ISNI가 확산되면서 개인명이나 단체명을 식별하고 연계하는 전거제어의 프로세스와 활용방식도 확장되고 있다. 이에 본 연구에서는 미국, 영국, 프랑스, 독일 등의 국가전거와 ISNI 연계와 활용의 특징을 도출하여, 우리나라 국립중앙도서관을 중심으로 국가전거와 ISNI의 연계와 활용의 개선 방안을 제시하였다. ISNI 창립부터 정착과 활용에 적극적으로 참여하고 있는 주요국을 중심으로 국가전거와 ISNI 연계 방식 및 서비스에 활용된 ISNI 데이터 등을 분석하였다. 본 연구에서 제시된 ISNI를 활용한 국가전거 개선 방안은 첫째, ISNI를 활용한 전거 업무 지원, 둘째, 국가서지작성기관과 출판계와의 긴밀한 협력체계 마련, 셋째, 국가차원에서 ISNI와 전거레코드 연계를 위한 인프라 구축, 마지막으로 전거데이터를 바탕으로 이용자 서비스 페이지 제공 등이었다.

The previous limited authority system capable of implementing attitude command response type and translational command response type by operating SAS actuator has the problem of early saturation of SAS actuator since SAS actuator should compensate the mechanical linkage displacement caused by control sick movement. In this paper, a limited authority system where flight control computer receives the command from the control stick which is not connected to the mechanical linkage is described. In this system the compensation by the SAS actuator is not necessary and SAS actuator saturate later. SAS actuator saturation problem can be further relaxed by using the trim actuator. This new limited authority system is applied to BO-105 model, simulation is performed for the doublet input and pirouette maneuver is also simulated and analyzed.

Certification revocation list(CRL) is needed for excluding compromised, faulty, illegitimate vehicle nodes and preventing the use of compromised cryptographic materials in vehicular communications. It should be distributed to vehicles resource-efficiently and CRL computational load of vehicles should not impact on life-critical applications with delay sensitive nature such as the pre-crash sensing that affords under 50msec latency. However, in the existing scheme, when a vehicle receives CRL, the vehicle calculates linkage values from linkage seeds, which results in heavy computational load. This paper proposes, a new CRL distribution scheme is proposed, which minimizes the time for CRL processing of vehicles. In the proposed scheme, the linkage value calculation procedure is performed by road-side unit(RSU) instead of the vehicle, and then the extracted linkage values are relayed to the vehicle transparently. The simulation results show that the proposed scheme reduces the CRL computational load dramatically, which would minimize impact on life-critical applications' operations with low latency.

하나의 기록을 이해하기 위해서는 기록의 내용뿐 아니라 그 기록의 생산배경과 업무 맥락을 함께 파악해야 한다. 또한 다양한 부서와 기관에 흩어져 있는 관련 기록들을 쉽게 찾을 수 있는 기능도 필요하다. 따라서 기록 검색서비스에서 정보 간의 '연계'는 갈수록 중요해지고 있다. 국가기록원 역시 영구기록관리시스템의 검색서비스 기능으로 '연계'를 강조하고 있지만, 정작 국가기록포털을 살펴보면 전거정보의 연계 부족, 독립적으로 존재하는 내부 서비스와 콘텐츠, 유관 기관과의 연계 부재 등의 문제가 확인된다. 본 연구는 이와 같은 국가기록포털의 한계를 해결하고자, 이상적인 연계서비스를 구축한 기록관리 선진기관을 선정하여 이들 기관의 연계구조를 전반적으로 확인하고, 연계구조 중 타 기록관리 기관에서 볼 수 없었던 특이점과 국가기록포털에서 차용 가능한 요소를 도출하였다. 다음으로, 국가기록포털 연계구조의 현황을 분석하여 연계가 이루어지지 않은 부분을 비롯해 연계방식을 개선해야 할 항목 등을 규명, 이를 해결하기 위한 구체적인 개선방안을 제시하였다. 본 연구의 목적은 국가기록포털의 개선된 연계 서비스를 통해 이용자의 검색 만족도를 높이고, 소장기록 및 기 구축된 내부 서비스와 콘텐츠의 접근성 및 활용성을 향상시키는 데에 있다.

본 연구는 국가지식정보자원의 효과적인 구축과 활용을 위해 국립중앙도서관을 중심으로 한 국가 전거데이터 구축 사업의 현황을 파악하고, 국가전거의 국제표준식별체계와의 연계 가능성 및 개선사항을 밝히고, 향후 발전 방안을 제시하는 것을 목적으로 하여 수행되었다. 이를 위해 이 연구는 국가전거공동활용시스템 가입 기관을 대상으로 면담 및 설문조사를 실시하였다. 조사는 전거 관련 현황과 어려움, 국가전거공동활용시스템의 활용, 식별자에 대한 인식 및 활용, ISNI와의 연계에 대한 인식 및 활용, 국가전거공동활용시스템 활성화 요인에 대한 중요도 및 달성도, 전반적인 만족도 및 개선 방향에 대한 항목으로 구성되었고, 이러한 조사 연구를 통해 국가전거공동활용시스템을 통한 국가 전거데이터 구축과 활용의 현황 및 문제점을 파악하고, 국가 전거데이터와 국제 표준 식별 시스템의 연계 가능성을 분석하였으며, 중요도-성과 분석을 통해 개선 사항의 우선순위를 제시하였다. 분석의 결과, 향후 국가 전거 구축의 발전 방안으로는 국가전거공동활용시스템의 활성화를 위해 전거 관련 규칙과 지침 개발, 전거데이터의 양적 확보 및 품질 제고, 전거 업무의 중요성 인식 제고와 효율적인 업무 체계 마련, 전거 서비스의 다양화와 활용 모델 개발, 국가전거공동활용시스템과 국제표준 식별자의 연계, 국가전거공동활용시스템의 필요성 공유 등이 제안되었다.

The study uses agricultural knowledge system theory to explore how traditional knowledge applies to the linkage system of agricultural research and extension in rural Korea. By agricultural knowledge system we emphasize the dynamic networks of actors, processes of negotiation, and the diverse ways in which knowledge is constructed and performed. The knowledge systems reflect the idea that the boundaries between knowledge groups are not closed and that there could be considerable overlap between knowledge system. The results of this study are the following : First, we should know that some extension agents clearly value farmer knowledge and try to facilitate farmer-to-farmer communication. Extension plays a significant role in the knowledge-creation process and shaping communities because knowledge processes are embedded in social processes that involve aspects of power, authority, and legitimization. Third, the constructions of agricultural knowledge systems thus include social interactions, communication, and the diverse processes individuals employ create, use, and evaluate multiple types and sources of information through the linkage between agricultural colleges and Rural Development Administration (RDA), establishing the research institution of research and extension linkage, exchange research agent with extension agent, and bottom-up approach. Second, we should know that the focus of traditional knowledge development is rural community development as a community process. Nowadays the sessions of the Intergovernmental Committee of World Intellectual Property Organization (WIPO) cover two lines of inquiry, which are the use of existing standards of intellectual property for the protection of traditional knowledge and that of new legal standards, eventually in the from of sui generis mechanisms of protection.

Tonnage taxation has contributed to developing the Korean maritime industry through tax relief for shipping companies. The current tonnage taxation relies on the net tonnage as an earning-capacity indicator in a merchant ship. Although the tonnage tax accords with horizontal equity, it does not match vertical equity because of the different taxable capacities of an individual company. Nowadays, maritime transport uses a dedicated vessel, and each shipping freight embeds a different value of time. It means the tonnage taxation regime should consider the added value of each shipping freight. Meanwhile, as the environmental regulations led by the International Maritime Organization are being strengthened, the Korean merchant fleet must be eco-friendly soon after. This study explores the alternative to renewing tonnage taxation by utilizing the Greenship certification and considering the ability-to-pay principle. Because the Greenship certification scheme encourages shipping decarbonization, maritime transport by a certified ocean-going vessel comes to be treated as an activity for the green economy. Special taxation for the green economy may contribute to shipping sustainability and market competitiveness.

When the national disaster accident is occurred, it is difficult to maintain the mutual cooperation systems. In order to solve the problems, the construction of the national unified command wireless network is necessary. In this paper, the specified state of the characteristic frequency of the digital TRS wireless network constructed recently is investigated and analyzed. Through the analysis, the problems of the construction of the national unified command wireless network are grasped. To solve the problem, it is proposed that the digital TRS wireless network is connected with the satellite communication network, and connected with the existing wireless network, LMR. In the concretely it is proposed that the natural unified wireless network should be proceeded step by step. At first, for 2 years the existing networks of the Fire Fighting Agency, the Police, the Forest Service and so on must be utilized and prepared to link with TRS. The second, for 2 years it is carried forward a scheme to maintain the properties of the agencies concerned. Further, it must be prepared to connect with satellite network. At third, for 2 years all agencies concerned with the fire fighting and the disaster prevention must be unified, and the systems have to be promoted for the p1an of linkage of TRS network and the existing network. Next the agencies concerned have to be unified and the authority has to be intensified. When a disaster is occurred, the National Emergency Management Agency has to play a central role. In a local area it has to be given the Fire Fighting Agency an authority and a duty to get ready for each emergency situation.

공인전자문서보관소는 전자기록의 진본성을 확인하고 보장하는 제도로서 법적인 보호 아래 보관되며, 전자기록 사항을 진정한 것으로 추정하고 전자기록의 내용이 변경되지 않았음을 입증한다. 그러나, 전자기록은 매체의존도가 높고 정보의 유실위험이 매우 높은 문제점을 가진다. 또한, 정보의 첨삭(첨부와 삭제)과 수정이 용이하기 때문에 전자기록의 진본성과 무결성에 대한 문제가 야기되고 있다. 현존하는 시스템에서는 다음과 같은 비효율성을 드러내고 있다. 원본성 보장을 위한 기존의 전자문서 암호화 방법은 하나의 대칭키로 전체 문서의 암호화 과정을 수행하며, 중간에 수정되어지는 정보가 발생시에는 해당 문서 전체 내용을 재스캔 및 재암호화 과정을 수행해야 한다. 이러한 비효율성을 극복하기 위해, 본 논문에서는 등록 요청된 전자문서에 대해 페이지의 연관성을 기반으로 하는 Link 정보를 이용하여 암호화하고 관리함으로써 해당 문서의 부분 정보 수정 요청시 발생하는 비용적 효율성을 극대화시켰으며, 키 관리의 복잡도를 증가시켜 정보 노출에 따른 문제점을 최소화함으로써 보안성을 향상시켰다.
