This study aims to shed light on the relationship between information official disclosure and records management in the local government's authority regulations. To that end, analyzed 337 local autonomy laws found in ELIS and the Ministry of Office of Legislation. As a result, it found a link between the 'Public Records Act' in terms of 'records preservation (making minutes)', 'information disclosure procedures for transferred records,' and claims receiving department. 'Record keeping (written minutes)' was similar to that of the 'Public Records Act,' and the 'Claims Receiving Department' mentioned 'Record Management Department.' However, the 'Claims Reception Department' had a strong characteristic of the civil service department, and the 'Public Record Act' did not specify the clause in terms of 'minutes of the minutes.' PURPOSES : This study intends to estimate the tangible benefits derived from the integration of operations of an Express Intercity Bus Terminal and a Highway Service Area. METHODS: For the study, a highway service area was chosen to function as a bus terminal, integrating its services with that of a nearby bus terminal plagued by operating losses. The exercise also helped improve mobility owing to the introduction of local buses between the terminals and utilization of the existing infrastructure such as rest areas. Thus, a terminal that was not being utilized for its intended functionality was integrated with an existing facility to improve the utilization of both and subsequently aid local development. The impact of the exercise was then measured by evaluating the variation in utilization efficiency, operating costs, travel time between two regions (Seoul-Jeomchon and Seoul-Geumsan), and the social costs before and after the integration of the two facilities. RESULTS :The impact of the integration was an increase in utilization efficiency, a decrease in operating cost, a decrease in travel time, and a decrease in social cost in both the regions. The benefits of improved utilization and cost saving can be passed on to the citizens in the form of discounts. A local power generation facility will eventually replace the bus terminal, which can revitalize the local economy. CONCLUSIONS :The integration of the highway service area with the bus terminal is expected to have a win-win effect on the passengers as well as the operators. The study also proposes a sustainable strategic plan for existing terminals and rest areas to implement a method to compete with KTX transportation.

As the interest on the air pollution is gradually rising up at home and abroad, automotive and fuel researchers have been working on the exhaust emission reduction from vehicles through a lot of approaches, which consist of new engine design, innovative after-treatment systems, using clean (eco-friendly alternative) fuels and fuel quality improvement. This research has brought forward various main issues : whether PM emissions should be regulated for diesel and gasoline vehicles and whether gasoline and LPG powered vehicles can be further neglected from PM emission inventories. Finally, the greenhouse gas ($CO_2$, $CH_4$, $N_2O$) regulation has been discussed including automotive emission regulation. The greenhouse gas and emissions (PM) particle of automotive had many problem that cause of ambient pollution, health effects. This paper discussed the influence of LPG fuel on automotive cold startability and exhaust emissions gas. Also, this paper assessed emission characteristics due to the test temperature. These test temperature were performed by dividing the temperature of the test mode and the lowest local temperature in winter. Through this study, the correlation of cold startability, exhaust emission and greenhouse gas emission was analyzed.

Philippines is the second world supplier of coconut by-products. As its first major genomics project, the Philippine Genome Center program for Agriculture (PGC-Agriculture) took the challenge to sequence and assemble the whole coconut genome. The project aims to provide advance genetics tools for our collaborating coconut researchers while taking the opportunity to initiate local capacity. Combination of different NGS platforms was explored and the Philippine 'Catigan Green Dwarf' (CATD) variety was selected with the breeders to be the crop's reference genome. A high quality genome assembly of CATD was generated and used to characterize important genes of coconut towards the development of resilient and outstanding varieties especially for added high-value traits. The talk will present the significant results of the project as published in various papers including the first report of whole genome sequence of a dwarf coconut variety. Updates will include the challenges hurdled and specific applications such as gene mining for host insect resistance and screening for least damaged coconuts (thus potentially insect resistant varieties). Genome-wide DNA markers as published and genes related to coconut oil qualitative/quantitative traits will also be presented, including initial molecular/biochemical studies that support nutritional and medicinal claims. A web-based genome database is currently built for ease access and wider utility of these genomics tools. Indeed, a major milestone accomplished by the coconut genomics research team, which was facilitated with the all-out government support and strong collaboration among multidisciplinary experts and partnership with advance research institutes.

In 2003, the local police system was adopted, and the personnel and installation of local police agencies were subsequently changed. According to the "Police Law", local police station shall be established under the control of chief of police department, and the criteria for the installation of local police stations were to take into consideration of population, administrative districts, area, geographical characteristics, traffic and other conditions. The chief of local police has the authority to install district police station according to the "National Police Agency and its Organization". However, it is hard to say they were applied. Futhermore, it is inappropriate to apply the laws and regulations equally across the nation. Also, it has been criticized for its difficulties of patrolling, the weakened relationship with local residents, and poor quality of security services in rural areas. Therefore, this study suggests that the criteria for the installation of the police station should be made through a comprehensive analysis of the characteristics of the areas and security needs.

This research was focused on collecting and analyzing the data about the preference and awareness about elderly housing among middle aged women. A questionnaire survey was adopted in this study. The data were collected from 120 people between 30~60years old middle aged women living in the city of Seoul from October, 1, 2010 to October, 19, 2010 and 105 cases were used for data analysis. To observe the preference differentiation of elderly housing, by the SPSS Win 18.0 program, $x^2$-test, t-test and ANOVA were utilized. The results of the research were as followings. First, respondents preferred middle scale and single-detached dwelling in suburban areas. Second, for the reason of considering elderly housing, respondents said that they consider the elderly housing as a safe and comfortable place. Third, they preferred that elderly housing should be supplied by local authority or the government. In conclusion, the government and local authorities need to provide elderly housing which can improve the older people's residential welfare in the future aged society and develop a model of the elderly housing which reflects the preference of the middle aged women.

In recent years, the change of urban function and the decrease in birth rate have given rise to merge, abolition and relocation of the existing schools. This study explores the possibilities for various land utilizations of disused school sites, using the trial case of 'M' elementary school at Bu-pyung Gu in Incheon Metropolitan City. 'M' elementary school has recently happened to need no more land to build another school because of decreasing the number of students. Firstly, it studies the land reuse theories in city, the development methodologies of disused sites and the legalistic and political authority and limits. It analyzes the urban spacial values and roles, such as the educational roles, spacial functions and development values of the land. In addition, this study make a questionnaire of local residents to converge the public opinions on the utilization of disused school site. Finally, it proposes the principal direction for the effective appropriation and an alternative for exploitation of school site targeting disused school site of 'M' elementary school.

Since year 2000, French housing and rent prices rose at a rapid rate and the housing market has been overheated. Face to this phenomena, the French government enacted a new law Alur which is a legislatif tool to control the private housing rent price for the cities, where the tension of the housing market is very high. This new law has impacted the housing market in two major ways. First, for the 38 cities designated by this law, the rent price's increase rate can not rise above the IRL, which is the rent reference index. Secondly, this law also permits local authorities to control the housing rent's price following the concrete price guidance. Especially in Paris, the city applicated this method for private rental housing since 2015. This city classified its own area by 14 zones. Based on the market surveys of each sector, local authority made a guidance for private housing rent's price. The guideline is consisted of average prices, maxima and minima price by types, which is classified by the construction year, number of rooms and furnished or not. Therefore, this study aims to understand french housing rent's price control system and draw implementation for korean housing rent policies. This research is meaningful for it introduces recent foreign regislations which could be helpful to control the housing market in Korea.

This study intends to present policy proposals to make the transition from policy adjustment system based on hierarchial authority to deal with energy policy to network establishment based on the central government, local government, industry and civic group, that can be converted into governance. To this end, the legal foundation to make the network-based policy adjustment for government's energy policy possible first. Second, contribution should be made to establish governance related to central government's energy policy. Third, contribution should be made to establish governance related to local government's energy policy. Based on this, this study intends to secure policy measures to establish and improve governance related to energy policy in Korea.

Although the demand and necessity for the facilities of nature environmental conservation and its utilization have been increased recently, the local governments has been experiencing difficulties to launch the facilities since there are no confirmed principles or guidelines for the direction of the facility and distinctions from the ordinary parks. In this regard, the aim of this paper is to provide the overall framework for establishing the facility by equipping checklists from planning to operational stage. The stages are disengaged into 5 steps of siting feasibility, planning, preliminary environmental assessment and environmental impact assessment, design, construction, and operation. This paper also include the recommendations to vitalize the existing facilities, of which expansion of educational program development; utilization of various manpower; provision of appropriate settings; strengthened monitoring; and increased public relations. Furthermore, it is suggested to consider the strengthened local characteristics, reviewing management plan at the stage of applying a new facility establishment to the concerned authority, fostering experts, and expansion of the facilities through restoration of environmentally damaged areas for a new facility.
