The environment of the modern library is changing rapidly with advancements in information technology, massive increse in information, and with the changing needs of users for information in order to keep up with developments in science and technology. The library should also be in a constant state of change in accordance with the changing environment. But the current situation is that library organizations in Korea do not show any change. Here arises the need to diagnose the health of these organization. Organizational innovations can be achieved either by change in the organizational structure or administrative methods or in personal attitudes. In making organizational innovations, however, it is not sufficient only to change the organizational structure or the administrative methods without changing personal attitudes. The purpose of this thesis is to diagnose the health of university library organizations in Korea and to suggest prescriptions based on the results of this diagnosis, by means of organization development theory. In this study, the action research model and the diagnostic model were developed for the health of university library organization in Korea. The action research model consisted of 3 steps: diagnosis, intervention and evaluation. The diagnostic model comprised diagnostic criterion and diagnostic indicators. The health of an organization was selected as the diagnostic criterion. Diagnostic indicators were divided into 3 levels: personal job-satisfaction at the individual level, cohesiveness at the group level, and the organizational climate at the organizational level. Both the interview and the questionaire were used as diagnostic methods. The questionaire form was designed according to the Likert typle 5-point scale. For the investigation, 10 university libraries were selected from the private universities in Seoul, and questionaire sheets were sent to their 156 librarians and responses were received from 116 persons. An interview was carried out with a selected chief of departments of the library concerned. The results of the diagnosis show that the average personal job­satisfaction was 3.57, the group cohesiveness was 3.15 and organizational climate was 2.93, and accordingly the comprehensive health indicator was 3.22. The health of university library organizations in Korea was generally on the decline at all 3 levels. In particular, the organizational climate was in a very weak state. Most problems concern dissatisfaction with personnel policy, communications and non-professionally qualified directors. As the prescriptions, the following was suggested: institutionalization of the staff meeting for resolving problems with communication, appointement of professional directors, performance appraisal, conferring faculty status for librarians, and a suggest system. And for the improvement of the organizational climate, managerial grid training was suggested as one of the educational strategies for organizational development.

School Libraries are facilities which support teachers and students in their teaching and learning activities and help to fulfil the school curriculum. Recently the Ministry of Education & Human Resources and Development is emphasizing ‘self learning’and it means that the problem solving ability of students can be improved through resource based learning & self learning. The resource based learning is closely connected with school libraries. School libraries are basic organization among all kind of libraries in all parts of th country and they can not develop without the systematic support of the government. The school libraries are just nominal because education in schools is centered on entrance examination and the government is indifferent to them. Therefore, it is urgent to constitute the related regulations and systems to rescue school libraries. The present school libraries laws should be revised toward the direction of effectiveness and it is possible to revise them after School Library Promotion Acts are constituted in public. All kinds of system and organization can develop only when they attach great importance to people Even though we constitute good laws and have good systems, they can not develop without the support of administrative organizations. They can develop when the administrative organizations have the strong will to develop them and are affectionately interested with them. The development of school libraries are under the control of strong interest and will of the people who are in charge of the systems and apply the related regulations.

The objective of this study is to present the organization and management plan for the new main library in Busan metropolitan city. The characteristics of the Busan Library was defined as follows: stronghold library of Busan, policy and research library, and research hub for Busan studies. The five core functions of the library are to be library policy making, support and collaboration, preservation, information services, and administrative support. In order to fulfill the duties and the roles of the library, it has been suggested to maintain 4 departments along with 1 team including the department of library policy, the department of support and collaboration, the department of information services, the department of administrative support, and the preservation team. It has also been suggested to secure proper number of personnel including 43 staff members for the opening of the library, which consist of 10 administrative staff, 31 librarians and 2 computer specialists. The annual operating budget has been estimated to 4.33 billion won including labor cost (1.53 billion won), acquisitions (.735 billion won) and, other operating cost (2.13 billion won).

The objective of this study is to propose the operational organization and connective cooperation plan for the Daegu regional central library which will be completed in 2020. The vision of regional central library was presented as 'the library for the happiness of Daegu citizens and the cradle of knowledge and culture', and 10 core functions also proposed. In order to fulfill the roles as a regional central library, it has been suggested to maintain 5 departments including the department of administrative support, the department of library policy, the department of collection development, the department of information service, and the department of cooperative preservation. Lastly, it has also established the model of connective cooperation plans between other regional libraries and the regional central library as follows: the construction and operation of cooperative system, connective cooperation for the construction of Daegu collaborative repository, cooperative library system of ILL/DDS.

In this study, the medical library in the hospital was investigated on the overall operation status of the service target, books, facilities, environment, staff, service, etc., and the librarian in question conducted a demand survey and recognition survey of the library, and proposed a plan to activate the medical library in the hospital in the future. As a result, first, to increase the status of the library by the medical library in the hospital performing its role and improving the quality of the library's service, it should be divided into the independent organization in the organization. Second, it is necessary to establish legal standards for collection, size, and manpower for medical libraries in hospitals. Third, in order to systematically manage medical libraries in hospitals, professional librarians should be supported and personnel should be recruited so that library-specific tasks and administrative tasks can be distinguished. Fourth, it seems that policies to support the medical library in the hospital, such as budget support at the national level, librarian specialization education, development of operation guidelines, network activation with other libraries are needed.

The purpose of this article is to discuss about the progress and problems in Korean public library policies. The emphasis is on identifying both distinctive features and indigenous limitations in Korean Library Act and National Plans for Library Development. This article also investigates the current status and weakness of major policy driving forces such as national library policy committee(President's Committee on Library and Information Policy), administrative support organization, and professional associations. Finally suggested are both strategies and methods for promoting the quality of Korean public library policies, with focusing on enhancing public librarians' capacity of policy participation.

The implication of space in school libraries more important than the other types of libraries because their main user is students who are affected by service environment. Let me consider the reality of our circumstance, the space is not enough in the school library, Therefore, it is essential to utilize of library space effectively. So, this study intends to suggest effective organization model of school library space, through introduced by the notion of information commons. The results show that they are integrated within school library, which, in addition to other functions, may include recreation center, and interactive community, circulation space, administrative offices and so on and suggest the library space design and management need to reflect the flexibility and inter-activeness of the space. Also, in order to acquiring human-centered aspect and openness, school library appropriate space planning for present needs and future expansion is imperative within school community.

The school library in Korea, with its short history, has not been fully awared of its importance yet. As a result, most of school libraries in Korea have not been fundtioning as the center of educational activity which is closely connected with learning process and as the place of the extension of classroom, but as the place of storing books. Besides the importance of materials and facilities, the educational function of school libraries can be fully achieved only when each school librarian clearly understands his work and duties, and accomplishes them successfully. This study, which are based on analysis of literature investigations and precedent studies, are summarized as follow: 1. There is an absolute lack of the number of school librarians (or alternative teachers) in comparison to the number which is specified in the regulations of Library Law. 2. There is no a n.0, ppropriate legal foundation for employment of school librarians and library assistants, and of their o n.0, pportunities for promotion. 3. The school library in korea has been stayed so far on its infantile, namely 'the period of material arrangement', in the aspect of the function. 4. The administrative organization of the school library has not gained much recognition of its professional character. And even more the position of the school library today is not enough clear to be stable in the total school system. By solving these factors step, the newly reformed school library in Korea will play a great role in improving her education by the hand of school librarians whose spirits are re-filled with willingness and creativity.

The purpose of this article is to identify the problems that Korean library and information policies (LIP) are facing with and to suggest its future direction for advancement. To the end, discussions include both progress and problems related to legal provision, government organization, administrative staff, professionals, finance, and master plans. Based on a thorough literature survey, this article begins from an analysis on the conceptual definitions of 'library and information policies,' explains the problems and limitations of Korean LIPs before 2006(the year when new 'library act' was established), and introduces major changes in Korean LIPs after 2006. Finally suggested are both strategies and methods to resolve the problems and limitations that Korean LIPs are facing with.

After division of Germany, East Germany was established as a socialistic nation. The new socialistic nation needed new systems in many different areas such as political, social, educational and cultural. In the new political system based on socialistic ideology the administrative organization and political parties used the academic libraries as a political instrument. Thus the members of the political parties exercised socialistic ideology on the management of the libraries. For example, in the anointment of the library directors, in the education and training of librarians, In the collecting development policy, in managing the seditious materials etc the influence of socialism can be seen.
