This paper presents a modified mean curvature diffusion filter to smooth speckle noise in images. Mean curvature diffusion filter has already shown good results in reducing noise in images while preserving fine details. In the mean curvature diffusion, the rate of smoothing is controlled by the local value of the diffusion coefficient chosen to be a function of the local image gradient magnitude. In this paper, the diffusion coefficient is modified to be controlled adaptively by local image surface slope and heterogeneity. The local surface slope contributes to preserving details (e.g.edges) in image and the local surface heterogeneity helps the smoothing filter consider the amount of noise in both edge and non-edge area. The proposed filter's performance is demonstrated by quantitative experiments using speckle noised aerial image and TerraSAR-X satellite image.

This paper proposes a real-time application of rationalized Haar transform which is based on the local rationalized Haar transform, local operational matrix and local delay operational matrix. This approach let a general sampling time be used by introducing a scaling factor. In the existing method of orthogonal functions, a major disadvantage is that process signals need to be recorded prior to obtaining their expansions. This paper proposes a novel method of rationalized Haar transform to overcome this shortcoming. And the proposed method is suitable for the analysis of linear systems. The proposed method is expected to the applicable to the adaptive control which demanded to the real-time applications.

This paper is represented a general equations to obtain the elastic local buckling stresses for the flange and web of H-beam under compression at elevated temperatures and is also developed the software to perform the elastic local buckling analysis at elevated temperatures. Eurocode3 Part 1.2 are used to analyse the decrease in steel yield strength and elastic modulus at elevated temperatures. For design examples of 6 H-beams, the elastic local buckling stresses and critical temperatures for the slenderness ratio $(b/t_f\;and\;d/t_w)$ of the flange and web under uniform compression at elevated temperatures have been analysed by a computer program of this paper. It can be seen that the computer analytical results of this study show a good agreement with the experimental results by Wadee.

In this paper, we point out the problem of guard band between wireless local loop and wireless LAN, review technologies of wireless local loop, and analyze radio interference between wireless local loop and wireless LAN. The contents of this paper are helpful to make a rule for technical specifications of wireless local loop facilities.

It is required for UGV(Unmanned Ground Vehicle) to have a LPP(Local Path Plan) component which generate a local path via the center of road by analyzing binary map to travel autonomously unpaved road in rough environment. In this paper, we present the method of boundary estimation for unpaved road and a local path planning method based on RANGER algorithm using the estimated boundary. In specially, the paper presents an approach to estimate road boundary and the selection method of candidate path to minimize the problem of zigzag driving based on Bayesian probability reasoning. Field test is conducted with scenarios in rough environment in which bush, tree and unpaved road are included and the performance of proposed method is validated.

This paper investigates the evolution of 'inter-firm' technology transfer in the Thai automobile industry, which has gradually been integrated into global production network of some specific automotive models(one-ton pickups). This paper discusses the linkage between the role of automobile assemblers in transferring technology and the way their strategic changes bring about heightened demands on the technological capacity of suppliers and the contents of technology transfer. With higher competition at the global level, local suppliers are required to improve their technical and managerial skills, especially in the area of 'product engineering' capability. The authors examine the ways local firms have adapted to these changes in their environments, as well as the ways they utilize inter-firm relationship with automobile assemblers as a means to improve their own technological capabilities. The dynamic process of capability formation in local parts firms, through intensive efforts and learning inducements brought about by inter-firm relationships, are also discussed.

The purpose of this paper is to find out the set of the factors influencing on the successful voluntary consolidation among local governments. This paper considers the voluntary consolidation as a kind of coordination mechanism and institutional collective action process between local governments, and identifies the configurations of the causal factors influencing the voluntary consolidations by applying the fuzzy-set analysis. It is found that the sets of the causal factors which include political and economic homogeneity factors in the region, and interlocal political, economic, and social homogeneity factors, and prior consolidation experience between regions have positive effects on the consolidations. Also, it turns out that interlocal homogeneity and conformity between regions should be considered significantly for institutionalization which supports the consolidation between local entities.

This paper has been studied the design of 16-QAM demodulator used in broadband wireless local loop subscriber station. In B-WLL systems, transmission signal experience the inter symbol interference(ISI) due to multipath, frequency offset of RF/IF local oscillator and phase offset. In this paper, we discuss the effective data recovery algorithm for 16-QAM demodulator to compensate the distorted signal from ISI, frequency offset and phase offset.
