본 연구에서는 홍천군을 사례로 하여 유휴공간의 활용을 통해 지방소도시의 지역재생을 활성화시키기 위한 방안 및 정책적 시사점을 제공하고자 한다. 홍천군은 강원국제예술제 대상지로 선정되면서 그 용도가 문화예술공간으로 변화하였고 지역이 가지고 있는 장소성과 특성을 바탕으로 유휴공간을 활용하여 지역을 활성화 시킨 사례지역이다. 그러나 향후 유휴공간의 효과적 활용과 지역재생을 위해서는 첫째, 유휴공간의 체계적 관리와 활용을 위한 지역자원 조사가 필요하다. 둘째, 유휴공간의 관리 및 운영기반을 구축해야 한다. 셋째, 유휴공간의 특성과 지역여건을 고려한 활용방안을 모색해야 한다. 넷째, 유휴공간의 재생 및 활용 가능성을 고려한 연계사업을 활성화해야 한다.

The purpose of this study is to provide basic data on effective urban regeneration projects and development directions for improving the quality of life of local residents by analyzing urban regeneration projects that have been carried out so far according to evaluation items on public design characteristics. The research method was divided into literature review and case study. The research results are as follows. First, through analysis of previous research, seven evaluation items for public design characteristics were derived: publicness, accessibility, regional identity, aesthetics, communication, functionality, and sustainability. The research subjects were four urban regeneration project cases carried out across the country. Second, among the seven evaluation items for public design characteristics, publicness was all highly applied, but the other six items were applied differently in each case. Third, to increase sustainability, we must use eco-friendly materials and consider sustainable maintenance methods, functionality must be strengthened in terms of functionality and comfort of public facilities and public spaces, and communicability must be improved for local tourists. We actively look for ways to communicate with the public, accessibility involves incorporating more universal design, aesthetics focuses on adding beauty to spaces and facilities, and regional identity focuses on the unique and unique characteristics of each region. We suggest finding a theme and actively using it in urban regeneration projects. Lastly, for an urban regeneration project to be successful, it is necessary to effectively apply not only publicness but also accessibility, local identity, aesthetics, communication, functionality, and sustainability. In the future, public design characteristics should be more actively applied and considered in urban regeneration projects.

최근 지역사회가 직면한 문제를 해결하기 위하여 지역주민의 참여, 지역사회 이해관계자들의 네트워크, 그리고 이들의 파트너십에 주목하고 있다. 이는 지역사회문제 해결기제로서 로컬거버넌스의 특성을 활용한 것이다. 이에 본 연구는 광주 푸른길 사례를 중심으로 지역사회복지 관점에서 로컬거버넌스 특성 분석을 시도하였다. 지역사회 문제해결에 있어 지역주민의 참여는 스스로 문제해결에 참여하고 지역사회 구성원과 소통을 통해 더 나은 해결방안을 찾아나감으로써 주민역량을 강화시킨다. 무엇보다 지역주민 참여의 질을 높이기 위해서는 지방정부의 복지정책 입안사항 및 지역사회복지계획 수립과정에 적극적으로 참여하는 등 지방정부와 지역주민간의 네트워킹 및 연대의 방안을 모색해 나가야 한다. 광주 푸른길은 지역사회 구성원들이 삶의 질 향상을 위해서 공동의 연대감을 갖고 사회적 상호작용을 통해 지역사회 내의 문제를 함께 해결하면서 지역사회에서의 공공선에 대한 가치를 실현한 지역사회복지의 사례라고 할 수 있다.

In this study, the present state of fiscal crisis for local governments after IMF is analyzed, firstly. its implications Characteristics of structural reform of finance after IMF bailout in Korea are examined, secondly. Since Korea was shocked by the currency crisis at the end of 1997, its local governments have also faced fiscal difficulties. The Depression of national and local economies led to decreases in tax revenues of local governments. And these shrunken revenues led to their expenditure cuts. Many investment plans were curtailed, and ordinary expenditures were also reduced sharply. The negative influences of the currency crisis on local government's finances can be examined in terms of fiscal revenue, fiscal spending, and debt burden. As a result many local governments are now experiencing fiscal stress, and some of them are even faced with fiscal crisis although the possibility of extreme measures, such as moratoriums or bankruptcies, is very slim. This is due in part to the weight of debt in local governments' budgets having remained small since the debt of local governments has been controlled by the central government. Another reason is that, central government, which functions as a lender of last resort for the local governments, will pay the debt for them. Also, without a legal system which stipulates the adjudication of bankruptcy for municipalities in Korea, local Korean governments have no legal right to declare bankruptcy. Although not a single municipality has fallen into insolvency, yet, this trend will continue to deepen as the recession continues and may lead to a situation where manu local governments fall into virtual bankruptcy in the near future, and its effects on society, as a whole, will be serious. Therefore, measures to prevent and overcome such an extreme situation are necessary, but both short-and long-term policies should be to cope with the current fiscal crisis and to prevent the deepening of the current situation.

본 논문은 지역을 근간으로 하는 지역민영방송이 처한 경영위기를 분석하고 정책적 대안을 모색해 봄으로써 미래 지역민방의 발전 가능성을 예측해보고자 한다. 지역민방은 95년 첫 서비스를 개시한 이래로 지금까지 서울을 중심으로 하는 SBS와의 네트워크 체제를 유지하면서 비교적 빠른 시기에 안정된 경영성과를 이루어왔다. 그러나 이러한 독특한 네트워크 시스템은 지역민방의 고질적 문제로 자리잡았고, IMF와 같은 외부 환경의 영향에 매우 취약한 구조를 만들 수밖에 없었다. 최근의 방송환경은 더욱 빠르게 급변하고 있다. 다매체 다채널의 무한경쟁 시대에 진입하고 있으며 더 이상 특정한 매체를 보호 육성할 수 없음을 시사하고 있다. 다만 지역민방은 지역성 구현을 목적으로 하는 공공성과 시장논리에서 살아남아야 하는 상업방송으로서의 성격을 모두 가지고 있는 특수성이 존재한다. 존폐의 위기에 까지 몰린 지역민방을 더 이상 방치할 수만은 없다. 본 논문에서는 먼저 개국 후 지금까지 지역민방의 경영성과를 분석해보고, 최근 지역민방의 경영에 악재로 등장한 몇 가지 정책적 쟁점을 진단해 본다. 특히 민영미디어랩의 도입과 방송법 개정에 따른 지역민방에의 영향을 중점으로 분석해보고자 한다. 결론적으로 위기에 처한 지역민방의 활성화를 위한 정책적 대안을 모색해 보고자 한다.

본 연구는 지방자치단체 혁신정책을 브랜드과제를 통해 유형화하여 분석하고 정책적 시사점을 제시하였다. 이를 위해 전국 자치단체 브랜드과제 844개를 대상으로 지방자치단체 8개 유형별로 브랜드과제의 정책분야를 분류하는 방법을 활용하였다. 주요 분석결과는 다음과 같이 요약된다. 첫째, 전체 자치단체를 대상으로 보았을 때 사회적경제/지역경제 분야의 비율이 가장 높은 것으로 나타났다. 둘째, 자치단체 유형별로 중점을 두고 있는 정책분야가 상이하다. 셋째, 혁신정책의 선정에는 지역의 특수성이 반영되고 있다. 넷째, 브랜드과제의 유형별로 중점을 두는 자치단체가 차별적으로 나타났다. 따라서 이러한 결과는 이론적 배경에서 제시한 지방자치단체 유형론의 이론적 적실성을 확인시켜주는 결과라 할 수 있다. 정책적 시사점으로는 지역경제 활성화를 위한 혁신정책의 필요, 지역특성에 맞는 혁신정책의 수립, 우수 혁신정책의 전파를 제시하였다.

Purpose: The purpose of this study was to identify the relationship between intraoperative level of caring and anxiety among patients who underwent spinal surgery under local anesthesia. Methods: The study participants included 162 patients who had spinal surgery under local anesthesia at a general hospital in B metropolitan city between July 20 and September 20, 2014. To measure the caring behaviors of patients under local anesthesia, we used the Caring Behavior Measurement, and state anxiety was measured by the State Trait Anxiety Inventory. The collected data were analyzed using a SAS program. The differences in anxiety levels based on participants' characteristics were analyzed with t-test and an analysis of variance. The correlation between levels of caring and anxiety was tested with Pearson's correlation coefficient. Results: Education and caring levels showed significant relationship with the anxiety level of patients with spinal surgery under local anesthesia. Conclusion: To decrease the level of anxiety in patients undergoing spinal surgery under local anesthesia, it is necessary to educate and train operating nurses about the intra-operative caring behavior.

This study aims to analyze and compare the environmental attitude level and characteristics of interest groups, including visitors, local residents, and local public servants (Cheongsong-gun), in Juwangsan National Park. A statistical analysis of 418 questionnaires concluded that there was no statistically significant gender difference in the level of environmental attitude between the visitors, local residents, and local public servants. In the case of visitors, no significant difference was found in the level of environmental attitude according to age and occupation, but the level of environmental attitude of local residents showed a significant difference according to age and occupation. In general visitors, local residents, and local public servants all scored above the mid point on average, but no statistically significant difference in environmental attitude was observed between these groups. Therefore, it is concluded that mutual consensus can be derived from these interest groups to strengthen the protection of Juwangsan National Park.

The icebreaking research vessel ARAON performed ice field tests during her 2016 Arctic voyage. The ship is subjected to ice loads through ice-ship interaction processes. Local ice load acting on ARAON's bow section was measured by using stain gauges installed on the inner hull plates and transverse frames of bow section. In this paper the local ice loads at transverse frames estimated from shear strain data were compared to ice loads from hull plate pressures by using the influence coefficient method. In addition to the analysis of local ice loads, the characteristics of peak ice loads with the ship speed is also discussed. It is recommended that the local ice loads estimated by calculating shear forces acting on transverse frames may be useful in estimating local ice loads on the hull of ship.

The purpose of this thesis was to design and develop restaurant uniforms for Yeosu and Suncheon-City using local cultural resources by investigating the present situation of restaurant uniforms. The study was conducted through literature review and practical research on uniform designs. The practical research included investigating and analyzing the recent uniform designs of 60 spots in both cities and the preference of local cultural resources, finally suggesting eight restaurant uniform designs and four original samples. It was found that most workers in both cities wore shirts and pants or aprons as uniforms and also that the restaurant uniforms had many problems, such as poor designs, functionality, and the lack of local characteristics. According to these results, a design concept called 'Colorful Night Sea' was built for Yeosu using a design motive of a Yeosu Expo symbol, a Big-O Show shape, and Dolsan Gat flowers. For Suncheon-city, a design concept called 'A Rural Landscape' was built using a design motive of Nagan Eupseong and a field of reeds in Suncheon Bay. The restaurant uniform items included a top (shirt or blouse), pants, apron, and headdress in both cities. This study is meaningful as it helped improve the local image and economic situation, by proposing distinct uniforms designed by using local cultural resources.
