Wonju, a city of the Kangwon provincial who is lack of industrialization, try to make a blueprint to be a leader of information tele-communication industry as its major direction of city development strategy. It might be a spontaneous way that Wonju want to have a high hi-technology industry not of anti-environment industry. In this paper, several alternatives are presented to make Wonju as a hi-technology city in new era of 2nd millennium.

현재 산림청에서는 NGIS와 연계한 국가차원의 산림지리정보시스템(FGIS)을 구축하는 사업을 추진중이며, 행정자치부에서는 정보화촉진기본법에 따라 국가적 행정종합정보화 차원에서 제안된 2단계 소방/재난관리시스템 구축의 필요성을 제시하고 있다. 이러한 범국가적인 사업과 연계하여 각 지방자치단체 규모의 산림행정체계 규모의 산림행정체계에 적합하고, 국지적 기상조건 및 확산요인을 고려한 시스템을 개발하여 일선 실무자의 행정생산성 향상차원에서 실제 활용될 수 있는 개별시스템으로 구현해야할 필요성이 있다. 따라서, 본 연구는 각 지방자치단체의 산림담당자가 산불의 사전예방 및 홍보활동을 위한 산불 다발지역을 분석하고, 광범위한 산림지역을 효과적으로 감시하기 위한 산불감시카메라 의 위치를 산정할 수 있으며, 산불 발생시 국지적 확산요인을 고려한 실시간 산불확산 형태 를 예측할 수 있는 시스템을 설계하고자 한다. 또한 평상시 소방시설물을 관리하고 산불발 생시 신속한 진압을 위한 각종정보(예 : 최단이동거리분석)를 제공하며, 산불감지 시점으로 부터 상황종료 시까지의 종합사고보고를 위하여 위성영상과의 비교분석 등 사후관리까지의 체계를 수립하고자 한다.

According as the requirement of custom for the enterprise or government organization gets to be various, the enterprise or government organization has been quickly changing to cope with the situation. Feasibility which is complimented before Social Overhead Capital Project and National Policy Project is analyzed by economic and political benefits. The projects will be performed if the benefits are bigger than the project cost. In this study, feasibility was examined at various viewpoints on sewer rehabilitation projects implemented with private capitals. To achieve the feasibility analysis, the B/C (Benefit/Cost Ratio), IRR (Internal Rate of Return) and the returns ratio of the Build Transfer Lease project implemented in 2007 at W city were estimated. At the same time, the correlation with B/C and benefit sensitivity of concessionary rate fluctuation were analyzed to evaluate the efficiency and feasibility of the seven sewer rehabilitation projects promoted by a local autonomous entity.

For the purpose, this study examines to identify factors influencing urban to rrual migration for farming. This study analyzed 217 urban to rural migrant farmers. The result of this study were as follows: the influence of the main variables on the agricultural challenges of the urban to rural migrant farmers were observed as the relationship of the level of financial preparations, the motivations of urban to rural migration, the agricultural income, the annual of urban to rural migration, the size of agricultural, gender, and age. This study result show that urban to rural migrant farmers' agricultural challenges is influenced by almost economical factors. Therefore, for the successful agricultural activities of the urban to rural migrant farmers show significant impact to need on the composite effort of all such as the individual, the family, the rural society, local autonomous entity, the government.

The purpose of this paper is to propose alternatives to help for the aged to implement start business as a method to recreate the aged population for their second life. There are three considerations that supports start business for the elderly. The first is to reinforce educational support system for the aged. Through the lifelong education, the aged require easy start business' information. This is not only goverment's job, a local autonomous entity is to support in the form of organic organization. The second is the maintenance of financial support system. Besides start business education, various financial support system must serve for the aged to challenge their start business enthusiastically. The last consideration is formation of start business network that joins the aged efficiently. Based on these aspects, the application for increasing elderly human resource is to consider both employment program of the aged and also start business program for them.

기능연속성계획(Continuity of Operation, COOP)은 지진, 태풍, 산사태 등과 같은 자연재난, 전염병 확산 및 테러 등의 사건과 대형사고, 공급망 단절, 돌발적인 경영환경의 변화 등과 같은 다양한 사회재난의 발생으로 중요한 기능이 중단되지 않도록 하고, 중요한 기능이 중단된 경우에는 목표로 하는 복구시간 내에 기능을 재개시키며, 기능중단에 따른 위험을 최소화시키기 위해 정책, 제도 및 절차 등을 계획하는 것이다. 본 논문에서는 지방자치단체의 기능연속성 계획 수립적용에 관해 ${\bigcirc}{\bigcirc}$시를 기준으로 구축방안을 모색하였다. 이를 통해 ${\bigcirc}{\bigcirc}$시의 기능연속성 구축의 수립기준을 수립절차에 따라 나타내었다.

As of 2006. 3. the twitter offered in the USA has been one of the propaganda instrument used with ads and politics functioning speedy information diffusion on SNS communicated with others through 140 letters of short messages. and while twitter is using propaganda instrument, it keeps on trying to verify how it has an effect on. So, on the paper, I suggest new simulation model of information diffusion based on probability being able to predict the range of proliferation after it analyze the existing influence and the diffusion force on verification methods. It designed algorithm of verification and algorithm of prediction to use twitter's Open API with Python basement. It proved effectiveness on the model through the analysis to operate the twitter of practical local autonomous entity.

Modern society is transforming into an extreme climate environment. This is fatal to humans and ecosystems and is expected to cause large-scale damage.
