Fatigue fracture is the cyclic fracture phenomena at a very small local area near a crack tip. Therefore, the detailed quantitative experimental analysis about local cyclic strain distribution near a crack tip is prerequisite In order to make an effective parameter able to account for fatigue fracture problems. However, there are few reports on detailed quantitative experimental analysis of a local cyclic strain distribution near a crack tip, because of experimental difficulties. In this study, the distribution of local fatigue strains near a fatigue crack tip was in detail studied using by fine dot grid strain measurement method. From these results, a single parameter, which characterizes local fatigue strain field, was proposed. In addition, this parameter was applied to evaluate the fatigue crack propagation rate.

This paper investigates the evolution of 'inter-firm' technology transfer in the Thai automobile industry, which has gradually been integrated into global production network of some specific automotive models(one-ton pickups). This paper discusses the linkage between the role of automobile assemblers in transferring technology and the way their strategic changes bring about heightened demands on the technological capacity of suppliers and the contents of technology transfer. With higher competition at the global level, local suppliers are required to improve their technical and managerial skills, especially in the area of 'product engineering' capability. The authors examine the ways local firms have adapted to these changes in their environments, as well as the ways they utilize inter-firm relationship with automobile assemblers as a means to improve their own technological capabilities. The dynamic process of capability formation in local parts firms, through intensive efforts and learning inducements brought about by inter-firm relationships, are also discussed.

This paper analyzes the scholarly approaches to the problem of "local" vs. "cosmopolitan" in the context of the cultural transfers between South and Southeast Asia. Taking the "localization" paradigm advanced by Oliver Wolters as its pivot, it reviews the "externalist" and "autonomous" positions, and questions the hermeneutical validity of the fuzzy and self-explanatory category of "local." Having discussed the geo-environmental metaphors of "Monsoon Asia" and "Maritime Asia" as alternative paradigms to make justice to the complex dynamics of transregional interaction that shaped South and Southeast Asian societies, it briefly presents two case studies highlighting the tensions between the "local" and "cosmopolitan" approaches to the study of Old Javanese literature and Balinese Hinduism.

This study analyzed the local present status of Jechon which has growing-up potency of local information, is necessity and the characteristic of the local information for this area and the development scheme of contents is proposed for the local information based on the construction of the information infra. The purpose of this research is to explore the best examples from Japan to derive spatial and institutional characteristics. This study used the field survey method for 6 elderly welfare facilities in Japan. The characteristics of local friendly facility are as follows; First of all, since elderly care facilities in South Korea are separated from local community and facility plans are large-scaled and unified which are disconnected from local area, this research set aging in community, multi-function, diversity, and intergeneration into the concept that is necessary for local friendly facilities. Secondly, residential environment plan's basic directions are 1) plan that minimizes facilities-like atmosphere, 2) spatial plan that focuses on the elderly dignity and privacy, 3) comfortable and enjoyable communal living space plan, 4) local friendly and communicating plan, 5)plan that minimizes staff's care giving burden. Thirdly, the rooms necessary for local friendly facility model are composed of bedroom, dining room, kitchen, living room, garden, toilet, laundry room, bathroom, corridor, and office based on the legal installation standards.

As a result of this study, the income generation effect generatded by regional universities for the region is KRW 130.6 billion (direct and indirect income effect KRW 90.9 billion, induced income effect KRW 39.6 billion). In addition, it is estimated that the effect of regional universities on inducing employment in the region is 2,145 per year. Unless quality jobs are secured, the outflow of population to the metropolitan area will accelerate, and the disappearance of local areas will emerge as a social problem in the near future. Considering the effect of local universities on the local economy revealed through the results of this study, that is, the income and job creation effects, the government will be able to prevent local extinction by providing bold financial support to local universities. If it is difficult to afford it with government finances alone, it can be solved by opening the door to universities for admission through donations, which many advanced countries are introducing..

Purpose: This paper provides a literature review of both qualitative and quantitative research on service delivery in urban local authorities as portrayed in literature and offers more insight into the concept thereby developing and facilitating an improved understanding of service delivery and proffering strategies for improving service delivery in urban local authorities. Research design, data and methodology: The study adopted a desktop research methodology. Empirical and theoretical research and articles which are relevant to service delivery in urban local authorities are reviewed and analysed. Only secondary information gathered through those articles and research is used to analyse and build literature review on service delivery in urban local authorities. Results: a literature review of both qualitative and quantitative research on service delivery in urban local authorities as portrayed in literature proffering strategies for improving service delivery in urban local authorities. Conclusions: It is evident that service delivery is an area which needs more attention, especially in developing countries. The service delivery environment is also changing rapidly, calling for strategies to match such changes. This paper facilitates an improved understanding of service delivery, proffering strategies for improving service delivery in urban local authorities. These strategies are essential in improving service delivery challenges.

This paper researched that consumers who lived in the local small cites have a restricted and insufficient problem to screening the animation film comparing with those of capital area and the other broader local cities. And these kinds of problems caused more serious problems like a infringement of copy right as a result. This paper calculated and evaluated that the rate possibilities of criminal infringement copy right in supposing that giving the opportunity screening the all of the first-run movies the most highest criminal group in Chuncheon where the worst benefit area in aspect of screening circumstances. As a result of this research, this paper could suggest that the possibility to reduce the criminal infringement of copy right and the necessity of structural reconstruction throughout rebuilding of animation distribution and consciousness of consumers. Thus this paper try find out the importance of reducing the rate of criminal infringement copy right by recontruction of structrual access of local animation business.

Although ordinary least squares (OLS) regression analysis can be used to examine the spatial relationships between environmental equity and urban quality of life, this global method may mask the local variations in the relationships between them. These geographical variations can not be captured without using local methods. In this context, this paper explores the spatially varying relationships between environmental equity and urban quality of life across the Atlanta metropolitan area by geographically weighted regression (GWR), a local method. Environmental equity and urban quality of life were quantified with an integrated approach of GIS and remote sensing. Results show that generally, there is a negatively significant relationship between them over the Atlanta metropolitan area. The results also suggest that the relationships between environmental equity and urban quality of life vary significantly over space and the GWR (local) model is a significant improvement on the OLS (global) model for the Atlanta metropolitan area.

An local area weather condition monitoring system to minimize many disasters from the sudden change of weather condition in local and mountain ales is proposed. Firstly, the comparison of present state of the related monitoring systems and the possibility of realization with some merits are investigated. Moreover, this paper present direction of local area weather condition monitoring system based on integration of wireless sensor network and CDMA network following some case study. The sensor node for wireless sensor network and an interface dongle are fabricated for the system. The stand-alone software in cellular phone is also developed. Through the efficient integration of both networks, the measured weather condition data from sensors can be transmitted to the server or mobile to monitor with high reliability. The proposed monitoring system will guide new type of project in wireless sensor network and support alarm service of the sudden change of weather condition to mobile user from central official regulations.
