Since the advent of Linked Data (LD) as a method for building webs of data, there have been many attempts to apply and implement LD in various settings. Efforts have been made to convert bibliographic data in libraries into Linked Data, thereby generating Library Linked Data (LLD). However, when memory institutions have tried to link their data with external sources based on principles suggested by Tim Berners-Lee, identifying appropriate vocabularies for use in describing their bibliographic data has proved challenging. The objective of this paper is to discuss the potential role of Linked Open Vocabularies (LOV) in providing better access to various open datasets and facilitating effective linking. The paper will also examine the ways in which memory institutions can utilize LOV to enhance the quality of LLD and LLD-based ontology design.

In recent years, the skyline query paradigm has been established as a reliable method for database query personalization. While early efficiency problems have been solved by sophisticated algorithms and advanced indexing, new challenges in skyline retrieval effectiveness continuously arise. In particular, the rise of the Semantic Web and linked open data leads to personalization issues where skyline queries cannot be applied easily. We addressed the special challenges presented by linked open data in previous work; and now further extend this work, with a heuristic workflow to boost efficiency. This is necessary; because the new view on linked open data dominance has serious implications for the efficiency of the actual skyline computation, since transitivity of the dominance relationships is no longer granted. Therefore, our contributions in this paper can be summarized as: we present an intuitive skyline query paradigm to deal with linked open data; we provide an effective dominance definition, and establish its theoretical properties; we develop innovative skyline algorithms to deal with the resulting challenges; and we design efficient heuristics for the case of predicate equivalences that may often happen in linked open data. We extensively evaluate our new algorithms with respect to performance, and the enriched skyline semantics.

Linked Data는 서로 분리돼 있는 데이터를 HTTP와 SPARQL을 이용하여 한 번에 질의하는 것이 가능하다. 많은 공공정보들이 여러가지 형식으로 공개되고 있지만 데이터의 재사용성을 높이고 공개된 다른 데이터들과의 활용도를 높이기 위해 Linked Open Data (LOD)로 발행되고 있다. 국내 LOD 중 국가서지 Linked Data와 RISS Linked Data를 중심으로 발행현황을 살펴보고 LOD 발행 후 외부자원과의 연결을 시도한 활용서비스에 대하여 점검하고 활용방안에 대해 고찰하였다. LOD 발행에 있어 SKOS, FOAF, DC 등과 같은 국제 표준용어집을 사용하여 연계 용이성을 확보하고 LOD 연계에 대한 실질적 활용과 운용경험을 공유할 수 있는 플랫폼의 중요성을 제안하였다. 또한 국내외 LOD 플랫폼을 통해 홍보 및 네트워크를 구성하는 노력과 기술적인 운용에 대한 가이드의 필요성을 제안하였다.

언론사들은 링크드 데이터(Linked Data) 기술을 활용하여 누적된 지적자산으로부터 새로운 가치를 찾는 노력을 하고 있다. 최근 들어 세계적인 언론 매체인 BBC에서는 링크드 데이터 모형을 이용해 자사의 뉴스 기사 가치를 지속해서 향상시키고 있다. 국내 인터넷 신문사들도 누적된 기사를 재활용하고, 이들로부터 새로운 가치를 찾아 뉴스 기사의 가치를 지속해서 향상시킬 필요성이 있다. 본 논문에서는 보건의료 관련 뉴스를 대상으로 링크드 데이터를 구축하는 연구를 소개한다. 기사문에서 보건의료와 관련된 개체명을 인식하여 데이터베이스화하고, 이를 공개된 다른 정보들과 연결하며, 구조화하여 링크드 데이터 서비스를 제공한다. 연구의 결과는 무분별하게 쌓여있는 뉴스데이터를 체계적으로 정리하고, 공개된 다른 정보들과 연결함으로써 기존에 발견하지 못했던 새로운 인사이트를 찾는 기회를 제공하고, 뉴스 데이터가 재활용될 수 있는데 기여할 수 있다. 마지막으로 SPARQL 질의 언어를 이용하여 뉴스 데이터를 대화식으로 탐색할 수 있는데 기여할 수 있다.

공공데이터는 공공기관의 정책 수립 등의 공적 기능을 수행하기 위하여 많은 비용을 들여 수집되고 있으나 대부분은 사일로(silos)로 방치되고 있다. 우리나라도 공공데이터를 개방하려는 움직임이 활발해지고 있으나 일부 기관을 중심으로 OpenAPI 형식으로 데이터를 제공하는 등 제한적인 수준에 머물고 있다. 국가차원에서 LOD(Linking Open Data) 시범사업으로 공공DB 피디아를 구축하면서 최근 들어 공공데이터 활용을 위한 링크드 데이터 구축이 활발하게 논의되고 있다. 본 연구에서는 관련연구 및 공공부문을 중심으로 한 링크드 데이터 구축 사례를 바탕으로 공공데이터 활용을 위한 국가 연계체계 사업인 공공DB 피디아 구축과정에서 도출된 문제를 파악하고 기존의 국가DB 연계체계 구축과정을 참고하여 그 해결 방안을 제시하였다.

Linked Data is a web standard data definition method devised to connect, expand resources with a standardized type. Linked Data built in various areas expands existing knowledge through an open data cloud like LOD(Linked Open Data). A project to link and service existing knowledge through LOD is under way worldwide. However, LOD project in domestic is being participated in a specific field to the level of research. In this paper, we suggests a method to build the area of technical knowledge like legislations in type of Linked Data, and distribute such Linked Data built to LOD. The construction method suggested by this paper divides knowledge of legislations in structural, semantic, and integrated perspective, and builds each of them by converting to Linked Data according to the perspective. Also, such built Linked Legal Data prepares to link knowledge in a standardized type by distributing them onto LOD. Built Linked Legal Data are equipped with schema for link service in various types, and give help increase understand the access type to existing legal information.

The Linked Open Data(LOD) cloud is quickly becoming one of the largest collections of interlinked datasets and the de facto standard for publishing, sharing and connecting pieces of data on the Web. Data publishers from diverse domains publish their data using Resource Description Framework(RDF) data model and provide SPARQL endpoints to enable querying their data, which enables creating a global, distributed and interconnected dataspace on the LOD cloud. Although it is possible to extract structured data as query results by using SPARQL, users have very poor in analysis and visualization of RDF data from SPARQL query results. Therefore, to tackle this issue, based on Formal Concept Analysis, we propose a novel approach for analyzing and visualizing useful information from the LOD cloud. The RDF data analysis and visualization technique proposed in this paper can be utilized in the field of semantic web data mining by extracting and analyzing the information and knowledge inherent in LOD and supporting classification and visualization.

Interest in open data is continuing to grow around the world. In particular, open government data are considered an important element in securing government transparency and creating new industrial values. The South Korean government has enacted legislation on opening public data and provided diversified policy and technical support. However, there are also limitations to effectively utilizing open data in various areas. This paper introduces an administrative district knowledge model to improve the sharing and utilization of open government data, where the data are semantically linked to generate a knowledge graph that connects various data based on administrative districts. The administrative district knowledge model semantically models the legal definition of administrative districts in South Korea, and the administrative district knowledge graph is linked to data that can serve as an administrative basis, such as addresses and postal codes, for potential use in hospitals, schools, and traffic control.

공공데이터베이스는 공무상의 활용뿐만 아니라 민간의 창의성과 결합할 경우 새로운 비즈니스와 일자리를 창출할 수 있는 잠재력을 가지고 있다. 미국과 영국 등 해외 주요국들은 공공정보 재사용의 가치를 깨닫고 공공데이터를 Linked Data화하는 작업을 진행하고 있다. Linked Data는 웹에서 자유롭게 데이터를 개방하여 연계할 수 있도록 하는 네트워크 기술이다. 본 고에서는 국내 공공정보의 개방과 재사용을 지원하기 위한 방안으로 Linked Data 구축을 제안하고, 이를 위해 데이터, 시스템, 서비스의 3가지 측면에서 표준화 방안을 제안하였다. 데이터 표준화 측면에서는 데이터 표현 및 접근에 관한 표준을 준수하고, 표준화된 데이터모델과 데이터구조에 대한 정보와 함께 완전하게 수요자 입장에서 배포해야 한다. 특히 데이터의 상용화나 재가공에 아무런 제약이 없는 완전한 공개를 원칙으로 해야 한다. 시스템 표준화 측면에서 Linked Data 플랫폼은 트리플 스토어, 원데이터의 트리플 변환기, 그리고 추론기로 구성되어야 한다. 서비스 표준화 측면에서는 Linked Data를 이용자에게 다양한 포맷으로 제공할 수 있는 인터페이스가 제공되어야 한다. 무엇보다도 공공정보의 공개와 재사용성을 위한 국가적 차원의 거버넌스와 지원이 마련되어야 공공정보의 Linked Data 플랫폼이 온전히 이루어질 수 있을 것이다.

농업과 ICT(Information & Communication Technology)의 융합기술은 미래농업의 주요 요인으로 지목되고 있는 가운데 식량부족 및 식품 안전성 문제의 대안 책으로 주목받고 있다. 최근 들어, 국내 및 국제 농업분야에서는 농작물 생육환경에 대해 ICT기술 중 빅데이터를 이용하여, 농업분야 환경을 개선하고자 한다. 그러나 아직까지 국내 농업분야에서는 빅데이터 활용도가 낮으며, 농가별로 폐쇄적으로 운영하여 생육환경 데이터가 공유되지 않고 있다. 따라서 세계 10대 유망상업 중 하나로 꼽히는 빅데이터 활용과 더불어 개방형 지식 서비스화 할 수 있는 LOK(Linked Open Knowledge) 시스템이 필요하다. 본 연구는 국내외 생육환경과 빅데이터의 연구현황을 분석하고 국내 농업의 선진화 방안으로 농업 내의 빅데이터 구축 및 활용을 통한 농작물에 대한 LOK의 필요성을 알아보고, 제언하고자 한다.
