Assessing Efficiency of Local Police Agency Using Data Envelopment Analysis

  • The purpose of this paper is to measure the relative efficiency of the police agencies in Korea with data collected from 2018 to 2020, using data envelopment analysis (DEA), as put forward by Charnes et al., which is used to construct a scalar measure of efficiency for all police agencies. The results of this study can be used to assist police agencies in delivering better and more efficient services to the community. The analytical results based on DEA identify potentially weak and strong police agencies on policing performance, their efficient benchmarking, and the levels of clear-ups that would make inefficient police agencies efficient. We could suggest that higher levels of the police force are associated with higher performance efficiency against crimes. But, it is a little hard to say that higher levels of the police force can keep the local police agencies efficient without explaining the contribution of other input variables to criminal arrest and prevention. On the other hand, our analysis presents that differences in operating environments and socioeconomic factors do not have a significant influence on the efficiency of local police agencies. But, it is necessary to note that we need to examine the effect of environments and socioeconomic factors on crime to create the better-policing performance.

A Study on the Police Station for Adoption of Local Police System (지역경찰관서 설치에 관한 연구)

  • In 2003, the local police system was adopted, and the personnel and installation of local police agencies were subsequently changed. According to the "Police Law", local police station shall be established under the control of chief of police department, and the criteria for the installation of local police stations were to take into consideration of population, administrative districts, area, geographical characteristics, traffic and other conditions. The chief of local police has the authority to install district police station according to the "National Police Agency and its Organization". However, it is hard to say they were applied. Futhermore, it is inappropriate to apply the laws and regulations equally across the nation. Also, it has been criticized for its difficulties of patrolling, the weakened relationship with local residents, and poor quality of security services in rural areas. Therefore, this study suggests that the criteria for the installation of the police station should be made through a comprehensive analysis of the characteristics of the areas and security needs.

Innovative Strategies for Community Policing in Korea: Learning from Advanced Overseas Practices

  • This study aims to explore innovative measures for community policing activities of the Korean police in the context of the newly implemented autonomous police system and the increasing demand for community-oriented policing. By conducting an in-depth analysis of advanced community policing practices in the United States, Japan, and the United Kingdom, this research identifies key characteristics such as resident participation, communication, scientific crime analysis, and customized policing services. The study reveals the need for the Korean police to establish a collaborative governance system that actively involves residents, strengthen scientific policing capabilities utilizing advanced technologies, and provide policing services tailored to local characteristics. Organizational and personnel management reforms, including the substantiation of the local police officer system and the establishment of an institutional foundation for resident participation, are proposed. Furthermore, this study emphasizes the importance of developing a creative community policing model suitable for the Korean context, rather than directly transplanting overseas practices. Continuous research and efforts to build a new policing paradigm that reflects the changing social environment and policing demands are suggested. Ultimately, the success of community policing lies in the active participation and cooperation of all members of society, including the police, government, local communities, and residents.

Analysis of the National Police Agency business trends using text mining (텍스트 마이닝 기법을 이용한 경찰청 업무 트렌드 분석)

  • There has been significant research conducted on how to discover various insights through text data using statistical techniques. In this study we analyzed text data produced by the Korean National Police Agency to identify trends in the work by year and compare work characteristics among local authorities by identifying distinctive keywords in documents produced by each local authority. A preprocessing according to the characteristics of each data was conducted and the frequency of words for each document was calculated in order to draw a meaningful conclusion. The simple term frequency shown in the document is difficult to describe the characteristics of the keywords; therefore, the frequency for each term was newly calculated using the term frequency-inverse document frequency weights. The L2 norm normalization technique was used to compare the frequency of words. The analysis can be used as basic data that can be newly for future police work improvement policies and as a method to improve the efficiency of the police service that also help identify a demand for improvements in indoor work.

  • This paper attempts to find an improved organizational structure for operating the traffic safety facilities. Currently, police is in charge of the facilities while the local government is in charge of its budget. By doing so, many inefficiencies and problems occur in these things. A delphi technique is used to survey these inefficiencies. Problems, and improved role and organization by three expert groups in local government, police and university The survey results are analyzed by each expert group as well as by the total group. The multidimensional scaling technique is also used. The most preferable answer is to newly establish a traffic experts' agency under the local government. The second preferable answer is to set the current traffic police under the control of the local government.

A Study on the Validation of Destructive Leadership Scale of Local Police Manager (지역경찰 현장관리자의 파괴적리더십 척도의 타당성 연구)

  • The purpose of this study is to verify the validation of the Korean-type destructive leadership scale in order to activate the leadership research of local police manager in Korea. For the purpose of this study, the entire police officer(under the rank of sergeant) working at the Gyeongnam Provincial Police Agency in 2017 was set up as the population. A proportional allocation sampling was used for the sampling, and the allocation standard was set up in the workplace, department, rank, and sex. Data collection was conducted from April 1, 2017 to April 30, 2017, for a total of 500 respondents, and 433 were finally used for actual analysis. In the study, reliability and validity of destructive leadership scale were verified through reliability analysis, exploratory factor analysis, and confirmatory factor analysis. As a result, the destructive leadership scale of Korean local police manager showed a high cronbach' ${\alpha}$ coefficient of 0.948 for the questionnaire related load and 0.974 in the questionnaire related organization, but, the model fit of confirmatory factor analysis was low. Therefore, through additional exploratory factor analysis and confirmatory factor analysis, we reconstructed 6 questionnaires by deleting 4 questionnaires among the load-related items. On the other hand, the organization-related items were verified to be appropriate for all of the existing 10 items, and the destructive leadership scale of Korean local police manager was finally reconstructed into 16 items with 2 factors. This study also confirmed that the above reconstruction model is statistically suitable. The destructive leadership scale of Korean local police manager can be used as the basic data of leadership research to be conducted in the future.

  • South Korea's socioeconomic status is high enough to support services for the protection of crime victims. Until now, the Ministry of Justice was the only institution to protect and support the victims, but recently the national police is included. This is considered preferable, since the police is the one to contact the victims first- they can provide immediate support after the incident. Several limits in current laws and crime protection system exist. Therefore, given the importance of protecting victims, model of public-private joint forms should be considered. In premise of establishing a new relationship between the public-private joint system of justice and the maintenance, the range of police's involvement with crime supports will be determined. In the case of developed countries, the police and private organizations maintain close cooperation, appearing as substantial care and support for crime victims. Therefore this study reviews the problems in crime victim protection, assistance from the police stage, and suggest the improvements as follows. The first is to redefine the role of the police who first contacted in the crime victims protection support, the second is to establish a permanent cooperation framework, such as victims specialized police, victims protection agency, the third is to develop services for victim protection available from the police stage, and the fourth, opening Victim Support Center functioning as a temporary accommodation or safety zone for the personal protection of victims. The fifth is to regularize solution conference for victims' protection, and the sixth is to divide of roles in state organization government in charge of victim's protection and local government responsible for victim's support.

A Study on Policing Based on Crime Intelligence in UK (영국의 범죄정보 기반 경찰활동에 관한 연구)

  • In the police, crime intelligence is the basis of decision making for police's original activities in response to crime. Police decision making is done in various ways such as investigation and prevention of individual cases, allocation of resources, organization prioritization, etc. The purpose of this study was to investigate the activities of the UK policing in analyzing crime intelligence and to reflect them in the policing and to draw implications for the comparison with the Korean police. The UK operates a central police agency based on the local police system, and establishes a National Intelligence Model (NIM) system that operates crime intelligence throughout the country. In order to respond to crimes and risks through coordination and cooperation, rather than by centralized police activities, the intelligence department of the police agencies should not only prevent and suppress crime through the analysis of integrated crime information, but also make police decision-making. In contrast, the Korea police operate crime intelligence, such as statistics, case intelligence, and there is no integrated way to use it. In addition, there are few cases in which the organizational decision - making based on crime intelligence is utilized efficiently and systematically. For development, it is necessary to construct an integrated management system and analysis organization for crime intellgence. Criminal Intelligence Analysis Organizations should seek to reorganize the role of the current intelligence department or to operate a separate analysis system through the information system while maintaining the current role of each department.

How Paternalistic Leadership affects Employee Voice Behavior in Korean Hierarchical Organizations?

  • This study aims to examine the impact of Korean paternalistic leadership under a hierarchical structure on employee voice and also to compare the differences in leaders' behaviors-authoritarian, benevolent, and moral, and the effects on employee voice between governmental organizations and Quasi-government organizations. The sample of governmental organizations includes 195 employees under job control from at least middle-range or higher managers at local governments and local police agencies in Daegu and Busan metropolitan. The other sample also includes 189 employees reporting directly to managers with job control in public enterprises and government-funded Korean institutes in the same cities. This study employs t-test and regression analysis to test presumed hypotheses. As the results of the analysis, there is a significant difference in authoritarian leadership between governmental organizations and Quasi-government organizations, but both benevolent and moral leadership are not. Benevolent and moral leadership are positively related to employee voice, but authoritarian leadership is not. Based on the analytical results, this research suggests the theoretical implications and the limitations on the applicability of paternalistic leadership into the Korean cultural context for an expanded understanding of leadership theory and practical implications for managers in terms of improvement of employee voice.

A Study on the Policy Advice of Integrated CCTV Control Center

  • In recent years, public area CCTV has also begun to become more popular in the Korea. 2011, Korea's Ministry of Public Administration and Security has recommended that other local governments set up an integrated CCTV control center in each of their districts. The ministry was planning to make it compulsory for local governments to install an integrated CCTV control center by 2015. More than 570,000 public cameras are managed by public agencies and local government offices. Currently, the integrated CCTV control center is playing a very positive role in fighting crimes in the district particularly through its liaison with the district police. The CCTVs were operated by a several different agencies and departments in the district, resulting in considerable redundancy in public service, inefficiency and delays in response to crimes, and other emergency situations. Therefore, Control Center should be operated lawfully and efficiently. CCTV Control Center will be managed by three ways: (1) IT Governance through cooperation with civil areas (2) by regulated with proper laws and (3) managed by proper guideline and personal training.
