우리나라에서는 해방이후 여러 차례 경찰의 민주성 확보 차원에서 자치경찰 논의는 있었으나 시행되지는 못했다. 그러나 현 참여정부에서는 2006년부터 본격적인 자치경찰제 시행을 앞두고 금년 10월부터 시범운영을 하려고 하고 있다. 현재 추진 중인 자치경찰 모형은 국가경찰과 병렬적으로 기초자치단체인 시${\cdot}$군${\cdot}$구에 자치경찰대를 창설하고 기초자치단체장들이 자치경찰에 임명권을 가지며 이중 현행 국가경찰공무원들을 특별임용 할 수 있도록 하고 있다. 본 연구는 이런 상황 하에 현행 국가경찰공무원들이 자치경찰은 어느 정도 지원하려고 하며 어떤 요인이 자치경찰 지원 결정에 영향을 미치는지에 대한 연구문제를 가지고 탐색적으로 조사하였다. 경찰관들을 대상으로 설문조사한 자료를 분석한 결과 국가경찰공무원들이 자치경찰의 지원희망은 높지 않은 것으로 나타났다. 자치경찰 지원결정에 영향을 주는 요인으로는 보수가 유리할 것이라는 기대감과 현행 경찰조직 보다 덜 관료적이고 민주적일 것이라는 조직분위기에 대한 기대감으로 나타났다. 그리고 승진이나 근무여건의 유리, 더 나은 사회적 대우에 대한 기대감은 영향을 미치지 않는 것으로 분석되었다.

지방자치의 궁극적인 목적은 지역사회의 주인인 주민의 복리증진이다. 주민의 복리증진은 주민의 생명과 재산의 보호로부터 시작된다. 이러한 보호활동의 대부분은 경찰의 기능이다. 따라서 주민의 복리증진을 위해서는 지역의 자율성을 바탕으로 하는 자치경찰이 개념적으로 전제가 되어야 한다. 지역사회에 뿌리를 두고 지역사회를 위하여 활동하는 자치경찰활동은 경찰과 지역사회를 재결합시켜주는 것이며, 지역의 문제해결을 중심으로 이루어지는 자치경찰활동은 범죄와 무질서, 범죄에 대한 두려움을 감소시킬 뿐만 아니라 지역주민을 동반자로 인식하며 지역사회의 전반적인 삶의 질을 개선시키기 위한 지역주민 자체의 노력의 표현이다. 자치경찰이 전면적으로 도입될 경우 정부와 지방자치단체에서는 그동안 준비해 온 여러가지 대안들을 면밀히 검토 분석하여 최적의 대안을 마련하여 시행착오를 줄이는 것이 무엇보다 중요하다. 최우선적으로는 자치경찰을 도입하려는 이유가 무엇인지 정확하게 파악해야 한다. 즉, 자치경찰의 도입은 중앙정부와 지방정부, 국가경찰과 자치경찰, 여당과 야당, 광역자치단체와 기초자치단체 간의 보이지 않는 주도권 다툼이 아니라 지방자치시대를 맞아 진정으로 지역주민들의 '안전'과 '삶의 질 향상'에 있음을 직시해야 한다.

2003년 자치경찰제 도입으로 탄생한 순찰지구대는 지역경찰관서의 설치와 인력에 변화를 주었다. "경찰법"에 따르면 경찰서장 소속으로 지구대 또는 파출소를 두고, 그 설치기준은 치안수요 교통 지리 등 관할구역의 특성을 고려하도록 되어 있다. "경찰청과 그 소속기관 직제"상 지역경찰관서의 설치권한은 지방경찰청장에게 있음을 명시하고 있다. 또한 동법 시행규칙의 지구대 및 파출소 설치기준을 살펴보면, 경찰서장의 소관사무를 분장하기 위해 지구대를 두고, 교통 지리적 원격지로 인접 경찰관서에서의 출동이 용이하지 아니한 경우, 관할구역 안에 국가중요시설 등 특별한 경계가 요구되는 시설이 있는 경우, 휴전선 인근 등 보안상 취약지역을 관할하는 경우 등에 해당하는 경우 파출소를 둘 수 있다고 규정하고 있다. 이러한 기준들이 현재 원칙에 따라 적용되는지 여부, 그리고 자치경찰제 도입을 앞둔 시점에서 적절한 기준인지여부 등에는 의문이 남는다. 현재 전국의 지역경찰관서들의 현황을 살펴보면 이러한 기준들이 원칙에 따라 적용되었다고 보기 힘든 실정이다. 더욱이 획일적인 기준을 전국에 동일하게 적용하는 것은 자치경찰시대를 앞둔 시점에서 부적절해 보인다. 순찰지구대 도입이후, 편성과 인력배치는 담당구역의 광역화로 인한 순찰활동의 곤란, 지역주민과의 관계 약화, 농촌지역 치안서비스 질 저하, 범죄두려움의 증가 등의 비판을 받았다. 따라서 이 논문은 법의 획일적 적용, 지역사회 치안환경에 대한 특성 미반영, 조직구성원에 대한 배려와 소통 부족 그리고 경찰활동 평가에 대한 문제점을 지적하였다. 개선방안으로는 자치경찰제를 대비한 지역사회 특성이 반영된 기준과 법령 제시, 치안수요자인 지역주민의 의견 반영 그리고 일선경찰관의 의견수렴 과정 등을 제시하였다.

The purpose of this paper is to measure the relative efficiency of the police agencies in Korea with data collected from 2018 to 2020, using data envelopment analysis (DEA), as put forward by Charnes et al., which is used to construct a scalar measure of efficiency for all police agencies. The results of this study can be used to assist police agencies in delivering better and more efficient services to the community. The analytical results based on DEA identify potentially weak and strong police agencies on policing performance, their efficient benchmarking, and the levels of clear-ups that would make inefficient police agencies efficient. We could suggest that higher levels of the police force are associated with higher performance efficiency against crimes. But, it is a little hard to say that higher levels of the police force can keep the local police agencies efficient without explaining the contribution of other input variables to criminal arrest and prevention. On the other hand, our analysis presents that differences in operating environments and socioeconomic factors do not have a significant influence on the efficiency of local police agencies. But, it is necessary to note that we need to examine the effect of environments and socioeconomic factors on crime to create the better-policing performance.

The concept of municipal police is in contrast to the national police, which is in charge of the overall people. With increased localization, the need for a municipal police system is emphasized in each region. This study is intended to analyze the role of municipal police uniform considering the change in security from the national to the local level based on the introduction of municipal police system. The study investigators developed the concept of centralized national police system and decentralized self-governing municipal police system based on a literature review and Internet research. The investigators analyzed the design of municipal police uniform by reviewing the systems in several other countries. The results revealed specific formative features of municipal police uniform such as representative ambivalence, expression of visual language, manifest visibility, and reflection of regional characteristics. The municipal police uniform is adapted to changes in local government requiring a shift of awareness on to municipal police compared with the existing national police. The creation of a municipal police uniform enhances the efficiency of work by projecting a resident-friendly image, social support and cooperation, which play a huge role in illustrating the exemplary service to promote a stable and peaceful society locally.

최근 치안환경의 급변에 따른 지역주민들의 경찰에 대한 기대와 범죄의 두려움에 대한 안전이 높아지고 있으며, 경찰과 지역주민들과의 상호협력적인 관계를 조성하는 전 국가적 경찰활동의 패러다임으로 지역사회 경찰활동이 대두되고 있다. 한국 경찰활동도 변화하여 지역사회 경찰활동의 일환으로 2003년부터 지역경찰제를 시행 중이며, 최근에는 정부 추진에 따른 안전도시 프로그램의 실시, 다문화 가정 보호활동, 외국인 범죄 대응, 사회적 약자 보호 활동 등과 같이 범죄예방 뿐만 아니라 국민의 생활안전을 위한 활동 중심으로 변화하고 있는 추세이다. 이에 따라 본 연구는 지역사회 경찰활동의 세 가지 구성요소인 전략지향적 경찰활동(SOP), 이웃 지향적 경찰활동(NOP), 문제 지향적 경찰활동(POP)의 현장중심활동의 실태를 살펴보고 그에 따른 정책적 제언을 제시하고자 한다.

There are two kinds of police authorities in Korea. One is the Special Judicial Police, under the authority of the Ministry of Construction and Transportation, charged with maintenance of public order on trains, in stations and other places of business operated by the Korea Railway Corporation. The other is the Local Subway Police, belonging to the Local Police Agencies, whose jurisdiction covers trains, station and other areas managed and operated by local governments. The existence of two separate entities for common objective of railway security has given rise to problems including inefficiency in performance and lack of technical knowledge and synergic effects. This study looks at the need for resolving those problems by restructuring and expanding the Special Judicial Police to bring railway security under a single authority and an integrated railway security systems operation.

자치경찰제는 연구자의 시각과 이해 관계자의 입장에 따라 다양한 의견 제시가 가능하다. 즉, '권한 분산', '정치적 중립성', '재정 문제', '총체적 치안안전 역량'을 비롯한 여러 가지 기준을 어떻게 조화롭게 담아내느냐에 따라 한국적 자치경찰의 성패가 좌우된다. 자치경찰제의 본격적 도입을 앞둔 상황에서, 제주자치경찰의 그간 운영 경과와 평가는 요긴한 학습 자료가 되리라 본다. 특히, 경찰청에서 지난해부터 '제주자치경찰 사무확대'를 추진 중인데, 이것은 향후 자치경찰 도입을 앞둔 각 지방자치단체의 입장에서는 매우 유익한 참고서가 될 것이다. 제주자치경찰에 대한 이제까지의 평가는 다소 비판적 시각이 우세해보인다. 하지만, 대다수 평가가 인력·장비·법령·조직을 비롯한 하드웨어 측면의 접근이 많았던 반면, 조직문화와 운영시스템, 사무절차를 비롯한 소프트웨어 측면의 접근은 부족했던 점이 아쉬움을 남긴다. 본 연구에서는 제주자치경찰 사무확대 1년을 맞아 각종 문헌과 보고서, 통계자료, 언론 보도 등을 토대로 그간의 성과와 정책적 시사점을 살펴보고자 한다. 연구 결과, 향후 자치 경찰제가 연착륙하기 위해서는 먼저, 지방행정과 치안행정의 연계를 강화해야 하고, 둘째, 국가·지방 양 측이 탄탄한 협업 기반을 구축해야 하며, 셋째, 지방자치에 단체자치를 뛰어 넘어 주민 자치적 요소를 보강해야 하고, 넷째, 국가·지방 전반에 걸쳐 상황대응 역량을 고도화하는 한편, 끝으로 자치경찰제 도입의 워킹그룹으로서 '기관 간 실무협의체'를 활성화해야 한다는 시사점을 이끌어 내었다. 자치경찰제 연구는 현재진행형이다. 후속 연구에서는 더욱 풍성한 자료를 토대로 보다 다양화된 접근 방법을 통해 깊이 있는 연구가 있었으면 한다. 특히, 가외성과 형평성을 비롯한 추가 이념에 대한 고찰이 필요하고, 저출산·노령화와 4차 산업혁명, 통일시대를 비롯한 거시적 트렌드 변화에 맞춰 대한민국 자치경찰의 장기 청사진을 제시하는 연구가 뒤따르기를 열망한다.

Not only has there been movement along the sectoral continuum, Johnston argues, but changes in the spatial balance of policing are also visible. More concretely, he suggests that British policing has been undergoing a century-long process that has gathered pace since the 1960s. Three factors have been central to this process. First, legislative centralization brought about by the Police Act 1964 - which established the tripartite structure for police governance and amalgamated forces - and the Local Government Act 1972 which reorganized local government. Secondly, the political and industrial unrest of the 1970s and early 1980s led to the establishment of new levels of national police co-operation and, in the words of one author, to the establishment of a 'de facto national police force'. Thirdly, increasing European influence has further internationalized police co-operation and organization. Johnston concludes that the spatial restructuring that appears to be taking place in British policing is indicative of a broader process of fragmentation of social structures and systems for maintaining order.
