analyzed by many authors in some detail, the behaviour of regulated firm under combined two-part and peak-load pricing has not been studied until now. This paper examines the effect of regulation on the rate structure and welfare under combined two-part and peak-load pricing.
