A Study on the Technological Network between Innovative Clusters in Korea - With Special Reference to the Network Analysis of Co-invention - (국내 혁신클러스터의 기술혁신 연계관계 연구 : 공동발명의 네트워크 분석을 중심으로)

  • This study analyzed the linkage relations of technological innovation between Daedeok Innopolis and other seven innovative clusters in industrial complexes which have played important roles as innovative centers in Korea. To begin with, we selected major technologies of Daedeok Innopolis for which the linkage with other clusters of innovative activities was analyzed quantitatively and graphically with association matrices, network analysis and dendrogram. Based on this network analysis, we analyzed the technological linkage among clusters and found the direction and strength of technological cooperation of the Daedeok Innopolis with other innovative clusters by technology field. This study analyzed the technological network between the Daedeok Innopolis and other clusters on 6 technology fields in which Daedeok has innovative capabilities. In the analysis was measured the centrality of Daedeok compared with that of other clusters in areas where Daedeok is relatively active in innovative activities. As a result, Daedeok showed the highest centrality with the active innovative activities. Except Daedeok, Banwol-Sihwa cluster showed the highest centrality in all of the 6 technology fields. Putting all the centrality of each innovative cluster and the linkage relations of Daedeok Innopolis together, it need to consider the following policy directions to strengthen the innovative linkage with other clusters. In Daedeok's main technology areas, it needs to increase the regional linkage with the clusters with relatively high centrality and relatively low linkage with Daedeok. For Changwon, Wonju and Gunsan with which Daedeok has the relatively low innovative linkage, it need to examine a new policy to improve the linkage with technologies related with the industry other clusters are nurturing. When Daedeok formulates a plan to cooperate with other clusters, it does not only have to consider the linkage relations of technological innovation analyzed in this study and but also has to examine the cooperative strategies from the comprehensive point of view considering every aspect of their strategic industries, supportive policies, industrial base and competitiveness. This study analyzed the linkage relations between regions based on the network analysis of patents only by co-invention. Consequently, it did not examine the factors inducing the co-invention, which is a limitation of the study and is to be investigated in the future. Also, the exploratory analysis on determinants of linkage intensity and the strategies to get synergy effects through solidified linkage will be the issues of further study.

A Study on the Relationship between Korean Company's Quality Strategy and Management Control System (국내기업의 품질전략과 경영통제시스템간의 상호관계에 관한 연구)

  • There have been few studies which deal with the linkage between a corporate strategy and its management control system. Especially, no empirical study has been done in Korea to figure out if management control systems of Korean companies are designed and implemented to support companies' objectives and strategies. Based on the survey results of 68 companies we empirically tested if Korean companies are implementing appropriate control systems to complement their Quality strategies. Two representative quality strategies were classified into ECL(Economic Conformance-Level) and ZD(Zero-Defect) strategy. It was measured by a set of seven attitude questions addressing whether the managers adhered to ECL strategy or ZD Quality strategy. In addition, we checked if there is a difference m the level of commitment to the quality depending on the adoption of quality cost system. The results partly support the second hypothesis and regarding the first analysis we can conclude that there is not a strong linkage between Korean companies' ZD strategy and their management control systems.

The Linkage Strategies Between Productivity Metrics and Financial Accounting Metrics in TPM and PAC Activities (TPM, PAC 활동에서 생산성지표와 재무회계 지표의 연계방안 전략)

  • This paper proposes a strategic model of linkage between productivity metrics and financial accounting metrics to properly evaluate the financial effect of TPM activities and the business performance. This linkage strategy provides a connection tool for clear communication between factory-level and headquarters that the metrics proposed by this paper ultimately improves a quality of support from the management by receiving the factors required for productivity activities in the practical field. This factor includes such as equipment, raw materials and labors. Here, we propose that chain reaction models using break down structure of productivity metrics and financial metrics enhance the knowledge sharing of KPI (Key Performance Indicator) which generally tend to create oversimplified communication between management in headquarters and employees in the practical fields. The productivity metrics include OEE(Overall Equipment Effectiveness) of TPM (Total Productive Maintenance), OLE (Overall Labor Effectiveness) of PAC(Performance and Analysis and Control) activities, and OYE (Overall Yield Effectiveness) of TMM(Total Material Management) activities. The financial accounting metrics include ROE(Return on Equity), ROA(Return on Asset), and AVR(Added-Value Rate). The suggested chain reaction model selects the financial metrics as initial stage and branch down until final stage of productivity metrics. When demand exceeds supply, an ideal speed rate, the lean OEE strategy can be initially applied to reduce the gap between the demand and supply, then apply variable costing to estimate correct amount of operating profit. In addition, the paper presents a new type of model for linkage between financial accounting metrics including CAPEX(Capital Expenditure), OPEX(Operating Expenditure), EVA(Economic Added Value), DCL(Degree of Combined Leverage), and TPM productivity activities including AM(Autonomous Maintenance), PM(Preventive Maintenance), MP(Maintenance Prevention) and QM(Quality Maintenance). In order to support the evidence of proposed linkage strategy, a case analysis on 52 projects from national TPM contest from 2011 to 2012 is analyzed. The case presents the classification of CAPEX and OPEX activities from TPM, and proposes the correct implementation of financial effect for TPM projects.

The Dynamics of University-Industry Linkage: The Case of Mekelle City, Tigray Regional State, Ethiopia

  • In the past few decades, the importance of dynamics of University-Industry Linkage(UIL) in strengthening national and regional innovation competency and global competitiveness has been progressively more acknowledged. However, establishing an effective UIL for a better economic development is still a challenging endeavor in Ethiopia, particularly in Tigray region. This study is aimed at assessing the status of UIL and in order to achieve such aim it analyzed the determinants of firms' intensity of interaction with the Mekelle University (MU) and the effect of the intensity of interaction on the relevant firms' innovation performance. The findings of the study showed that the status of UIL between the firms and the university in Tigray region was at an infant stage. The study also found that firm size, firm age (startups) and government supports have had a significant effect on firms' intensity of interaction with the MU. However, the firms' intensity of interaction with the MU did not have any significant effect on the firms' innovation performance. In contrast, cooperation with customers, other groups and suppliers, firm size, firm age, and in-house R&D activities were found to have a significant effect on the firms' innovation performance. In conclusion, the acquisition of knowledge and technology from university does not have an important role in firms' innovation performance in the studied region. Consequently, the government should design effective strategies and assign responsible bodies to implement the strategies, create awareness, and organize both firms and university to meet and work together in order to enhance firms' innovation performance.

  • It has become mandatory to designs by BIM in construction. It is urgent to make accurate decisions through the linkage between complex and various types of data in projects. In particular, block-chain based data sharing process (using BIM files, general construction submitted files) is essential to support reliable decision making in complex data flood systems. Prior to developing data sharing system based on block-chain, in this paper, a data linkage method is proposed so that practitioners can simultaneously utilize existing construction information and BIM data. Examples are shown based on the construction classification system and file expression, and incentive strategies are explored through a survey so that heterogeneous information can be used at the same time in overall projects.

A Study on the Development of a Model for Providing Traditional Korean Medicine and Welfare Services for Community Care

  • Objectives: This study aims to develop a community care model in traditional Korean medicine (TKM) by developing a community care participation model for the health of the elderly and deriving tasks to implement it. Methods: This study implemented a group interview with experts. A fact-finding survey was conducted targeting 16 local governments that are implementing a leading project to identify the status of TKM service provision and welfare service linkage in all regions. An expert group interview (FGI) targeted public and private sector experts for each job role, the former represented by those in charge of the central government's health care policy and administrative delivery system, and the latter by professors majoring in social welfare, professors majoring in health, and local TKM societies. After forming the expert groups, three expert group interviews were conducted. Results: Through collective interviews with experts, a model for providing TKM and welfare services in community integrated care was derived by dividing it into local and central government levels. The strategies and tasks for promoting TKM-oriented health welfare services were derived from 3 strategies, 8 tasks, and 20 detailed tasks. Conclusion: The core direction of the TKM health care model is the region-centered provision of TKM and welfare services. To this end, policy support for the use and linkage of health care service resources is required at the central government level, and linkage and provision of health welfare services centered on TKM are necessary through linkage and convergence between service subjects and between government health care projects.

Key to Success: Measures to Promote Climate Technology-Finance Linkage between South Korea and MDBs

  • As the climate crisis intensifies, the need to improve the climate resilience of developing countries is ever increasing. Hence, the international community is seeking ways to effectively conduct climate technology transfer by linking the projects with financial mechanisms. However, commercialization of climate technology in developing countries is no easy feat as comprehensive knowledge on the target country is a prerequisite for seeking a suitable technology-financial linkage measure. Hence, in-depth discussions on effective climate technology and financial linkage measures have become an important global agenda, and South Korea, as a country with long experience in climate technology transfer, and a strong ecosystem for public climate technology, should step forward to take up a leading role. Against this backdrop, this paper proposes strategies and implementation measures for linking funds from the Multilateral Development Banks (MDB) with Korea's Public Climate Technology (PCT) by examining several key areas of R&D, international cooperation, and technology commercialization.

Strategies of Home Health Care Services Linkages in Korea Based on Delphi Technique (델파이 기법을 이용한 우리나라 재가간호서비스 연계방안)

  • Today, home health care services needs a linkage plan of the customized home visiting health service in public health center, the medical institute home health care service, and home visiting nursing service based on long term care insurance for the elderly program which acknowledges the independence and professionalism of the home health care services while minimizing overlap through linking the projects. So, this study was performed by applying the Delphi technique, which draws agreement from professional opinion, to determine a method to link home health care services in Korea. The results of this study are as follows. Specialists agreed on 24 important items within the two domains of institutional linkage and medical linkage. And the significance of this study is as follows. The 24 items deduced for the approved nursing service linkage plan are expected to improve the home health care service business system, enhance the quality of home health care service, and bring increased satisfaction for service recipients. Also, seeking ways to minimize overlap in service can increase the effectiveness of health care and public health management at a national level. In addition, it is considered that this will ultimately reduce public medical costs as well as improve home health care service.
