  • In the case of Korea, both of modern medicine and oriental medicine are admitted as medical practices in the system. In other words, healthcare system is dualized. However, medical practice that corresponds to oriental medicine in Korea is substitution of medical practice in cases of foreign countries. For use of medical devices, it is provided only for doctors and medical technician relevant to use. Particularly, although oriental medicine is recognized as orthodox medicine in terms of the features of Korean medical system, superintendency of oriental doctors is not identical with that of doctors for use of medical devices and superintendency toward medical technicians. Recently, Cheongju District Court decided that superintendency of oriental doctor upon physical therapist is not acknowledged. It can be said that the judgement is opposed to the original verdict which judged that oriental doctors' employment and guidance of oriental doctors upon physical therapist is permissible. Hence this study aimed to review on domestic medical law system, which is dualized, roles of medical professionals, intent of the medical license system, provisions related to medical technician law and relevant precedents. Regulations on practices other than licensed practices by medical professionals are made because medical practices may affect on danger toward life and body of human and public health also. Therefore, the nation regulates medical professionals having licenses to perform medical practices within the range of the licenses. It is clearly prescribed that medical technicians may perform medical practices under instructions of doctors or dentists pursuant to the medical technician law. In addition, the court also judges that it is out of the license of oriental doctors if they use CT devices and limits the use of modern medical devices by oriental doctors. That is to say that it limits oriental doctors' employment of medical technicians and pursuant of oriental doctors on medical technicians as well.

정부기관내 조경식 설치에 따른 법리와 법제에 대한 연구 (A Study on the Principles of Law for the Establishment of the Landscape Architectural Organization within the Government Office)

  • There is no official landscape architectural organization in the current government organization in Korea. Therefore, it is necessary to establish the landscape architectural organization which will carry out the works of the special landscape architectural interest and create the new services with other interested government offices. The contents of the study are as follows; 1. A legal basis for the establishment of the landscape architectural organization is the demand for the introduction of the landscape architectural organization which has 5 types(urban planning, architecture, land register, land surveying, civil work) of the special groups to official organization by changing the 1 article of the Official Appointment Regulations. 2. Theories of law of equality for everyone(the Constitution of Korea : §11(1)), the rights of having pleasant residential life(the Constitution of Korea : §35(3)) and the national duty of employment increase(the Constitution of Korea : §32(1)) are reviewed to provide the legal reason of establishing the landscape architectural organization. 3. With the addition of new landscape architectural organization, it could expand the areas of landscape architects by adding of new landscape architectural subjects into official examinations for government employees. Also it is necessary to exempt the test for those who have licenses and to give additional points in evaluation their works at the end of year to the people who have licenses. 4. The reasons for the creation of new landscape architectural organization into the present official organization are acquired from the derivation of 23 present regulations referring to the landscape architects, the existence of the landscape architectural administrative departments belonging to the Metropolis of Seoul, and the favorable result of the questionnaire on the establishment of the new organization. Hereafter the lawyers should be cooperated with landscape architects to initiate the related principles of law, and it is necessary to analyze each text of the related laws in detail to establish the landscape architectural organization by means of the joint studies.

방사선취급감독자면허 경력인정과정에 대한 교육만족도 분석 (Analysis of Educational Satisfaction on the Course for Recognition of Practical Experience with a License for the Supervisor of Radiation Handling)

  • 원자력안전법에는 방사성동위원소 등의 취급에 관하여 방사성동위원소취급자일반면허, 특수면허 및 감독자면허 등 3종의 면허가 있다. 이들 면허시험 응시자격은 학력과 교육훈련을 포함한 경력으로 구분된다. 원자력안전위원회는 경력의 내용 및 산출방법을 정하여 고시한다. 본 논문에서는 과거에 운영된 방사선취급감독자면허 교육과정 종료 후 시행된 교육만족도 및 운영에 관한 설문조사 자료를 분석하여 개선점을 도출하였다. 교육과정을 개선하기 위하여 학습평가를 도입하여 운영하였으며, 개선된 교육과정과 기존 교육과정을 만족도 측면에서 비교하여 기술하였다. 학습평가를 도입한 교육과정은 기존 교육과정에 비해 만족도, 현업적용도 등에서 4.0점(5.0 만점 기준) 이상의 평가 결과를 나타냈다. 이러한 결과를 바탕으로 방사선취급감독자면허 교육과정뿐만 아니라 방사성동위원소취급자일반면허 교육과정에도 학습평가를 적용하는 것이 바람직하다고 본다.

보건소 영양사의 직무만족도가 조직몰입과 이직의도에 미치는 영향 (Job Satisfaction of Nutritionist: Effect on Organizational Commitment and Turnover Intention in Public Health Center)

  • This study examined the job satisfaction of nutritionists, and its effect on organizational commitment and turnover intention in public health centers. The response data of 174 nutritionists were analyzed. The overall average of job satisfaction was 3.94 out of 7 points, which was determined to be below 'normal'; however, the job suitability of sub-factors scored 5.26, which was more than 'normal'. The variables affecting job satisfaction that were provided by the respondents included job-related licenses (P<0.01) and co-nutritionists (P<0.01). Organizational commitment ranked 'normal' with a score of 4.35. Normative commitment (4.90) of the sub-factors was 'normal' or more, and differed when considering 'age' (P<0.01), 'employment status' (P<0.01), 'salary per year' (P<0.05), and 'working area' (P<0.05). The turnover intention was analyzed to be below 'normal' with 3.88 points, and the variables affecting turnover were significantly higher for subjects in their 20s (P<0.01), less than two job-related licenses (P<0.05), and less than two co-nutritionists (P<0.01). The four variables of job satisfaction, 'business discretion' (P<0.05), 'work environment' (P<0.01), 'job suitability' (P<0.01), and 'reward' (P<0.01), positively affected the organizational commitment. Moreover, organizational commitment had a mediating effect (P<0.01) on job satisfaction and turnover intention. Taken together, our results suggest that public health centers need to develop improvement plans for business discretion, work environment, job suitability and reward.

정보지원 업무관련 주요자격증 우선순위 도출에 관한 연구 (A Study on Drawing Priority of Main Certificates related to information support)

  • 본 연구는 시대적 상황의 문제 해소 방안을 모색함에 있다. 특히 최근에 청년실업률 문제는 많은 사회적인 문제를 야기하고 있다. 이러한 문제와 관련성 높은 취업과 관련해서 신입사원의 실무교육비용은 부담으로 작용한다. 따라서 본 연구에서는 이러한 문제 해소를 위한 구체적인 방안을 모색하고자 한다. 연구내용에 있어서는 우선 업무접근성이 높은 주요 자격증 도출에 필요한 자료 수집을 위해 자격증을 관장하고 있는 대표기관의 국가직무능력표준(이하 NCS)에 기초한 자료를 분석하고자 한다. 이를 토대로 연구모형 제시와 AHP분석기법을 적용해서 업무접근성이 높은 주요 자격증을 도출하고자 한다. 이는 실무교육비용 절감과 취업에 필요한 자격증을 선별하는데 중요한 판단기준이 되리라 사료됨. 따라서 본 연구의 목적은 업무접근성이 높은 자격증 선별을 위한 기본적인 틀과 자격증 취득에 따른 판단근거를 제공함에 있다.

서울지역 일부 특급 호텔 조리종사자의 직무실태와 직업의식조사에 관한 연구 (The study on the job attitude of cooks at the Deluxe Hotel in Seoul)

  • A survey was carried out from 143 cooks working at the deluxe hotels in Seoul to obtain the information on the working environment, characteristics, and the satisfaction of the cooks to improve the culinary art training program and the working environment. The results were as follows: Most of the cooks(58.7%) worked for 8-9 hours/day and 51.7% of the cooks earned 1-1.5 million won in a month. The cooks had average 1.6 licenses per person, however, their licenses accorded with their work place only with 85.3%. Subjects were unsatisfied with the pay(55.2%), but 42.7% of the cooks hoped to work in their current work place. If they could transfer to other work place, they wished to run a restaurant of their own. The unsatisfaction rate was high among the cooks worked for 10-15 years, and 19.2% of them was unsatisfied with the environment of work place and 11.5% was in promotion. The longer the working period of the cook, the higher the recognition of the culinary skill. Also, the more frequently transfer to other places, the higher the self-estimation in their skills. Subjects answered that the most important factors for good cooking are the good taste and hygiene. The quality of ingredients was recognized more important among the cooks worked for longer period. The greatest hindrance for the improvement of cooking skill was indicated as insufficient knowledge among the cooks worked under one year, lack of confidence among those worked for 2-5 years, and authoritarianism of seniors for 6-15 years. They answered that the most important qualification for cook is the sincere attitude. The cooks with under 5 years of experience indicated experience and studying attitude and the ones with over 6 years of experience culinary skill as the important factors for cooks. The important factors for promotion was pointed out as culinary skill and human relationship.

  • 국가 간에 이동하는 인구가 급증하고 있는 현재, 국내 외 운전면허증은 쉽게 복제가 가능하며, 위조된 면허증을 감지하기 어려운 문제점을 갖고 있다. 그리고 국가 상호간에 운전자의 법규 위반 사항을 관리하고 통제하기 어려운 불편함이 증가되고 있다. 운전면허증은 대부분의 국가에서 개인 신분 증명 수단으로 사용되고 있기 때문에 보안성 및 안전성이 그 무엇보다도 중요하며, 분실, 도용 도난으로 인한 부정사용 방지가 요구되고 있다. 따라서 본 논문은 ISO/IEC 18013-3에서 정의하고 있는 ICC기반 국제통용운전면허증의 보안성 및 운용성을 강화하는 효율적인 상호인증 및 운용기법을 제안한다.

고령운전자 운전면허 자진반납 수용요인 분석 (Analysis on the Compliance Factors for the Voluntary Surrender of Driver's License for Senior Drivers)

  • Purpose - To study the factors that are related with compliance for the voluntary surrender program of drive's license for senior drives and to estimate the rate of voluntary surrender. Design/methodology/approach - We online surveyed 147 individuals in order to analyze the intention to comply the program. The surveyees were driver's license holders aged 54 to 65 and drawn to answer their willingness to comply in a 5-point Likert scale. We developed an ordered probit model to analyze the data. Findings - According to the main results of the empirical analysis, the higher the average number of driving per week, regardless of gender and age, the more negative was the driver toward voluntarily surrender of driver's license. Various policy measures need to be prepared to activate the voluntary surrender system using the willingness to voluntarily surrender the driver's license and the characteristics of the voluntary returners, and the implementation of customized safe driving training for elderly drivers may be one such method. Research implications or originality - Population aging is known to cause various social problems, and in the transportation field, the number of elderly drivers and traffic accidents by elderly drivers are also increasing. The government is implementing a program for elderly drivers to voluntarily surrender of their driver's licenses in order to reduce traffic accidents caused by elderly drivers. If only elderly drivers who rarely drive surrender their driver's licenses then traffic accidents may not reduce as much as the program targets, however, and further policy instruments may be needed.

선박 전자기관사를 위한 교육모델 개발 (Development of a Training Model for Electro-Technical Officers on Ships)

  • The purpose of this paper is to develope a training model and to make a syllabus for electro-technical officers(ETOs) on ship. In order to complete the purpose, firstly we study on qualification for electro-technical officers and also examine the foreign, domestic cases. Secondly, through the STCW convention and the IMO Model Course 7.08, we have compared the standards of competence for officers in charge of an engineering watch and ETO, and analyze the additional standards of competence to acquire the ETO's licenses. Finally, based on the results of this, we will suggest the development of a training model that officers in charge of an engineering watch must complete in order to obtain an ETO's license. This paper is expected to be useful in the educational institution preparing for training course.

The Effect of Multiple Energy Detector on Evidence Theory Based Cooperative Spectrum Sensing Scheme for Cognitive Radio Networks

  • Spectrum sensing is an essential function that enables cognitive radio technology to explore spectral holes and resourcefully access them without any harmful interference to the licenses user. Spectrum sensing done by a single node is highly affected by fading and shadowing. Thus, to overcome this, cooperative spectrum sensing was introduced. Currently, the advancements in multiple antennas have given a new dimension to cognitive radio research. In this paper, we propose a multiple energy detector for cooperative spectrum sensing schemes based on the evidence theory. Also, we propose a reporting mechanism for multiple energy detectors. With our proposed system, we show that a multiple energy detector using a cooperative spectrum sensing scheme based on evidence theory increases the reliability of the system, which ultimately increases the spectrum sensing and reduces the reporting time. Also in simulation results, we show the probability of error for the proposed system. Our simulation results show that our proposed system outperforms the conventional energy detector system.
