This study investigates the importance of records management for local festivals by focusing on the Chunhyang Festival, one of Korea's oldest regional festival still in existence. This study analyzes the current conditions of records management to indicate problems and offer measures of importance. The results of this study showed the following problems. First, the absence of public-private partnerships and the lack of a stable commission. Second, the absence of ordinances for festival public records management. Third, the absence of systematic document management. Finally, absence of an expert records researcher and the absence of a records archive. Therefore, the study floated for an overall management method for the Chunhyang Festival records.

JeungPyeong-gun, Chungcheongbuk-do is one of the smallest local governments in Korea with the administrative division of 1-eup and 1-myun and the population of 37,000. Nevertheless, people in JeungPyeong have consistently created 'the history of challenge and struggle' as for instance, they stood together tightly for raising its status to JeungPyeong-gun. The JeungPyeong-gun Archives and Records Management Office likewise has made 'small but great' successes similar to what was achieved in JeungPyeung-gun through several experimental challenges done recently, resulting in obtaining a budget for local archiving projects and adding a new position of records manager. This report briefly introduces projects implemented by the office including community archiving, landscape archiving, the exhibition of records, and applying for public fund competitions, and explains the implications. It attempts to share successful experiences of the office and to suggest ideas that help more other archives and records management offices create challenging experiments.

"Gyeonggi-do Memory," established and operated by Gyeonggi-do Cyber Library, is a local digital archive aiming to broaden the access to Gyeonggi-do's cultural resource records. Since 2014, the library has been expanding its digital information service, starting with the said archive. Through cooperation with various cultural institutions in the province, it builds the digital archive by collecting numerous records. In particular, the archive is expected to establish itself as a repository that stores records of production or dealing in Gyeonggi-do and a platform to share with researchers and citizens.

The purpose of this study is to examine and analysis the problems in managing 'Business Transaction(Danwi-gwaje)' of regional local government, and propose implications. The study points out the problems emerged in the operation process of Business Transaction including creating of Business Transaction and Business Transaction Profile, setting retention period and filing records, and gives concrete example of them. It concludes with presenting improvements and considerations in managing Business Transaction for systematic and efficient records management.

Oral history research in Korea began with the effort to find out the truth behind the hidden historical issues that occurred during the mid-1980s. Since then, attempts to record the major issues through contemporary Korean history orally has increased. From the late 2000s, the focus shifted to local and smaller village units. In Busan, from 2009 to 2016, 33 oral history projects from 10 government agencies were conducted. This research was carried out to investigate what kind of oral records has been produced in Busan from the said period and how they are managed. With these findings, possible solutions to preserve and utilize the oral records as the locality archives are suggested.

The main factors for successful records management are the organization and human resources, and the responsibilities and authority that are assigned to them. Therefore, the innovation of public records management should include i) redefining the role of records management institutions to meet the requirements of professional standards, ii) improving organizational setup and staffing policies, and eliminating the legal obstacles. This paper aims to suggest the innovation tasks above areas for strengthening the expertise of each type of public records institution. The tasks are presented in four categories, such as the records centers, local archives, institutional archives of legislative body and Judicial authorities, and professionalism and ethics. Based on parts of the Public Records Management Innovation TF(2017.9-2017.12) report, it is rearranged considering the pending issues and reflecting the opinions of the record managers in public sectors to reinforce the basis for setting the tasks.

Local Arts Organization has performed various events in the provinces such as performances, exhibitions, competitions, and festivals, has been a place where local artists share information of arts, and has contributed greately to the development of art culture in the provinces for a long time. Records of Local Arts Organization are historical records showing the level and value of past and present local cultural arts, so systematic management and preservation is necessary. Also, since the records of Local Arts Organization are high in interest and demand of users, exhibition services are needed to show them effectively. Therefore, this study shows how to construct a Local Arts Organization based on CollectiveAccess, which is open software, to manage Local Arts Organization and provide exhibition services.

The record management of public enterprises under basic local governments has been in a blind spot while many studies have been mainly conducted on public enterprises directly managed by the National Archive of Korea and local public enterprises located in metropolitan cities. Hence, this study aims to examine the current status of Facilities Management Corporations' records management in local cities and counties of the Gyeonggi area, and to suggest improvement measures with some basic data as a reference. After conducting a survey and telephone interviews with eight record management officers from Facilities Management Corporations, the results of this study found that record management of them was in hard conditions with many improvements needed.

Through this study, the following proposals were made to secure the operability of local governments' records management systems (RMSs). First, for the stable operation and maintenance of RMS, establishing a noninterruptible system with regular operation support is necessary. Second, improving the maintenance quality above a certain level by establishing an integrated RMS maintenance system is imperative. Third, systematically managing the RMS infrastructure compatibility list should be vital to provide clear standards for maintaining local governments' RMS structure.

As records managers are assigned in accordance with act on public records management, the record management has settled down a bit, and also much effort is put to perform the record management in accordance with law. The record management includes all the works like production, classification, organization, transfer, collection, evaluation, disuse, preservation, opening to the public and application. Among them, the record transfer is an important work that performs the initial stage in which the main agent of management is changed from administration department to record center. Thus this study suggested the improvement measures for non-electronic record transfer after examining the current transfer state of 16 local governments in Busan region and also problems occurring in the process of transfer through interviews with institutional records managers.
