Characteristics of the Neighbourhood Plan and Community Partnership in the United Kingdom (영국의 근린생활권 계획과 공동체 파트너십 특성)

  • The aim of this article is to explore the neighbourhood plan in the UK on the basis of the characteristic of community partnership. In establishing the plan in the UK, a characteristic of public partnership is that a local community takes part in the whole process of establishing the plan. In addition, the central and local government induce the participation of such communities while establishing a statutory duty. To conduct the duty, the government introduce a referendum in the process of the establishment of the plan while emphasizing that the majority selection is the best solution. Based upon this local partnership, one of important lessons from the case of the UK is that in terms of local development, the evolutionary pathway to the social economy become one of more crucial factors beyond the economy itself. In addition, this pathway is deeply concerned with the community partnership.

Information Security and Its Awareness in Local Governments (지방자치단체의 정보보호 현황 및 인식의 변화 분석)

  • As the numbers of various cyber-crimes have sharply increased, the importance of securing information has also been emphasized. Despite the government's constant efforts to solve the issue, they hardly work in practice, and cases related to information security are still on the rise. This study investigates the reasons for the discrepancy that occurs when a solution is put to action. The research analyzes the recent shift in the administrative system with regard to information security and officials' awareness of the shift, focusing on members of local government. The results of the study confirm a steady attempt including changes in institutions at the level of the central government. However, there is still a lack of personnel and budget support at the local government level as well as not much change in the awareness of information security.

A Study on the Frame of Television News Reports on Chonbuk Bus Strike : Focusing on Prime Time Reports of Chonbuk Local Televisions (버스파업에 대한 텔레비전 뉴스의 프레임 연구 -전북지역 방송3사의 저녁종합뉴스를 중심으로-)

  • This study conducted a frame analysis of the news reports of Chonbuk bus strike broadcasted via local broadcasting companies of the Jeollabuk-do. The results showed that all Chonbuk local televisions gave more emphasis on 'episodic' frame by emphasizing demonstrations and struggles between capital and labor. In the case of content frames, news reports did not present the solution or an alternative of the strike, and the democratic process frame or the institutional improvement frame was not embossed. Therefore, local television news of Chonbuk bus strike was insufficient in reporting causes and backgrounds of the strike. Also, it displayed existing press routine in reporting the issue of social conflict such as a bus strike.

Market Analysis of Cultural Products Sold in Jeonnam Cultural Tourism Festivals (전남지역의 문화관광축제 상품현황 분석)

  • The purpose of this study was to identify development strategies of high value-added cultural products in order to help promote Jeonnam cultural tourism festivals. In order to achieve this purpose, we carried out a market survey of cultural products sold in cultural tourism festivals held successfully within the Jeonnam area.The subjects of this study were local festivals which were labeled as cultural tourism festivals by the Ministry of Culture, Sports and Tourism from 2000 to 2008. The results of this study were as follows: Firstly, a store survey was conducted to analyze the categories of products on offer. As a result, the most frequent product was accessories (46.2%), followed by clothing and miscellaneous goods (25.2%), ceramic products (14.8%), interior decoration products (9.1%), and stationery (4.6%). Secondly, in the design motif used for cultural products, most products did not contain festival or local images. Cultural products with festival images made up 47.2% of the range, while only 2.3% of products on offer contained local imagery. The remaining 50.3% of cultural products for sale did not use festival or local images. Finally, in terms of materials used, most products used metal (36.7%), followed by textiles (32.9%), ceramic (13.8%), wood (6.2%), plastic (6.2%), paper (3.6%), and leather (0.2%). For price range, 52.4% of product were equal to or below 10,000 won, followed by 33.1% between 10,000-30,000 won. The results of this study showed that the cultural products of Jeonnam festivals lacked symbolism of the region or festival itself. Furthermore, items and the price ranges were not diverse enough. A possible solution would be to address this short coming, but more importantly, design a marketing and commercial strategy tailored towards the promotion of cultural products which contain both regional and festival imageries.

Clinical efficacy of 0.75% ropivacaine vs. 2% lignocaine hydrochloride with adrenaline (1:80,000) in patients undergoing removal of bilateral maxillary third molars: a randomized controlled trial

  • Background: Lignocaine with adrenaline is routinely used as a local anesthetic for dental procedures. Adrenaline was added to increase the duration of anesthesia. However, epinephrine containing a local anesthetic solution is not recommended in conditions such as advanced cardiovascular diseases and hyperthyroidism. Recently, ropivacaine has gained popularity as a long-acting anesthetic with superior outcomes. The goal of this study was to assess and compare the effectiveness of 0.75% ropivacaine alone and 2% lignocaine with adrenaline (1:80,000) in the removal of bilateral maxillary wisdom teeth using the posterior superior alveolar nerve block technique. Methods: This was a single-blind, randomized, split-mouth, prospective study assessing 15 systemically sound outpatients who needed bilateral removal of maxillary third molars. We randomly allocated the sides and sequences of ropivacaine and lignocaine with adrenaline administration. We evaluated the efficacy of both anesthetics with regard to the onset of anesthesia, intensity of pain, variation in heart rate, and blood pressure. Results: The onset of anesthesia was faster with lignocaine (138 s) than with ropivacaine (168 s), with insignificant differences (p = 0.001). There was no need for additional local anesthetics in the ropivacaine group, while in the lignocaine with adrenaline group, 2 (13.3%) patients required additional anesthesia. Adequate intraoperative anesthesia was provided by ropivacaine and lignocaine solutions. No significant difference was observed in the perioperative variation in blood pressure and heart rate. Conclusion: Ropivacaine (0.75%) is a safe and an adrenaline-free local anesthetic option for posterior superior alveolar nerve block, which provides adequate intraoperative anesthesia and a stable hemodynamic profile for the removal of the maxillary third molar.

A Study on the Acquisition Methods of Private Photographs for The Urban Landscape Documentation Project: Focusing on Daegu Metropolitan City (도시경관 기록화사업을 위한 민간사진기록 수집 활성화 방안: 대구광역시를 중심으로)

  • Photographic records capturing the changes of a city are vital parts of local history archives. They were, however, not collected properly for the local history archives even by local governments. Therefore, as a solution for this problem, seven major cities (Seoul, Incheon, Gwangju, Ulsan, Daejeon, Busan, and Daegu) initiated the urban landscape documentation project for archiving the photographic records of each city. This study investigated the current status of the urban landscape documentation project and found that Daegu metropolitan city's project only holds some of the contest photos and a few old photos from the local government. A proper donating process is urgently needed to preserve valuable photographic records of Daegu, and this study aims solutions for the Daegu metropolitan city's urban landscape documentation project to improve the acquisition methods of photographic records. This study suggests the process for photographic records donation from citizens and a metadata set for donated photographs.

Privacy-Preserving Traffic Volume Estimation by Leveraging Local Differential Privacy

  • In this paper, we present a method for effectively predicting traffic volume based on vehicle location data that are collected by using LDP (Local Differential Privacy). The proposed solution in this paper consists of two phases: the process of collecting vehicle location data in a privacy-presering manner and the process of predicting traffic volume using the collected location data. In the first phase, the vehicle's location data is collected by using LDP to prevent privacy issues that may arise during the data collection process. LDP adds random noise to the original data when collecting data to prevent the data owner's sensitive information from being exposed to the outside. This allows the collection of vehicle location data, while preserving the driver's privacy. In the second phase, the traffic volume is predicted by applying deep learning techniques to the data collected in the first stage. Experimental results with real data sets demonstrate that the method proposed in this paper can effectively predict the traffic volume using the location data that are collected in a privacy-preserving manner.

Evaluation of Boar Sperm Viability by MTT Reduction Assay in Beltsville Thawing Solution Extender

  • MTT (3-(4, 5-dimethyl thiazol-2-yl)-2, 5-diphenyl tetrazolium bromide) reduction assay is a method that validates the viability of an active cell. Dehydrogenase in mitochondria converts yellow colored insoluble tetrazolium salt to purple colored water-soluble formazan. Sperm also have mitochondria in the midpiece, therefore sperm viability could be evaluated by MTT reduction assay. Several studies have already demonstrated the capability of application of the MTT reduction assay to sperm of several species in Hepes-BSA buffer. Because most liquid semen was diluted in extender like BTS (Beltsville Thawing Solution), Modena or Androhep when it is used or transferred, semen needed another dilution in Hepes-BSA buffer to assess sperm viability. In this study, we evaluated boar sperm viability especially in BTS extended semen and compared the efficiency of this test with eosin-nigrosin staining. We used the fresh BTS extended semen from a local A.I center. Semen sample was diluted to $3.0{\times}10^7$ sperms/ml in BTS. The rates of formazan production were measured in 96-well microtiter plates immediately and 1h after incubation at $17^{\circ}C$ using a spectrophotometer at wave length 560 nm. Simultaneously, split samples of the same semen were tested, using eosin-nigrosin staining to compare the efficiency of the MTT assay of sperm viability in BTS. The correlation between the results of these tests was calculated using Student-t test and ANOVA. The results revealed a strong correlation between the results of MTT reduction rate and the results that were simultaneously determined by eosin-nigrosin staining at 1 h. In conclusion, the MTT reduction test was an effective and simple method to validate sperm viability and it could be used as a simple tool to evaluate sperm viability in the local A.I center and laboratory.

Is Higher Land Holding Tax the Solution for Korea's Land Problems? (토지보유과세강화(土地保有課稅强化)의 당위성(當爲性)에 대한 검토(檢討))

  • This paper examines the increasingly popular belief that higher holding tax will be the ultimate solution for Korea's land problems which include excessive concentration of ownership, high and rapidly increasing land prices, and rampant speculation. In principle, land holding tax can supplement capital gains tax in recapturing capital gains from land or suppress returns from land investment returns in line with other forms of asset. This paper shows, however, that the tax burden must be drastically increased for the tax to achieve such goals, and the resistance from tax payers is sure to be intense. As long as the price expectation remains high, as in Korea where land prices have increased 19% annually during the past 18 years, even such increase in the tax may have little impact on landlords' behaviors, the price trend, or the ownership structure. More effective solutions for Korea's land problems are relaxing land use regulations to encourage the supply for urban land and improving the performance of capital gains tax to recapture windfall gains from land. This paper also notes that the so-called "lock-in effect" of the capital gains tax seems to be exaggerated. Land holding tax should be viewed as a revenue raiser for local governments rather than an anti-speculative policy tool. Abandoning unattainable policy goals and adhering to the general principles of taxation, will make land holding tax much simpler, and will better function as a local revenue source.

Effect of Cubic Liquid Crystalline Systems on Skin Localization of Oregonin and Hirsutanonol

  • Monoolein-based cubic liquid crystalline systems were formulated for the local delivery of oregonin and hirsutanonol for the treatment of atopic dermatitis. The liquid crystalline phase and its nanodispersion containing drugs were prepared. The skin permeation and deposition properties of the drugs were examined in normal and delipidized rat skin. The proportion of oregonin (%) deposited in normal skin after topical administration of the drugs in the form of aqueous solution, cubic phase or cubic nanodispersions were $1.53\;{\pm}\;0.46$, $3.62\;{\pm}\;0.17$ and $5.13\;{\pm}\;0.73$, and those of hirsutanonol were $2.46\;{\pm}\;0.02$, $5.44\;{\pm}\;0.27$ and $17.28\;{\pm}\;2.19$, respectively. The greater lipophilicity and thus greater skin affinity of hirsutanonol than oregonin contributed the greater amount of skin deposition. The monoolein-based liquid crystalline phases significantly increased the amount of both drugs permeated and deposited. Approximately 3.2, 2.1 and 3.0 times greater amount of oregonin, and 3.4, 2.1 and 2.2 times greater amount of hirsutanonol were deposited in delipidized skin after administration of each drug in the form of aqueous solution, cubic phase and cubic nanodispersions system, respectively, because of lowered barrier function of the delipidized skin. In this study, the effects of drug property, vehicles type and skin condition on skin deposition and permeation properties of drug were examined and concluded that monoolein-based liquid crystalline systems would be a promising formulation for the local delivery of drugs.
