  • Localization of extension services in 1997 has weakened the linkage and cooperation between the central and district extension agencies(Provincial Agricultural Research & Extension Services and City & County Technology Centers). Since agriculture needs a national or regional dimension approach in many senses, it is important for agricultural prosperity to maintain and even further strengthen the practice of cooperation between different levels of governments and extension agencies. The objective of this study was to suggest policy measures to strengthen the linkage and cooperation between agricultural extension agencies. Existing works were reviewed to see a general picture of problems associated with he localization of extension services. In order to gain insight into policy measures, questionnaire surveys to extension staffs in districts(8 of 9 Provincial Agricultural Research & Extension Services and 160 of City & County Technology Centers) were conducted. Survey respondents were mainly asked about policy measures which would contribute to strengthen the linkage and cooperation between extension service agencies.Three policy measures derived from the study are: to expand the professional and technological education at the central level; to establish the central-local partnership; and to strengthen the linkage and cooperation between city & county agricultural technology centers.

  • This study was conducted to identify the linkage and cooperation experiences in public case-management services of visiting health care practitioners. Focus group interviews were conducted with three people in charge of providing visiting healthcare services in public health centers. A semi-structured interview questionnaire was developed in advance through discussions among researchers In response to the interview questions, study participants described in detail the success and failure factors associated with linkage and cooperation that they experienced while providing visiting healthcare services. The interview data were analyzed qualitatively to identify the main themes and sub-themes reflecting visiting nurses' experiences with linkage and cooperation. The three main themes were: 'Guidelines act as positive performance factors for community-based linkage and cooperation', 'Unstable employment and lack of an integrated system act as barriers to linkage and cooperation', and 'Necessary for multidimensional approach to promoting linkage and cooperation'. Based on these results, the authors propose the development of clear linkage and cooperation standards and procedures, thereby ensuring job security for visiting nurses. Moreover, an integrated information system should be developed and implemented.

  • This study aims to explore improvement measures for the linkage system between the police and social welfare agencies in responding to domestic violence and child abuse issues in South Korea by comparing and analyzing the current systems in South Korea, the United States, and the United Kingdom. Despite the legal and institutional foundations for victim protection and perpetrator correction in each country, the effectiveness of actual cooperation faces several limitations. In South Korea, the level of cooperation is insufficient due to the lack of information sharing, role conflicts, and ambiguity of cooperation procedures. The United States and the United Kingdom operate more systematic cooperation programs, showing notable achievements in mental health crisis intervention and domestic violence response. To improve the linkage system in South Korea, this study proposes the following measures: (1) developing a clear cooperation protocol, (2) conducting regular education and training programs, (3) establishing an integrated information system, and (4) strengthening the victim-centered approach. Implementing these measures will contribute to more effective responses to domestic violence and child abuse issues, ultimately leading to a healthier and safer society by reducing social costs through victim protection and perpetrator correction.

  • In a study of the existing Collaboration, U-I Collaboration linkage(LINK) has a width of the various channels through continuous mutual cooperation by the path-dependency. U-I Collaboration linkage(LINK) through the various channels is more powerful, whereas this increase trade-related barriers. In other words, It has been discussed in many literatures about the U-I Collaboration linkage(LINK). However, relatively a study on the factor of the barrier about U-I Collaboration linkage(LINK) is a minority. Given the importance of policies to establish an association of industry-university cooperation and support system, the lack of research on the obstacles to U-I Collaboration linkage(LINK) will be a serious obstacle for designing effective policies. This paper examines the existing literature about the width of mutual cooperation and the barrier of U-I Collaboration, analyze to lower the barrier of U-I cooperation through POB(Positive Organization Behavior) of university administration. In conclusion, we would like to suggest the policy implications.

  • The rapid growth of world population, reduction of cultivated areas for crop production, and detrimental effects of pests, diseases, and climate changes have required to breed new rice cultivars with high yield, accepted quality, but strong resistance to abiotic and biotic stresses. However, traditional breeding needs much time to breed a new cultivar, whereas the successful use of molecular breeding is still questionable. We have developed a novel mutation which allow to cross many rice cultivars together with low segregation, that allow to breed a new cultivar in only several cropping. The mechanism has been unknown, but we suggest that gene linkage may play a crucial role, of which the semi dwarf gene might be the center gene for gene linkage occurrence. The phenomenon of this possible gene linkage is contrary to Mendel rules, but it is promising to breed new rice cultivars, of which, the most elite genes in rice might be able to gather in a targeted rice variety.

  • As the climate crisis intensifies, the need to improve the climate resilience of developing countries is ever increasing. Hence, the international community is seeking ways to effectively conduct climate technology transfer by linking the projects with financial mechanisms. However, commercialization of climate technology in developing countries is no easy feat as comprehensive knowledge on the target country is a prerequisite for seeking a suitable technology-financial linkage measure. Hence, in-depth discussions on effective climate technology and financial linkage measures have become an important global agenda, and South Korea, as a country with long experience in climate technology transfer, and a strong ecosystem for public climate technology, should step forward to take up a leading role. Against this backdrop, this paper proposes strategies and implementation measures for linking funds from the Multilateral Development Banks (MDB) with Korea's Public Climate Technology (PCT) by examining several key areas of R&D, international cooperation, and technology commercialization.

  • Gloeostereum incarnatum has edible and medicinal value and was first cultivated and domesticated in China. We sequenced the G. incarnatum monokaryotic strain GiC-126 on an Illumina HiSeq X Ten system and obtained a 34.52-Mb genome assembly sequence that encoded 16,895 predicted genes. We combined the GiC-126 genome with the published genome of G. incarnatum strain CCMJ2665 to construct a genetic linkage map (GiC-126 genome) that had 10 linkage groups (LGs), and the 15 assembly sequences of CCMJ2665 were integrated into 8 LGs. We identified 1912 simple sequence repeat (SSR) loci and detected 700 genes containing 768 SSRs in the genome; 65 and 100 of them were annotated with gene ontology (GO) terms and KEGG pathways, respectively. Carbohydrate-active enzymes (CAZymes) were identified in 20 fungal genomes and annotated; among them, 144 CAZymes were annotated in the GiC-126 genome. The A mating-type locus (MAT-A) of G. incarnatum was located on scaffold885 at 38.9 cM of LG1 and was flanked by two homeodomain (HD1) genes, mip and beta-fg. Fourteen segregation distortion markers were detected in the genetic linkage map, all of which were skewed toward the parent GiC-126. They formed three segregation distortion regions (SDR1-SDR3), and 22 predictive genes were found in scaffold1920 where three segregation distortion markers were located in SDR1. In this study, we corrected and updated the genomic information of G. incarnatum. Our results will provide a theoretical basis for fine gene mapping, functional gene cloning, and genetic breeding the follow-up of G. incarnatum.

  • Climate changes from global warming and reduction in agricultural land result in volatility of prices of agricultural products, causing a imbalance of food market in Korea. It is necessary to develop a transnational food industry cooperation system among Korea, China and Russia that directly or indirectly affect food industry in terms of the whole industrial network. This study analyzes the value chain and linkage in the agriculture, forestry and fisheries industries in three nations. The unit structure and the industrial patterns of three nations were derived using the World Input-output Table (WIOT) from 2004 to 2014 every five years. This paper is expected to contribute to develop food security cooperation in the northern part of the Korean peninsula and to promote the mutual growth of food industry through industry linkage and cooperation.

  • This paper proposes some alternatives fur the power system linkage between South and North Korea, under the current situation. Since little information and data on the North-Korean power system are available so far, many efforts have been made to collect the required data for the North system as much as possible if available, and suppose, estimate and/or conjecture many things otherwise. Using these collected or assumed data, the characteristics of bus voltage and power flow are being studied to estimate the feasibility of the proposed linkage alternatives. To this end, many case studies have been made to examine the performance of acceptable interconnection alternatives.
