COVID-19 팬데믹 상황에서 제천시 로컬푸드에 대한 지역사회 소비자 인식과 이용 현황: 기술 연구 (Understanding consumer awareness and utilization of local food in Jecheon during the COVID-19 pandemic: a descriptive study)

  • Objectives: This study aims to explore consumer awareness and usage patterns of local food in Jecheon city during the COVID-19 pandemic, contributing to the establishment of the Jecheon City Food Plan. Methods: Surveys were conducted from July 24 to August 24, 2021, using a combination of web-link and self-administered methods for adults living in Jecheon city (n = 250). Descriptive analysis, t-test, importance and satisfaction analysis (ISA) of local food choice attributes were performed using SPSS Statistics. Results: Participants prioritized freshness when purchasing agricultural products. The freshness of Jecheon local food was the selection attribute with the highest consumer satisfaction and could provide purchase motivation. Approximately 73.6% of respondents understood the concept of local food, and 70% were familiar with Jecheon's local food. Notably, 94.8% expressed an intention to purchase but held negative views on selling local food in other areas. The need to increase the supply of local food to vulnerable populations and public school catering was highly recognized. The ISA identified 'affordable price', 'delivery service', and 'product information' as areas requiring improvement. On the other hand, 'freshness of products', 'quality for the price', and 'support for local farmers and economy' were identified as attributes to be maintained and strengthened. Conclusions: Consumers in Jecheon city recognized local foods as more than just 'consumer goods'. Our findings suggest the need for further research on local food revitalization and more comprehensive local food planning to enhance consumer satisfaction.

생태도시 조성을 위한 통합폐기물 관리방안 - 전과정평가(LCA) 기법의 응용 - (Integrated Solid Waste Management in Ecopolis -Applying LCA-)

  • Applicability of LCA in establishing the integrated solid waste management were examined. Data were collected from current waste management system. LCA method was then applied to find environmentally sustainable waste management. The process comprises five steps : (1) collecting data, comparing the data with comprehensive urban planning as well, (2) analyzing the current waste treatment procedure leading to the database establishment, (3) LCA for the waste management system, (4) finding alternative scenarios based on the former steps, (5) establishing the optimum method in Ecopolis, best fitted to the local situation. The results and suggestions in this study are expected to yield comprehensive analysis as to current practices in waste management. More importantly it will be a valuable data in minimizing environmental burdens in connecting with living environments of Ecopolis. Information regarding the urban system and total environmental quality are expected from this study.

자연재해저감종합계획 비구조적 대책의 안전취약계층도 작성방안에 관한 연구 (A Study on the Method of Creating a Safety Vulnerable Class Distribution Diagram for Non-Structural Countermeasures in the Comprehensive Natural Disaster Reduction Plan)

  • 방재분야의 최상위 계획인 자연재해저감종합계획은 지방자치단체별 시행하여 현재 2차계획이 수립중이며, 인명 및 재산피해를 최소화 하고자 9개 재해유형별 구조적 대책과 비구조적 대책을 수립하여 10년간 시행하는 계획이다. 구조적대책은 공학적근거와 정략적 분석기법으로 저감대책의 판단기준이 명확한 반면, 비구조적 대책의 판단기준은 미비된 실정이며, 재난 및 안전관리 기본법에서는 2018년 안전취약계층을 포함하였고, 자연재해저감종합계획 세부수립기준의 안전취약계층은 어린이, 노인, 장애인을 포함하여 수립 중이나 지자체의 자료확보 및 DB구축의 미비등 저감대책 수립을 위한 위치도 작성에 어려움을 초래하고 있다. 따라서, 본 연구에서는 안전취약계층의 오픈API 자료를 수집하여 통계지리정보서비스의 통계정보와 GIS를 활용하여 시범지역인 강원도 삼척시의 안전취약계층의 위치도를 작성하였고, 삼척시 근덕면의 집계구 단위 위치도를 작성하였다.

도서관 행정체계 일원화 정책 분석 연구 - 제1, 2차 도서관발전종합계획을 중심으로 - (An Analysis on the Unified Policy of the Administrative System for the Public Library: Focusing on the First and the Second Comprehensive Library Advancement Plan)

  • 본 연구는 제1, 2차 도서관발전종합계획상의 '도서관 행정체계 일원화' 과제의 추진성과 분석과 정책 평가를 통해 해당 정책과제의 중요도, 타당성 등을 고찰하고, 일원화 추진방안의 쟁점사항에 대한 검토를 통해 도서관 행정체계 일원화에 대한 추진전략을 모색하고자 시도되었다. 제1차 도서관발전종합계획에서의 성과 분석에서는 구체적이고 실질적인 실적이 전무한 거의 선언적인 정책과제로 밝혀졌고, 도서관전문가 집단을 대상으로 수행한 제2차 도서관발전종합계획상의 정책 평가에서는 실현가능성이나 구체성이 떨어지는 정책과제로 평가되었다. 선행연구 조사, 전문가 정책 평가, 현장 실무자에 대한 심층 면접조사 결과 지자체로 일원화하는 일원화 주체에 대한 정책방향은 타당한 것으로 나타났다. 하지만 일원화 방식, 조직구성, 인력 이관 및 직급 조정, 재산 이관 등에서 상당한 쟁점이 있음이 분석되어, 도서관 행정체계 일원화를 위해서는 거시환경 차원의 구호성 정책이 아니라 과업환경 차원의 실현가능한 실질적이고도 구체적인 실천 전략이 필요함이 판단되어졌다.

인천광역시 동구 도서관 중장기 종합발전계획 수립을 위한 인식조사 연구 (Study on Perceptions for Establishing Mid-to Long Term Comprehensive Development Plan for Libraries in Dong-gu, Incheon)

  • 본 연구는 인천광역시 동구 도서관의 중장기 종합발전계획 수립을 위한 기초연구로서 수행되었다. 지역주민을 대상으로 설문조사를 수행하고, 도서관 관계자 및 전문가, 지역주민의 의견 및 요구를 분석하여 비전 및 운영전략, 서비스 방향을 도출하고자 하였다. 연구결과를 기반으로 제시하는 논의사항은 다음과 같다. 첫째, 인천광역시 동구 작은도서관의 운영을 활성화하는 것이 필요하다. 둘째, 도서관 시설 개선 및 새로운 도서관 건립이 필요하다. 셋째, 다양한 연령대의 이용자 계층을 위한 도서관 자료의 양적·질적 향상이 필요하다. 넷째, 다양한 연령층의 수요를 고려한 맞춤형 독서·문화프로그램 개발이 필요하다. 다섯째, 도서관 대외협력에 대한 역할수행이 필요하다. 여섯째, 도서관 시설 개선을 통해 복합문화공간 조성에 대한 모색이 필요하다. 일곱째, 도서관 내부 운영과 외부 연계사업을 고르게 진행하기 위해서는 사서 인력을 충원해야 할 필요가 있다. 여덟째, 자료의 수집 및 보관을 위한 공간을 조성할 필요가 있다. 아홉째, 작은도서관 활성화를 위한 정책 수립을 모색할 필요가 있다.

UN의 지속가능발전 목표(SDGs)와 도서관의 역할에 관한 연구 (A Study on UN's SDGs and the Role of the Libraries)

  • 본 연구에서는 도서관은 UN 의제와 관련하여 사업이나 서비스를 하고 있는가를 포함하여 한국에서 수립된 제3차 도서관종합발전계획은 유엔의 SDGs의제와 어느 정도 관련성이 있는지를 조사분석하였다. 그 결과, 첫째, IFLA는 'UN 2030 의제'를 지원하는 즉, SDGs 17가지 목표를 성취하기 위한 도서관의 구체적인 실행전략을 제시함으로써 'UN 2030 의제'에 대한 지속적인 지지를 선언하였다. 둘째, 제3차 도서관종합발전계획의 핵심과제 14개가 모두 UN SDGs와 밀접하게 관련이 있는 것으로 파악되었다. 그 중에서 도서관 정보서비스 연계 확대를 포함한 이용자 정보접근의 편의성 확대와 생애주기 맞춤형 도서관서비스 강화가 가장 강도 높게 이 의제와 관련이 있는 것으로 분석되었다. 본 연구 결과는 지역사회와 정부 및 지자체, 그리고 국민이 도서관의 사회적 공헌과 가치를 높이 평가하는데 기여할 수 있을 것으로 보인다.

대구광역시 지방의제 21의 분석과 평가 (Analysis and Evaluation of Local Agenda 21 of Daegu City)

  • The main purpose of this study was to comprehensively evaluate the local agenda 21 of Daegu City based on the evaluation model and propose important measures to solve its problems and improve the limitations. As a whole, the evaluation result of the local agenda 21 of Daegu City showed very low score, only 151 points out of 500 points and revealed it was below the level in all three domains of making process, designed content, and evaluation of implementation. The making process got only score below the half in all large indicators of under-standing, driving, and rationality. This unsystematic and irrational process inevitably resulted in ambiguous and proclamatory content mainly expressing willingness to do. This fact means that the local agenda 21 of Daegu City has not served as the comprehensive local environmental plan containing visions, policies, ends and means. It did not suggest evaluation system and institutionalization of evaluation. These results of evaluation suggested that the existing local agenda 21 of Daegu City was neither useful nor effective and thus the totally new local agenda 21 should be prepared. Finally, important measures in making process, designed content and evaluation of implementation were proposed for the remaking.

지역사회 노인의 외로움 중재를 위한 비대면 서비스의 효과 분석 및 개발안 마련: 체계적 문헌고찰 (Effectiveness Analysis and Development Plan of Non-face-to-face Service for Loneliness of the Elderly in the Community: A Systematic Review)

  • Purpose: The purpose of this study is to reduce loneliness through a systematic review by analyzing the effectiveness, composition and method of non-face-to-face services on the elderly living in the local community. Methods: From June 11 to 15, 2021, related papers were searched using six databases: Ovid-Medline, Ovid-Embase, Cochrane library, KISS, Koreamed, and RISS. Two authors independently assessed the quality of selected studies and data was synthesized. Results: Non-face-to-face services promoted loneliness and social isolation, social support and quality of life, other emotional responses, attitudes and usability, and diet and exercise. As the composition and method of services are being tried in various ways, it is necessary to develop a comprehensive service using ICT to provide systematic intervention to the elderly in the local community. Conclusion: Reflecting the difficulties in implementing face-to-face services due to COVID-19, it is expected to be used as basic data for developing comprehensive non-face-to-face services that meet the major needs of the elderly people and maintain the continuity of care.

지방자치단체·LH 협력사업 도출을 통한 거버넌스 구축방안 : 제주특별자치도를 대상으로 (Establishment of governance through development of LH cooperation project with local government: Focusing on Jeju Area)

  • Recently, as the paradigm of regional development has been transformed into characterization, decentralization and cooperation, small and medium scale development is in the spotlight. In particular, as the transfer of planning authority to local governments accelerates, LH is in the process of seeking to transform itself into a system that is in line with local government demand. The purpose of this study is to elaborate the regional pending projects that meet the demand of the region. The Jeju Special Self-Governing Province is the area where land and housing prices have increased more than three times recently, which is the area of interest in recent years due to the various demand for development projects. Another objective is to establish a local government based on LH's system, it is aimed to derive a collaboration method with local government, province corporation and local researchers. The criteria for deriving the cooperation projects between the local government and LH are basically the ones that can be carried out by LH and future-oriented projects. The process of deriving has undergone the process of statutory planning, unscrupulous plan analysis, and consultation of experts' advisory committees. In order to derive the regional cooperation project, four criteria such as local uniqueness, future possibility, business promotion efficiency, and local cooperation project were set. Major projects of the Jeju Special Self-Governing Province are improvement of the surrounding traffic system, construction of the hinterland due to the construction of the second airport, and establishment of Cruise Port(Jeju Port, Seogwipo Port). The role of each entity in the implementation of regional cooperation projects is as follows. Local government should request subsidies for the projects in case of lack of budget support and secure them through competition with other regions. In addition, it should be responsible for the operation and management of the facility once it has been supported and completed smoothly. The Ministry of Land, Infrastructure and Transport affects each region through approval and subsidy of the development plan. After the development project is completed, it evaluates the development project through monitoring and plays a role of continuously improving the system. As a business operator, the provincial corporation will carry out small-scale projects including non-physical projects such as community participation. In the case of LH regional headquarters, the general manager of the region will establish a comprehensive business plan, secure development availability, and carry out large-scale growth promotion projects.

제도적 측면에서 살펴본 도시농업의 현황과 과제 (The Current Status of the Korean Urban Farming Researched from an Institutional Perspective and Tasks for the Future)

  • This study presents the methods to improve the urban farming in Korea by analysing the current circumstances of urban farming in Korea. Specifically, the legal system in association with urban farming, current status of the act on the urban farming, the present situation of the Korean urban farming, and the comprehensive plans for urban farming have been analysed in order to grasp the present situations and seek for solutions. Based on these, the research provides effective supporting methods for sustainable urban farming in Korea. As a result, the essentials to improved urban farming can be summarized with two factors; securing more space for urban farming and improving the supporting system for the urban farmers. Enthusiastic attitudes of local governments, security of budget, and cooperation with the citizens are vital to expand the urban farming in addition to the institutional and systematic urban farming improving methods mentioned above.
