The purpose of this study is to analyze local-based social welfare facilities to respond to secular change of the UR rental housing estates in Japan. The selected case studies for the analysis are Hibarigaoka, Hamakousien, Turumai UR rental housing estates constructed around 1960's. The analysis was done through UR website, MLIT (Ministry of Land, Infrastructure, Transport and Tourism) and MHLW (Ministry of Health, Labour and Welfare) policy report, and related literature. These case studies are connected with housing policy as well as welfare policy and performed to Stable Living Creation Project by Business Entry System for Stable Living. The types of local-based social welfare facilities are classified by welfare corporation and medical corporation. The results are as follows: 1) The implementation of cooperative and participative system not only the private sector (welfare and medical Corporation, etc.) but also the public (MLIT, MHLW, UR Renaissance Agency, Local government, etc.). 2) Repurposed of land through rent and transfer of land for local-based social welfare facilities in the process of housing stock renewal utilization. 3) The pursue of regional revitalization through attached to multi-generation facility or local community space for elderly in local-based social welfare facilities.

Sport activities of the local residents are admitted as a positive and awarding welfare. This study reviews the current status of and the way to activate life sport program on the policy level that would bring a number of effects. By reviewing related-literature review, this study presents theoretical and practical foundation regarding on the necessity for the local social welfare, organization operation, facilities, participation, leadership, and program management. Finally, the authors suggest policies for life sport development on local level below. First, in order to the function of sport for all in social welfare system, it is needed to pursue institutional changes to secure diversity in the age group which participates in sports for all. Second, connectivity in public sports facilities should be fortified. The government should develop sports program in conjunction with public sports facilities built for the interest of community members. Third, club advisors should be educated with well organized-manual and reeducated to rebuild their capacity to develop the programs and manage them if necessary. In the similar view, the policy which can check the advisor's field experience and ability should be prepared. Fourth, for economic sustainability, a profit generating project developing a target marketing strategy is required.

The purpose of this study was to identify perception on housing welfare of social welfare practitioners. Specific research interest was focused on the area of housing welfare services and necessity, problems when execute housing welfare services, and activating strategy of housing welfare. For the research purpose, questionnaires were distributed to 537 people who work in the field of social welfare including social welfare officials in local government authorities and social workers at community welfare centers nationwide by mail and e-mail and 405 questionnaires were analyzed using SPSS 15.0 program. Respondents thought that the supply of public rental housing was the most important service to promote housing welfare. They also indicated the most serious problem was the lack of budget and housing welfare services and programs. As main reasons of local government's passive attitude toward housing welfare services and programs, respondents mentioned low interest level of housing welfare and lack of housing welfare education. Most of the respondents agreed the necessity of introducing the curricula related to housing welfare and expected to spread interest toward housing welfare in the field of social welfare.

이 연구는 기초지방정부의 사회복지비 지출수준과 이에 영향을 미치는 요인들을 정부 간 관계의 맥락에서 파악하였다. Beck and Kats가 제안한 PCSE(Panel corrected Standard Error) 모형을 이용하여 2003년부터 2008년까지 230개 기초지방정부의 사회복지비 지출수준에 결정요인을 분석하였다. 분석결과를 정리하면 다음과 같다. 첫째, 상위정부로부터의 재정이전이 기초지방정부의 사회복지비 지출확대에 영향을 미치는 것을 확인하였다. 둘째, 기초지방정부와 광역정부, 중앙정부와의 정치적 관계를 나타내는 정당구조가 사회복지비 지출을 결정하는데 영향을 미치는 것으로 나타났다. 셋째, 기초지방정부들 간에 복지확대 경쟁이 존재하고 있음을 파악하였다. 이와 같은 분석결과는 우리나라와 같이 중앙집권적 성격이 강한 지방자치제 하에서는 지역사회 내에 존재하는 요인들뿐만 아니라 정부 간 관계적 요인들이 지역복지 발전에 중요한 영향을 미치고 있음을 시사한다.

The public facilities are essential of resident life, the public facilities affect quality of life. The purpose of this study is to analyze the present condition of social welfare service and local cultural welfare program of public facilities complex in Seoul. In this study, www.oklifr.go.kr is used for data. The results of his study are showed as followings: First, most of the public facilities' program are composed of educational program and program for middle-age. Second, mos of the program for infant and elderly age are composed of welfare program and most of the program for teenager, young people and middle age are composed of educational program.

본 논문은 서울지역 사회복지관련 기관에서의 미술치료와 치료사 현황조사를 토대로 지역 사회복지관련 기관에서의 미술치료확대 가능성과 과제를 모색하고자 한다. 연구결과 보건 복지부가 제시한 사회복지시설 14종류 중 29기관이 설문대상으로 참여하였고, 45.1%가 미술치료를 시행하는 것으로 지역사회복지관련 기관에서 미술치료의 역할과 위치는 점차적으로 정착되는 결과를 보였다. 현재 미술치료를 실시하는데 있어 기관에서 어려움은 환경적 요인에 대한 문제와 미술치료사와 관련하여 전문 치료사의 확충으로 치료사 연계망와 보수가 주요인으로 조사되었다. 앞으로 지역사회복지관련 기관과 상호적 관계를 유지하며 지역사회 내에서 형성되는 의식과 집단화에 영향을 주어 삶의 질 향상과 지역사회복지를 통한 가치를 실현할 수 있는 기회제공에 미술치료를 좀 더 전문적이고 다양하게 확대, 적용하기 위해 첫 번째, 기관내에서의 미술치료실 환경 여건 개선 두 번째, 미술치료학계는 통합적인 연계 시스템을 구축하여 기관에서의 전문치료사의 확충의 어려움과 치료사들의 구직의 어려움을 해결하도록 기관과 치료사의 연결망 구성 세 번째, 치료사는 다양한 치료적 접근을 하기 위해 교육기간 동안 학문적인 연구와 함께 임상훈련과 감독강화, 전문치료사로서의 학문적인 연구와 임상연구의 발전을 연구 과제로 모색하였다.

The study was intended to suggest the efficient usage plan of the village community center in rural area by examining the floor plan and usage pattern of the village community center and the needs of the elderly for them. This would be helpful to the welfare of the elderly in rural areas. The subjects were 24 community centers and representatives of each village, and 96 old peoples lived in there, GyungNam. The data were collected by sketching and taking pictures of community centers, and interviewing with the representatives and old peoples. The results were as follows : 1) when the percentage of old population, the physical conditions of private houses of the elderly, and the usage pattern and needs for village community center were considered, the village community center as the welfare center for the elderly would be efficient. 2) The necessary spaces in village community center were entrance, kitchen, 2 rooms, living room, restroom, and storage. In addition to these, healthcare room or auditorium can be added according to the conditions of each village. 3) The elderly wanted the village community center as a social exchange space. Therefore, two rooms which many centers had, can be used for it, one for men and another one for women. 4) The living room can be used as the space for dining. 5) Maintenance and its fee should be considered at the stage of planning. 6) The outdoor toilets should be upgraded and the indoor restroom would be desirable.

The purpose of this study is to investigate the living reality of jjok-bang residents of Sipjeong-dong, Bupyeong-gu, Incheon, and find measures of community social work to support them. Based on the precedent research on jjok-bang's creation, characteristics, and lifestyle of its residents, this study presents the results of an interview survey addressed to 132 residents living in 216 Sipjeong1-dong, Bupyeong-gu, the largest jjok-bang area in Incheon. The research was conducted by ten members of the "Sunshine" Community Center of Sipjeong-dong with constructed questionnaire. Results indicated that 74.2% of the participants were female, and 56.1% aged over 60. Despite the poor living conditions, 77% of them hoped to reside in jjok-bang continually and the most urgent problems to be resolved were housing environment, economic problems such as unemployment and a shortage of welfare facilities. The study emphasizes jjok-bang as a place of home for the residents and advocating both individual and community efforts to ameliorate the local environment of jjok-bang.

지방자치제도의 도입은 지역주민의 요구에 따른 공공서비스의 효율적 공급을 가능하게 하였다. 특히, 자치단체는 지역주민의 복지증진을 위한 다양한 정책과 많은 예산을 편성하는 등의 노력을 하고 있으나, 사회복지 재정의 효율적 사용과 운영에는 상대적으로 관심을 적게 가지고 있다. 이러한 문제점에 따라 본 연구는 전국 16개 광역 자치단체의 사회복지시설 운영의 효율성을 측정하기 위해 자료포락분석(DEA)을 실시하였다. 투입변수는 1인당지역내총생산, 일반회계중복지예산비율, 재정자립도, 만명당사회복지전담공무원수, 산출변수로는 유아천명당보육시설수, 10만명당사회복지시설수, 천명당공원면적으로 하였다. 분석 결과는 다음과 같다. 첫째, 자치단체별 사회복지시설의 효율성에 격차가 있었다. 7개 자치단체가 비효율적이었으며, 부산과 충남이 상대적으로 효율성이 낮게 나타났다. 둘째, 규모수익불변인 DMU는 9개 자치단체이며, 인천, 광주, 강원은 투입요소의 규모를 늘려 각 자치단체의 효율성을 증가시켜야 하며, 부산, 충남, 경남, 경북은 투입요소의 효율성 향상방안을 수립하여야 하는 것으로 나타났다.
