A Study on Enhancing Transfer Effect of Learning on Education for Local Public Service Personnel (공무원교육의 현업적용도 영향요인과 정책적 제고방안)

  • The most important thing in training of organization is that how effectively it can be made most of the performance among the staff. It will be useless if the knowledge which gaining after training can not be applied. Therefore the transfer of learning is studied since it is important for decision of training. We studied the factors of transfer of learning and carried out a survey targeting the public officials of Gangwon province with the factors we made a study. We define the factor of both promoted and interrupted in training and suggest the way of improving it. The first, the modeling of competency can stimulate the desire of achievement and complete a course of training among staff of organizations. The second, the construction of training program and organizational culture just for Gangwon province can increase the satisfaction of training among the learners. The third, the establishment of management system after training can reinforce the capability making use of train. The sharing of each information with boss at the office can help to stimulate the function of feedback after training as well.

A Simple AMC Technique using ARQ for a MIMO-OFDM System based on IEEE 802.11a WLANs (IEEE 802.11a WLAN 기반 MIMO-OFDM 시스템에서 ARQ를 이용한 간단한 적응변조 기법)

  • A simple AMC (Adaptive Modulation and Coding) technique using ARQ (Automatic Repeat Request) for a MIMO (Multiple Input Multiple Output) system is proposed which does not require the additional feedback. In addition, the proposed AMC technique is different from the conventional technique in the aspect of considering the MCS (Modulation and Coding Scheme) level from the previous packet. The proposed technique can discard fewer amounts of unsuitable packets than the conventional technique. In the proposed system not only same rate control method for transmit antennas but also individual rate control method can be applied. The performance of the proposed technique is verified under a MIMO-OFDM (Orthogonal Frequency Division Multiplexing) system based on WLAN (Wireless Local Area Network), IEEE 802.11a. The results of the computer simulation show that a MIMO system with the proposed technique achieves higher throughput than one with a fixed transmission rate.

  • 10 GHz clock recovery from 40 Gbit/s optical time-division-multiplexed(OTDM) signal pulses was experimentally demonstrated using an optical phase lock loop based on a terahertz optical asymmetric demultiplexer(TOAD) with a local-reference-oscillator-free electronic feedback circuit. The 10 GHz clock was successfully extracted from 40 Gbit/s signals. The SNR of the time-extracted 10 GHz RF signal to the side components was larger than 40 dB. Also we performed numerical simulation about the extraction process of phase information in TOAD. The lock-in frequency range of the clock recovery is found to be 10 kHz.

  • Mammalian physiology and behavior are regulated by an internal time-keeping system, referred to as circadian rhythm. The circadian timing system has a hierarchical organization composed of the master clock in the suprachiasmatic nucleus (SCN) and local clocks in extra-SCN brain regions and peripheral organs. The circadian clock molecular mechanism involves a network of transcription-translation feedback loops. In addition to the clinical association between circadian rhythm disruption and mood disorders, recent studies have suggested a molecular link between mood regulation and circadian rhythm. Specifically, genetic deletion of the circadian nuclear receptor Rev-$erb{\alpha}$ induces mania-like behavior caused by increased midbrain dopaminergic (DAergic) tone at dusk. The association between circadian rhythm and emotion-related behaviors can be applied to pathological conditions, including neurodegenerative diseases. In Parkinson's disease (PD), DAergic neurons in the substantia nigra pars compacta progressively degenerate leading to motor dysfunction. Patients with PD also exhibit non-motor symptoms, including sleep disorder and neuropsychiatric disorders. Thus, it is important to understand the mechanisms that link the molecular circadian clock and brain machinery in the regulation of emotional behaviors and related midbrain DAergic neuronal circuits in healthy and pathological states. This review summarizes the current literature regarding the association between circadian rhythm and mood regulation from a chronobiological perspective, and may provide insight into therapeutic approaches to target psychiatric symptoms in neurodegenerative diseases involving circadian rhythm dysfunction.

A 3 Stage MMIC Low Noise Amplifier for the Ka Band Satellite Communications and BWLL System (Ka 대역 위성통신 및 BWLL 시스템용 3단 MMIC 저잡음 증폭기 설계 및 제작)

  • A Ka Band 3-stage MMIC (Monolithic Microwave Integrated Circuits) LNA (Low Noise Amplifiers) has been designed and fabricated far the Ka band satellite communications and BWLL(Broad Band Wireless Local Loop)system. The MMIC LNA consists of two single-ended type amplification stages and one balanced type amplification stage to satisfy noise figure, high gain and amplitude linearity. The 0.15${\mu}{\textrm}{m}$ pHEMT has been used to provide a ultra low noise figure and high gain amplification. Series and Shunt feedback circuits and λ/4 short lines were inserted to ensure high stability over the frequency range form DC to 80 GHz. The size of the MMIC LNA is 3.1mm$\times$2.4mm(7.44mm$^2$). The on wafer measured performance of the MMIC LNA, which agreed with the designed performance, showed the noise figure of less than 2.0 dB, and the gain of more than 26 dB, over frequency ranges from 22 GHz to 30 GHz.

A Study on the Green Mapping and Its Application in the Case of Seocho-Gu (그린 맵 작성 및 활용에 관한 연구 -서초구의 사례-)

  • The purpose of this study is to help out the settlement of the Green Map in Korea, and to suggest how to map, and help community people and environmental planner systematically take care of their own towns. This study is also to introduce the green mapping and its usefulness, based on the Green Map Movement, which originated from Net York City and has been expanding through the World. Environmental elements shown on the Green map vary between countries and for the Seocho-Gu Green Map, we have decided to indicate the places that we are proud of, and dishonored of. Especially, this paper is focused on finding the hidden environmental resources in our daily lives. Seocho-Gu, one of 25 self-governmental resources. Since the citizens and government officials are open-minded in their environments, it is a suitable area to start the first Green Map in Korea. As a method of locating the environmental resources, the "Foot Sensing Method" by which residents directly research, is the main difference from typical maps by the "Remote Sensing" which focused on the variety participation of the residents such as questionnaires, investigation with youth volunteers, users interviews which may be more meaningful than the Green Map itself. The purpose of application plan is to preserve the environmental resources through the smooth feedback with the residents. Thus, it must be acted as a opening window linking them with the local circumstances. In line with this, this study proposed the trial-version Web Green Map and Green tour plan. Recently, a need for an environmental map has been reflected in the environmental policies of Seoul Metropolitan City, and it is in place now. If environmental experts of different disciplines use the Green Map for landscape architecture, design, and city planning, it will help them make a better understanding of the needs of the community and to practice the user-centered design. Eventually, the Seocho-Gu Green Map will help its residents, tourists, government, and environmental planners continue establishing the healthy city environments. It is expected that the green map will be employed as a useful method for establishing healthy city and town through right way of use and contents.of use and contents.

Adaptive V1-MT model for motion perception

  • Motion perception has been tremendously improved in neuroscience and computer vision. The baseline motion perception model is mediated by the dorsal visual pathway involving the cortex areas the primary visual cortex (V1) and the middle temporal (V5 or MT) visual area. However, few works have been done on the extension of neural models to improve the efficacy and robustness of motion perception of real sequences. To overcome shortcomings in situations, such as varying illumination and large displacement, an adaptive V1-MT motion perception (Ad-V1MTMP) algorithm enriched to deal with real sequences is proposed and analyzed. First, the total variation semi-norm model based on Gabor functions (TV-Gabor) for structure-texture decomposition is performed to manage the illumination and color changes. And then, we study the impact of image local context, which is processed in extra-striate visual areas II (V2), on spatial motion integration by MT neurons, and propose a V1-V2 method to extract the image contrast information at a given location. Furthermore, we take feedback inputs from V2 into account during the polling stage. To use the algorithm on natural scenes, finally, multi-scale approach has been used to handle the frequency range, and adaptive pyramidal decomposition and decomposed spatio-temporal filters have been used to diminish computational cost. Theoretical analysis and experimental results suggest the new Ad-V1MTMP algorithm which mimics human primary motion pathway has universal, effective and robust performance.

  • The most important thing in vocational education and training is to enhance students' interest and understanding of the whole process of the production site. In this paper, we present a case on the implementation of tele-operation robot hand by learning factory based technology convergence education. It also suggests some points to be taken when applying the learning factory in the future curriculum. In order to implement the tele-operation robot hand, it is necessary to support the compulsory subjects of university level courses in domestic curriculum such as mechanic design, motor control, local communication implementation, sensing and feedback control. The educational research presented in this paper guides the students with the skills they need and understands the skills through self-study and practice, and implements the final products. This study will be useful as a base data when introducing the training process of training factory in the future.

  • The purpose of this study is to analyze Korean game-related issues and policies to increase the effectiveness of related policies in the future and to increase the consistency of social norms of the policies. this study analyzes related issues by analyzing changes in Korean newspaper articles using spline function and text mining methods, and analyzes the contents of newspaper articles at the time of amplification of issues to present major issues and development directions. As a result of the analysis, game-related issues appeared in various topic, and there are not only support from the government and local governments but also coexisted with game-related regulations (taxation, gambling regulations, game addiction disease, and prevention of fee expansion). Despite regulations, the government presents preemptive responses to problems caused by the application of metabuses and NFTs to games, fostering game-related experts, start-up support, and supporting manpower departure as policy implications.

A Preliminary Analysis for the Establishment of a Documentation Strategy of Modern and Contemporary Publishing Cultural Records in Daegu (대구 근현대 출판문화기록 도큐멘테이션 전략 수립을 위한 예비 분석)

  • This study attempted to present the direction of the documentation strategy to lay the foundation for preserving and using the modern and contemporary publishing culture in Daegu. To this end, the authors applied the phase of the "documentation area definition and preliminary analysis" suggested in Hackman's model. In the preliminary analysis phase, the authors investigated the cases of documentation on specific topics and conducted interviews with those concerned with documenting the publishing culture of Daegu. The findings of interviews were presented by the categories, such as "the value of Daegu's modern and contemporary publishing culture," "the object and method of collection," "documentation group," and "difficulties and limitations." With these findings, the authors proposed the main elements of a documentation strategy and revised it based on the feedback from two archivists. The proposed elements consist of the purpose, temporal, geographical, and morphological ranges, roles by group, reference sources, prior work, and the consideration for collection and operation. The preliminary analysis of this study will serve as a foundation for preserving and transmitting Daegu's publishing culture.
