This study proposes the following directions on the basis of results gained from a survey in Yamanasihyun Kawaguchikocho, where the herb festival is successfully held, in order to activate the local economy by herb. 1) The herb education for person in charge in the local authorities, the promoter of herb festival, has to be preceded and the local residents should try to understand what the herb is. 2) For a successful herb festival in the aspect of local economy and environmental conservation, detailed basic study and publicity including human -, natural environment, ecological conditions for herb should be peformed. 3) Herb event should have various programs and formats to arouse the user's interest and should be a place for environmental education.

This paper describes a new mechanism of detecting object of interest from a noisy image, without using any a-priori knowledge about the target. It employs a parallel set of filters inspired upon biological findings of mammalian vision. In our proposed system, several basic features are extracted directly from original input visual stimuli, and these features are integrated based on their local competitive relations and statistical information. Through integration process, unnecessary features for detecting the target are spontaneously decreased, while useful features are enhanced. Experiments have been performed on a set of computer generated and real images corrupted with noise.

본 연구는 천연기념물 명승의 자연유산으로의 가치 확립과 내용적 범위의 확장을 위해 자국 내 법률의 국제화를 실현한 중국의 풍경명승구를 대상으로 국내와의 국가적 상황을 고려하여 선용할 수 있는 부분을 변별하고자 중국 풍경명승구 제도의 도입과 변화과정, 관련 정책 등을 살펴보았으며, 그 결과는 다음과 같다. 첫째, 중국 풍경명승구는 근현대기 서양 문물의 유입과정에서 기존 명승 유람문화과 여행, 관광의 문화로 확장되었고, 여행지로서 각광받게 되었다. 이에 중국 정부에서는 풍경명승구를 중심으로 관광산업을 발전시켰고 교통과 통신의 발달에 힘입어 풍경명승구는 국가적으로 중요한 유산으로 자리매김하였다. 이는 풍경명승구 관련 제도가 수립하는데 영향을 미쳤으며, 오늘날 풍경명승구 조례를 중심으로 운영되고 있다. 둘째, 풍경명승구의 지정은 면적에 따라 용지규모가 구분되며, 풍경명승 분류 선별, 등급 평가, 평가지표와 등급기준에 따른 종합가치평가 등의 과정을 거친다. 이에 따른 등급분류 결과에 따라 국가급에서부터 지방단위의 풍경명승구까지 세분화하고 있다. 셋째, 풍경명승구의 보존관리는 중앙정부에서 전국의 풍경명승구에 대한 관리감독을 담당하고, 지방정부의 건설 부서에서 해당 지역의 풍경명승구 관리감독을 담당하고 있으며. 현급 이상 지방정부가 설립한 풍경명승구 관리기구가 실질적인 풍경명승구의 보호와 활용, 관리 업무를 실시하는 체계를 지닌다. 또한 14가지 세부지표를 통한 풍경명승구의 모니터링을 실시하고 있다. 이러한 결과를 토대로 국내 명승 정책의 적용을 고려해볼 때 국민의 활용적 관점에서 제도를 수립해 온 정책의 전개방식은 고려할 사항이라 판단된다. 한편, 다양한 지표 설정을 통한 지정 및 관리체계 평가는 경관에 대한 감흥이나 평가에 있어 객관성을 확보하기 어려운 한계점을 지니고 있다. 이에 정량화된 평가를 맹목적으로 도입하기보다는 명승적 가치에 대한 공감대를 확대하고, 유산을 향유하는 방식에 대한 안내와 홍보가 우선되어야 할 것으로 보인다.

The purpose of this study is to survey the learner’s need achievement, interest and practical level of the learning objectives according to the teacher’s teaching method in home economics of middle school(Dietary Life Unit), to examine the differences according to the local situation, and to get some information to improve the teaching method. This study surveyed the eight units of dietary life with 459 students in the rural community (224 students) and Seoul(235 Students). The collected data were analyzed by T-test, F-test. To sum up this study are as follows: 1. When the need, achievement, interest and practical level of unit “food”are compared the students of seoul with those of rural community, the student of Seoul show high in “The use of Processed Foodstuffs” and low in “Cooking the Processed Foodstuffs.”The student of rural community show in “A kind of Cooking Method”and low in “Environment and Food Life”. 2. The need, achievement, interest, practical level of the whole unit in rural community is higher than those is Seoul. 3. According to teaching method, comparison Seoul with rural community is revealed as follows. Seoul region is revealed significance to discovery learning in “Cooking Foodstuffs(The achievement and interest level) and ”Environment and Food Life”(interest level). Rural community is revealed significance to discussion learning in “The constituent and Food Life”(The need level, interest level). Rural community is revealed significance to explanation learning in “Environment and Food Life”(The achievement level).

Over the past few years Korea has achieved rapid economic growth, while the deepening polarization of income has negatively affected Korea economy and society. It can be the reason of this negative effect on economy that the increased income by the economic growth has not been distributed socially, but overly focused on one part of social class. One of the important and powerful solution of social polarization could be the strengthening of the income distribution. In these circumstances, the social interest and discussion on the universal welfare system and on the basic income as the means of income redistribution have been increasing. In this study, a system dynamic analysis was conducted to find how an universal cash payment as basic income providing cash benefits impacts on the promotion of consumption in private sector, of local jobs and of local economic organizations. Recently, the poor energy consumption ability of energy poverty became one of the social problems. Also it was analysed how an energy payment-in-kind as basic income influences on the energy consumption of the region, the energy production capacity, the promotion of local energy. The universal cash payment and energy payment-in-kind as the basic income policy showed similar and positive effects on the local economy system and on the local energy system respectively.

본 논문은 지역역량에 영향을 미치는 개인적인 요소 중 하나인 지역사회 활동에의 '참여 요소'를 검토하고자 한다. 지역활동에 참여하지 않던 주민이 어떤 경로를 통해 참여에 관심을 가지기 시작하고, 지속적으로 참여를 하게 되는지를 파악함으로써, 지역역량 강화를 위해서 주민참여의 수준을 높이는 방법을 모색하는 데 시사점을 제공하고자 하는 것이 본 연구의 목표이다. 심층면담을 통해, 본 연구에서는 참여를 끌어내고 지속시키기 위한 3가지 핵심 요소를 도출하였다. 첫째, 자신이 한 일에 대한 지역사회로부터의 인정, 즉 사회적 성취감을 느낄 수 있도록 하는 지역사회에서의 작은 참여, 둘째, 자신의 문제를 공유할 수 있다는 신뢰 관계의 구축, 셋째, 개인적인 이해(관심)를 지역 수준의 현안으로 확대시키는 노력이다.

본 연구는 부산광역시 블로그 '쿨부산'을 대상으로 지자체 PR커뮤니케이션이 지자체와 공중간의 관계성과 지자체 이미지에 미치는 영향과 조직-공중관계성의 매개역할을 살펴보았다. 연구결과, 소셜 미디어 정보특성 중 '상호작용성'과 '흥미성'은 조직-공중관계성과 지자체 이미지에 유의한 정적인 영향을 미쳤고, 조직-공중관계성의 하위요인들 중 '균형성'이 지자체 이미지에 영향을 미치는 것으로 나타났다. 또한, 지자체 소셜 미디어 정보특성의 지자체 이미지에 대한 영향력에 있어 조직-공중관계성의 매개역할이 입증되었다.

본 연구는 지역주민들의 지방자치에 대한 인식과 더불어 지방자치 주체들의 참여와 관련한 기본적 기능에 대한 인식, 그리고 주민들의 참여인식과 의지를 분석하고 주민참여를 위한 정책방향을 찾고자 하였다. 분석결과 지방자치에 대한 인식과 주민참여제도 및 의견수렴에 있어 긍정적인 응답이 낮게 나타나고 있었다. 주민들의 참여는 정책의 갈등을 줄이고 성과를 높일 수 있으며 주민들에게는 지역에 대한 관심과 개인적 정치참여를 통한 행복감을 높여 줄 수 있다. 우리나라의 지방자치가 지속적이고 안정적으로 성장할 수 있도록 주민참여에 대한 인식전환에서부터 효율적 제도운영까지 다양한 문제들에 대하여 재점검과 개선의 노력이 요구된다.

Conventional 2D GIS has many difficulties to visualize and analyze three dimensional real world. To improve those problems and implement realistic spatial analysis, Interest in 3D GIS is increasing remarkably. Currently, Some local governments are carrying out pilot projects for 3D GIS, Government also is setting up the master plan and the road map for national information construction. In this study, introducing 3D GIS to urban planning, we evaluated limits of conventional regulation and proposed effective and reasonable means lot restricting location of merrymaking place in local government.
