The Act on Distribution and Price Stabilization of Agricultural and Fisheries Product, which specifies rules and regulations on the trading system of fishery products wholesales markets, has been revised several times, mainly in order to improve the trading system. However, there is still a huge gap between the reality and law when it comes to the trading system of the fishery products wholesale market. This study aims to analyze the problems of the trading system of the fishery products wholesale market and to suggest ways to make improvement. The main problem facing the trading system of the fishery products wholesale market is sales on consignment by intermediate wholesalers, and this paper suggests two alternatives to solve the problem. First, intermediate wholesaler can be converted to market wholesalers, but it also entails other problems. The market wholesaler system has never been successfully adopted in the agricultural and fishery products wholesale market, and it is not clear which system is better between the wholesale market corporation and the market wholesaler system. Second, sales on consignment by intermediate wholesalers can be adopted with a positive view toward it. Negotiation transaction can be carried out for sales on consignment as a transaction method under the current Act on Distribution and Price Stabilization of Agricultural and Fisheries Products. However, since the act cannot provide a solution for listing, it is necessary to introduce Japan's negotiated transaction in advance system as a negotiation transaction method.

It is necessary to adopt some logical techniques and methods of alarm processing for a large complex plant such as nuclear power plants in order to present the occurred alarm messages properly and concisely. Among such alarm processing techniques, the alarm suppressing function is a strong tool to avoid alarm flooding during the sudden transients of plant output power such as turbine trips, reactor trips and other incidents. Unless any suppression or representation technologies are used in an alarm message listing system, it cannot provide quick assistance to plant operators or supervisors during plant upsets because too many alarm messages are presented in an alarm list window. This paper presents the key suppression methods and analysis processes developed for implementing a suppressed alarm message listing function of an integrated alarm system called LogACTs which has been applied to a CANDU nuclear power plant. A simulation testing of the suppressing function conducted with the real plant alarm message list data has demonstrated an effective performance of the developed logics with the high suppression rate.

This paper examines the post-IPO price volatility in the first trading days after the IPO of SOEs that carry out equitization, on a sample of 76 IPOs on the Hanoi Stock Exchange (Vietnam) in the period 2013-2018. Oversubscription rate, firm size, issuance size, internal equity ownership, and listing delay are all factors that influence IPO price volatility in a primitive stock market. The results showed that the average initial market-adjusted return for the first three trading days was -11.95%; -9.58% and -7.29% and the level of price volatility is related to the rate of oversubscription and company size. Issuance price, issuance size, internal equity holdings, and listing delay do not seem to contribute significantly to post-IPO share prices. Individual investors based their valuation on information released during and after the IPO. In general, the number of IPOs that yield positive and negative returns in the first trading days is about the same, indicating that the two phenomena of undervaluation and overvaluation still occur in the process of valuing shares of Vietnamese SOEs for IPOs.

In the last years there have been some severe accidents with passenger vessels. So, International Maritime Organization(IMO) has recognized that computer stimulation of the evacuation may be required for passenger vessels. Human elements is a key issues of escape analysis on shipboard. There are technical requirements to simulate of escape analysis for human elements. Technical requirements include model of ship structure, evacuation algorithm, human behaviour analysis and influence of ship listing/motion. This paper provides the key issues and technologies of simulation for human escape on shipboard.

Recent years have shown a great interest of public in buying and selling of crypto/digital currency. With hundreds of digital currencies in financial market, bitcoin remains the most widely used, adapted, and accepted currency around the world. However, the critics of bitcoin still consider it a threat to modern day power usage. This paper discusses the important pitfalls, pros, and cons related to bitcoin's energy consumption. The paper begins by highlighting the flexibilities cryptocurrency can bring to online money transfers compared to traditional 'fiat' architecture. Then, the focus of the paper entirely remains on listing various facts related to bitcoin's energy utilization including a brief description of several emerging approaches for energy optimization. This paper is concluded by revealing key current challenges associated to bitcoin's energy usage.

This paper is to give some hints to solve the problems of the Korean The third Market suffering from the extreme shortage of the liquidity. To solve that problem, this paper mainly compare the liquidity indices of the Third Market with that of the Japanese third market, that is Mothers. The main liqudity indices of the Mothers shows better than that of the Korean Third Market redardless of the small numbers of the listed Firms. The main differences in the liquidity levels between two markets is to caused by the trading system. The Korean Third Market has been adapting the one-to-one trading system which most stock markets of the world gave up that system owing to the inefficiency. This paper shows the proper trading system for the Third Market is competitve trading system partialy combined with the market maker system beacause of the small firm characterristics.

There are many bamboo weir (Juk-Bang-Ryeum) with the highest preservation value as a fisheries heritage from Sacheon to Namhae area in the Korea Hanrye National Marine Park. It was designated as a Korea National Cultural Property Sightseeing No. 71, and also as an important fishery asset listed in the Korea National Important Fisheries Heritage No. 3. It is an important cultural heritage that should be preserved for the future as a community asset to the local residents, and should be preserved as it's original form because of unique traditional fishery style in the world as well as natural environment oriented fishing system. The purpose of this study is to review the value of Juk-Bang-Ryeum in the South Sea as well as to preserve the tradition of it. This paper will make a contribution to the registration of it on the list of World Important Agricultural and Fishery Heritage (GIAHS), which is recognized by the United Nations Food and Agriculture Organization (FAO). To make basic data for listing on it, we will analyze the characteristics and structure of Juk-Bang-Ryeum, and also research the value of it from the historical literature review as well state of arts. We also develop a scheme for listing on FAO GIAHS through checking necessary items step by step. Finally, we suggest some idea to preserve it more effectively.

Objectives : In this paper, the outline and overall content of the Majinhwiseong, a specialized medical text on measles written by Lee Wonpung was introduced, along with its academic historical meaning. Methods : The entire Majinhwiseong was analyzed according to content and form. In terms of form, organization, construction, cited literature, etc., were studied, while in terms of content, diagnosis of disease pattern and treatment formulas were studied. Later, based on cited medical texts and the author's social position, the academic historical meaning of this book was discussed. Results : Through the Majinhwiseong, Lee Wonpung strengthened the credibility of the text by not only providing medical knowledge on measles but listing their sources and comparing and analyzing related contents. In the diagnosis part, Lee focused on the changes in symptom, shape, color, and pulse of measles, discussing in detail its differential diagnostic methods. In the treatment part, while listing numerous formulas suggested by Ming (明) masters, Lee did not leave out treatment experiences of Joseon physicians. Meanwhile, the Majinhwiseong is indicative of measles medicine in 18th century Joseon having been progressed in the private sector rather than the official, and how the results of private sector medicine were being absorbed into the official realm through the Uiyakdongcham (議藥同參) system. Conclusions : The Majinhwiseong is a practical treatment manual written by clinician Lee Wonpung to deal measles which was widely spread at the time. The author organized existing medical knowledge on measles for clinicians while reflecting outcomes and medical situation of Joseon physicians in this book. Based on these findings, we could verify that medicine in 18th century Joseon had been progressing actively around the private medical sector.

This paper introduces a search method based on conceptual graph. A hyperlink information is essential to construct conceptual graph in web. The information is very useful as it provides summary and further linkage to construct conceptual graph that has been provided by human. It also has a property which shows review, relation, hierarchy, generality, and visibility. Using this property, we extracted the keywords of web documents and made up of the conceptual graph among the keywords sampled from web pages. This paper extracts the keywords of web pages using anchor text one out of hyperlink information and makes hyperlink of web pages abstract as the link relation between keywords of each web page. 1 suggest this useful search method providing querying word extension or domain knowledge by conceptual graph of keywords. Domain knowledge was conceptualized knowledged as the conceptual graph. Then it is not listing web documents which is the defect of previous search system. And it gives the index of concept associating with querying word.

There has been much effort to improve the accuracy of the Internet topology model and include its quantitativeand/or qualitative effects on studies of a variety of network problems. Such improvement is the primarymotivation of this paper in listing and classifying the body of literature addressing the Internet topology. Themetrics, which characterize the fundamental properties of the Internet, are also divided into five categories andtheir importance and applications are discussed. Finally, we suggest several future research topics for theInternet topology models to be more realistic and applicable.
