우리나라 폐사 야생조류에서의 농약 분석 (Determination of pesticides in dead wild birds in Korea)

  • Pesticides are extensively used for the control of crop pests in agriculture and forestry. Organophosphate (OP) and carbamate pesticides are especially effective for the control of a variety of harmful insects. However, these cholinesterase inhibitors are also dangerous to non-target organisms (wildlife and other animals) because of their high acute toxicity. Most poisonings by pesticides occur as a result of misuse or accidental exposure, but intentional killing of unwanted animals also occurs. At the request of a local autonomous entity, we investigated wild bird poisonings by pesticides from 2003 to 2007. The 207 suspicious samples of pesticide poisoning based on the necropsy were analyzed by GC/NPD, GC/FPD, or GC/MSD. We looked for trends in the identification of pesticides in wild birds thought to have died from poisoning. Pesticides were determined in 59% of the total samples analyzed. Phosphamidon and monochrotophos were the most common pesticides identified, which amounted to 77% of the subtotal. Other OP and carbamate pesticides were also found in various concentrations from dead wild birds. The determined rates of pesticides were as high as 86% and 76% in 2003 and 2006, respectively, during an outbreak of avian influenza in Korea.

소방재원의 조달여건 및 조달방안에 대한 소방공무원의 인식에 관한 연구 (A Study on the Understanding of Fire Service Officers to the Procurement Circumstances and the Alternatives for Procuring Fire Service Funds)

  • 본 연구는 현행 소방재원의 조달여건의 문제점을 조명해보고 지방자치시대에 부응하는 주민의 소방수요에 안정적으로 대처할 수 있는 소방재원의 조달방안을 강구하고자 하는 목적을 갖고 이루어졌다. 분석결과는 다음과 같다. 대다수의 소방공무원들은 우리나라 소방재원의 조달여건이 아직 미성숙단계로 조달여건의 개선이 필요하다 인식하였으며, 소방본부 공무원들이 일선소방관서의 공무원들보다 부정적으로 인식하고 있는 것으로 나타났다. 또한 소방재원의 조달방안을 분석한 결과, 소방재원 조달시 추진계획에 있어서는 장기추진계획을 선호하였으며, 소방재원조달의 추진주체는 새롭게 신설된 소방방재청과 중앙정부가 가장 선호되었다. 재정제도의 개선방안으로는 현행 공동시설세를 현실화하고 운용방법을 개선하여야 한다는 의견이 가장 긍정적이었다. 구체적인 재원확보방안으로는 두집단 모두에서 공동시설세 세율을 인상하자는 의견이 가장 긍정적이었으며, 현행 재정 조정제도를 개편하여 소방재원을 확보하자는 의견과 소방병원 및 소방정비고를 신설하여 소방재원을 확보하자는 의견이 뒤를 이었다.

  • For the introduction of the electricity of the special design and supervision system to Protect the faulty-workmanship of the electricity equipment and to reserve the electricity safety, last 1995 "Electricity Technology Management Act" were carried out enactment. March 2002, we introduced the pre-Qualification system that is selected the competent company about the electricity design and supervision service over so much capacity which is ordered by the Public institution such as the nation, local autonomous entity, government investment institute and so on. December 2005, the electricity equipment over so much capacity was taken the housing construction plan's approval by the housing act in case, the municipal or district governor with the authority to approve who selected the electricity supervision company according to the pre-Qualification system. Due to the introduction of the system, we could expect the rights and interests increase of the consumer by eradicating dumping of the close relationship between supervision company and the builder, reduction and concurrent position of the supervisor, according to confirm the quality of the electricity equipment and electricity safety. In spite of introducing of the system, the problems occured as reducing the electricity designer's task range compared with different field, modifing the supervisor's rank system rationally, because of researching about the electricity design and supervision technique lacks. Also, KEEA(Korea Electric Engineers Association) manage the caller of the electricity design and supervisor(company or people), but the problems occured as opening to the public about the curler management, introducing automatic bidding system and We need the solution plan about this. Consequently, we consider the present situation of the domestic and outside and problem about the electricity design and supervision system in this paper, try to present rational operation plan through this.

유비쿼터스 보건의료서비스 활성화지원 법률안의 제안 (Suggestion of Law for Supporting u-Healthcare's Activation)

  • Because Korea has the excellent informational technology, it was expected to be able to improve the accessibility to healthcare and compete with other nations in excellence through u-Healthcare. But we can't complete the excellent u-Healthcare because of the law to be able to use only the tele-counselling between doctor to doctor or doctor to nurse. First of all, we must complete the law to be able to use the improved u-Health containing of telemedicine between doctor to patient. Though other factors, the procurement of safe IT, the credibility to healthcare service provider containing of nutritionist and occupational therapist etc. are prepared for erecting u-Healthcare, we can get the final and decisive u-Health policy only by means of Law for supporting u-Healthcare's Activation. The important sections of Law for supporting u-Healthcare's Activation are as follows. Sec. 4 The Minister for Health, Welfare and Family Affairs and the dean of associated administrative division have to erect the combined plan for u-Healthcare's Activation. Sec. 11 Government and local autonomous entity can support the facility and equipment to be necessitated for using u-Healthcare to improve the medical accessibility of person in the region with poor medicine. Sec. 13 Doctor can support other doctor's medical action through IT and if there are not medical risk, doctor can give medical act directly to the special patients. Sec. 21 If pharmaceuticals is necessitated in u-Healthcare, remote doctor has to send the patient the electronic prescription and the pharmaceutist to receive the electronic prescription has to delivery the pharmaceuticals in accordance with patient's demand.

노인일자리 참여 유형과 삶의 만족도와의 관계 -우울감의 매개효과를 중심으로- (The Relationship between Type of Participation in the Senior Employment and Life Satisfaction -Focusing on the Mediating Effect gainst Depression-)

  • 본 연구 목적은 노인들의 삶의 만족도에 큰 영향을 미치는 노인 일자리 참여 유형이 우울감과 상관관계가 있는지 규명하고, 우울감이 삶의 만족도에 어떤 관계가 있는지 검증하는 데 있다. 본 연구의 분석 결과는 노인 일자리 참여와 우울감은 정(+)적인 영향이, 우울감은 삶의 만족도와 상관관계가 나타났다. 따라서 노인 공익형 일자리 참여 횟수가 많을수록 삶의 만족도는 낮게, 민간형 일자리 참여시간이 많을수록 삶의 만족도는 높게 나타났다. 또한 공익형 일자리에서는 매개변수인 우울감이 삶의 만족도로 향하는 경로에서 통계적으로 유의하지 않고 매개효과도 없었다. 그러나 민간형 일자리에서는 우울감이 매개변수인 삶의 만족도로 향하는 경로가 유의하여 유의미한 부분매개 효과를 보였다. 이상의 연구 결과를 통해 노년기 삶의 만족도를 높이기 위해서는 노인의 일자리에 대한 민간형 일자리를 창출하는 방안을 정부, 지방자치단체, 기업 등이 함께 노력해야 할 것이다.

마을굿의 보전과 민속전승의 의미 - 서울지역의 부군당굿을 중심으로 - (The Preservation of maul-gut and meaning of the folklore-transmission)

  • In Seoul city, The maul-gut(마을굿) called bugundang-gut(부군당굿) have been transmitted by people lived on the banks of han-river. The purpose of this document is to make a study the present meaning of bugundang-gut that have been transmitted in metropolitan city. The bugundang-gut was the official ritual in a government office during the Chosun dynasty. However, the bugundang-gut had been spread along kyunggang(경강, Han-river in Seoul) in the late Chosun period. At that times, the population kyunggang area was increased with the inflow of outside population and the commercial destrict was extended to many district along kyunggang. The main points of this study are as follows. Firstly, I investigate that bugundang-gut have been transmitted by a Seoulite to the backbone. They are the main body of bugundang-gut transmitting from generation to generation. Secondly, I study about nami-janggun-sadangje(남이장군사당제) appointed to seoul city immaterial cutural properties. It is a kind of bugundang-gut. So namijanggun-sadangje was appointed to seoul city immaterial cutural properties, as it was supported by a local autonomous entity. Thirdly, I investigate a plan that can be handed down an offspring in seoul city. We must revise the cultural properties system like that of Japan. Even though many bugundang-gut isn't appointed to cutural propertie except nami-janggun-sadangje, we must recognize their importance and keep a record character of bugundang-gut by investigation in detail. Fourthly, I think that bugundang-gut must be developed a regional public holiday. If it is developed a regional public holiday, many young person can be take part in bugundang-gut.

공공데이터를 활용한 치과병의원 운영실태 연구: 광역자치단체와 특별자치단체의 인구를 중심으로 (The study about operation condition of dental hospital and clinics used public data : focus on population of local autonomous entity)

  • This study assayed regional distribution of dental hospital & dental clinics, the number of population & households per one dental hospital & clinic, operation condition & duration. This study used public data that display from 1946 years(the first dental clinic open in republic of korea) to 2016 years. We collected present condition of 21,686 dental hospital and clinics available in public data portal site on 28. Feb.2016. Data were classified by scale, location, permission year, operation duration of dental hospital & clinics and were analyzed using SPSS 20.0 program. Surveyed on Feb. 2016. Best top 10 regions of permission dental clinics are (1) Gangnam-gu, Seoul(1,337), (2) Seongnamsi, Gyeonggi-do(555), (3) Songpa-gu, Seoul(491), (4) Yeongdeungpo-gu, Seoul(472), (5) Suwon-si, Gyeonggi-do(443), (6) Seocho-gu, Seoul(428), (7) Nowon-gu, Seoul(417), (8) Goyang-si, Gyeonggi-do(413), (9) Jung-gu, Seoul(380), (10) Yongin-si, Gyeonggi-do(353). Whereas best top 10 regions of operating dental clinics are (1) Gangnam-gu, Seoul(581), (2) Seongnamsi, Gyeonggi-do(415), (3) Suwon-si, Gyeonggi-do(382), (4) Seocho-gu, Seoul(320), (5) Changwon-si, Gyeongsangnam-do(303), (6) Songpa-gu, Seoul(295) (7) Goyang-si, Gyeonggi-do(290), (8) Bucheon-si and Yongin-si, Gyeonggi-do(262), (9) Jeonju-si, Jeollabuk-do(224). Average population per one dental hospital & clinic by regional local government are 3,120 people. Best five region of population per one dental hospital & clinic are (1) Sejong-si(5,272), (2) Gangwon-do(4,653), (3) Chungcheongbuk-do(4,513), (4) Gyeongsangbuk-do(4,490), (5) Chungcheongnam-do(4,402). Average households per one dental hospital & clinic by regional local government are 1,316 households. Best three region of households per one dental hospital & clinic are (1) Sejong-si(2,126), (2) Gangwon-do(2,057), (3) Gyeongsangbuk-do(1,946). From 1946 to 1986, permission and operating dental hospital and clinics was steadily increasing. On 1986-1990, 1991-1995, permission, operation and closure of dental hospital and clinics increase rapidly. From the 2011-2015 to 2016(present), permission, operation and closure of dental hospital and clinics is decreasing. Average operating duration of closured dental hospital and clinics are 14.054 years. We need to map of dental hospital and clinics for open and operation of one, base on analyzed results. In an era of 30,000 dentist, we should to be concerned about operation of dental clinics in the light of past operating condition.

The Recognition about Food Wastes Treatment at Yongin Area

  • We conducted to investigate citizen's attitude to the treatment of food waste in Yongin city. The respondent of $41.81\%$ throws the food waste eliminate from home and store less than 1l in Yongin. When they dump the food waste, they speak out the inconvenience of damaged envelope by animals in case of home and store. This caused troubles for reason of sanitary. So a local autonomous entity must carefully consider of expand use specially designed container as like apartment house. They give an answer that the collecting time of food waste is suitable form dawn till morning. This answer shows the satisfaction of the period time to collect the food waste. They prefer to be appointed the exclusive place to collect food waste. The service interval of collect is suitable 1 time a day. They want to increase the number of washing of the collecting container. This is good method for sanitary condition, but the care of the period time to collect the food waste is more efficient than the care of the number of washing the collecting container. The care of the period time minimizes to incur the enmity of the people and to pollute in environment. The major of respondent handled the food waste after keeping the basket or a kit. This fact shows to us almost citizen doesn't feel the seriousness to remove the moisture of the food waste. Recently, many solutions which can be disposal efficiently are getting magnified and improved owing to increase utilities channel to loss in quantities and dry the food waste. We expect the reduction of food waste is solved getting easily step by step. The results of the awareness about the facility of food waste show citizen prefer recycling facility to the other facilities. If recycle facility and incineration facility are constructed, they were worried about bed smell. When some facility of the food waste is constructed, they have to maintain and to handle not to incur the enmity of the people. The spread rate of specially designed container already increased, the citizen set a high value on the use of specially designed container more than amount-rate vinyl envelope that people have used for several years. In the cost treatment about food waste, the major respondent answered the use cost of specially designed container is suitable price. So we can know the use charge is proper level. The majority of citizen more prefer autonomous plan which voluntary atmosphere creation and public information by mass media than levy system and rising treatment cost which forced plan. The citizens have pretty positive thinking of incineration, so the government needs more efforts for a public notice, which includes the incineration is no more than abandoned thing. Each of local self government has to sort the food waste and make kind of resource system related to collecting and carrying, constructing a suitable facility, proper disposal of the food waste and producing harmless in our surrounding in order to solve the invisible problems. To do above mentioned things, we have to analyze referred several problems till now. Also, to minimize the side effect, the government will have to improve through enforce the system.

외부개방데이터 연계를 통한 BIM/GIS 상호운용 플랫폼확장에 관한 연구 (A Study for Extension of BIM/GIS Interoperability Platform linked External Open Data)

  • ICT의 발달과 사물인터넷(IoT), 센서 네트워킹 기술 등이 차세대 산업경쟁력으로 자리잡아감에 따라 각 지자체의 스마트시티 도입이 가속화 되고 있다. 스마트시티를 운영하기 위해서는 도시통합운영센터가 요구되어 지고 그 기반에 통합 플랫폼이 존재한다. 기존 스마트시티 플랫폼은 주로 2차원 지도 기반으로 CCTV정보, ITS 교통카메라 정보 등을 이용하여 서비스를 제공하고 있다. 보다 고도화된 스마트시티 서비스 제공을 위해 3차원 지도 정보, 건물과 시설물 단위정보, 대민 서비스를 위한 공공데이터포탈과의 연계 등이 요구되고 있다. 본 논문에서는 스마트시티 통합 플랫폼과 관련된 국내외 관련 개발 현황을 살펴보고, 현재 개발 중에 있는 BIM/GIS 상호운용 플랫폼과 외부데이터 연계방안을 제시하였다. BIM/GIS 플랫폼은 지도기반 위치정보와 건물정보를 연계하여 실내외의 끊임없는 공간정보서비스를 가능하게 한다. 본 플랫폼에 적용된 외부데이터는 V-World, 서울시 열린 데이터, 건축데이터개방이며, BIM/GIS 플랫폼과 연계하여 국토계획 구역정보, 서울시 대기오염정보, 건축물대장정보 등을 확인하였다. 이를 통해 고도화된 신개념 스마트시티 서비스를 제공할 수 있는 BIM/GIS 통합플랫폼의 개발 방향에 대해 제시하고자 한다.

상업지역 생활도로 속도관리 시범운영 및 효과분석 (The Effects Analysis and Model Project on Speed Management in Commerical Area Street)

  • 본 연구는 생활도로 속도관리 방안으로 선진국에서 추진되고 있는 Zone 30 제도를 우리나라의 도로 및 교통여건에 맞게 도입하고, 시범운영을 통해 시행의 효과를 분석하는 동시에 시행상의 문제점을 분석하여 향후 제도 확산을 사전에 대비하고자 하였다. 시범운영지역으로 선정된 곳은 경찰청 T/F에서 현장 조사 및 전문가 의견을 수렴하여 상가 밀집지역 주변도로 중 편도 2차로 이내의 도로이며, 보행자 통행량이 많고 보행자 사고율 또는 위험성이 높은 경기 고양시 일산구 장항2동 (면적 $0.65km^2$)이다. 우선 Zone 30 제도 검토 측면에서 생활도로와 생활도로구역의 용어를 정의하고, 생활도로 유형화 및 운영방안을 수립하였으며, 시범사업은 대상지에 대한 정밀 조사를 통해 문제점 및 개선점을 도출하고, 그에 따른 시설개선도면을 작성하여 해당 지자체와 협의하여 시설을 설치완료하였다. 시설 설치 전과 후로 나누어 효과분석을 수행한 결과 차량 속도는 시행전에 비해 가로별로 5~15km/h 감소하였으며, 교통사고의 경우도 시행전 25건에서 시행후 19건으로 24%가 감소한 것으로 나타났다. 또한 속도관리 사업의 시행과정이 빠르고 시설비용이 저렴해 전국적인 확산시행이 유리하여 보행자사고 감소에 실질적 기여가 가능한 것으로 나타났다. 시범사업 연구결과를 토대로 생활도로구역 속도관리 사업추진 방안 등을 제시하였다.
