Analysis of Public Library Statistics in Korea: Focusing on the Overview and Facility of Public Libraries (한국의 공공도서관 통계에 대한 분석 연구: 도서관 기본 정보 및 시설 현황을 중심으로)

  • This study analyzed the trends and current status in public libraries in Korea for 14 years, focusing on the overview and facilities of public libraries using public library statistics from 2007 to 2020. The research data were collected from the National Library Statistics System and compared with the population and GDP per capita of Korea. As a result, the number of public libraries in Korea is 1,172 as of 2020, which has nearly doubled compared to 2007, and it was found that this increase has a very strong correlation with GDP per capita and population. There were 229 contracting out public libraries operating by the local government in 2020, and the contracting out rate increased from 18.8% in 2007 to 25.1%. Although the site area of public libraries varies greatly from library to library, it tends to get larger over time. The total floor area of public libraries operating by the Office of Education is larger than that of public libraries operating by the local government, and it gradually increases over time, but the total floor area of public libraries operating by the local government have decreased slightly. The total number of seats in the library is decreasing in all libraries, and the reading seats for children and the reading seats for the elderly and the disabled tend to slightly increase.

  • The purpose of this study is to investigate the general characteristics of modem library which was in a germinal stage at the opening period of Korea. The major findings of this study is summarized as follows. 1. Modern libraries which began to develop during the opening period of Korea were deeply rooted in the spirit of patriotism. After 1905, which was the year of so-called Korean-Japanese Protocal concluded under the Japanese military pressure, the patriotic enlightenment campaign against foreign penetration developed rapidly throughout the country. Accordingly, the movement for establishing modern library was carried out among advanced reformers. 2. The first modern school library was built in the private school of Wonan established by the residents of Wonsan area. They believed that the best way to strengthen the national power to oppose Japanese penetration was to learn the Western culture and technology. 3. The first modern public library named The Central Library of Korea was originated by Oh Ha Young and his comrade in 1906. Included among these promoters of the library were Yun Chi Ho and Min Sang Ho, two persons who had experienced Western culture during their study abroad. 4. Pakmunkuk, the newspaper office of the government, had its own library in 1883 which was the first modernized special library in Korea. 5. Major factors which hindered the rapid growth modern libraries m the opening period are as follows; (1) Lack of people's demand fer the library. (2) Limited scope of the publications(mainly school text-books) (3) Poor financial conditions. 6. Japanese invasion in 1910 had broken the growing roots of modern libraries in formative stage.

An Analysis on the Results of Korean Special Library Management Evaluation Conducted in the Year 2012 (전문도서관 운영평가의 분석 및 진단에 관한 연구 - 2012년도 운영평가 결과를 중심으로 -)

  • The purpose of this study is to have the development of special libraries in Korea and produce policy alternatives and current implications as well as to analyze the management evaluation of Korea special libraries in 2011. The evaluation of 39 detailed index scored at 51.8 out of 100. There were five evaluation territory. Among them, the facility environment's score was the highest as 77.3 and manpower was 53.5, library management were 51.0. The information resource and service territory were analyzed under 50 as scored 49.3 and 45.4. Closely look at the detailed index, the highest index was 'user amenity' (96.7) from facility environment and the lowest index was 'participation record of the long-term educational training of library staff' (13.0). This study diagnosed current management of libraries and problem as well as to analyze the result of administration evaluations of special libraries in nation throughout 2012. The institution type of special libraries in Korea is very varied such as central administrative agency, government-funded research institute, local government, and education office in local-affiliated institute, business, private organization, hospital, the press and so on; therefore, the analysis result can be utilize for basic information to provide future special libraries type in order to make differentiated policy making.

A Study on Establishing the presidential Library through Elevating the Status of the Government Archives and Records Service (대통령기록관의 설립 및 정부기록보존소의 위상에 관한 연구)

  • This paper examines urgent issues of establishing the presidential library in relation to the current standing of the Government Archives and Records Service. As government records have been tremendously accumulated every year, the Government Archives and Records Service will be full within three years, which indicates that the constructing of new storage repositories is an emergent issue. In addition, presidential records are one of the most significant and influential public properties for preserving historical value and interpretation at the national level. Some serious concerns relating to the presidential library are raised for consideration. First of all, it is compulsory to preserve presidential records and to construct the presidential library. Second, the presidential library performs a variety of functions including the acquisition, preservation, access, reference, research, education, and display of presidential records as well as exhibits of public activities and administration personally and in public during the president' regime. A new presidential library should function as both of a depository and museum of presidential records through systematic arrangement and display. Thus a new repository of the Government Archives and Records Service should be co-constructed with the presidential library within the same boundary. Third, a newly constructed presidential library should be at least double- or triple- sized more than estimated in order to contain all related holdings. Fourth, to take custody of public records across the legislature, judiciary and administration, the Government Archives and Records Service should be directed by an official at the level of vice-minister and upgraded to an independent office such as "National Archives and Records Administration." Fifth, the presidential library's location and surrounding environments should be selected with careful planning.

A Study on the Writings and Achievements of Jaewook Lee in Korea (이재욱(李在旭)의 저작(著作)과 업적(業績)에 관한 연구)

  • This study is to collect and organize the writings and related materials of Lee Jae Wook, the first director of Korea National Library, and, therefore, find out his achievements in the library system. By comparing existing and newly collected lists of Lee's writings, the total lists had been revised and complemented. As a result, the lists were finalized with 190 writings which were published on books, library journals, cultural magazines and various newspapers. In consequence of analyzing the writing-lists with historical records, Lee's accomplishments are as follows: First, he find philological and bibliographical value in Korean books and writings by studying classic literature. Second, he played an important role in grafting theory and practice of modern library into Korea in Japanese colonial era. Third, he made an effort to diffuse reading culture all around Korea through column and essays he published. Fourth, he contributed to make status and fundamental of early National Library with pioneering leadership by solving a problem of transferring National Library's legislation books that U.S. Military Government Office requested and founding Chosun Library School. Fifth, he implemented the core business of environment of Korean Library such as library class, establishment and implementation of Reading Week, foreign cooperation and etc., as a president of Chosun Library Association.

A Study on the Development of Feasibility Evaluation Model for Establishment of Public Libraries (공공도서관 설립 사전 타당성 평가모형 개발 연구)

  • Article 31(1) of the Libraries Act(Act No. 18547), which was completely revised on December 7, 2021, stipulates that "the head of a local government or the superintendent of a city/provincial office of education must formulate a plan for the establishment and operation of a public library in advance and obtain the pre-evaluation of the feasibility of establishing a public library from the Minister of Culture, Sports and Tourism." Through the preliminary feasibility evaluation at the construction stage of the public library, it is possible to adjust distribution to improve the adequacy of scale and resolve regional imbalances and gaps. In addition, it is expected to increase service satisfaction and operational enhancement by inducing faithful securing of core infrastructure (librarians, collection, facilities, systems, etc.) in terms of balanced regional development and public library construction. The purpose of this study is to develop and present the basic direction and feasibility evaluation model for establishment of public libraries. The proposed evaluation model is expected to secure the legal basis and institutional legitimacy of the pre-evaluation system for public library establishment and to prevent waste of tax due to poor construction and operation of public libraries.

Limitations on Exclusive Rights of Authors for Library Reprography : A Comparative Examination of the Draft Revision of Korean Copyright Law with the New American Copyright Act of 1976 (저작권법에 준한 도서관봉사에 관한 연구 -미국과 한국의 저자재산권의 제한규정을 중시으로-)

  • A dramatic development in the new technology of copying materials has presented us with massive problems on reconciling the conflicts between copyright owners and potential users of copyrighted materials. The adaptation to this changing condition led some countries to revise their copyright laws such as in the U. S. in 1976 and in Korea in 1984 for merging with the international or universal copyright conventions in the future. Copyright defined as exclusive rights given to copyright owners aims to secure a fair return for an author's creative labor and to stimulate artistic creativity for the general public good. The exclusive rights on copyrightable matters, generally for reproduction, preparation of derivative works, public distribution, public performance, and public display, are limited by fair use for scholarship and criticism and by library reproduction for its preservation and interlibrary loan. These limitations on the exclusive rights are concerned with all aspects of library services and cause a great burden on librarian's daily duty to provide balance between the rights of creators and the needs of library patrons. The fair use as one of the limitations on it has been coupled with enormous growth of a new technology and extended from xerography to online database systems. The implementation of the fair use and library reprography in Korean law to the local practices is examined on the basis of the new American copyright act of 1976. Under the draft revision of Korean law, librarians will face many potential problems as summarized below. 1. Because the new provision of 'life time plus 50 years' will tie up substantial bodies of material longer than the old law, until that date librarians would need permissions from the owners and should pay attention to the author's death date. 2. Because the copyright can be sold, distributed, given to the heirs, donated, as a whole or a part, librarians should chase down the heirs and other second owners. In case of a derivative work, this is a real problem. 3. Since a work has its protection from the moment of its creation, the coverage of copyrightable matter would be extended to the published or the unpublished works and librarian's work load would be heavier. Without copyright registration, no one can be certain that a work is in the public domain. Therefore, librarians will need to check with an authority. 4. For implementation of limitations on exclusive rights, fair use and library reproduction for interlibrary loan, there can be no substantial aggregate use and there can be no systematic distribution of multicopies. Therefore, librarians should not substitute reproductions for subscriptions or purchases. 5. For the interlibrary loan by photocopying, librarians should understand the procedure of royalty payment. 6. Compulsory licenses should be understood by librarians. 7. Because the draft revision of Korean law is a reciprocal treaty, librarians should take care of other countries' copyright law to protect foreign authors from Korean law. In order to solve the above problems, some suggestions are presented below. 1. That copyright clearinghouse or central agency as a centralized royalty payment mechanism be established. 2. That the Korean Library Association establish a committee on copyright. 3. That the Korean Library Association propose guidelines for each occasion, e.g. for interlibrary loan, books and periodicals and music, etc. 4. That the Korean government establish a copyright office or an official organization for copyright control other than the copyright committee already organized by the government. 5. That the Korean Library Association establish educational programs on copyright for librarians through seminars or articles written in its magazines. 6. That individual libraries provide librarian's copyright kits. 7. That school libraries distribute subject bibliographies on copyright law to teachers. However, librarians should keep in mind that limitations on exclusive rights are not for an exemption from library reprography but as a convenient access to library resources.

A Study on the Improvement of Maintenance for Public Library (공공도서관 유지관리의 문제점 및 개선방안에 관한 연구)

  • As a research of NSO(Korea National Statistical Office), there are 609 public libraries in Korea. They have been increased 1.6 times for 10 years. Similar as libraries, their government officers are also increased 1.3 times. But number of users are increased 2.7times during the same period. Moreover, Because of deterioration of facilities, library can't satisfy user's needs, and it experienced difficulties to carry out its variety roles. In result, this study checked up maintenance conditions which are organization, facility, execution of budget and so on. Furthermore, it deduced problems like short of hands, lack of administrator's expertise and absence of accurate drawings, and suggests improvement.

A Comparative Study of Cultural Programs Offered by Public Libraries and Other Regional Public Service Institutions (공공도서관과 지역사회기관의 문화프로그램 비교 연구)

  • This study generated the suggestions to minimize the duplicated cultural programs offered by various regional public service institutions via promoting effective collaboration among the institutions with the limited local resources while making the public libraries as the center of the partnership. We measured the level of program duplicability; conducted statistical analysis of the cultural program offering; and analyzed program participation status as well as the participation surveys. This led to the following results: 1) public libraries focused on offering humanities general education related programs; 2) participants had high expectations on the reading and writing programs; and 3) social welfare organizations offered programs, which targeted the older population, and the corresponding participants had high satisfaction rate. According to the results, the institutions including the public libraries should take into account of the ages and preferences of the potential participants when offering various programs. In addition, the public libraries should continue to offer humanities general education as well as information use programs.

A Study of the Recognition Regarding the Influence of Public Library Service to Quality of Life (공공도서관 서비스가 이용자의 삶의 질에 미치는 영향력에 대한 인식 조사 연구)

  • Measurement of quality of life is a concept studied in the field of administration, economy and society. And It is a standard of measuring performance of government. Recently, in governments and global society, QoL (Quality of life) index is used to reflect overall development degree. National policy and service effectiveness measurement using QoL index is more persuasive when it is combined with 'Bottom-Up Spillover Theory'. This study applied "National Quality of Life Index", the object QoL index used by National Statistical Office to see if the library service is recognized to actually have influence on the quality of life, and furthermore, see the difference of quality of life improvement recognition by user and quality of life improvement degree recognized by the librarian. "Recognition regarding shortage of time" was the highest index, and "concentration of fine dust" was the lowest. Regarding the recognition difference between librarian and user, it showed signifiant difference in 13 index, while the recognition difference by gender showed difference in 5 index, difference by age was 23, difference by residence was 14, and difference by number of visits to library was 9.
