원산지규정 사후검증제도의 엄격성에 대한 내생적 결정과 함의 : 근시안적인 정부에 대한 로비모형을 중심으로 (An Endogenous Decision on the Stringency of the Rules of Origin Verification and its Implications: Focusing on Lobbying a Myopic Government)

  • Recently, the Trump administration initiated a new United States-Mexico-Canada Agreement (USMCA) that strengthened NAFTA's rules of origin to enhance protectionism while maintaining the framework of trade agreements rather than completely abolishing them. This study focuses on the behavior of firms motivated to influence the government to practice protectionist trade by analyzing the rules of origin verification and adopting the political economics model. This paper explains the process of endogenous determination of the stringency of rules of origin verification as a non-tariff barrier using the lobbying model. Comparative static analysis shows that the more efficient technology a domestic firm has and the more government prefers to raise political contribution, the more is verification likely to be strict. This suggests that a rationale exists to maintain a free trade agreement in the form of the new agreement (USMCA) without abolishing the current NAFTA regime.

  • Since the coastal countries, such as Unite States and other Latin America countries, proclaimed their 200 nautical mile Exclusive Economic Zone, these countries have attention to the need to develop effective coastal management and resource conservation But these countries often perceive themselves as being in competition with each other for profitable for the expansion of the vested EEZ. In such a situation, Exclusive Economic Zone expansion can appear as attractive policy tools in a coastal fishing firms in a noncooperative rivalries with pelagic countries, enable them to expand their fishing share and earn more profits. In reality, the coastal countries strategic Exclusive Economic Zone expansion change the initial condition of the game that both countries' fishing firms play. In this case, the coastal countries' fishing, such as South Korea, Japan and others, act as a followers. As result, the coastal countries' welfare is improved because of pelagic countries profit share shifts to the coastal countries profit share. In this paper, we find that coastal countries strategic EEZ expansion policy may not improve the coastal contries welfare if the shifting profits are dominated by the direct lobbying costs and related resource depletion.

  • Foreign scholars pointed out that the root of the Korean economic crash was A Study on Corporate Social Responsibility and Moral Management due to the government's excessive regulations, the harmful effects of government finance, and the high-cost political structure. Despite the need to ease the rigidity of governmental finance and various regulations and operate the financial system through autonomous market mechanisms, it was argued that various bribes, express fees, and collusive lobbying funds were inevitably generated due to discretionary acts of bureaucrats with licenses and permits, complicated administrative procedures and systems, and regulatory changes in government policies. In fact, in developing countries, corruption was a necessary evil for economic development and was seen as a lubricant in economic management. The purpose of this study is to study the social responsibility and corporate ethics of chaebol. First: consider the problems of large corporations. Second, We will consider the direction and policy of corporate ethics.   • In reality, there are numerous [Note: I advise to change the tone to being more certain, as opposed to offering a possibility. You need to emphasize the seriousness of the conditions that your study wants to talk about] non-tariff trade barriers under free trade agreements, with various stakeholders having different trade-off interests. This study focuses on the rules of origin verification and considers cases in which domestic firms, foreign firms, and domestic consumer groups compete politically for their rent protection in the domestic market. As in Gwande et al. (2006), cross-border lobbies are considered possible wherein foreign firms also lobby the government to influence the decision-making process of how stringently to verify the rules of origin. [Note: Starting here, switch to past tense because a: study intentions above can be in present tense, b: study procedures should be in past tense] In this study, we assumed that all stakeholders form interest groups and present political contributions to the government based on their interests. The stringency of the rules of origin verification was then determined through this political process, and we compared this to a socially optimal one in the analysis. It was found that the verification was less stringent when there was cross-border lobbying than the socially optimal one.

  • The US supports the Information and Communication (IC) industry as a strategic one to wield a complete power over the World Market. However, several other countries are also eager to have the support for the IC industry because the industry produces a high added value and has a significant effect on other industries. Korea is not an exception. Korea recently succeeded in the commercialization of CDMA for the first time in the world, after the successful development of TDX. Hence, it is highly likely to get tracked by the US. Although the IC industry is a specific sector of IT, there is a concern that there might be a trade friction between the US and Korea due to a possible competition. It will be very important to prepare a solution in advance so that Korea could prevent the friction and at the same time increase its share domestically and globally. It will be our important task to solve the problem with the minimum cost if the conflict arises unfortunately in the IT area. The parties that have a strong influence on the US trade policy are the think tank group and the IT-related interest group. Therefore, it would be important to have a close relationship with them. We found some implications by analyzing the case of Japan, which has experienced trade frictions with the US over the long period of time in the high tech industry. In order to get rid of those conflicts with the US, the Japanese did the following things : (1) The Japanese government developed supporting theories and also resorted to international support so that the world could support the Japanese theories. (2) Through continual dialogue with the US business people, the Japanese business people sought after solutions to share profits among the Japanese and the US both in the domestic and in the worldwide markets. They focused on lobbying activities to influence the US public opinion to support the Japanese. The specific implementation plan was first to open culture lobby toward opinion leaders who were leaders about the US opinion. The institution, Japan Society, were formed to deliver a high quality lobbying activities. The second plan is economic lobby. They have established Japanese Economic Institute at Washington. They provide information about Japan regularly or irregularly to the US government, research institution, universities, etc., that are interested in Japan. The main objective behind these activities though is to advertise the validity of Japanese policy. Japanese top executives, practical interest groups on international trade, are trying to justify their position by direct contact with the US policy makers. The third one is political lobby. Japan is very careful about this political lobby. It is doing its best not to give impression that Japan is trying to shape the US policy making. It is collecting a vast amount of information to make a correct judgment on situation. It is not tilted toward one political party or the other, and is rather developing a long-term network of people who understand and support the Japanese policy. The following implications were drawn from the experience of Japan. First, the Korean government should develop a long-term plan and execute it to improve the Korean image perceived by American people. Second, the Korean government should begin public relation activities toward the US elite group. It is inevitable to make an effort to advertise Korea to this elite group because this group leads public opinion in the USA. Third, the Korean government needs the development of a relevant policy to elevate the positive atmosphere for advertising toward the US. For example, we need information about to whom and how to about lobbying activities, personnel network who immediately respond to wrong articles about Korea in the US press, and lastly the most recent data bank of Korean support group inside the USA. Fourth, the Korean government should create an atmosphere to facilitate the advertising toward the US. Examples include provision of incentives in tax on the expenses for the advertising toward the US and provision of rewards to those who significantly contribute to the advertising activities. Fifth, the Korean government should perform the role of a bridge between Korean and the US business people. Sixth, the government should promptly analyze the policy of IT industry, a strategic area, and timely distribute information to industries in Korea. Since the Korean government is the only institution that has formal contact with the US government, it is highly likely to provide information of a high quality. The followings are some implications for business institutions. First, Korean business organization should carefully analyze and observe the business policy and managerial conditions of US companies. It is very important to do so because all the trade frictions arise at the business level. Second, it is also very important that the top management of Korean firms contact the opinion leaders of the US. Third, it is critically needed that Korean business people sent to the USA do their part for PR activities. Fourth, it is very important to advertise to American employees in Korean companies. If we cannot convince our American employees, it would be a lot harder to convince regular American. Therefore, it is very important to make the American employees the support group for Korean ways. Fifth, it should try to get much information as early as possible about the US firms policy in the IT area. It should give an enormous effort on early collection of information because by doing so it has more time to respond. Sixth, it should research on the PR cases of foreign enterprise or non-American companies inside the USA. The research needs to identify the success factors and the failure factors. Finally, the business firm will get more valuable information if it analyzes and responds to, according to each medium.

  • 본 연구는 정부의 국제환경규범 결정과정에 영향을 줄 수 있는 이익집단들의 정치적 행동을 조감하는데 필요한 정치경제학 모형을 제시한다. 복잡하고 다양한 이익집단의 집단행동을 분석하기 위해서 본 연구는 최근 유행하는 메뉴 옥션 유형의 선거비용 기부 모형으로부터 시작하여 다수 조정자-다수 대리인 이론에 근거하는 국제 이익집단 정치와 더불어 공동 대리인 모형과 다수 조정자-다수 대리인 모델이 혼재되어 있는 경우까지 조감하였다. 국제무역이론의 특정생산요소 모형을 바탕으로 다양한 이익집단 정치경제모형에서 결정될 수 있는 균형 환경규범의 수준을 분석하여 근래 점증하는 환경주의자 이익집단의 정치적 역할 등을 가늠하도록 한다. 2국 소국가 개방경제를 가정하여 각국의 일방적인 환경규범입안은 매우 완화된 수준에서 이루어질 것이고 이 때문에 초래되는 외부효과는 정부 간 협력을 통하여 내재화될 수 있다는 종래의 이론적 주장에서 탈피하여 국가 간 협력을 통하여 달성될 수 있는 최적의 국제환경규범 수준이 동일한 이익을 추구하는 각국의 이익집단 간의 협력을 통해서도 가능함을 지적한다.

지방의회의원들의 보건정책에 대한 인식 (The Local Council Members' Attitudes to the Health Policy)

  • In order to understand the local council members' attitudes to the health policy, we conducted mail surveys using self-administered questionaire for 2 months(February and March. 1995). The study subjects were 2.312 local council members in Korea, but only about 11% among whom. 257 persons, responded to 2 times mail survey. This response rate revealed that the local council members was not interested in health care fields. The main results were as follows; The respondents thought that the economic and income development was most important among 15 regional policy agendas and the health care was the 5th or 7th important agenda. They. who had more health needs of and poor access to health care, tended to think that the health care was more important. They considered lobbying to and persuading the civil servants as the best method to tackle the local health care policy agenda. The respondents, who had poor access to health care facilities. tended to set the highest priority for the expansion of public and private health care resources. They expected that the election of local governor would activate the public health program more than thought that the program was implemented more actively than other region. The main opinion of respondents was that the central government had to take over planning and financing for the public health program, and the basic local government had to implment the program and budgeting. The majority of respondents agreed the private dominant medical care delivery system and nation-wide uniformed financing mechanism. Over 60% of them suggested that they were ready to suffer environmental pollution inducing health hazards for the purpose of regional economic and income development. About 75% of them favour the campaign for antismoking regardless of reducing local government's revenue from sale tax.

행위자연계망이론을 통한 영국 도시교외지역 관리시책의 운영과정 특성 분석 -테임즈 체이스 마을 숲 조성 시책을 사례로- (An Analysis of the Urban Fringe Management Initiative's Operational Process in UK Using the Actor Network Theory - A Case Study of Thames Chase Community Forest Initiative -)

  • The purpose of this research was to investigate and analyse how Community Forest Initiatives as urban fringe management initiatives made alliances with a variety of interest groups, enrol them in the urban fringe management processes using the Actor Network Theory. The Thames Chase Community Forest Initiative was selected and its area of operation included a $97 km^2$ area of green-belt area in East London. It was a instrument far improving and protecting the unique characteristics of the countryside landscape from urban developments as well as evaluating the impact of forestry inclusion in land use planning in the urban fringe. It was operated through a tiered structure comprising the Thames Chase Joint Committee and the management team. They employed a variety of devices to speak with one voice to bring about an effective operation process and to secure the enrolment of a variety of interest groups in its operational processes. Of note, the initiative's actor network impacted on improvement to and management of the countryside landscape despite not owning any land itself. As a result, when urban fringe management initiatives will be launched in South Korea to achieve a more effective and efficient urban fringe management, local councillors and representatives from public and non-government bodies should be more responsive to local communities' views and needs and work more vigorously on their behalf through lobbying, seeking media support, and so on. Moreover, better understanding and communication between local authorities' officers and management initiatives' teams are essential to avoid duplication of work practice.

민간분야 중간지원조직의 실태와 활성화 방안 -충남 지역산업 협의체 사례- (The Current Situation and Development Strategies of the Intermediary Agencies in the Private Sector -The Case of Industrial Councils in Chungnam Province-)

  • 이 연구의 목적은 충남지역 경제 발전에서 중요한 역할을 수행하는 민간 중간지원조직의 현황을 조사 분석하고 이들의 역량을 강화시키는 정책적 방안을 도출하는 것이다. 이 연구에서는 중간지원조직을 민간단체와 정부 사이에서 다양한 주체들 간에 원활한 관계를 형성, 유지하도록 하는 모든 기관과 프로그램이라고 정의하였다. 지금까지 대부분의 연구들은 공공기관 중간지원조직의 기능과 역할에 대한 분석이 중심이었지만, 이 연구에서는 충남지역을 활동 범위로 하는 민간분야 경제관련 단체 9곳을 선정하여 중간지원조직으로서의 역할과 기능에 대해 설문지와 면담조사를 통해서 조사하였다. 그 결과 아직까지 과거 산업화시대 이익단체로서의 역할에 국한된 활동에 초점을 두고 있으며, 자신들이 중간지원조직으로서의 역할을 수행해야 한다는 인식이 매우 미흡한 것으로 나타났다. 또한 재정적으로 열악한 상황에 직면해 있기 때문에 중앙부처에서 예산을 지원하는 사업 이외에 자체사업을 추진할 수 있는 능력이 부족한 실정이다. 따라서 이들이 충남지역에서 지역산업체의 요구를 수용해서 새로운 협력적 활동을 주도하는 중간지원조직으로서의 활동을 수행하기 위해서는 우선적으로 각종 지역개발사업의 운영과정에 참여하도록 함으로써 다양한 지역산업의 문제를 다룰 수 있는 역량을 향상시키도록 하는 정책적 지원이 필요하다.
