This paper examines the characteristic records management activities and meanings of the regional council of the Gunma Prefectural Archives and the Tottori Prefectural Archives. Gunma Prefectural Archives and the Tottori Prefectural Archives have established a cooperation system between the municipalities and the municipalities and have promoted the establishment of the regional archives and developed various methodologies to improve the records management. This case study of the Japanese local archives will provide insights on the direction of the archives of the Korean local archives in the new transition period and the work design, especially the 'cooperation and cooperation' program with the local government.

Purpose: By identifying the contents of the "Empty Home Utilization & Community Revitalization Model Project" which is a pilot project of empty homes back into use in Kyoto City and analyzing the characteristics of the case housing, the purpose of this study is to find out implications and suggest improvements for the domestic empty home utilization project. Methods: The scope of the survey covers seven project sites in the period from 2014 to 2016. The research method is to derive the physical and operational characteristics of the project, through the literature reviews related to bringing empty homes back into use in Kyoto City and the field survey including the space measurement and the operator interview. Results: First, in order to succeed in bringing empty homes back into use for community revitalization, the selection process of the project and the role of the public in and after supporting the project are important. Second, the important features that are required as a physical characteristic of the project are an advantage in location and an interactive space that is available at all time like a community cafe at the entrance. Third, as an operational characteristic of the empty home utilization project, it is advantageous for the local residents to participate as a business actor or an operator, and it is the continuous use of residents and outsiders by implementing an operating program that is suitable for the characteristics of the local community. Implications: The physical and operational activation factors to bring empty homes back into use need to be included as the project screening standards. And it is necessary for the public to develop the Intermediate Support Organization and to participate in linking with residents in order to carry out the empty homes utilization project effectively.

The aim of this article is to explore the neighbourhood plan in the UK on the basis of the characteristic of community partnership. In establishing the plan in the UK, a characteristic of public partnership is that a local community takes part in the whole process of establishing the plan. In addition, the central and local government induce the participation of such communities while establishing a statutory duty. To conduct the duty, the government introduce a referendum in the process of the establishment of the plan while emphasizing that the majority selection is the best solution. Based upon this local partnership, one of important lessons from the case of the UK is that in terms of local development, the evolutionary pathway to the social economy become one of more crucial factors beyond the economy itself. In addition, this pathway is deeply concerned with the community partnership.

The role of local decentralization and balanced regional development becomes important due to the concentration of population due to urbanization, and the development of tourism contents in local governments is actively being attempted. However, this is largely due to quantitative growth, and it does not offer tourist content that offers a different experience while utilizing regional characteristics. This means that it is important to develop programs and contents that emphasize the identity of the region by cultivating local characteristics and build a different image. However, most of the small regions where characteristic resources are difficult to find have a problem that it is difficult to develop different programs and contents due to relatively few development opportunities and financial constraints. In this study, it was considered that it is effective to analyze characteristic features of the region and utilize the possessed assets as much as possible. Therefore, we propose a service design process that effectively supports ecotourism, one of the regional revitalization plan using local eco - assets. In the process, Venn Diagram Position and Context Map methodology was developed and verified through Sutonggol Observation Path.

A numerical method for accurate simulations of rotor aerodynamics is proposed. The numerical diffusion in the typically coarse grids away from the rotor blades is improved by implying a fourth-order of interpolation of local characteristic variables of the flow in the reconstruction stage of MUSCL approach in the framework of a finite volume formulation. In addition, different slope limiters are applied to the different characteristic fields, such as compressive limiters to linear characteristic fields to reduce the numerical dissipation whereas, diffusive limiters to nonlinear characteristic fields to increase numerical stability. Various exemplary problems related to the rotor aerodynamics applications are tested and the numerical results show a significant improvement in wake capturing capability. However, rotor aeroacoustic calculations show no meaningful difference over traditional MUSCL approach.

Water supply capacity and operational capability in agricultural reservoirs are expressed differently in the limited storage due to seasonal and local variation of precipitation. Since agricultural water supply and demand basically assumes the uncertainty of hydrological phenomena, it is necessary to improve probabilistic approach for potential risk assessment of water supply capacity in reservoir for enhanced operational storage management. Here, it was introduced the irrigation vulnerability characteristic curves to represent the water supply capacity corresponding to probability distribution of the water demand from the paddy field and water supply in agricultural reservoir. Irrigation vulnerability probability was formulated using reliability analysis method based on water supply and demand probability distribution. The lower duration of irrigation vulnerability probability defined as the time period requiring intensive water management, and it will be considered to assessment tools as a risk mitigated water supply planning in decision making with a limited reservoir storage.

In power system, the reactive power is closely associated with voltage. In addition Reactive power has localized characteristic. Recently wide area blackout caused by reactive power imbalance. Therefore it is important to control reactive power considering its characteristic. Until now maintenance of system voltage has been controlled by shunt compensation rather than generators. However because of a large time-constant, shunt compensators are difficult to manage disturbances immediately. In addition shunt compensation has discrete characteristic, which make disturbances in system. In this paper we studied the voltage maintenance method of local buses by controlling the reactive power output of a generator which is closely related a load bus in addition the proposed method was verified by test system.

The most part of the faculty drop a trouble and damage of machine equipment even if whatever cause they break out take place at local and trifling place and the factor dominating their trouble is due to wear debris occurred in the lubricated machine moving surface. This study has been car-ried out to identify morphology of wear debris on the lubricated machine moving system by means of computer image analysis. Namely the wear debris contained in lubricating oil extracted from movable machine equipment will be filtered through membrane filter(void diameter 0.45${\mu}m$) and will be analyzed with its data information such as 50% volume diameter aspect roundness and reflectivity. Morphological characteristic of wear debris is easily distinguished by four shape parameters it is necessary to divide small class of every 100 wear debris in total wear particles in order to distinguish morphological characteristic of wear debris more easily by computer image analysis. We are sure that operation condition diagnosis of the lubricated machine moving surfaces is possible by computer image analysis.

Airway inflammation is a characteristic of many lung disorders including asthma, chronic obstructive pulmonary disease (COPD) and idiopathic pulmonary fibrosis. All these diseases involve the recruitment of immune and inflammatory cells to the lungs leading to systemic and local chronic inflammation and oxidative stress. (omitted)

This paper consider the Jacobian variety of a hyperelliptic curve over a finite field with the formal structure of the mixed type. We present the Newton polygon of the characteristic polynomial of the Frobenius endomorphism of the Jacobian variety. It gives an useful tool for finding the local decomposition of the Jacobian variety into isotypic components.
