평생학습 확대에 따른 지역평생교육 추진체제 활성화 방안 (A Study on the Method to Reinforce the Efficient Political Function for Lifelong Learning)

  • The goal of this research was to survey a method to reinforce the efficient political function for lifelong learning when Busan metropolitan city promotes lifelong policy. To achieve this goal, the survey to reinforce the political function for lifelong education was carried out on persons in charge of lifelong education in Busan metropolitan city. The results are as follows: First, they showed high degree of perception on lifelong policy and business. Second, on a question about how much the tasks to promote lifelong education presented by our nation are needed, they answered that concrete agenda for an aging society is needed and a necessary institute to invigorate it is lifelong learning institute. Third, they answered that the policy which is necessary to be implemented as soon as possible is the development education for vocational competency, and the ratio of the perception which requires to hire education experts for life long education was high.

  • 인간의 학습은 정해진 노선이 없다. 즉 어떤 길로 가도 되고 이르는 길 또한 천태만상이라는 것이다. 이는 현대사회에서 논의되어지는 복잡계의 구조에서도 살펴볼 수 있고, 동양의 오랜 고전인 『주역』을 통해서도 살펴볼 수 있다. 인간의 학습 자체는 무형식학습에서 시작해서 오늘날의 형식학습까지 전개되어 왔다. 인류 문명의 발달 단계를 살펴나가다 보면 이러한 발달 단계를 쉽게 발견할 수 있다. 인간에게 있어 인간 자신이라는 문제는 언제나 많은 논의가 되어왔고, 이 논의는 아직도 진행 중이다. 인간은 언어와 도구를 통해, 그리고 기술과 문화를 통해, 그리고 철학과 예술·종교를 통해 그들의 복잡하고 다양한 정신세계를 다루고 담아냈다. 또 이러한 다양한 활동을 통해 학습이 이루어져 왔다. 이는 한 세대의 유전을 통한 육체 과정에 한하지 않고, 학습이라는 정신과정으로 삶의 확장을 이루어낸다. 인간의 마음과 학습은 언제나 현재진행형일 수밖에 없는 이유도 여기에 있다. 본 연구는 복잡다양하고 다원화된 현대사회에서 어떤 학습을, 그리고 어떻게 함께 공존해나가야 할지를 복잡계의 원리와 『주역』의 사유방식을 통해 모색해보고자 한다.

A Comparative Review between the English Language Programs of Maritime Institutes in Korea and Europe

  • This paper compares the English language programs of two maritime institutes in very different parts of the world, South Korea and Belgium. It will show that although both institutes comply with the minimum standard set by the STCW Code issued by the IMO, course contents and requirements can vary greatly. Method of class delivery, choice of learning tools and testing will be examined to illustrate some of these differences. This paper will show that in order to train new seafarers in the best possible way that will fulfill the IMO mandate of Safer Shipping and Cleaner Oceans, continual review and development of course curriculum should be an ongoing process that focusing on encouraging cadets to communicate in a targeted, efficient and professional way within a nautical context. This paper will show by comparison the huge potential that the Korean Maritime English program has for positive change and growth.

APEC SEN Maritime English Communication Packages

  • As the importance of maritime communication in a cross-cultural onboard working environment grows, the importance of developing systematic supporting aids both for learning and teaching maritime English has been emphasized. Given that English communication proficiency is one of the most critical factors in determining a seafarer's competency, a systemic supporting system for enhancing maritime English communication capabilities is essential not only for them to professionally carry out and conduct assigned duties onboard, but also for them to navigate success in their lives through increased labour mobility both at sea and onshore. The APEC Seafarers Excellence Network initiates the production of Maritime English Communication Packages for seafarers in APEC regions, under the leadership of the Republic of Korea. This paper introduces the design of APEC SEN Maritime English Communication Packages, which include textbooks, audio-lingual materials, online/mobile life-long learning platform and testing aids, ultimately for upand re-skilling of seafarers to increase their employability, mobility and preparedness for the future shipping industry where globalisation is expected to further accelerate.

  • 본 연구는 개인의 역량 강화와 국가 경쟁력 제고에 이바지하는 창의인재육성 실현이라는 비전을 추진하기 위해, 한국적 토양과 문화를 고려한 창의인재육성의 방향성을 정립하기 위한 기초연구의 일환으로 진행하였다. 이를 위해 인문사회, 예술, 과학 영역 및 산학연 전문가 6인을 대상으로 3차에 걸친 질적 연구를 진행하였다. 그 결과 한국적 창의인재에 대한 정의와 그 요소, 이를 육성하기 위한 교육적 전략을 '융합'과 '통합'의 키워드에서 찾을 수 있었고, 세부적으로는 평생교육측면에서 창의인재육성을 어떻게 해야 할 것인가에 대해서도 연구할 수 있었다.

베이지안 딥러닝 기법을 이용한 확률적 적설심 예측 모델 개발 (Development of a Stochastic Snow Depth Prediction Model Using a Bayesian Deep Learning Method)

  • Heavy snow damage can be prevented in advance with an appropriate security system. To develop the security system, we developed a model that predicts snow depth after a few hours when the snow depth is observed, and utilized it to calculate a failure probability with various types of greenhouses and observed snow depth data. We compared the Markov chain model and Bayesian long short-term memory models with varying input data. Markov chain model showed the worst performance, and the models that used only past snow depth data outperformed the models that used other weather data with snow depth (temperature, humidity, wind speed). Also, the models that utilized 1-hour past data outperformed the models that utilized 3-hour data and 6-hour data. Finally, the Bayesian LSTM model that uses 1-hour snow depth data was selected to predict snow depth. We compared the selected model and the shifting method, which uses present data as future data without prediction, and the model outperformed the shifting method when predicting data after 11-24 hours.

Constructionarium: Turning Theory Into Practice

  • Constructionarium Ltd is a not-for-profit organisation which delivers a residential, experiential, immersive learning opportunity to university students from across the built environment education sector. Since 2002, the Constructionarium education model has been available to students in engineering, construction management and architecture at a purpose built, 19-acre multi-disciplinary training facility in Bircham Newton, England simulating real site life and reflecting site processes, practices and health and safety requirements. The unique approach of Constructionarium puts experiential learning and sustainability at the heart of everything. In a week, students develop a practical understanding of the construction process, develop transferable skills, build a team and are exposed to the latest in sustainable technologies. Experiential learning is what differentiates a Constructionarium project from regular field trips or site visits. At Constructionarium the focus is on learning by participation rather than learning through theory or watching a demonstration. The projects cannot be replicated in a classroom or on campus. Using the hands-on construction of scaled down versions of iconic structures from around the world, students learn that it requires the involvement of the whole construction team to successfully complete their project. Skills such as communication, planning, budgeting, time management and decision making are woven into a week-long interrelationship with industry professionals, academic mentors and trades workers. Working together to enhance transferable skills brings the educational environment into the reality of completing an actual construction project handled by the students. Constructionarium has used this transformational learning model to educate thousands of students from all over the United Kingdom, Europe and Asia. Texas A&M University in the United States has sent multiple teams of students from its Department of Construction Science every operational year since 2016.

구성주의 과학교사를 만들기 위한 장기적인 현직 교육의 한 예 (One Year Long In-Service Education to Help Become a Constructivist Science Teacher)

  • 이 연구에서는 2000년 여름부터 2001년 여름까지 1년여 동안 실시된 순환학습/STS 과학교사 현직 교육을 받은 한 과학교사의 수업 지도안 개발 과정을 기술하고, 그 과정에서 구성주의와 일치하는 방향으로 그 교사의 과학, 과학 학습, 과학 수업 관점의 변화를 알아보았다. 참여 교사는 개념에 기초한 실험 중심의 수업 지도안에서 실생활을 적극 반영한 학생 활동 중심으로 수업 내용을 바꾸어 갔다. 동기 부여 측면에서 학생들이 쉽게 경험할 수 있는 실생활의 소재를 활용하였고, 학생들의 오개념을 반영한 수업을 위해 간단한 실험에서 학생들의 의견을 많이 듣고 개념 변화로서의 학습을 고려하였다. 그 교사의 이러한 구성주의적 반응은 현직 교육 기간 동안에 긍정적인 방향으로 증가하였다. 실제 수업 지도안에 반영된 변화는 면담을 통해서 그 교사가 과학, 과학 수업, 과학 학습 등에서 확인되었다. 특히 7차 교육과정이 학생 활동을 강조하는 방향으로 개편된 점을 감안할 때 순환학습과 STS에 기초한 수업 지도안 개발은 현장에서 더욱 요구되는 사항으로 생각된다.

가속도 응답을 이용한 이상치 해석 기반 역사 구조 건전성 평가 기법 개발 (Structural Health Monitoring Methodology based on Outlier Analysis using Acceleration of Subway Stations)

  • Station structures, one of important infrastructures, which have been being operated since the 1970s, are especially vulnerable to even the medium-level earthquake and they could be damaged by long-term internal or external vibrations such as ambient vibrations. Recently, much attention has been paid to real-time monitoring of the fatal defect or long-term deterioration of civil infrastructures to ensure their safety and adequate performance throughout their life span. In this study, a structural health monitoring methodology using acceleration responses is proposed to evaluate the health-state of the station structures and to detect initial damage-stage. A damage index is developed using the acceleration data and it is applied to outlier analysis, one of unsupervised learning based pattern recognition methods. A threshold value for the outlier analysis is determined based on confidence level of the probabilistic distribution of the acceleration data. The probabilistic distribution is selected according to the feature of the collected data.
