How to Keep the Sustainability of the Landscape Resources of the East Coast in South Korea

  • The purpose of this study is to present the conditions and methods for keeping the sustainability of the landscape resources of the East Coast of Gangwon province, the Republic of Korea by investigating the landscape resources management in the area and pointing out its problems. The unit of analysis in this study is four cities and two counties located along the national road route seven in Gangwon province. The classification and characteristics of the landscape resources in this area was analyzed by a literature review, and we surveyed the tourists visiting the area and statistically analyzed the data in order to examine their satisfaction with the landscape resources management and make recommendations. The problems of the landscape resources management are: 1) the disturbance of the persistence of life by reclamation, the population reduction in the ecosystem due to the overload in environmental capacity, and the severance of space between land and water. 2) the reduction of the benefits from indirect experience by interfering with the conservation of fluxes --- the manipulation of horizontal arrangement of the landscape resource, the visual disturbance by the construction of high-storied buildings, and the disharmony between the color/image and the environment. The means for keeping sustainability of the landscape resources include the regulations of development and use, the change in the recognition of the value of landscape resources and the moral system, and the improvement of resource management skills.

  • This paper shows an implementation and management result of wireless networks based security light control system, which performs a great role in protection of pedestrians and prevention of crime. Conventional security light units have severe limits in confirmation and inspection of security light unit failure, like wilful damage by someone or failure by influence of other equipment or failure by spontaneous heat-increase, and so on. In addition, local government offices are responsible for maintenance of security light units and as a matter of fact, most of civil complaints are about security light units. It is an obvious that the existing security light maintenance system reaches the limit and the security light maintenance problem is a difficulty of local government. Therefore, efficient security light control system is needed, which enables central control and intelligent maintenance. Moreover, the system has to be easy to control and has to be stable. In this study, wireless sensor network based security light control system is implemented, which is independent of programming language and platform, and which is simple to control and extend the system. The proven protocols, HTTP and SOAP, are utilized in order to improve the system reliability. This paper shows the excellence of our proposed system by implementing and operating it in real environment.

Access, Skills and Constraints of Barangay Officials towards the Use of Information and Communications Technology (ICT)

  • The study determined the access, skills and constraints towards the usage of ICT among barangay officials. A complete enumeration technique was used due to the small size of the population. A total of 121 barangay secretaries and barangay treasurers comprised the study respondents. The findings revealed that most of barangay officials have access to personal computer at home and in the office using their own mobile data and office internet connectivity. With the support from the Local Government Unit (LGU), it was found that most of the respondents are advance and proficient in computer usage. As constraints to ICT usage, the study respondents still experienced slow internet bandwidth that makes connection and communication weak along with the low income status. Consequently, it was found that there were no significant differences in terms of skills and constraints among barangay secretaries and barangay treasurers towards using ICT. It can be concluded that study respondents prefer to use office computer to access the information they need due to the convenience and availability of resources. The study respondents were competent enough to handle their job well but listed slow internet and low financial resources may hamper their ICT usage. Research implications were also offered.

Examining Relationship among Intellectual Capital, Internal Collaboration, External Collaboration and Distribution Performance

  • Purpose: This study aims to examine the effect of intellectual capital on both internal and external collaboration and its impact on distribution performance enhancement in public sector. Research design, data, and methodology: The study applied quantitative approach with the help of AMOS Structural Equation Modelling. The unit of analysis is the Indonesian local government. The research involved 430 leaders from local government agencies as respondents. Results: This study found that intellectual capital positively influences both internal and external collaboration as well as distribution performance. Furthermore, the current research confirms the different effect of internal collaboration and external collaboration on distribution performance; internal collaboration positively affects distribution performance, while the external one does not. Eventually, internal collaboration mediates the indirect effect of intellectual capital on distribution performance, whereas the external collaboration does not. Conclusions: This study strengthens and complements the lean stream by confirming the role of intellectual capital as critical antecedent of internal collaboration, external collaboration, and distribution performance. Moreover, this research underlines the critical role of internal collaboration as the intercourse which supports distribution performance enhancement in public sector. Lastly, the study highlights the benefits of external collaboration in distribution practice if appropriately and wisely managed.

Impact of Quarrying Activities on the Surrounding Vegetation in Ogun State, Nigeria

  • Quarrying of rock for construction purposes is a significant industry in any economy but has its negative impact. This study examined the impact of quarry activities on surrounding vegetation in Ogun State. Geographic Information System approach was used to map the various quarry locations present in different Local Government Areas in Ogun State; of which eight sites were selected namely Isara, Idode, Iwaye, Ogbere, Ilagbe, Adelokun Baaki Ake and Igodo. Vegetation composition analyses were carried out on the eight sites using Haga Ultimeter and chlorophyll content analysis. Data were subjected to descriptive and inferential statistics using SAS package (9.4 version). Sixty quarries were identified with Odeda Local Government Area (38.3%) having the highest percentage of quarry. The vegetative compositions analyses showed that Albizia zygia had the highest frequency (7) among identified plants in the quarries. The chlorophyll content of Albizia zygia in the wet season (492.2 mg Chl/m2) was significantly higher than dry season (464.4 mg Chl/m2) in all locations. However, Baaki Ake (Albizia zygia) chlorophyll content was highest among other locations in both seasons. In conclusion Albizia zygia showed highest resistance to quarry activities, hence common among other plants identified around the quarries.

지방자치단체 기록관리기준표의 개선방안에 관한 연구 - 건설건축분야를 중심으로 - (A Study on Improving Records Management Standard Tables for Local Governments: Focused on the Construction and Architecture)

  • 본 연구는 9개 도 지자체 "기록관리기준표"의 현황을 조사 분석하고 향후 지자체 "기록관리기준표"의 단위과제 및 보존기간 설정을 위한 개선방안 제시를 목적으로 진행하였다. 이를 위해 문헌연구, 사례연구, 전문가 평가 방법을 이용하여 국내의 공공기록물 체계와 지자체의 기록물 평가체계를 조사하고 사례연구를 통해 9개 도 "기록관리기준표" 대기능 '건설건축'을 대상으로 단위과제와 보존기간의 현황 조사와 3개 도 이상에서 사용되고 있는 단위과제와 보존기간을 비교분석을 진행하여 단위과제와 보존기간의 특징과 문제점을 도출하였다. 사례연구를 통해 얻은 결과를 바탕으로 새로운 단위과제와 보존기간을 개발하였고 실무자와 전문가를 대상으로 전문가 평가를 진행하여 최종적으로 수정 설계안을 제시하였다. "기록관리기준표" 대기능 '건설건축' 수정 설계안으로 4개의 중기능 항목과 4개 도이상 운영되고 있는 소기능 18개 항목, 47개의 단위과제 항목을 제시하여 총 69개의 항목을 전개하였다. 본 연구는 향후 지자체 공공기록물의 독자성과 고유성, 기관의 업무 기능과 조직에 근거한 "기록관리기준표" 제정을 위한 참고 지침으로 활용될 수 있을 것이다.

지역의 탄소중립 전략을 위한 정주 및 생산공간에서의 탄소배출 특성 분석 -경상남도 지역을 대상으로- (Regional Carbon Emissions Analysis in Settlement and Production Space for Local Government Polices - Focused on Gyeongsangnam Province -)

  • Local governments play a critical role in achieving carbon neutrality and reducing national carbon emissions. To manage carbon emissions effectively, it is essential for local governments to analyze regional carbon emissions. In this study, we developed a model for estimating carbon emissions based on land use and analyzed regional characteristics of carbon emissions to suggest policies for achieving carbon neutrality at the regional level. Our model for calculating carbon emissions is based on an analysis of the activities that contribute to carbon emissions for each land use, and we established the spatial scope of carbon emission calculation. We applied this model to the cities and counties in Gyeongsangnam province, calculating carbon emissions from settlement and agricultural production activities and comparing regional characteristics of carbon emissions. Our analysis showed that areas with larger populations generally produced higher emissions in all categories, but we observed different results in terms of unit emissions, emissions divided by area, population, and household. Based on these findings, we propose policies such as increasing the generation of new and renewable energy using public institutions, promoting the conversion to cleaner cooking and heating energy sources, and encouraging the adoption of eco-friendly automobiles on roads. We believe that our analysis of the spatial and regional characteristics of carbon emissions can help local governments establish effective policies for reducing carbon emissions in their regions.

친환경 농업기술의 발전방향 (Prospective of Sustainable Agriculture in Korea)

  • Over the last three decades, Korean farming system has been directed to maximum agricultural production and to increase farmer's income through adoption of high-yielding crop varieties and high input of agrochemicals . These farming practices have resulted in problems of water-quality deterioration, soil degradation , and food safety. At present, over 40 million tones of animal waste are bing produced annually, which amounts to disposing the waste at the annual rate of 20 tones per ha in the total area of farming land in Korea. Nearly a half of total available water resources is used as irrigation water predominantly for rice paddy field. Thus, non-point source contamination of the water resources has been linked to agriculture across the nation. However, the extent to which agriculture contributes to the water quality is not fully known. Recently, Korean government provided various institutional measures to reduce the negative impacts of agricultural practices on the environ ental quality, and the Agricultural Environment Act was also passed by the legislature in 1998 and became effective January 1999. This Act does not cover the broad spectrum of the sustainable agriculture ; thus, the limited incentives within this Act are arguably ineffective to control the non-point source pollution. Recently new bulk blending of fertilizers(BB fertilizer) are bing produced (100, 000 tones in 1998) with Government subsidies. The BB fertilizers are to balance N-P-K ratio in the soils . Although the use of the BB fertilizers are encouraged with Government subsidies, non-point source pollution is still serious and will become worse. Precision farming is regarded as a new means for sustainable agriculture. It is a new technology that modifies the existing techniques and incorporates new one such as GIS, GPS , differential applicator to produce a new set of tools for the farmer to use. Precision farming, however, has constraints for individual farming practices. For exam le , farm size or parcel unit of each farmer is too small to adopt the precision agriculture on farmhouse-hold bases and farmer's ability to adopt the new technology is limited. However, it would be appropriate to establish local or regional cooperatives to operate such a precision farming system. It is recommended that Government provide sufficient incentives to help establish local and/or regional cooperatives.

필리핀 농촌개발정책의 추진과정에 있어서 분산성과 통합을 위한 조정시스템의 평가 (An Evaluation of the Coordinating Systems of the Rural Development Policies (RDP) in the Philippines)

  • 농촌개발에 관한 정책영역이 농촌공간 단위의 농업정책과 비농업정책을 포괄하는 방향으로 진행됨에 따라 관련된 농촌개발주체는 분산, 다기화되어 있다. 필리핀의 경우 농촌개발과 관련된 중앙정부의 관련부처는 상대적으로 세분화되어 있으며, NGO 등의 관련기구도 많은 편이다. 또한 필리핀의 지방행정계층의 수도 다른 나라에 비하여 상대적으로 많다. 이는 중앙정부 부처간, 중앙부처와 NGO 및 중앙정부와 지방정부간의 조정을 어렵게 하는 요인으로 작용한다. 한편, 지방정부 레벨에 있어서는 농촌개발과 관련된 관련주체간의 조정시스템에 관하여 지방정부법(1991)에 상세한 규정을 두고 있으나, 실제적인 작동의 면에서 한계를 가지고 있다. 특히, 필리핀의 농촌개발과 관련된 지방단위의 관련주체의 역량은 충분히 함양되지 못하고 있는 상황에서 주민과 NGO의 농촌개발에 대한 참여(민주성)를 매우 중시하고 있다. 필리핀 농촌의 발전을 위해서는 관련 주체들의 분산도를 감소시키고, 주체간의 통합성의 증진을 위한 노력이 필요하며, 관련 개별주체의 역량강화와 효율성에 입각한 조정체계의 정립과 전략이 절실히 요구되고 있다.

재난안전마을 구축을 위한 의식조사 연구 (A Study on the Consciousness Survey for the Establishment of Safety Village in Disaster)

  • 연구목적 : 본 연구는 유사 유형의 재난으로 반복적인 피해가 발생하는 농촌지역에 재난안전마을을 구축하기 위해 전문가 및 지방자치단체 재난안전 담당자 의식조사를 통해 구축방향을 검토하고자 함이다. 연구방법 : 본 연구를 수행하기 위해 농촌지역의 재난 위험성을 살펴보고 마을단위의 대책 중 면단위의 대책인 재난안전마을에 대한 개념 및 특성을 검토하였다. 또한 지방자치단체 담당자를 대상으로 의견조사와 재난안전 및 마을만들기 전문가를 대상으로 설문조사를 실시하였다. 이를 바탕으로 농촌지역 특성에 맞는 재난안전마을 구축 방향을 검토하였다. 연구결과 : 본 연구의 결과에서 지방자치단체 담당자 의견을 살펴보면 농촌지역은 폭설, 태풍, 호우 등의 풍수해와 산불에 의한 위험성이 높다고 응답하였고 농민의 주 업무로 인해 재난관리활동의 자발적인 참여가 어렵다고 응답하였다. 향후 개선대책에는 농촌지역 주민의 지원 및 참여가 적극적으로 이루어져야 한다고 응답했다. 전문가의 의견을 살펴보면 재난안전마을 사업의 문제점은 단발성 공모사업 위주로 사업이 지속성이 떨어진다는 의견이 가장 높았으며 애로사항은 중앙, 지자체, 주민의 연계성이 부족하다고 응답하였다. 또한 적절한 예산확보방안은 정부, 지자체, 주민이 함께 추진해야한다고 응답하였으며 사업추진체계 방향은 중앙정부, 지자체, 주민이 함께 추진해야한다고 응답하였다. 결론 : 본 연구에 대한 결과는 다음과 같다. 첫째, 재난유형 및 특성을 고려한 재난안전마을이 구축되어야 한다. 둘째, 농촌지역 재난안전마을 구축 및 운영 시 중앙정부뿐만 아니라 지방정부, 마을 조성 기금까지 활용할 수 있는 예산확보 방안이 마련되어야 한다. 셋째, 농촌지역 재난안전마을 구축 후 지속적으로 운영 및 관리를 위해 재공인제도 등 장기적으로 활용할 수 있는 방안이 마련되어야 한다. 넷째, 농촌지역 주민이 재난안전마을 구축을 위한 활동에 적극적으로 참여할 수 있는 세부적인 대책이 마련되어야 한다.
