A study on the Application of Housing Welfare Service in Self-sufficiency Assistance Program (자활분야의 주거복지서비스 변화와 함의)

  • Housing benefits service that was implemented according to the National Basic Livelihood Security Act in 2002 has been changed with the enactment of "Housing benefits Law"(2014.1.24). Though the service was conducted for 13 years to improve the living environment of recipient households and create self-supporting jobs for low-income, there was a limit to ensure the efficiency due to variations in the administrative act and implementation in local governments. For that reason, the sales account and the profits of self-supporting enterprises and their cooperative in housing welfare sector that played a pivotal role had gone through many ups and downs and that is why the national coalition of self-supporting enterprises that were newly formed are forced to take self-effort and play a leading role for the improvement of future beneficiaries' satisfaction, namely to develop the level of service to keep the decent jobs consistent for low-income while responding institutional policy change and the demands for improving the home-amelioration system. Accordingly, this article has attempted to supplement existing research on housing-benefits service and determine how the field can keep pace with the new institutional environment. As a result, first, Central self-supporting enterprises provide high specialized-quality services to low-income families, second, central self-supporting enterprises induce to transition customized service agencies for improving the quality of residential housing benefits, Third, Housing self-supporting enterprises should correspondence with institutional change through the provision of explicit guidelines in relating to housing-service amelioration, the last, business practical process shall be accompanied by a consistent basis for innovative and procedural standards.

The Big Data Analytics Regarding the Cadastral Resurvey News Articles

  • With the popularization of big data environment, big data have been highlighted as a key information strategy to establish national spatial data infrastructure for a scientific land policy and the extension of the creative economy. Especially interesting from our point of view is the cadastral information is a core national information source that forms the basis of spatial information that leads to people's daily life including the production and consumption of information related to real estate. The purpose of our paper is to suggest the scheme of big data analytics with respect to the articles of cadastral resurvey project in order to approach cadastral information in terms of spatial data integration. As specific research method, the TM (Text Mining) package from R was used to read various formats of news reports as texts, and nouns were extracted by using the KoNLP package. That is, we searched the main keywords regarding cadastral resurvey, performing extraction of compound noun and data mining analysis. And visualization of the results was presented. In addition, new reports related to cadastral resurvey between 2012 and 2014 were searched in newspapers, and nouns were extracted from the searched data for the data mining analysis of cadastral information. Furthermore, the approval rating, reliability, and improvement of rules were presented through correlation analyses among the extracted compound nouns. As a result of the correlation analysis among the most frequently used ones of the extracted nouns, five groups of data consisting of 133 keywords were generated. The most frequently appeared words were "cadastral resurvey," "civil complaint," "dispute," "cadastral survey," "lawsuit," "settlement," "mediation," "discrepant land," and "parcel." In Conclusions, the cadastral resurvey performed in some local governments has been proceeding smoothly as positive results. On the other hands, disputes from owner of land have been provoking a stream of complaints from parcel surveying for the cadastral resurvey. Through such keyword analysis, various public opinion and the types of civil complaints related to the cadastral resurvey project can be identified to prevent them through pre-emptive responses for direct call centre on the cadastral surveying, Electronic civil service and customer counseling, and high quality services about cadastral information can be provided. This study, therefore, provides a stepping stones for developing an account of big data analytics which is able to comprehensively examine and visualize a variety of news report and opinions in cadastral resurvey project promotion. Henceforth, this will contribute to establish the foundation for a framework of the information utilization, enabling scientific decision making with speediness and correctness.

The Distributional Characteristics of Organic Farming in South Korea (한국의 유기농산물 생산의 지역적 분포 특성)

  • This paper has examined the origin of organic fanning, its development stages, its certification program, and its distributional characteristics in South Korea. Organic agriculture in South Korea originated in the late 1970s as several organic farmers' associations started to be formed. However, the certification of organic farm products, based upon the Codex guideline on organic produce as well as the FAO/WHO find standards, was not institutionalized with the year 2001. A majority of organic products are currently certified as farm products grown with low chemical input. Vegetables grown without any chemical input occupy the largest proportion of the certified produce, while fruits take the smallest. The average size of farms practicing organic agriculture is 0.88 hectare, smaller than the scale of conventional farms being 1.39 hectare. These organic farms are concentrated in Gyeonggi, Chungcheongbuk, and Jeju Province, where organic farmers' associations were first founded. The roles of those associations not only in developing and extending organic farming techniques but also in promoting organic agriculture to consumers were most critical in the regional development of organic farming. It would be desirable for local governments to promote organic farming in tandem with a whole environmental movement.

Spatio-Temporal Patterns of Extreme Precipitation Events by Typhoons Across the Republic of Korea (태풍 내습 시 남한의 극한강수현상의 시.공간적 패턴)

  • In this study, spatio-temporal patterns of extreme precipitation events caused by typhoons are examined based on observational daily precipitation data at approximately 340 weather stations of Korea Meterological Administration's ASOS (Automated Synoptic Observation System) and AWS (Automatic Weather System) networks for the recent 10 year period (2002~2011). Generally, extreme precipitation events by typhoons exceeding 80mm of daily precipitation commonly appear in Jeju Island, Gyeongsangnam-do, and the eastern coastal regions of the Korean Peninsula. However, the frequency, intensity and spatial extent of typhoon-driven extreme precipitation events can be modified depending on the topography of major mountain ridges as well as the pathway of and proximity to typhoons accompanying the anti-clockwise circulation of low-level moisture with hundreds of kilometers of radius. Yellow Sea-passing type of typhoons in July cause more frequent extreme precipitation events in the northern region of Gyeonggi-do, while East Sea-passing type or southern-region-landfall type of typhoons in August-early September do in the interior regions of Gyeongsangnam-do. These results suggest that when local governments develop optimal mitigation strategies against potential damages by typhoons, the pathway of and proximity to typhoons are key factors.

The dental status of foreign workers in the pocheon city and the analysis of their oral health behavior (포천시 외국인 근로자의 구강건강행태와 치과진료 이용실태)

  • Objectives : The purpose of this study on the oral health behavior of foreign workers and dental care in the community is to identify actual oral health conditions of immigrated labors, to promote their oral health and to gather basic data providing them with proper oral health services Methods : Based on previous studies, The researchers wrote their own surveys in English, in Vietnamnese, in Tagalogue, in Thai. Making questions on the paper to 114 foreign workers in Pocheon, Gyeonggi-do were surveyed. Using the program SPSS 17.0 for Windows, the collected data were analyzed. The frequency analysis, the chi-square analysis and the correlation analysis was performed to recognize their relevance between the oral health status and the actual oral care and the subjective perception of oral health. Results : General characteristics of the foreign workers is the overwhelming majority of male demographic 78.9%. By age, 20-29 years of age accounted for 50%, and duration of stay in the city is less than 3-5 years to 68.4%, It was most common. The percentage going to the dentist when teeth hurt is although 56 percent. But the ratio to endure the pain without going to the dentist, was 44%. The main reason to not go to the dentist was the time 55.2% and cost 11.9%. A mere 9.6% of respondents knew about the free dental care and used. 67.5% of them was not aware of the free dental care agency, 59.6% were keen to use the free care. However, 40.4% did not want a free dental care because they did not have the time(26.3%), the distance is far away(3.5%), and difficulties in communication(3.5%) and the other(66.7%). Conclusions : The major percentage of the other reason(66.7%) why they did not want to go to free dental service, must be specifically identified. For the activation of free dental services, the active support of central and local governments is needed. By focusing on health-related departments of the University in the community, it is necessary to operate the program of the oral health care for foreign workers.

The Effect of Sociological Characteristics and Oral Health Behaviors on Oral Health Index in Korean Elderly (한국 노인의 인구사회적 특성과 구강보건행위가 구강보건지수에 미치는 영향)

  • The purpose of this study was to evaluate oral health status using oral health index in the elderly population and determine methods for improving oral health status. The date collected from 'The fifth korean national health and nutrition examination survey 2010' was analyzed in this study. The subjects included in this study were 712 elderly people, aged 65 years or older and who had completed the oral examination, health questionnaires and nutrition examination. Statistical analysis was done using the SPSS 19.0 for Windows. We determined Frequency analysis and multiple regression analysis. General characteristics and oral health behaviors showed differences in number of teeth associated with as male, the lower age, as dong, the higher education level, the lower smoking, the more use oral health goods, in DMFT associated with the lower age, the lower income level, the higher education level, in FS-T associated with as female, the higher income level, the more use brushing, in T-Health associated with as male, the lower age, as dong, the lower smoking, the more use oral health goods, in CPI associated with as male, the lower age, as dong, the lower smoking, the more use oral health goods. In conclusion, oral health behavior have effect on oral health index, in order to improve the quality of life and promote oral health of the elderly, oral health education system should be organized. Local governments should be supported active and various oral health program for the elderly.

Estimation of Economic Impacts of SARS Disaster to Tour Demands of Four Major Countries in Korea

  • Potential risks of communicable disease outbreaks have significantly increased in the era of global society. However, contingency planning of local governments for communicable diseases is not prepared to the proper level in various governmental sectors of many countries. Human being has been remarkable advances in medical science and public health. However, Severe Acute Respiratory Syndrome (SARS) still remains as a very dangerous transmissible disease that has great potential to create catastrophic consequences of casualties. The SARS outbreak between November 2002 and July 2003 resulted in 8,096 known infected cases and 774 deaths with a mortality rate of 9.6% worldwide (WHO, 2004). It is regarded as one of the human health disasters. Since about sixty-six percent of total SARS cases in the world were reported in People's Republic of China, Korean tour industry was significantly affected as a neighboring country. The objective of this research is to investigate major factors of Korea entry data sets, and to analyze economic impacts of Korean tour business interruption due to the period of SARS outbreak with tourist cases of four countries: Japan, U.S.A., China, and Taiwan. Results from this research show the seasonal and long-term trends of entry data sets of four countries, and direct and indirect impacts of SARS to Korean tour industry.

On Characteristics of Surface Ozone Concentration and Temporal.Spatial Distribution in Kwangyang-Bay (광양만권의 오존농도 특성과 시.공간적 분포)

  • In order to understand the characteristics of surface ozone concentration and high $O_3$ concentration days, regional data from seven air quality monitoring stations which were operated by local governments were analyzed Regional characteristics of $O_3$ concentration were analyzed with the data of $O_3$ concentration and the characteristics of $O_3$ generation and weather conditions by the selection of the days in which the concentration was higher than 80 ppb. In the case of daily variation, the lowest $O_3$ concentration was shown in all regions from 7am to 8am and the highest around at 4 pm. The monthly variation of mean $O_3$ concentration and ${\Delta}O_3$ values revealed a reducing pattern in July and August following the peak in June, and again a gradual increasing trend in September and October. The result shows that the amount of ozone is dependent on photochemical reaction. The days of $O_3$ generated more than 80 ppb in the region of Gwangyang-bay were 544 days(1,760 hrs). The frequency of occurrence in the region revealed a strong pattern with the order of Samil-dong, Jinsang, and Gwangmu-dong stations in the Gwangyang region. However, Tein-dong, which is the nearest station to air pollution material generation source, showed the lowest frequency in the study area. Consequently, the meteorological parameters which can easily generate the high concentration of $O_3$ in the region of Gwangyang-bay are characterized as follows; atmospheric temperature which is higher than $19^{\circ}C$, relative humidity with the range of $60{\sim}85%$, the less average wind velocity than 5 m/s, cloud cover which is less than 5/10, and the more duration of sunshine than 8 hours.

  • In 2005, Urban railway seismic design was introduced in Rep. Of Korea, and many studies on seismic performance evaluation and reinforcement methods were conducted. In accordance with the Enforcement Decree of the Earthquake Disaster Countermeasures Act issued in March 2009, during April 2010 to October 2013, some of local governments established detailed evaluation and reinforcement measures for seismic performance of the urban railway underground structure. Afterwards, the seismic performance reinforcement of the existing urban railway structures was conducted for the sections that a long period of used until the end of 2018, and the reinforcement works are carried out by various methods using the previously studied methods. However, various reinforcing materials and construction methods using have been studied, but the classification research on the construction methods currently applied to reinforcement construction of urban railways is insufficient. The purpose of study is to analysis the cases currently applied to seismic reinforcement construction and to show the characteristics of each construction method, the reasons for its application and problems.

A Study on the Policy Proposal for the Revitalization of Small Libraries in the Residential Communities in Gyeonggi-do (경기도 공동주택단지 내 작은도서관 활성화를 위한 정책 제안 연구)

  • In Gyeonggi-do(province), where the largest number of small libraries are located in Korea, 42% of small libraries are located in apartment complexes. However, as libraries established under legal obligations are managed and operated on voluntary will, there have been numerous ongoing cases of temporary closure or permanent shut down. To revitalize small libraries in apartment complexes, it is reasonable to seek ways to revitalize them through the role of the central point of the village community in the complex. To that end, this study surveyed the current status of small libraries in Gyeonggi-do, a survey of small library operators and related persons in apartment housing complexes and similar residential communities in Gyeonggi-do and 31 cities and counties. Based on this, this study was intended to derive practical measures to revitalize the operation and preservation of small libraries in such residential communities. Four goals were set to improve community awareness of small libraries, cultivate self-operating abilities, improve laws and systems, and strengthen support for local governments. Research needs to be carried out not only for small libraries in apartment complexes in Gyeonggi-do but also for the continued development of other small private libraries.
