설명 가능한 인공지능을 이용한 지역별 출산율 차이 요인 분석 (Analysis of Regional Fertility Gap Factors Using Explainable Artificial Intelligence)

  • Korea is facing a significant problem with historically low fertility rates, which is becoming a major social issue affecting the economy, labor force, and national security. This study analyzes the factors contributing to the regional gap in fertility rates and derives policy implications. The government and local authorities are implementing a range of policies to address the issue of low fertility. To establish an effective strategy, it is essential to identify the primary factors that contribute to regional disparities. This study identifies these factors and explores policy implications through machine learning and explainable artificial intelligence. The study also examines the influence of media and public opinion on childbirth in Korea by incorporating news and online community sentiment, as well as sentiment fear indices, as independent variables. To establish the relationship between regional fertility rates and factors, the study employs four machine learning models: multiple linear regression, XGBoost, Random Forest, and Support Vector Regression. Support Vector Regression, XGBoost, and Random Forest significantly outperform linear regression, highlighting the importance of machine learning models in explaining non-linear relationships with numerous variables. A factor analysis using SHAP is then conducted. The unemployment rate, Regional Gross Domestic Product per Capita, Women's Participation in Economic Activities, Number of Crimes Committed, Average Age of First Marriage, and Private Education Expenses significantly impact regional fertility rates. However, the degree of impact of the factors affecting fertility may vary by region, suggesting the need for policies tailored to the characteristics of each region, not just an overall ranking of factors.

  • Purpose - This study aims to seek various plans to maintain the advancement of the overseas and domestic employment scenario through a case analysis of the Japanese industry, which maintains domestic employment while promoting the overseas advancement of companies despite having a similar industrial structure as Korea. The study further intends to derive insightful implications for Japanese manufacturing companies and government policies. Research design, data, and methodology - We selected four companies from the Japanese manufacturing industry. Being companies that were successful in increasing the domestic employment scenario while advancing in overseas markets. We utilized several secondary data sources including Japanese newspapers and report literature. Results - Previous studies have shown a negative relationship between Foreign Direct Investment (FDI) or offshoring and domestic employment. However, our results showed this relationship with respect to the Japanese manufacturing industry as follows: 1. FDI for developing overseas markets does not decrease domestic production. If Japanese companies change their strategy from exports to overseas production, there will be a consequent decrease in domestic employment of Multinational Enterprises (MNEs). However, the local production that plans the sales expansion of a foreign market does not substitute domestic production. 2. Several case studies illustrate that, as the production of final goods is expanded in foreign countries, there is a corresponding increase in the export of intermediary goods from Japan. In this case, if the production process of Japanese companies is promoted in foreign markets, the amount of exported material and parts from Japan will consequently increase. 3. It is difficult to consider that the establishment of subsidiary companies in foreign countries by manufacturing companies for wholesale, retail, and services decreases domestic employment. This is because the international development of these industries needs expatriates, expatriate training organizations, and research and development (R&D) activities. 4. When there is overseas demand, the growth of local management activities is expected to increase the work of the overseas business department in the head office in Japan, if competitiveness can be secured for better localization and management speed. 5. The conversion of the domestic manufacturing industry into high value-added production is necessary. The relocation of domestic production to foreign markets decreases domestic employment. To prevent this, the upgradation of domestic production bases, including high value-added production, and R&D capability need to be strengthened. Technology-based companies must develop new technology, patents, processes, and so forth, which require extensive human resources for R&D. Conclusions - Domestic medium-sized companies that are capable of consistently supplying high value-added products should be actively encouraged to deploy into and develop overseas markets. Further, this paper considers the necessity of a guidance policy that provides suggestions for overseas deployment, by the initiation of the government, to companies that cannot do so due to the lack of foreign experience or decisions by the CEO, despite having the relevant capability and technologies to supply high value-added products.

  • 본 연구는 글로벌 금융위기로 인해 발생한 국내 경기침체에 따른 범정부적 민생안정 대책의 일환으로 일자리를 통해 취약 계층의 생계를 지원하고 어려운 지역상권의 소득을 증대시켜 지역경제 활성화를 도모하기 위하여 시행하는 정부 정책 중에 하나인 상품권 발행(온누리, 희망근로, 지역상품권)이 보다 효율적이고도 적절한 정책적 운영이 가능하도록 하는데 초점을 맞추고자 한다. 특히, 지역상권의 대다수를 차지하고 있는 전통시장을 포함한 중소유통업자들에 대한 단기 처방전이 아닌 지역상권의 경쟁력 제고의 방안으로 연결될 수 있는 단초를 제공하고자 한다. 이를 통하여 국내 중소유통업을 영위하는 중소상인의 삶의 질 향상과 지역 활성화 제고방안을 연구한다.

폭우재난 대응 사례를 통한 대응체계 개선방안 연구 (A Study on the Improvement of Response System through the Case of Heavy Rain Disaster Response)

  • 연구목적:고용노동부는 근로자의 산업재해 및 건강장해 예방을 위한 업무를 수행하는 주무부처로서 그간 자연재난 중 폭우로 인한 근로자의 안전을 위해 노력을 해 왔으나, 폭우로 인한 사업장 재난을 막기에는 역부족이였다. 이에 따라, 고용노동부에서 폭우재난을 대응했던 실제 사례를 분석하고 대응체계 개선을 위한 방안을 제시하고자 한다. 연구방법: 본부·지방관서·한국산업안전보건공단에서 재난업무를 수행하는 담당자로 구성된 내부 전문가집단과 교수, 컨설팅 대표, 타부처 재난담당자로 구성된 외부 전문가집단과 함께 폭우재난을 대응하기 위해 실시한 비상대응체계, 업종별 자율점검, 사업장 점검, 중대사이렌 활용, 안전관리 및 복구작업 지도 등에 관한 내용을 검토하였다. 연구결과:우선, 상시 연락체계는 수시로 점검이 필요하며, 세부적인 업종별 자율점검표 마련·배포도 필요하다. 또한, 사업장 점검 시 자율점검 이행여부 확인을 해야 하며, 중대재해 사이렌으로 통해 알리는 정보의 가독성을 높일 방안도 필요 해 보인다. 아울러, 안전작업은 도급형태로 이뤄지기 때문에 구체적인 안전지침 마련도 필요해 보인다. 결론:계절적 유해·위험요인으로 인한 근로자의 생명을 보호하기 위해서는 과거처럼 수동적인 대처방법과 달리 이상기후는 돌발상황으로 여겨서는 안되고, 관행적인 틀에서 벗어나 적극적이고 선제적으로 대응해야 할 것이다.

작업환경측정 보고제도 개선 방안 도출을 위한 조사 연구 (An investigation on the Improvement of the Working Environment Measurement Reporting Policy)

  • Objectives: In order to reduce the burden on employers and increase the reliability of measurement results, improvements to the provisions related to the work environment measurement reporting system, such as the current Occupational Safety and Health Act and its Enforcement Rules, are planned. This study aimed to suggest improvements for the work environment measurement reporting system through a survey and Delphi investigation. Method: This survey included workplaces (health managers), national institutions (the Ministry of Employment and Labor) that use the results of the work environment measurement reporting system for policy and supervision purposes, and work environment measurement institutions that enter the results were included. In addition to the survey, we tried to derive results through meetings with stakeholders and expert advisory meetings. Results: It is difficult to abolish or partially improve the reporting system under the Enforcement Regulations of the Occupational Safety and Health Act at this point because the opinions of workplaces, supervisory agencies, and measuring agencies differ in terms of its intended purpose and use. In the case of high-exposure harmful factors (over 50% on the basis of exposure) in the "comprehensive opinion" described in the work environment measurement results table, it is necessary to insert unit of work with exposed harmful factors, exposure factors, and current conditions in checklists or tables so that they can be reflected in government policies. In the case of workplaces that are feared to be highly exposed to substances subject to measurement, it seems desirable to improve them so that industrial health instructors registered with the Korea Safety and Health Agency or local labor offices can provide technical guidance. As an improvement plan to increase the reliability of data and the use of big data, it is necessary to improve the input method for processes and jobs. Conclusion: The laws and regulations of the work environment measurement reporting system are difficult to revise due to a lack of consensus among current stakeholders, but improvements can be achieved by improving the Ministry of Employment and Labor's notifications and other means. In addition, in order to effectively utilize the data from the K2B system, it is necessary to improve the input method for processes and jobs.

폐암 발생 용접공의 유해물질 노출 평가 및 폐암 원인에 관한 고찰 (A Case Report on Lung Cancer Caused by Exposure to Welding Fumes in Korea)

  • The purpose of this case study is to report a case of lung cancer with exposure to welding fumes of welders in Korea and to demonstrate the causal relationship with exposure to welding fumes, especially with nickel and hexavalent chromium. The case is 47 years old, and had been engaged in welding, gas cutting, grinding and gousing on mild, stainless steel and nickel steel for 11 years from 1982 to 1993, and have been engaged in cleaning steel rollers with a cleaning oil in the same work shop since 1993. The level of welding fume exceeded the occupational exposure limit of $5mg/m^3$ established by the Korean Ministry of Labor and American Conference of Government Industrial Hygienists (ACGIH). Especially, detectable hexavalent chromium and nickel was generated during welding, gousing on stainless and nickel steel. However, there was no ventilation systems(local and dilution) and no personal protection. There is several evidence that the past (1983-1993) exposure would be higher than the present. In conclusion, the lung case could be associated with his task including welding, gousing, and this association could be attributed to carcinogenic potential of the nickel and chromium in the fume.

중소기업의 개성공단 및 베트남 직접투자 결정요인 연구 (A Study on Determinants of Korean SMEs' Foreign Direct Investment in Gaeseong Industrial Complex & Vietnam)

  • 본 연구는 중소기업의 개성공단 및 베트남에 대한 직접투자 결정요인을 분석하고, 향후 북한 비핵화에 따른 남북경협 활성화시 대북투자 경험이 없는 베트남 투자업체 중 대북투자 의향이 있는지, 있다면 그 이유가 무엇인지, 대북투자 경험이 있는 개성공단 입주업체와 비교 분석하여 해외기업의 개성공단 및 북한 경제특구 유치로 U턴시켜 국내 일자리 창출 및 남북경제 활성화에 기여하는데 그 목적이 있다. 분석결과 개성공단 및 베트남 투자기업의 대부분은 값싼 노동력 활용, 저렴한 공장입지, 현지시장 판매·개척, 제3국 우회수출 생산기지 등의 목적으로 진출하는 것으로 나타났다. 이는 해외직접투자이론상 현지시장 판매 및 확대를 위한 시장추구형 투자(Market seekers)와 인건비 등 생산요소가격 차이를 활용한 생산효율추구형 투자로(Production-efficiency seekers) 나눌수 있는데 이는 최근 나이키, Apple, Amazon 등 글로벌 기업들의 해외직접투자 패턴과도 일치하는 것으로 보인다. 그러나 북미 비핵화 협상으로 대북 경제 제제조치가 완화, 해제되더라도 베트남 투자기업의 대북 투자의향은 12.3%로 매우 저조하게 나타났는바, 이는 북핵 Issue로 개성공단 폐쇄와 같이 정치적 Risk로 인한 북한 경제특구 폐쇄가능성을 가장 부담스러워 했으며, 또한 경제특구 폐쇄시 국가의 손실배상 조치가 매우 부족하다고 느끼는데 있다. 따라서 향후 남북경협 활성화를 위해서는 앞서 얘기한 애로점을 해소하고 가칭 "남북경협진흥공사"와 같은 기관을 설립하여 대북지원기관의 중복업무를 방지하고 Onestop fullservice로 신속하게 지원할 필요성이 있으며, 섬유,봉제,신발과 같은 영세 중소기업의 대북 진출을 위한 진출 초기에는 적극적인 정책금융 지원이 절실히 필요하며 이를 위해 정부와 민간금융기관 공동으로 5,000억원 규모의 펀드를 조성하여 운영할 필요가 있다.

동남경제권 거버넌스와 지역발전 - 동남권광역경제발전위원회를 중심으로 - (Governance in Dongnam Region and Regional Development : The Case of Dongnam Regional Development Committee)

  • 이명박 정부가 출범하면서 시행된 광역경제권 사업은 적어도 동남권의 경우 매우 시의적절한 것이었다. 하지만 이 사업이 얼마나 성과적이었는지에 대해서는 의문이 적지 않다. 그간의 동남권광역경제발전위원회의 사업, 실적 등을 살펴 보건대 광역적 거버넌스 체계로서 성과가 매우 미흡하다고 하지 않을 수 없을 것이다. 동남권광역경제발전위원회는 운영상 많은 문제점을 가지고 있었다. 독자적인 인력을 거의 확보하지 못하였을 뿐 아니라 가용 예산이 미미하고 권한도 제한적이었다. 그러나 보다 중요한 한계는 그것의 성격과 기능이 제대로 정립되지 않았다는 점일 것이다. 그 결과 정권이 교체되면서 전국적으로 광역위원회는 폐지되고 말았다. 향후에도 동남권은 광역경제권의 수준에 부합하는 광역적 거버넌스가 요구되고 있다. 이 경우 신설될 기관의 주요 기능으로는 동남광역경제권에 대한 조사, 연구기능과 광역적 발전전략의 제안, 권고 등을 들 수 있을 것이다. 지역경제 및 도시 문제에 대한 조사 연구센터를 설치하여 지역의 경제적 상황을 상시적, 체계적으로 진단하고 현안 과제를 도출하도록 할 필요가 있다. 이 기관의 벤치마킹 모델로는 네덜란드의 레지오 란트스타트가 주목되는데, 란트스타트는 동남권의 도시체계 및 광역경제권과 유사성이 매우 높기 때문이다. 비교적 최근에 중앙정부에 의해 설립된 레지오-란트스타트는 행정구역을 넘어선 광역적 협력과 지역발전을 위한 연구 기능을 강화해 나가고 있다.

중소기업의 기술능력 제고를 위한 기술하부구조정책: 미국의 MEP와 한국의 중진공을 중심으로 한 사례 비교

  • This study analyzes the development of technological infrastructure(TI) and technological infrastructure policy(TIP) to enhance the technological capabilities of small and mid-sized manufacturing enterprises(SMEs) in the U.S. and Korea in terms of the technological system(TS) concept, which is composed of technological infrastructure, industrial organization, and institutional infrastructure. In order to analyze the internal dynamics of the system, such as incentive mechanisms, the interaction among economic actors, and the policy implementation process, we compare the MEP(Manufacturing Extension Partnership) system of the U.S. and the Joong-Jin-Gong system of Korea. Among many similarities, contrasts, and insights from each country's effort to construct TI and TS, the main findings are as follows. (1) Both the MEP system and the Joong-Jin-Cong system are TI-led or government-led type TS. However, the nation-wide picture is different: in the U.S., most TSs including the MEP system., are classified as TI-led type; in Korea, many TI-assisted or private sector-led TSs have been developed since the early 1960s. (2) the MEP system, as a representative case of the U.S., is less stable than the Joong-Jin-Gong system of Korea in terms of financing and political cycle. (3) The MEP system is a more complex and cooperative network than the Joong-Jin-Gong system. NIST, as a critical mass, generates the system, bridges various institutions, and influences the development of the system by providing funding. (4) Regarding TI components, TSs in both countries focus on utilizing off-the-shelf technologies rather than advanced technologies. However, the direction of movement is different: in the U.S., TSs have come to emphasize existing technologies to counterbalance an innovation system that has been highly focused toward new technologies; in Korea, TSs have been moving from focusing on a higher diffusion rate of imported process technologies to stressing new technology development. (5) Personnel and staffing, embodying technological capability, is an important concern in both countries. But the human capital infrastructure of the U.S. system is more efficient and industry-oriented than that of the Korean system due to a more flexible labor market. (6) While the U.S. has a strong tradition of state and local autonomy in constructing TI and TS to fit SMEs's specific need, Korea has a centralized and bureaucratically-led policy implementation process.

급성메탄올중독사고, 왜 발생했으며, 그 대책은 무엇인가? (What Caused Acute Methanol Poisoning and What is the Countermeasure?)

  • Objectives: Acute methanol poisonings known to be typical occupational diseases occurring in developing countries broke out in sub-contract manufacturers in the early 2016. The present paper attempted to identify underlying causes which hide under apparent findings, and suggest alternative policies to prevent recurrence of similar intoxication Methods: We evaluated occupational health and safety characteristics of workers in micro-enterprises similar to workplaces with methanol poisoning by in depth-interview of employers, workers, and labor inspectors, and literature review. Results: The common findings of workplaces with methanol poisoning were addressed; First, the victims were illegal agency workers. Second, the workplaces were sub-contract micro-manufacturers with less than 5 employees. Investigators found that local ventilations did not work, while most of workers did not wear any proper personal respiratory protective equipment in the workplace. In addition, periodic environmental monitoring and medical check-ups were not done. However, these apparent findings do not appear to be root causes of methanol poisoning. Our in depth-analysis clarified a root cause; micro-enterprises with less than 5 employees are exempted with essential regulations of OSH Act, and employers do not know about OSH Act. Conclusions: We suggest occupational health policies to prevent recurrence of similar intoxication; First, government should introduce programs so that all employers should know about employers' responsibilities in OSH Act from the start of business. Second, even manufacturers with less than 5 employees should not be exempted with essential regulations of OSH Act. Finally, employers should take responsibilities for health and safety of all the workers including agency workers working in workplaces.
