Legal Deposit in the Sultanate of Oman: The Law of Printing and Publishing and its Role in Building Oman's Culture of Democracy

  • Omani citizens participate in building the culture of democracy through the implementation of the legal deposit or the Law of Printing and Publishing. Legal deposit is the law that requires individuals and agencies who are responsible for printing and applying the law in Oman, whether they are publishers, printing houses or authors, to submit certain copies of their work or publications to a repository, usually a library. The present study aims to explore the reality of the Omani Law of Printing and Publishing and discover how the law defines the term "publications". In addition to the role of this law in building the Omani culture of democracy, the study uses an interpretive research paradigm of applied unstructured interviews and content analysis. Twenty-four printing houses were interviewed. The findings determined that definition of the term "publications", according to the law, is very general and covers different items, and the Law of Printing and Publishing plays an essential role in the building of Oman's culture of democracy. The study also found that all of the printing houses interviewed participated in creating the Omani culture by depositing the requested copies of their publications, although four of them had negative beliefs about the law of "Printing and Publishing". In addition, the study found (19=79.1%) of the sample interpreted the term "culture of democracy" in a positive way.

Self-archiving Motivations across Academic Disciplines on an Academic Social Networking Service (학술 소셜 네트워킹 서비스에서의 학문 분야별 연구자의 셀프 아카이빙 동기 분석)

  • The purpose of this study is to compare motivations for self-archiving across disciplines on an academic social networking site. We carried out an online survey with ResearchGate(RG) users, testing 18 motivational factors that we developed from a previous study (enjoyment, personal/professional gain, reputation, learning, self-efficacy, altruism, reciprocity, trust, community interest, social engagement, publicity, accessibility, self-archiving culture, influence of external actors, credibility, system stability, copyright concerns, additional time, and effort). We adapted Biglan's classification system of academic disciplines and compared motivations across different categories of discipline. First, we compared motivations across the four combined categories by the two dimensions - hard-pure, hard-applied, soft-pure, and soft-applied. We also performed a motivation comparison across each dimension between soft and hard disciplines and between pure and applied disciplines. We examined investigated statistical differences in motivations by demographic characteristics and RG usage of participants across categories as well. Findings showed that there were differences of motivations, such as enjoyment, accessibility, influence of external actors and additional time and effort, and personal/professional gains, for self-archiving across disciplines. For example, RG users in the hard-applied were more highly motivated by enjoyment than others; RG users in the soft-pure were more highly motivated by personal/professional gains than others. It is expected that findings could be used to develop strategies encouraging researchers in various disciplines contributing to share their data and publications in ASNSs.

A Study on the Relationship between the Review Results of Articles and Impact Metrics in an Open Peer Review Platform (오픈 피어 리뷰 환경에서 학술 논문 심사 결과와 영향력 지표 간의 관련성에 관한 연구)

  • This study analyzed the open peer review results for 585 papers in the field of social sciences in F1000Research, a representative OPR(Open Peer Review) platform, and checked the relationship between the number of cited-by, altmetrics and review score. In addition, by verifying whether the review score shows a moderating effect between the relationship between the utilization of the paper and the cited-by, it was confirmed whether the paper evaluated as high quality in the open review platform can promote the number of cited-by. As a result of the analysis, first, there was no significant difference in the number of cited-by between the approved and conditionally approved paper groups, but the converted review score and the number of cited-by showed a weak positive correlation (r = 0.40 - 0.60). Second, the review score showed a weak correlation with the altmetrics, and it was analyzed that review result could weakly predict the number of cited-by and social impact. Finally, it was verified that the review score performed a significant positive moderating effect (B=1.69, P < 0.01) in making the use of the paper lead to citation. As a result of the conditional effect test, it was verified that it showed the greatest effect(B=11.32, 95% CI [10.57, 12.08]) in the group of papers rated as the highest quality. Therefore, it was analyzed that the open review scores can help researchers select high quality papers and induce citations.

The Co-occurrence Phenomenon of Both Korean and Non-Korean Literatures Within the Korean References - An Analysis on the Citation Motivations and References by Social Scientists - (참고문헌의 동시공존현상 - 한국 사회과학자들의 인용동기와 참고문헌의 분석 -)

  • The present study, on the bass of a premise that reference lists are one of the social products, reflecting various social environments of their own society, was made as part of an attempt to explore the co-occurrence phenomenon of both Korean and Non-Korean Literatures occurred within the Korean references. 321 authors (articles) of 43 Korean journals on Social Sciences were surveyed on research channels and citation motivations and their 11358 references were analyzed. The findings are as follows : 1) The extent of the co-occurrence was that Non-Korean literatures were more 1.9 times (65.3%) cited than Korean ones and English (61.5%)-American (50.4%) predominancy was heavily found. 2) Research channel, worked as an indicator of the identity of researcher as well as the source of research ideas was most Non-Korean channel orientedness (55.8%). 3) Citation motivations were significantly depended on whether Korean or Non-Korean literatures and non-Korean literatures were cheifly cited to be conceptual motivations than other motivations. 4) Research channel among variables was worked as a main effect predicting major citation motivations on Non-Korean literatures. Finally, this study is very suggestive : 1) It might be a new approach and interpretation by adopting citation motivations to explore a process of knowledge producting of researchers 2) Partly, it proved empirically the relationship of knowledge producted by Korean researchers to Non-Korean knowledge through the analysis of citation motivations.

A Study on the Intellectual Structure Analysis in Korean Studies (한국학 분야의 지식 구조 분석 연구)

  • In Korean Studies, there have been made many studies for finding the identity as the intrinsic academic field, because the Korean studies have complex intertwined characteristics with other fields. However, previous related studies have been mostly focused on the qualitative content analysis method related to the major Korean Studies, the study applying the bibliometric method was not conducted. Therefore, the purpose of this study is to draw intellectual structures about the domestic and overseas Korean studies academic papers applying the bibliometric methods, and to analyze content of intellectual structures by focus group interview (FGI). As the result of this study, the intellectual structure in the domestic Korean Studies had the characteristics of the Humanities, and the intellectual structure in the foreign Korean Studies had the characteristics of the Social Sciences. Also, the domestic Korean Studies encompassed a wide range of period from ancient to modern times, while the foreign Korean Studies focused on a modern and contemporary times. This study has a significance in the way that it is the first study to draw the intellectual structures in the domestic and foreign Korean Studies applying the bibliometric method, and then to carry out the comprehensive analysis through FGI with specialists in Korean Studies. However, in order to do more meaningful one-to-one comparison studies about the field of the domestic and foreign Korean Studies, many follow-up co-studies reflecting diverse opinions of many researchers in Korean Studies will be necessary.

The Optimum Design of Airfoil Shape with Parallel Computation (병렬연산을 이용한 익형의 최적 설계)

  • The aerodynamic optimization method for airfoil design was described in this paper. The Navier-Stokes equations were solved to consider the viscous flow information around an airfoil. The Modified Method of Feasible Direction(MMFD) was used for sensitivity analysis and the polynomial interpolation was used for distance calculation of the minimization. The Message Passing Interface(MPI) library of parallel computation was adopted to reduce the computation time of flow solver by decomposing the entire computational domain into 8 sub-domains and one-to-one allocating 8 processors to 8 sub-domains. The parallel computation was also used to compute the sensitivity analysis by allocating each search direction to each processor. The present optimization reduced the drag of airfoil while the lift is maintained at the tolerable design value.

Comparative Analysis of KoMCI 2004 and KCI 2004 Impact Factors (KoMCI(Korean Medical Citation Index)와 KCI(Korea Citation Index)의 2004년도 영향력지표값 비교분석)

  • Korean Academy of Medical Sciences began developing Korean Medical Citaton Index(KoMCI) database in 2002, and has announced the impact factors of Korean medical journals published since 2000. In July 2005, Korea Research Foundation also announced the KCI impact factor of journals covering all subject areas for the 2003 and 2004. We compared the impact factor(IF), impact factor excluding self-citation(ZIF), and self-citation impact factor(SIF) of KoMCI 2004 and KCI 2004 in order to disclose why there is such a great difference in the values of impact factors between two databases. Out of 72 medical journals in both database, 59 journals were compared after excluding the missing data in KCI. Mean IF of KoMCI 2004 was 0.2 and that of KCI 2004 was 0.03(p=0.0000). Mean ZIF of KoMCI was 0.06 and that of KCI was 0.01(p=0.000). Mean SIF of KoMCI was 0.139 and that of KCI was 0.02(p=0.0000). We presumed that the major difference in the impact factor values was originated from the fact that KCI does not control the authority of journal names cited in the references. We strongly recommend that it is necessary to control the authority especially if Korea Research Foundation wants to ensure the validity and reliability of KCI data in the evaluation of korean journals.

Automatic Extraction Techniques of Topic-relevant Visual Shots Using Realtime Brainwave Responses (실시간 뇌파반응을 이용한 주제관련 영상물 쇼트 자동추출기법 개발연구)

  • To obtain good summarization algorithms, we need first understand how people summarize videos. 'Semantic gap' refers to the gap between semantics implied in video summarization algorithms and what people actually infer from watching videos. We hypothesized that ERP responses to real time videos will show either N400 effects to topic-irrelevant shots in the 300∼500ms time-range after stimulus on-set or P600 effects to topic-relevant shots in the 500∼700ms time range. We recruited 32 participants in the EEG experiment, asking them to focus on the topic of short videos and to memorize relevant shots to the topic of the video. After analysing real time videos based on the participants' rating information, we obtained the following t-test result, showing N400 effects on PF1, F7, F3, C3, Cz, T7, and FT7 positions on the left and central hemisphere, and P600 effects on PF1, C3, Cz, and FCz on the left and central hemisphere and C4, FC4, P8, and TP8 on the right. A further 3-way MANOVA test with repeated measures of topic-relevance, hemisphere, and electrode positions showed significant interaction effects, implying that the left hemisphere at central, frontal, and pre-frontal positions were sensitive in detecting topic-relevant shots while watching real time videos.

  • In games and films, the most highlighted fields in entertainment industry, those special effects such as flame, explosion, smoke, liquid, snow, rain and dust are generated through the particle system. Special effects can be expressed realistically by the particle system API that is a graphic library of high level in game and virtual reality. When developers apply the particle system API in applications, they must exchange parameters repeatedly and compile source codes until special efforts that they want are expressed, and It takes much time until the minute control that have relations between each parameters. This paper develops a particle system API usable in on-line game and real-time virtual reality and presents particle system editor that can see and create special effect easily through attributes adjustment such as position, velocity, color, transparency, size, age, the secondary position, the second velocity etc.

  • This paper describes an efficient hardware implementation of HIGHT block cipher algorithm, which was approved as standard of cryptographic algorithm by KATS(Korean Agency for Technology and Standards) and ISO/IEC. The HIGHT algorithm, which is suitable for ubiquitous computing devices such as a sensor in USN or a RFID tag, encrypts a 64-bit data block with a 128-bit cipher key to make a 64-bit cipher text, and vice versa. For area-efficient and low-power implementation, we optimize round transform block and key scheduler to share hardware resources for encryption and decryption. The HIGHT64 core synthesized using a $0.35-{\mu}m$ CMOS cell library consists of 3,226 gates, and the estimated throughput is 150-Mbps with 80-MHz@2.5-V clock.
