This study was to explore the effect of local community on participation of local festival. In order to carry out the empirical study, 320 survey questionnaires were collected in Cheonan. AMOS 4.0 and SPSS Win 12.0 statistics packages were utilized for analysis of SEM. The study results were as follows: first, analysis on the relationship between identity and participation of local festival(interest of festival participation, extent of local festival, intention of local festival) Showed that identity effected every factor of participation of local festival, second, dependence effected interest of festival participation and intention of local festival, third, social friendship can't effected every factor of participation of local festival.

This study aimed not only to analyze local residents' awareness of local government, basic functions related to local government main agent's participation, and residents' consciousness/will of participation, but also to seek for the policy direction for the residents' participation. In the results of the analysis, the positive responses to the awareness of local government, residents participation system, and the collection of opinions were low. The residents' participation can reduce the conflict of policies and increase the outcomes while it can also increase the residents' happiness through their interest in the region and personal participation in politics. In order to continuously and stably develop the local self-governing system in Korea, it is required to put efforts into reviewing and improving various issues like the change in the awareness of residents' participation and efficient management of the system.

The purpose of this study is to understand what kind of effects a local residents’ participation on a local environmental problem has on the Environmental consciousness of the resident, and on the local community. I (researcher) employed qualitative research methods on the residents' environmental movement, which claimed to preserve the Sung Mi Mountain from the Seoul City Hall's plan of the water reservoir construction. I tried to understand the participation motivation and participating actions, and also the changes and effects the participation brought at both a personal, and community level. The data were gathered by means of in-depth interview with the local residents and unstructured questionnaire. At first, through the residents' environmental movement, the participants acquired a growth in environmental consciousness. For example, they obtained better understanding of the environment, change of attitude to environment, and participation function. Secondly, it is meaningful that a local tie intervened by the environment, enforced self-governing, and shows how community sentiment plays an important role for local community organization. Moreover, the environmental movement contributed to developing a ‘culture for participation’. In conclusion, participating in a local environmental problem can be an integration of learning and practice and also leads to reflective thinking about the relationship not only between human beings and nature, but also among human beings. In addition, it can buildup a systemic cooperation for local problem-solving and the ability to make an alternative culture in the community. These are the significances of the local environmental problem-participation on the environmental education.

The Local Agenda21 is an action program of local dimension to realize of sustainable development. The citizen participation is prime issues and very important f3r successful practice of the Local Agenda21. The purpose of this research is to analyze the citizen participation problem and to suggest the improvement plan at the advanced course of the Local Agenda21. The research results are as follows; 1. The recognize of citizen about the Local Agenda21 is very low. Namely, the citizen of about 50% answered not to know about the Local Agenda21, 2. However, citizens showed the participation opinion to be very active by simple explanation about the Local Agenda21. 3. Also, citizens showed the result to be very affirmative in the environment problem consciousness investigation. Namely, citizens were recognizing the environment problem as the problem of the society synergic.

The Landscape Act was enacted in 2007 introducing a new procedure of the Local Landscape Agreement and the Local Landscape Improvement Projects. The act has granted local governments a legal basis to support residents participation activities in order to create, improve, and maintain the townscape quality of their neighborhood environments. The degree of utilization of this particular process, however, is far below the expectation. Partly, it is due to the lack of field experience and concrete guidelines for preparation and implementation in actual landscape planning process. This study aims to seek for detailed solution to lead the residents participation for local landscape improvement in Korea through consideration for institutional strategies and cases about the local landscape planning and management in Japan. Local landscape improvement projects in Japan are progressing successfully in concurrence with a variety of local participants such as residents participation, administrative supporting and supporting of local company. And it will be possible to support systematically with systematization of participants, such as NPO and a council.

This study aims to get empirical evidence about the influence of budgetary participation and understanding of the accounting system on the performance of local government apparatus with organizational commitment as an intervening variable. The population in this study was structural apparatuses in the Regional Apparatus Organization (OPD) of Sleman Regency, Indonesia, which included offices and agencies with a total of 25 OPDs. 125 people were selected as sample by using purposive sampling based on specific criteria. Data were analyzed based on multiple regression and path analysis (Analysis Path) utilizing the SPSS program. The results of this study indicated that budgetary participation had no positive influence on organizational commitment; understanding of the accounting system had a positive effect on organizational commitment; organizational commitment did not have a positive effect on the performance of local government apparatuses; budgetary participation did not impact positively on the local government apparatuses performance; understanding of the accounting system positively effected the performance of local government apparatuses; participation in budgeting did not have a positive effect on the local government apparatuses performance through organizational commitment; while understanding the accounting system had a positive impact on the local government apparatuses performance through organizational commitment.

This paper explores the key facts of residents' participation in local development projects and activities. Analysing in what ways indifferent residents pay attention to local issues and participate in local activities, this paper aims to suggest the effective ways of residents' participation for local capacity building. By in-depth interviews with active participants in local projects, this paper elucidates three key facts for boosting residents' participation: first, the approval of community about what they have done in community: second, social networking which contains full of trust and solidarity: third, the effort to coincide their personal interest with their local issues.

This study is a case study focusing on the residents' participation and satisfaction in the promotion of rural development projects under the Block Grants System in Buyeo. Along with changes in the way to support rural development projects, it requires the autonomy, responsibility, creative planning etc. in the municipal governments and the active participation of local residents for the effective development in rural areas. The purpose of this study is to suggest some policy implications by analyzing the relationship between the level of participation of local residents and residents' satisfaction in rural development projects. This study explained the background and characteristics of rural development projects under the Block Grants System, and also reviewed the theoretical literature on the residents' participation and satisfaction, including the survey of the local residents. For this study, we selected some variables, and then divided into the participating groups such as the resident representatives, the development committee and the local residents. Finally, using statistical method we analyzed the level of participation and satisfaction of the local residents in rural areas.

This work was designed for the Green Fund Aid 2004 of Korea Forest Service. It won the prize and has been constructed. We can have an opportunity to play a leading role in improving partnership with participation of local communities, promoting environmental education, and enhancing the environmental quality by constructing biotops in urban areas where energy flow in the ecosystem is not balanced. This design includes 'citizen participation process' and 'local community partnership' that is expected to promote local community participation in the process of design. This work suggests that biotope construction with citizen involvement and community partnership plays an important role not only in design items but also in the revitalization of local community. This sort of design process could not be fully achieved without cooperation with stakeholders - environmental specialists, local authorities, relevant societies, schools, teachers, parents of students.

As the citizens have the high level of knowledge and information in this society, they tend to participate the local government adminstration in various methods. The purpose of this study is to review the citizen participation programs which have been applied in local government administration, to determine the appropriate citizen participation programs for public libraries, to survey the Korean public libraries' citizen participation programs through the questionaries which have been developed and analyze the data, and to propose the success strategy of citizen participation programs in the public libraries. Also, tips for the efficient and dynamic public library administration by the citizen participation programs were provided based on inadequacies and other findings revealed through this study.
