고령자의 운전패턴 인식을 통한 운전면허증 갱신 및 반납 정책에 대한 연구 (A Study on the Driver's License Renewal and Return Policy through the Recognition of the Elderly's Driving Pattern)

  • 본 연구는 고령운전자의 교통사고율 감소를 위하여 고령자의 운전패턴 인식을 통해 교통사고위험지수를 도출하고 그에 따라 운전면허증의 갱신 및 반납 정책에 반영하고자 실시되었다. 먼저, 고령운전자의 행동특성을 분석하여 교통사고를 유발하는 주요요인을 도출하여 교통사고 위험지수를 정의한다. 둘째, 자동차에 부착된 카메라, 거리센서와 스마트폰을 통하여 고령자의 운전패턴으로부터 교통사고 위험지수를 측정하는 방법을 제시한다. 마지막으로 컴퓨터 시뮬레이션으로 3개의 문턱 값을 도출하여 측정된 교통사고 위험지수로부터 사고위험도를 4단계로 판별하고 고령 운전자의 안전운전을 보장하기 방안을 제시한다. 제안하는 방법에 따라 고령운전자의 운전능력을 객관적으로 평가하여 운전면허 갱신주기의 재설정 및 자진 반납을 유도함으로써, 고령운전자의 교통사고 증가로 인한 사회적 비용을 최소화하기 위한 운전면허증 관리정책 수립에 적극 활용 가능할 것이라 믿는다.

Review of Aging Management for Concrete Silo Dry Storage Systems

  • The Wolsong Nuclear Power Plant (NPP) operates an on-site spent fuel dry storage facility using concrete silo and vertical module systems. This facility must be safely maintained until the spent nuclear fuel (SNF) is transferred to an external interim or final disposal facility, aligning with national policies on spent nuclear fuel management. The concrete silo system, operational since 1992, requires an aging management review for its long-term operation and potential license renewal. This involves comparing aging management programs of different dry storage systems against the U.S. NRC's guidelines for license renewal of spent nuclear fuel dry storage facilities and the U.S. DOE's program for long-term storage. Based on this comparison, a specific aging management program for the silo system was developed. Furthermore, the facility's current practices-periodic checks of surface dose rate, contamination, weld integrity, leakage, surface and groundwater, cumulative dose, and concrete structure-were evaluated for their suitability in managing the silo system's aging. Based on this review, several improvements were proposed.

  • Regarding the improvement of the dental specialist program, two related issues were reviewed extensively: (a) bill amending portions of the Medical Service Act as proposed by national assemblywomen Choi Yeong-hui (Democratic Party) and Chung Mi-gyeong (Grand National Party), and; (b) Plans to supplement the submitted bill. Although the existing bill's prospects in the assembly are unclear at this point, both the existing and planned supplementary bills zero in on two points: (a) specialists must focus on providing care only in their respective expertise, and; (b) a distinction between the roles played by the primary, secondary, and tertiary medical institutions must be made to help establish clearly the country's overall health care system. In addition, proposals were made for medical license renewal among specialists so that professionals can offer better health care to customers.

해외의 교원양성 체제 비교 분석 (Comparative Analysis of International Teacher Education Systems)

  • 본 연구의 목적은 사회의 변화와 IT의 발달을 고려하여 정보교육에 대해 지속적으로 노력하고 있거나, 교육과정을 개편한 나라들의 교원양성 체제를 비교하는 것이다. 독일, 핀란드, 영국, 미국을 대상으로 교원양성 체제를 비교하였다. 분석 결과, 교원양성 기관의 구분이 없고, 부전공을 강조하고 있으며, 교원양성의 경로가 다양하였다. 전문대학원 체제가 발달하였고, 졸업 후 수습기간이 1년 이상이며, 면허를 갱신하는 제도가 시행되고 있었다. 결과에 근거하여 교원 임용 대상을 확대하여 일반대학원 졸업자에 대한 임용 기회를 확대하고, 모든 교원들에게 부전공 수준으로 SW교육을 실시할 필요를 제시하였다. 마지막으로 교원 자질 재평가를 위한 면허 갱신 제도 도입을 제안하였다. 본 연구는 일본을 포함하여 5개 국가와 한국의 교원양성 체제를 비교했다는 점에 의의가 있다.

A Study on Evaluation of the Key Functional Factors of Safe Driving in Elderly

  • 본 연구는 노인운전자의 운전 면허를 갱신 할 때 필요한 추가 검사를 제안할 목적으로 실시되었다. 우리나라에서는 고령 인구가 빠르게 증가하면서 고령 운전자의 비율이 높아지고 있다. 전반적으로 교통사고율이 감소하고 있지만, 고령 운전자에서는 교통사고율과 교통사고로 인한 사망률이 증가하고 있다. 본 연구에서는 우리나라에서 실시하고 있는 고령 운전자의 운전면허 갱신 시 실시하고 있는 검사와 교육을 알아보고 외국의 현황과 비교하여 필요한 검사를 알아보기 위해 시행했다. 운전능력과 관련된 신체기능은 크게 시각, 인지, 운동 및 체성감각의 세 영역에 대해 평가하는 것이 적절하지만, 현재 우리나라에서는 시각 중 시력만을 평가하고 있고, 인지 영역에서는 경증 인지 손상은 알아볼 수 없는 MMSE-K와 시계 그리기 검사만을 진행하고 있다. 운전을 수행하는 운동능력에 대해서는 전혀 평가하고 있지 않다. 따라서 고령 운전자의 안전운전을 위해서는 운전면허 갱신 시 실시하는 검사에 시각에서는 시야와 대조대비력 검사, 인지 기능에서는 경증 인지장애를 구별할 수 있는 검사, 운동기능을 평가하기 위한 검사를 보완해야 할 것이다.

사서 자격시험 제도의 도입 방안에 관한 연구 (A Study on Introducing Librarian License Examination in Korea)

  • 급격한 사회 및 정보환경 변화 속에서 국민들의 점점 높아지는 도서관의 새로운 기능과 역할에 대한 요구를 수용하기 위해서는 도서관 핵심인력인 사서의 전문성 강화가 절실히 필요하다. 본 연구는 학점 이수로만 취득되는 현행 사서자격시험제도 도입의 필요성을 관종별 사서의 도서관 취업 및 자격증 발급 현황에서 나타난 문제점과 사서자격개선에 대한 의견분석을 기반으로 도출한 후 국내 사서자격제도 개선 방안으로 사서자격시험 제도 도입을 제안하였다. 이를 위해 국내에 잘 알려져 있지는 않지만 상당히 체계적으로 실시되고 있는 필리핀의 사서자격시험제도 운영사례를 살펴보고 향후 국내에 사서 자격시험 제도 도입 시 고려해야 할 내용과 추진 방향을 제시하였다.

초기·중기·후기 고령운전자의 사망자 발생위험도 분석과 시사점 (Study on Fatality Risk of Senior Driver with Aging Classification)

  • A traffic fatality by young people marked average annual decrease of 4.5% since 2011. Meanwhile, a traffic fatality by senior over 65 years old marked average annual increase of 7.9% for the last five years which means that the annual increase of traffic fatality by senior will be a serious problem. This study started questioning that senior drivers over 65 years old did not retain the same causal factor of fatal traffic accidents and thus extensively analyzed a risk of it by age group quantitatively, dividing the senior driver group into the early, middle and latter stages. Depending on the aging level, the risk of traffic fatality showed a wide difference in seven different types of traffic accidents generally, and happened to increase with latter and middle parts of the senior driver more than the early part. Therefore, this study proposes four policy suggestions: 1) The senior driver need to be offered customized driving educations and the improvement of road environment is also recommended. 2) Political assistance is needed to support and guide a safety related technology installation for the new or existing car. 3) Renewal of driving license and an aptitude test(physical examination, cognitive test) for drivers over 75 years old should take in a less than 3 years and an additional road test is needed as occasion demands. 4) Like the United States and Europe, development and extension of customized treatment guidebook for medical teams who examine senior drivers is needed and establishment of education and administration system that a supervisor of driving license renewal can impose safety restriction and American anonymity reporting system is considered to institutionalize in the medium to longer term.

월성 1호기 계속운전을 위한 증기발생기 열화관리 (Wolsong Unit 1 Steam Generator Aging Management for Continued Operation)

  • As a part of license renewal for the continued operation of Wolsong unit 1, the periodic safety review report was submitted near the end of design lifetime, 2012, and now is under reviewing. Major components of primary system such as pressure tubes, feeder pipes and so on are being replaced and many components of secondary system are also being repaired. So the license renewal of Wolsong unit 1 is expected to be acquired without significant issues. But on the other hand, steam generators of Wolsong unit 1 had the good performance and therefore the replacement and repair for the steam generator are not needed. Recently it is reported that some cracks were detected in a few of european steam generator with Alloy 800 tubes and the cause of cracks was the outer diameter stress corrosion cracking(ODSCC) due to the concentration of chemical impurities on the outer surface of tube. Accordingly the overall review on this issue was performed. The long-term operation is likely to results to form the concentration mechanism for the tube corrosion as the sludge build-up in the secondary side of steam generator and the crack in the crevice between tube and tube-sheet and expansion transitions is apt to be occurred. In this paper, the history of steam generator inspection and operation of Wolsong unit 1 are reviewed and the reliability of steam generator tube is evaluated and the steam generator aging management program for Wolsong unit 1 is introduced.

위탁급식전문업체 지적자본 측정도구의 운용시험 평가 (Practical Evaluation of Intellectual Capital (IC) Measurement Tool for Contract Foodservice Management Company)

  • The purposes of this study were to a) measure the IC identified of CFMC (contract foodservice management company) ,b) examine IC circumstance of CFMC, c) evaluate practically IC measurement tool of CFMC, and d) present information for selecting an adequate CFMC to clients. The questionnaires of IC measurement were handed out to 108 CFMCs, there composing of main office employees, foodservice managers, customers, and clients of 207 school,38 hospital, and 86 husiness/industry foodservices. The statistical data analysis was completed using SPSS Win (ver 12.0) for descriptive analysis, t-test, Mann-Whitney U test. First, CFMCs had operational experience for an average of 8 years and 8 months, and served an average of 38,540 meals a day. Most of the respondent companies specialized in the school foodservice field and managed an average of 66 clients for the contract period of 2 years and 3 months. Second, the respondent companies had gotten a score of 77.78 points for the total average, 77.7 points in the large enterprise group and 78.1 points in the small and medium-sized enterprise group. Therefore, the minimum number of points for the accrediting license on Qualification is suggested to be over 70 out of a 100 point scale; this study would be serve as reference for the certification license on qualification. On the level of evaluation category, the scores were 14.15 to 20 points on $\ulcorner$finance$\urcorner$, 19.24 to 25 points on $\ulcorner$customer$\urcorner$, 19.33 to 25 points on $\ulcorner$process$\urcorner$, 14.31 to 20 points on $\ulcorner$human resource$\urcorner$, and 8.6 to 10 point on $\ulcorner$renewal and development$\urcorner$ . $\ulcorner$Renewal and development$\urcorner$ and $\ulcorner$customer focus$\urcorner$ received better grades than other evaluation categories. Third, $\ulcorner$Finance$\urcorner$ indicated similar distribution overall. Small and medium-sized companies had lower grades than large companies on 'market ability' of $\ulcorner$customer$\urcorner$ , but, clients of small and medium-sized companies had higher grade for 'client satisfaction' than large companies. Most of the companies supported 'infrastructure support for foodservice operation' of $\ulcorner$process$\urcorner$ by the main office of CFMCs, but, the branch chain offices of CFMCs were not applied efficiently. Large companies made more effort to improve the 'employee ability' of $\ulcorner$human focus$\urcorner$ than small and medium-sized CFMC. The 'research and development cost' of $\ulcorner$renewal and development$\urcorner$ was increased compared to the previous year. In conclusion, if CFMCs were to perform self-evaluation and a routine checkups by utilizing CFMC's IC measuring tool, improvements in CFMC operational capacities as well as foodservice quality can be noted.
