Efficient Management of DNS Failure (DNS장애 발생 시 효율적인 대처방안)

  • The Domain Name System (DNS) is the core system for managing Internet address resources, providing the most fundamental naming service. Currently, the DNS is classified into a tree structure. In this structure, it is difficult to normally access to the lower DNS, when there is an error in the upper DNS. Such a risk still remains even when a supplementary DNS is operated. However, due to the merit of the DNS enabling fast searches, it is impracticable to abandon the current tree structure. To efficiently correspond to DNS errors, this study suggests a method where the merit of the current tree structure is kept, while a temporary operation of the local DNS is available when errors occur by adding a horizontal and independent DNS structure.

Capital Structure Decisions Following Credit Rating Changes: Evidence from Japan

  • Our study adds to the body of knowledge about the relationship between credit ratings and the capital structure of bond issuers. Using Bloomberg and Datastream databases and employing panel regression models, we study the capital structure changes of Japanese enterprises after credit rating changes by global rating agencies (S&P and Moody's) as well as their local counterparts (R&I and JCR) from 1998 to 2016. We find that after rating downgrades, Japanese enterprises considerably reduce net debt or net debt relative to net equity, similar to the findings of Kisgen (2009), who focused on U.S. industrial firms. They do not, however, make adjustments to their financial structure as a result of rating improvements. In comparison to downgrades by S&P and Moody's, Japanese corporations issue 1.89 percent less net debt and 1.50 percent less net debt relative to net equity after R&I and JCR rating downgrades. To put it another way, Japanese companies consider rating adjustments made by local agencies to be more significant than those made by global rating organizations. Our findings contradict earlier research that suggests S&P and Moody's are more prominent in the investment community than R&I and JCR in Japan.

Study on Local Thermal Equilibrium in a Porous Medium (다공성 매질에서 Local Thermal Equilibrium에 관한 연구)

  • In the present study a general criterion for local thermal equilibrium is presented in terms of parameters of engineering importance which include the Darcy number, the effective Prandtl number of fluid, and the Reynolds number. For this, an order of magnitude analysis is performed for the case when the effect of convection heat transfer is dominant in a porous structure. The criterion proposed in this study is more general than the previous criterion suggested by Carbonell and Whitaker, because the latter is applicable only when conduction is the dominant heat transfer mode in a porous medium while the former can be applied even when convection heat transfer prevails. In order to check the validity of the proposed criterion for local thermal equilibrium, the forced convection phenomena in a porous medium with a microchanneled structure subject to an impinging jet are studied using a similarity transformation. The proposed criterion is also validated with the existing experimental and numerical results for convection heat transfer in various porous materials that include some of the parameters used in the criterion such as a microchannel heat sink with a parallel flow, a packed bed, a cellular ceramic, and a sintered metal. It is shown that the criterion presented in this work well-predicts the validity of the assumption of local thermal equilibrium in a porous medium.

  • This research analyzed acceptability of local public enterprise management assessment targeting Chungcheongnam-do direct management enterprises. To do this, this research analyzed influence with acceptability of local public enterprise management assessment by composing the area with 5 aspects related to local public enterprise management assessment. More differentiated strategy is required to operate management assessment efficiently, since direct management enterprises have different shape from other public enterprises in respect of organizational structure. In case of water and sewage, it tends to be difficult to return the result of management assessment to the local government organization, so that managers' interest and effort is necessarily required. Also, responsible person's professionalism is required to raise achievement of direct management enterprise through management assessment, politic management plan for this is necessary. Above all, the structure of incentive for management assessment result is difficult in making intended effect as other public enterprises. Therefore, differentiation of compensation system for assessment result is required.

Niche Market Strategies of Local Players in the European Steel Industry (유럽 철강산업 Local Player의 틈새시장 공격전략)

  • This study considers the local players in the European steel industry, whose the amounts of crude production are more or less 5 million tons per annum. They do not belong to the Pan-EU mega-group of steel mills with more than 15 million tons of crude production yearly. However, these mid-sized steel mills in European countries have been originated from the strong foundation of steel, scientifically and technically, as well as the centennial history. They concentrate on the niche market adjacent to the local area, which takes advantage of the geographical location. The companies considered here are VoestAlpine in Austria, Salzgitter in Germany, Rautaruukki in finland, and SSAB in Sweden. Their corporate strategies are compared on the basis of product mix and sales structure. And, the deep analysis for each company is performed, such as business strategies with the sales volumes, market strategies. competitiveness improvement planning. and R&D policies with the technology management. These analysis results can be benchmarked as the cases of best practices for domestic steel mills, especially mid & small sized companies, that develop business and market strategies for the sustainable growth and profitability.

Re-examining Network Market Strategies from the Perspective of the Local Network: Market Competition between Incompatible Technologies

  • Much of work on network externality assumed network effects are dependent on the network size. Therefore, very little consideration is given to the view that marginal benefits from joining the network may not increase with the network size if consumer benefits come from the direct interaction with neighbors, namely local network. In this study, we used the agent-based simulation method to reexamine the effectiveness of the traditional network market strategy under the presence of the local network where two incompatible technologies compete. We found that the strategy of growing an initial customer base is not effective under the presence of the local network. Our study also showed that targeting customers based on their technology Preference is not as effective as targeting customers within the same local network. As a result, the focus of a network market strategy should be directed to taking advantage of the customer network.

Babinet-principle-inspired Metasurfaces for Resonant Enhancement of Local Magnetic Fields

  • In this paper, we propose Babinet-principle-inspired metasurfaces for strong resonant enhancement of local magnetic fields. The metasurfaces are designed as complementary structures of original metasurfaces supporting the local enhancement of electric fields. We show numerically that the complementary structures can support spoof magnetic surface plasmons that induce strong local magnetic fields without sacrificing the deep sub-wavelength-thick nature of the metasurface. By introducing a periodic array of metallic rods in the proximity of the metasurfaces, we demonstrate that a resonant enhancement of the local magnetic fields, more than 80 times the amplitude of an incident magnetic field, can emerge from a resonance of the spoof magnetic surface plasmons.

A Case Study on Operating Situations of Environment-friendly School Food Service Center managed directly by Local Government (지자체 직영형 친환경 학교급식지원센터의 운영실태에 관한 사례연구 -홍성군 학교급식지원센터를 중심으로-)

  • The Hongseong-Gun school food service center (Hongseong SFSC) that is managed directly by local government is supplying local environmentally friendly foods from 2014. This study aimed to analyze a case on Hongseong SFSC and to propose improving directions. Hongseong SFSC showed higher supply ratio (67.4%) of local environmentally friendly foods compared to the other centers. The operation effects of this center are reliably price of farmer's products, increased consumption of local agri-products, school food confidence, and so on. But there are many problems on this operation. Improvement directions of SFSC for local food system are as follows: Firstly, the supply range of foodstuffs is needed to establish quality standards to increase foodstuffs quality. Secondly, guidelines for creating a fair commission fee structure should be established. Thirdly, the contract issues between the center and schools need to be resolved by governance system. Fourthly, local environmentally friendly agricultural cultivation and cropping systems are required to establish reliably supply of farmer's products.

  • Traditional markets located in local small towns have effected local economies and culture for a long time, but their current situation is not so good. In this context, this paper tries to find out the physical characteristics and problems of local traditional markets and to extract some suggestions to improve them. For this, I selected three traditional markets as case study areas such as Mugeuk, Samseong, and Boeun located in local small town in Chungbuk Province. Using the diverse survey methods including theoretical review, basic data analysis, field survey, and questionnaire study, I examined physical features such as location, spatial structure, type of business, streetscape, and convenient facilities in the designated markets. Finally, based on this, I proposed some suggestions on the improvement of traditional markets located in local small towns as followings; expand and improve the convenient facilities, enforce the image of entrance, boost and form groups of specified business, reflect the local characteristics, and amend the related institution etc.

Conflict Structure of Urban Growth Management Policies and Conflict Mitigation Alternatives : Lessons from the United States' Experience (도시성장관리정책의 갈등 구조 및 조종 미국 도시성장관리정책의 교훈)

  • This study aims at drawing implications for Korea's urban growth management policies from U.S.A's experience on this issue. This study analyzes two types of contradictions in planning and implementing urban growth management policies: 1) value conflicts in goal setting and 2) contradictions among different level of governments (local, province, nation). As mentioned by Campbell (1996), there are three types of conflicts in objective values (efficiency, equity, and environment protection): property contradiction between economic growth and equity, resource conflict between efficiency and environment protection, and development conflict between equity and environment protection in urban growth management policies. In implementing urban growth management three types of conflicts in goal values should been taken into consideration. Contradictions among local governments, province, and central government are also found in implementing growth management policies. The lessons from the United State are as follow: 1) growth management plans are initiated by the local government and during the planning process adjacent local governments review a local government's growth management plans and give inputs for the plan, 2) local government and State work together for growth management planning and specially, the State provides technical and financial assistance to local government, and 3) the State plays leading roles in local government's planning and implementing of growth management policies with carrot and stick policy.
