Analysis of Festival Ordinances of Gyeonggi Province: Focusing on Developing A Representative Festival of Seongnam City

  • Purpose: In Seongnam City, a number of festivals are held in various areas, led by the city and private organizations. The necessity of developing a representative festival of Seongnam City, which can enhance the brand value of Seongnam, a cultural city, and promote a sense of local community and economic effects, is emerging. The purpose of this study is to analyze festival-related ordinances of Gyeonggi-do local governments, and to derive implications necessary for the development of festival support ordinances representing Seongnam City. Research design, data, and methodology: This study used the database of National Legal Information Center of the Ministry of Legislation and the autonomous legal information system to thoroughly investigate the ordinances related to festival support of basic local governments in Gyeonggi-do and the whole country. To do this, descriptive statistics analysis was conducted. Results: As a result of the study, it was found that 168 organizations (68.6%) of 245 local governments nationwide have adopted the festival support ordinance, and there are a total of 231 ordinances. In the case of basic organizations, out of 228 basic organizations, 151 organizations, including Seongnam City, adopted the ordinance on festival support, showing an adoption rate of about 66%. As a result of analyzing the basic organizations that enacted representative festival related ordinances among Gyeonggi-do basic organizations, 9 out of 28 cities adopted 16 representative festival ordinances, based on the legal and institutional basis for supporting representative festivals. Conclusions: In the case of Seongnam City, it is believed that in order to develop a representative festival, an ordinance to support the representative festival must be established. Considerations regarding the composition of the ordinance for the representative festival were discussed.

An Analysis of Association between Local Festival Evaluation and Visitor Satisfaction: A Case Study of the Local Festival Events in the period of 2012 to 2014 (지역 축제 평가결과와 만족도 간의 관련성 분석: 2012-2014년 축제를 사례로)

  • The evaluation of the local festival events that supports promising local festivals needs to well reflect the degree of success of the local festival events that have been implemented. Many local governments of the country have competitively implemented local festival events, some of which turned to be a success, while others not. This alerts the need for investigating whether the evaluation of the local festival events is appropriate, in order to better execute the provincial finance. The paper investigates this using the data of cultural tourism festivals from 2012 to 2014. More specifically, the paper first examines the relationships between choice dimensions (festival success index) and visitors' satisfaction, and then identify whether visitors' satisfaction and festival evaluation results are significantly correlated. This after all indicates whether the festival success index are well reflected in the festival evaluation results. The findings tell that choice dimensions well explain the visitors' satisfaction, whereas the visitors' satisfaction does not have a significant correlation with the festival evaluation results. This potentially implies that the current scheme of the local festival evaluation needs more rigorous validity test and additional research and practice for the improved evaluation protocol.

The Effect of Perceived Attractiveness of Local Festival on the Esteem of Residents -Focusing on Dongnae Historical Festival- (지역축제 매력성에 대한 지역주민 인식이 지역자긍심에 미치는 영향 -동래읍성역사축제를 중심으로-)

  • The purpose of this study was to examine the attractiveness of local festival on local esteem of residents through the residents' satisfaction toward the festival. The survey was undertaken for four days during October 11 to 14 of 2013 in Dongnae, Busan. Two hundred twenty-three respondents were selected and invited to participate in this study. Results found a significant relationship between local festival attractiveness and festival satisfaction. The study also indicated that local community residents' satisfaction toward the festival had a significant, positive relationship with the residents' local esteem. Among the attractiveness factors, it was revealed that novelty-seeking and entertainment were more powerful stimulators. Also, analysis indicated that program quality, uniqueness, and convenience were also important for attracting local residents toward the festival. Theoretical and practical implication were discussed.

Development of Native Local Foods Associated with Regional Festival - Focused on Hampyeong "Butterfly Festival" - (지역 축제와 연계한 향토 음식 개발 방안 - 함평 "나비축제"를 중심으로 -)

  • This study was conducted to provide the information necessary for the development of native local foods associated with the "2008 World Insect Festival in Hampyeong" and to contribute to the efforts to market the festival as tourist attraction and increase the income of the local community. To assess the local foods and restaurants, we investigated the principal products, inclination for sightseeing and recognition of the "Butterfly festival" by distributing questionnaires to local restaurant operators, employees and general tourists. The result was as follows: 1. The general tourists chose scenery as the most important factor in a sightseeing tour, followed by food, lodging, and transportation. 2. The tourists enjoyed eating native local foods, and they indicated that the taste was important. 3. Regarding the cost of food, 53.6% of the respondents answer that 10 to 20 thousand won was a resonable price, and they also reported wanting to eat seafood in Hampyeong. Thus the Menu of seafood to be served at the Hampyeong festival needs to be developed first followed by that of the healthy food. This result showed that individuals prefer fish to meat and healthy food to high-calorie foods.

Economic Effect of Mongsanpo Fishing Village Tourism Festival (몽산포 어촌관광 축제의 경제적 효과)

  • This study attempted to estimate the amount of expenditure per capita of visitors to the Mongsanpo fishing village tourism festival, and quantitatively measure how much the festival contributes to the local and national economy through input-output model. The analysis data used 302 questionnaires, excluding missing questionnaires, surveyed on festival visitors from April 21 to May 7, 2018, during the 9th Mongsanpo port webfoot octopus and seafood festival. The main results of this study can be summarized as follows. First, analyzing the average expenditure per person of festival visitors, it shows that the average one-person festival visitor consumes KRW 129,519: entertainment costs KRW 5,672 (4.4%), accommodation costs KRW 16,860 (13.0%), food costs KRW 74,791 (57.7%), transportation costs KRW 21,646 (16.7%), shopping costs KRW 6,788 (5.2%), and other costs KRW 3,762 (2.9%). Among the expenditures of festival visitors, the proportion of food expenses was the highest, and transportation costs and accommodation costs were in order. Second, based on the actual expenses spent by visitors at the fishing village tourism festival, the direct economic effect of the Mongsanpo fishing village festival was estimated be approximately KRW 14.8 billion. Third, as a direct and indirect economic impact effect of the Mongsanpo fishing village tourism festival in 2018, the amount of production induced in the local and national economies was estimated at KRW 33.3 billion, and the amount of value-added inducement was estimated at 11.3 billion won, and employment inducement reached 272 people, which is considered to contribute greatly to the national economy. This study quantitatively analyzes and provides the extent to which the fishing village tourism festival using local specialized fisheries directly or indirectly contribute to the local and national economy. Thus, it is expected to serve as useful information by providing basic information on business feasibility required for budgeting for local fishing tourism festivals.

A Convergence Study on Competitiveness Perception of Festival Specialists on Local Festival -Focusing on Q Method- (축제전문가의 지역축제 경쟁력 인식에 관한 융합연구 -Q 방법론 중심으로-)

  • The purpose of this study was to examine perceptions on the festival competitiveness of festival specialists. Though extant studies for improving competitiveness of local festival is continued, differences of competitive perception is shown. Thus this study used Q methodology in order to analyze local festival competitiveness perceptions by specialists. The Q sample was based on a review of related academic literature and newspaper, as well as interviews, while Q sample consisted of festival committee, public officers, related artists, art directors, event companies, and related professors. The analysis shows that meaningful three types of competitiveness perception. The results show that local festival competitiveness perception is source of local festival competitiveness. Theoretical and practical implication were discussed.

  • This study was proceeded with interest on residents' perception of local festival(Boryeong City, Korea) and tried to examine the relation with their participation level and satisfaction. This study used 'festival visiting experience' as moderating variable with the expectation of difference in residents' perception according to visit. This study result indicated that residents can recognize local festival negatively if they feel they have no benefit from the festival even though the festival has many visitors with growing reputation. Also, festival visiting experience has no moderating effect on residents' participation intention in this study. The facts also find that the residents-oriented festival planning and promotion is more important in the partnership with local government and private sector-local residents. Further, it is very important to notice internal customer as well as external customer to ensure residents' satisfaction and participation.

  • This study aims to establish the most appropriate festival concept in the post-corona era through in-depth analysis and discussion of local festivals, and to propose a tourism festival for international competitiveness and tourist satisfaction. It also aims to contribute to revitalization of local tourism and the revitalization of the local economy by establishing and implementing a new festival concept in the post-corona era. The results of the review of previous studies, empirical research, and comprehensive meta-analysis showed that it was necessary to change the festival concept setting. In the post-Corona era, it is necessary to build a concept through an online video platform, establish a safety packaged tourism festival prevention system, and hold the most distributed tourist festival time and space of the tourist festival and space as much as possible. In addition, it appeared that it was necessary to plan and implement the village tourism festival through the participation of residents, and to apply the concept of a tourism festival enjoyed by small neighbors and neighbors in the village unit.

A Study on the Visitor's Satisfaction Decisive Factors of the Local Festival : In Case of Jeonju International Film Festival

  • The purpose of this study is to measure the factor of determination on satisfaction level of the Jeonju International Film Festival. A study is analysed through research that is consisted of satisfaction factor#s items of 32 local festival visitor to study factors of determination of local festival visitor#s satisfaction level. This research data extracted 6 factors, which are access and souvenir, food/lodging, information/service, event/pastime, and convenient facilities. In conclusion, the festival is likely to attract more tourists and make them satisfied if better content of the festival is provided. There, most of the tourists need to becoming cleared to be satisfied due to its values of culture recognition through various contents of the festival, fun factors, food/lodging factors, and various programs.

The Linkage of Cultural Tourism Festivals among Local Governments - A Case Study of the 'World Ceramic Exposition 200f Korea'- (지방자치단체간 문화관광축제의 연계유형 평가 - '2001 세계도자기엑스포' 개최 관계자와 방문객의 인식조사를 중심으로 -)

  • The Purpose of this study is to suggest the necessity of linking and coordinating Cultural Tourism Festivals among local governments and to propose a plan for maximizing the effects of these festivals. The 'World Ceramic Exposition 2001 Korea' which took place from August 10th to October 28th was selected as a case study for the linkage plan of Cultural Tourism Festivals among local governments. Data were collected from a random sampling of visitors to 'World Ceramic Exposition 2001 Korea' from 24 to 28 October, 2001. 369 samples from a total 375 respondents were used for the final analysis. The contents of the questionnaire consisted of the cognition and satisfaction about the effects of the festival linkage among local governments and the preference of festival linkage types. The results of the analysis showed that not only festival staff but also visitors recognized the necessity of linking festivals among regions. Both visitors and festival staff had a positive attitude about the effects of the linked festival. In addition, they highly rated the 'World Ceramic Exposition 2001 Korea' as a successful festival. Visitors were satisfied with the festival. Furthermore, the number of visitors was more than staff expected. The organizing committee and staff considered the 'World Ceramic Exposition 2001 Korea' as a successful festival. The successful evaluation of the 'World Ceramic Exposition 2001 Korea' was related to the successful linkage of the festival. This study originated in the increased necessity of linking cultural Tourism Festivals among local governments. Since it is a transcendental study, it is not only significant but also limited. However, in the near future, more varied case studies about the linkages of Festivals will be conducted and these will generalize the results of this study and test the effectiveness of the linkage plans through positive analysis. For the effective linking of festivals among regions, it is necessary to study the definition of factors that affect visitors satisfaction, and determine which methods will improve visitors satisfaction.
