  • This paper is intended as a basic study in which the purpose is to provide understanding of the workings of man in relation to his information resources. Such understanding would prove of value in formulating the policies of an inoformation center serving the fields of science and technology. The information problem of the scientific community was assessed in the lights of the characteristics of the information (cumulativeness, currency versus obsolescence, volume versus redundancy, interrelationships, and foreign literature)and the flow of information and communication patterns covering the use of the variety of media and the information gathering habits of scientists. What can be done to ease the problem was sought in the improvements and innovations which call the attentions of the scientists and the technologists as producers and users of the information, of the professional organizations of various disciplines and of government.

The Development of Subject Gateway and Library Operating Model for the Diffusion of Entrepreneurship ― Focus on Job and Employment Services

  • High unemployment rates repeatedly cause recurring social problems such as fewer employment opportunities and employment insecurity. Following this trend, various programs related to employment have been provided through various government and institutions. However, they have established overlapping policies and programs and there is no one stop gateway to find effective and efficient way to find relevant information. For this purpose, this study aims to provide employment and job search subject gateway development. The study has carried out case studies, literature reviews, and user survey. Based on this study, it suggested a linked metadata model to organize and link scattered information together, and a digital gateway operating diverse information services. It is expected to provide a basis to develop comprehensive information service model for employment.

  • In this study, in order to practice the social inclusion of libraries, the related policies currently announced in the 3rd Comprehensive Library Development Plan were examined, and the current status of tasks promoted by central administrative agencies and metropolitan and provincial libraries was examined based on these policies. As a result, first, in terms of active information welfare realization, various programs and services are being implemented to bridge the knowledge and information gap, but it seems that the scope of the target should be expanded in the future, cooperation with related organizations, and infrastructure improvement. Second, in terms of expanding the openness of the space, the expansion of the open space as an open space and the application of universal design are being performed. In the future, it seems that the scope of universal design application should be expanded in consideration of budget investment for continuous space reconstruction and diversity of users. Third, in terms of linking services across boundaries, services and programs are provided to infants and toddlers, children, women, the elderly, the underprivileged, job seekers, and multicultural families. In the future, it seems that the improvement of the service system for the expansion of inclusive services in libraries should precede, and cooperation between related ministries should be made to provide differentiated services. Finally, it is expected that future policy-making tasks for social inclusion should be considered not only for books, programs, and spaces, but also for librarians' education, establishment of cooperative networks with related organizations, and marketing for services and programs.

  • This study is about the factors required to be considered in the aspects of policy and operation before introducing the real-time reference service and about the way to use the real-time reference service effectively, The real-time reference service should not be accepted and applied just based on the case of advanced nations without deciding how to apply and use through enough advanced investigation and example analysis. Working out in service policies, selecting appropriate programs. securing service manpower, devising privacy policies, groping the ways of cooperation between libraries, and operating the adequate evaluation system are the factors which should be considered in the policy aspect. Preparation of proper ways of application. operation time, and promotion are the factors which should be considered and reviewed in the operative aspect.

A study on the activation of classics department management (고전자료실 운영의 활성화에 관한 연구)

  • Some problems with the definition, collection, organization, management and use of classics and some solutions for these aspects are presented in this study, in terms of the activation of classics department management. While trying to put these solutions together and to make some basic remedies, we lead to the following facts. First, the understanding on classics should be changed. The ideas that classics are very valuable, so they are only for preservation should be turned to that of making them actively used by the users. And policies as a result of positive interests should be established. Secondly, a written collection development policy statement should be maintained. All the regulations and policies on collection, organization, management and use of classics have to be expressed clearly in this document, in order for the positive and consistent activation of classics department. Thirdly, professional librarians who deal with classics are needed. In order for providing classics service efficiently, first of all, professional librarians who have professional knowledges on classics and are able to provide satisfactory services to their users are needed. And, Financial su n.0, pport for the classics department should be improved. At present, there are few financial su n.0, pports for the classics department in the common libraries. In this situation, it is very hard to activate the use of classics.

An Evaluation of the Standardization of Records Management (준현용 기록관리 표준화의 평가)

  • In 2005, the National Archives of Korea (NAK) set up the Records Management Standards Plan in the process of public records management innovation and released 55 standards and guidelines based on this plan. This study is to evaluate the standardization for records management so far with a critical view and suggest implications for rebuilding standardization strategies. For evaluation, it analyses records management standardization policies and the status of standard development through NAK's standardization policy documents and interviews records managers in central government agencies via e-mail. The categories of evaluation are the selection for the standardization areas, the quality of standard content, the standardization procedures, and the policies for sustainable standardization. It evaluates qualitatively with criteria set up in each category and then suggests some recommendations for the improvement of records management standardization.

Analysis of Media and Information Literacy Education System, and Policies: Focusing on Public Libraries (미디어정보 리터러시 교육 제도 및 정책 분석 - 공공도서관을 중심으로 -)

  • The goal of this study is to explore and draw implicaitons from international and domestic media and information literacy (MIL) policies and educational systems. To this end, international policy documents issued by UNESCO, IFLA, OECD, and the EU as well as domestic South Korean laws and policies related to MIL and the fuctions of public libraries and related institutions were analyzed. The findings show that international organizations recognize public libraries as institutions that are responsible for providing information access and supporting knowledge sharing for citizens within and outside of formal education systems. Additionally, public libraries are seen as institutions responsible for supporting lifelong learning and civic education, as well as improving media, information, and digital literacy skills of their communities. In South Korea, the Library Act gives public libraries and librarians responsibility for improving citizens' MIL to support the public's right to know and to narrow the information gap. However, the functions of public libraries and librarians in South Korea have been limited or excluded in the domestic MIL policies. This study concludes that public libraries and librarians are responsible for reducing the information gap among citizens and should actively participate in policy development to improve citizens' MIL skills.

A study on the strategy of school library development in 21st century (21세기의 학교도서관 발전을 위한 전략적 방안)

  • 21st century is called as a knowledge based society. It means that a society has to build an efficient information system to store and retrieve their knowledge and information. I think a school library is a base educational institution to teach information skill and a student has to be trained very well to treat information in 21st century. However school library has not been developed enough in Korea, and so I suggest the strategy of school library development for the new millennium. For the purposes, I divide the environmental elements of school library into two parts -external and internal elements of school library environment- and examine them to suggest some policies. Even though the suggestions are still a little fantastic in the situation of scl~ml library in Korea, they should bc objects to be achieved in someday.

A Study on the Development and Application of a Model for Evaluating the Comprehensive Library Advancement Plan(2009~2013) (도서관발전종합계획(2009~2013)에 대한 평가모형 개발 및 적용에 관한 연구)

  • With the full execution of the Comprehensive Library Advancement Plan(2009~2013), related bodies and participants, including national administrative agencies and local government, are increasing and the policy environments are intricately being expanded as well. However, there has been insufficient research on the general aspects of library policies to analyze and evaluate the current circumstances. The objective of this study is to analyze both the problems and suggestions in the areas that need improvements implementing this comprehensive plan. Accordingly, we designed a formative model for evaluating the policy process relating to the comprehensive plan, and then modified and supplemented the developed plan based on the Delphi method utilized by library policy experts. We conducted an empirical evaluation of library policy officials who have established and implemented the comprehensive plan. We then used the evaluation results to assess the effects of the factors regarding the accomplishments reached each policy stage.

Discourse on the University and Particularity of Public Libraries in Korea (국내 공공도서관의 보편성과 특수성 담론)

  • A public library in most countries is a knowledge and cultural institution, which is established, supported and funded by the local administrative authorities and central government. Public libraries, therefore, should ensure access to knowledge and information through various resources and services equally available to all members of the community. This role of the public library is a world-wide phenomenon and are called the universality which is applied to all countries. On the other hand, the public library's policies and operations in many countries have their own particularity, meaning exceptional cases, and this is due to the different stages of the growth and development, socio-cultural diversities. This study analyzed and discoursed whether expansion policy of the small library, supremacy of lifelong learning, steep increase in the percentage of contracting out, installation and operation of reading rooms in public libraries are examples of tolerance of particularity based on the universality or the negation of the universality packed with particularity in Korea.
